Job Post: Research Assistant

Job Summary:

The United States International Council on Disabilities (USICD) is looking for a Research Assistant in the Washington, DC area. As a member of a small team, the Research Assistant will be responsible for providing support to the management team in implementing the daily activities of the Global Disability Rights Library (GDRL) project, a joint initiative of USICD and the University of Iowa WiderNet Project.

Responsibilities may include identifying, adding, and cataloguing material on disability rights for the eGranary digital library; managing information resources in a range of formats; communicating with authors and publishers to request copyright permission for inclusion of their content in the digital library; communicating with volunteers assisting the project; scheduling meetings to be held remotely among a global group of participants; maintaining a database of partners and potential partners and collaborators for the GDRL Project; and providing other research and administrative support to the management staff as needed. Qualifications Summary:

About the consultancy

This consultancy position offers a unique opportunity to collaborate with a groundbreaking grantmaking initiative supporting the rights of persons with disabilities. For an interim period (mid-April – mid-September 2010), on a part-time basis, the Grants Consultant will help the Fund manage relationships with its grantees in Latin America. The main objectives of the position are to support DRF staff with grantee communications and oversight and to review and evaluate Spanish-language grant applications. The Fund is looking for a candidate who is able to work in a fast-paced environment, is flexible, takes initiative, and is independent, but team-oriented.

Launched in January of 2008 as a project of the Tides Center, the Disability Rights Fund is a grantmaking collaborative aimed at building community capacity to achieve the rights of all persons with disabilities. The Fund makes modest grants (USD $5000-70,000) to Disabled Persons’ Organizations in the Global South and in Eastern Europe/former Soviet Union for advancing the UN Convention on the Rights of Persons with Disabilities (CRPD) at country-level.

About the DRF Grants Process
In 2010, the Fund will launch its second year of grantmaking to organizations in Mexico and its third year of grantmaking to organizations in Ecuador, Nicaragua and Peru (as well as in 20 other countries around the world; in Africa, Ghana, Namibia and Uganda; in Asia, Bangladesh and India; and 14 Pacific Island Countries). A request for proposals for Mexico will be posted February 15; the deadline for applications is in April. A request for proposals for Ecuador, Nicaragua and Peru will be posted July 8; the deadline for applications is in late August. Grant applications are evaluated in a staged process, with the consultant and DRF staff completing a first and second review and preparing dockets for a third review by the DRF Steering Committee.

Current grantees from Ecuador, Nicaragua, and Peru (who began projects January 1 2010) will be submitting grant mid-term reports in end June 2010. The consultant will aid DRF staff in review of these reports and communications with grantees about their project implementation. The consultant will also aid in communication with current grantees from Mexico (who began projects September 1, 2009).

Consultant Responsibilities

· Interface with DRF staff and current LAC grantees to ensure that projects are progressing smoothly.
· Support DRF staff in LAC grantee mid-term report review and communications with grantees about reports.
· Conduct grants review, evaluation and tracking process for LAC applicants, in conjunction with DRF staff.
· Serve as liaison between DRF and Spanish-speaking prospective grantees to help translate emails, answer questions, complete application paperwork, and build relationships.

Skills and qualifications

The ideal candidate should demonstrate:
· Grantmaking or grantseeking experience preferred
· Professional written and verbal translation skills Spanish to English and English to Spanish
· Strong administrative and organizational skills; the ability to manage time efficiently

About the position
The Program Officer position offers a unique opportunity to join a groundbreaking grantmaking initiative supporting the rights of persons with disabilities. As a member of a small team, the Program Officer will help shape the Fund as it matures and incorporates the best strategies in funding disability rights in the Global South and Eastern Europe/former Soviet Union. The main objective of the position is to work with other Fund staff in the creation of grants strategy and process and the oversight of grantees. To do this work, the Program Officer will build field contacts and partnerships and work with grantees in the field. Other program and administrative responsibilities related to both grantmaking and the general operations of the Fund are also foreseen. The Fund is looking for a candidate who is able to work in a fast-paced environment, is flexible, takes initiative, and is independent, but team-oriented. This position is not necessarily Boston-based.

Program Officer responsibilities
· Help design a grants proposal process that is accessible to people with disabilities
· Serve as liaison to grantees and prospective grantees
· Working closely with Tides, administer and manage grants(e.g., grant award and declination letters, disbursements, report tracking, grant files)
· Together with the DRF team, evaluate grant proposals, conduct financial and critical analysis of applicant organizations
· Provide technical aid to grantees during grants application and implementation
· Prepare concise written analyses of grant proposals and funding recommendations for Steering Committee comprised of field advisors and donors
· Arrange and conduct site visits and meetings with grantees
· Provide organizational effectiveness assistance to grantees or recommend helpful resources as appropriate
· Evaluate and monitor the impact of grants; review and analyze grantee reports
· Develop professional relationships within the field of disability rights to inform the grantmaking of the Fund; keep abreast of trends within the field of disability rights
· Collaborate with DRF team, Global Advisory Panel and Steering Committee to develop and refine grantmaking strategies
· Assist with the day-to-day operations of the Fund as needed
Skills and qualifications

· Familiarity with the community of DPOs and the CRPD (particularly in the Asia Pacific region)

TERMS OF REFERENCE
FACILITATION FOR GOVERNANCE AND LEADERSHIP TRAINING FOR DISABLED GROUP OF TRANS NZOIA
Date 11th May 2009

Introduction
HANDICAP INTERNATIONAL is an international NGO specializing in the field of disability and development. A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.
Currently, Handicap International is working with 7 partner organizations in the USAID/AED funded projects in the field of Disability and HIV & AIDS. The group represents a cross section of disabilities including the deaf, blind and low vision, physically and intellectually disabled.

The main thematic areas of the project activities include;
• Policy and advocacy
• Behavior change communication
• Appropriate IEC materials for the PWD
• Stigma reduction

One of the main focus of the project is the provision of technical support and institutional strengthening by Handicap International to the partner organization to enable efficient and effective implementation of the HIV& AIDS activities.
Background to Sub Grantee organization

Even though HI is working with 7 organizations, this facilitator will only work with DIGROT (based in Kitale) to conduct governance training for the newly elected board. Profiles of the organization and justification for having the training is described below:

1. DIGROT
Background

DIGROT was started in 1990 as a self help group with 50 members with a merry go round to which they contributed 50 – 100 shillings. In 1998, the group opened an account with KCB bank and started a micro finance lending system. Members were given loans of ksh.500 to Ksh 2,000 at an interest rate of 10% p.a.

In 2000, they received a grant from DSDO (Poverty Eradication Programme) which they used to provide loans to their members. 14 members were successfully supported through this programme and 7 defaulted on repayment. DIGROT was trained by HI in 2004 on micro-credit management to address this challenge.

In the years 2001-2003 DIGROT approached HI with a goal of beginning HIV/AIDS awareness activities and in 2004 they wrote a proposal to HI on HIV and AIDS and Disability which was subsequently funded in May 2006 by USAID through AED.
Today DIGROT has representatives from different locations in Trans Nzoia district and was registered as a CBO in 2007. It currently has 224 registered members and each member pays 524 shillings registration fee with a renewal fee of 200 shillings annually. Not all members are fully registered and the money is kept in a savings account.

Justification
DIGROT as an organization for PWD has faced various problems and wrangles have interfered with their operations as an organization. To rectify this, the organization has recently undergone changes to make operations of the organization effective. Some of the changes in the recent past months includes; new staff on board, amendment of its constitution and election of new members to the board.

In line with this changes and growth for the organization, and the planned support for development of a strategic plan, HI intends to support DIGROT in training its new board on governance and good leadership with an aim of strengthening the new team, take stock of lessons learnt from past experiences and enhance prudent management of resources. This is also seen as an opportunity to augment a strong basis for conflict resolutions and create an environment for DIGROT members reconnect with the organizations mission and vision, strengthen its membership and development partners
Further to all the above, the evaluation conducted on the Disability, HIV and AIDS in 07/08 project reiterated Special focus on Disabled Group of Trans Nzoia (DIGROT) on capacity building and governance.

Objectives of the consultancy
The general objective of the training shall be to equip the participants with knowledge and skills on leadership and good governance to provide direction, control and management to the organization

Specific objectives
1. To help participants understand and appreciate the importance of good governance by
o Understanding the term governance and its pillars
o Appreciating the importance of leadership and governance to an organization in promoting institutional growth
o Understanding the role of the board in providing direction and prudent management in order to enhance long term membership values through enhancing corporate performance and accountability, whilst taking into account the interest of other stakeholders.

2. To facilitate a participatory formulation of a code of best practice in relation to governance that meets the priorities of the organizations and its stakeholders, based on their missions and objectives, and also considering national and international processes and trends in disability and development.

Expected results
1. DIGROT board is reoriented and is able to provide a healthy and sustainable advisory role.
2. DIGROT as an organization focuses on its vision and mission and establish a strong basis for conflict resolution

Proposed Methodology
HI proposes a pre-training assessment using questionnaires and a two days participatory training (Focus group discussion, Group work, role plays) session where the board members of DIGROT shall be brought together with an intent to learn and discuss leadership and good governance and development of code of best practice for the organization;

Expected Outputs
1. A Report of the pre-training assessment and governance training.
2. Code of best practice.
3. An action plan of the board that intends to put in place measures to enhance governance within their organization

Time frame
The assessment should be done 3 days before the actual training. The code of best practice will be developed by the board with support from the consultant during the training. The training is planned for 25th and 26th June 2009 and the report to be submitted by 3rd July 2009.

Location
DIGROT is located in Trans Nzoia district, Kitale town.

Budget
The total cost of the consultancy is Kshs. 30,000/=.

Qualification and Competencies:
The consultant should have:
• A masters degree, in the field of administration and/or management or in a relevant field
• Knowledge and experience in leadership and governance training and tool development for Community Based Organizations.
• Knowledge on disability issues is desirable
• Knowledge and experience of participatory approaches and facilitation.
• Ability to operate systematically and commitment to meeting deadlines

The Fast Track Initiative (FTI) is a global partnership launched in 2002 to accelerate progress toward the Millennium Development Goal of universal quality primary education by 2015. All low-income countries which demonstrate serious commitment to achieving universal primary completion can receive support from FTI. The FTI is a high visibility and politically sensitive aid platform which currently provides technical and financial support to over 50 countries, with the majority in Africa. The FTI provides direct financial support to countries with endorsed education sector plans through a multi-donor Catalytic Fund which currently has over $1,400 million in commitments through 2009, making it the second largest source of financing for basic education in low income countries. It will also provide support to conflict-affected and other fragile states through the recently created Education Transition Fund managed by UNICEF. The FTI Partnership is supported by a Secretariat housed in the World Bank in Washington, DC.

Duties and Accountabilities
The Education Specialist will provide support to countries developing education sector plans and programs to reach the most vulnerable populations who constitute the majority of out-of-school children. S/he will also work with FTI Secretariat Staff, FTI partners, country donors, civil society organizations and the World Bank to provide substantive input and technical support on a range of education and development topics such as improving quality/learning outcomes; fragile states; strengthening in-country processes; donor harmonization; improving gaps in policy, financing, data, and capacity development; and FTI’s response to HIV/AIDS, gender, and disability issues. S/he will report to the Head of the FTI Secretariat and support and collaborate with the FTI Secretariats’ Senior Education Specialists who lead FTI’s work on learning outcomes and country level processes. Specific responsibilities will include:
1. Out of School/Vulnerable Children Coordinate partnership planning and processes to address key constraints for vulnerable populations to achieving the education MDG.
• Assist in designing, implementing, monitoring, and evaluating a targeted outreach program to reach the populations most at risk of not benefiting from EFA/FTI programs.
• Develop a results framework for working with vulnerable populations. Develop and monitor indicators and activities linked to specific marginalized populations (gender, poverty, rural/urban, disability, and child labor).
• Provide background research on education and development policies as appropriate.
• Strengthen the policy dialogue within the FTI partnership by researching the donor partners’ statements on policy (user fees, language of instruction, disability, gender, etc.) and identifying common principles and shared understandings.

2. Country Focal Point Serve as focal point for a select number of FTI endorsed and potential countries.
• Act as first line of contact for all FTI communications with coordinating agency.
• Provide and seek information on ESP development and implementation, including FTI trust fund issues, application procedures, and key events such as joint annual reviews.
• Ensure tools such as the capacity development, inclusion/equity, HIV/AIDs, School Health are utilized when LDGs are developing their ESPs.
• Conduct the FTI Secretariat’s support and advice on ‘Light Touch’ review of ESPs prior to endorsement.
• Monitor and provide guidance to fragile states as they progress through the single entry process.

3. Learning Outcomes Support the FTI Secretariat and Partnership’s work to develop its work plan and activities on learning outcomes within the FTI partnership.
• Provide research and other support for the FTI task team on education quality.
• Provide support for the coordination of partnership planning and processes for measuring learning outcomes in FTI countries.
• Assist in communicating with country Local Education Groups/Coordinating agencies (CA) to gauge interest in their participating in international assessments of learning/quality.

Selection Criteria
• Education: An advanced degree in education or related fields.

• A minimum of 5 years of relevant experience working in the education sector.

• Strong knowledge of and commitment to the principles and procedures of the FTI.

• Knowledge of fragile states policies and financing mechanisms.

• Demonstrated knowledge of and experience in the use of education data, and social and institutional research analytical tools.

• Knowledge of education operations in the World Bank or other major donor or UN agencies.

• Experience with dialogue with government and other partners, including bilateral donors, multilateral organizations, and NGOs.

• Proven ability to work with peers, managers, and a diverse range of partners including donors, civil society groups, governments, and academic institutions.

JOB CONTEXT :
This project is the result of a short emergency project, which objective was to support the victims of PAIOL, the arsenal explosion in Maputo in 2007. The PAIOL project highlights the lack of knowledge and skills of basic services to welcome and take care of people with disabilities. It was also the opportunity to work with the municipalities of Maputo and Matola, and to make a first assessment on the situation of people with disabilities.

This post is based in RAVIM offices, our principal partner for the project. The characteristics of the relationships between the Local Diagnostic Expert, Handicap International Project Team and RAVIM will be detailed within the Partnership Agreement Addendum between Handicap International and RAVIM.

JOB DESCRIPTION :
Challenges and goals :
The decentralization process is quite complex in Maputo and Matola: all the different levels of governmental representatives are present (district, municipal, province and nation). One of the issues will be to get involved and coordinate with all these different governmental levels, in a same objective. The local diagnostic should clarify which are the main competences for each administrative level: district, municipal, province and nation, in the frame of the decentralization process.

Activities :
In collaboration with RAVIM, you will support the realisation of a local diagnosis on the social and economical situation of people with disability, the social representation of Disability and the situation of existing healthcare and social services, regarding the welcoming of vulnerable people (including people with disability and people living with or affected by HIV/AIDS).
Your responsibilities will be to:
==> carry out the local diagnosis
==> analyze the local diagnostic results and propose recommendations in respect to the project objectives.
==> create a database and directory of services
==> organize the dissemination of the results of the local diagnosis among the civil society and government
==> prepare the final evaluation of the project, based on monitoring tools and mechanisms to evaluate the progress of the situation of people with disability and healthcare and social services at regular intervals
==> capitalize documentation and tools used during these activities

Comprehensive Community Based Rehabilitation Tanzania (CCBRT) is a locally registered Non Governmental Organization (NGO) first established in 1994. It is the largest indigenous provider of disability rehabilitation services in the country. CCBRT aim is to improve the quality of life of people living with disabilities as well as their families and to enable them to claim and use their legitimate human rights.

*Objective*
The PEPFAR project is aimed to considerably increase access for people with disabilities and their care givers to appropriate HIV/AIDS prevention, care, treatment and support services in Tanzania. The project is funded by PEPFAR for the duration of 3 years beginning 2009. CCBRT will coordinate the project in collaboration with the Government of Tanzania, civil society and other stakeholders.

*The Project Manager will have the following responsibilities*

· Setting up, implementation, monitoring and evaluation of the project.

· Recruitment of part time HIV/AIDS and Disability Coordinators in consultation with the Community Program Director.

· Setting up of the National Platform in consultation with governmental, non-governmental and international stakeholders.

· Selection of target districts and partners in consultation with TACAIDS and NACP.

· Coordination and monitoring of the development of minimum guidelines (VCT, care and treatment), development and distribution of various Information Education and Communication (IEC) materials, and respective training manuals.

· Initiation, coordination and evaluation of trainings in collaboration with technical experts and target organizations.

· Further development of IEC, training materials and programs after lessons learnt in collaboration with technical experts.

· Establishment of follow up mechanisms to support trained experts.

· Establishment of collaborations and referral mechanisms between district authorities, disability and HIV/AIDS organizations.

· Provision and coordination of technical / advisory support to partners.

· Assessment and approval of small project proposals for infrastructure adjustments and campaigns in collaboration with CBM US and a representative of the National Platform.

· Development of public awareness programs on disability, equal right and HIV/AIDS.

· Generation of lessons learnt and continuous integration during the project implementation.

· Development of a reader on making HIV/Aids strategies inclusive in collaboration with technical experts.

· Development of annual work plans and setting of annual targets.

· Compilation of narrative / financial reports in collaboration with the CCBRT Finance Manager.

· Coordination and support of the work of the CCBRT Health, HIV/AIDS and Disability Coordinator and three HIV/AIDS and Disability Coordinators.

*Experience*
The project manager should have

· a minimum of 5 years working experience in HIV/AIDS

· In depth knowledge about HIV/AIDS strategy framework in Tanzania including HSHSP, NGPRS, NMSF as well as HIV/AIDS related working structures and relevant stakeholders in Tanzania.

· Experience in guideline and training programme development

· Proven working experience with vulnerable groups, preferably persons with disabilities

· Good analytic, report writing and presentation skills

· Experience in coordinating and managing larger teams

· Strong written and oral communication ability, both Kiswahili and English

Position needed: – Lecturer in Linguistics (with expertise in sign language linguistics and/or deaf studies)

Addis Ababa University’s Department of Linguistics has launched the Bachelors of Arts degree in Ethiopian Sign Language and Deaf Culture this academic year (2008-2009). It is the first BA degree course in Sign Language provided in the African continent.

The main objectives of the BA program are to encourage and train:
• sign language teachers in teaching sign language courses at secondary and tertiary levels
• sign linguists in conducting research on Ethiopian Sign Language in order to promote the use, status and function of Ethiopian Sign Language.
• sign language interpreters in the interpreting profession

The program is to:
• Promote collaborative research on Ethiopian Sign Language in conjunction with other institutions of higher learning at local, regional and international levels.
• Provide advisory services to organizations, schools, institutions that work to promote Ethiopian Sign Language and Deaf culture, organize short-term trainings for people involved in Sign language and Deaf Education, compilation of Sign language dictionary etc.

It is a three year regular university program which gives modules focusing on sign language, linguistics, Deaf Culture. Some of the modules the Lecturer is expected to be familiar with are:
• Sign language and Society
• Sign language literature and performance
• Trends in Deaf Education
• The sociology of signing family
• Sign language interpretation and translation
• Deafness in broader perspectives,
• Communication Support for Deaf People (i.e. note-taking, interpreting etc)

We may require the expatriate lecturers (if given sufficient skills needed) to assist us in doing a feasibility study into setting up the African Centre for Deaf Studies and Sign Language Studies at our university.

Contractual time:
The Department of Linguistics and Philology seeks to employ two full-time Lecturer positions. The minimum contractual time is two years as of March 2009 with the possibility of extending the contract.

Requirement:
• Good sign language skills, preferably in American Sign Language
• Postgraduate diploma in Sign linguistics, Deaf Studies, or related field or qualification;
• Knowledge of Deaf history and culture;
• Extensive experience in working with the Deaf community;

The Southern Africa Federation Of the Disabled (SAFOD) is seeking to engage the services of dynamic, qualified and experienced professionals for the positions of Research Programme Director and Information and Communication Manager. Both positions will be based in the SAFOD Research Centre in Francistown, Botswana. The following are the new positions that need to be filled in the SRP as soon as possible; see Application details at the bottom for instructions in how to apply:

1.RESEARCH PROGRAMME DIRECTOR:
Reporting to the SAFOD Director General, the Research Programme Director will have overall responsibility for the management of the SAFOD Research Programme.This would include all aspects of the professional, financial and administrative management of the programme. The Research director will also be accountable to DFID Central Research Department.

Management Responsibilities:
·Co-ordination of the Research Programme with the SAFOD member DPOs and with other disability programmes in the region to avoid duplication and to promote synergies;
·Ensuring gender dimensions are mainstreamed into research themes;
·Terminating unsuccessful activities;
·Act asan ex-officio member of the SRP Technical Advisory Board (TAB);
·Ensuring timely delivery of the activities of the SRP;
·Reviewing the progress of the SRP in terms of potential impact on disability policy and practice;
·Disseminating and promoting the use of SRP-generated knowledge for the benefit of disabled people in SAFOD member countries;
·Line management of SRP staff, which includes a Research Programme Manager and a Communictions Officer;
·Financial management of the budget and expenditure of the SRP;
·Safe-guarding any database of knowledge generated by the SRP so that it remains accessible after the research programme ends;
·Safeguarding any work that may be commissioned to contribute to the achievement of the purposes established for the SRP.
SRP Implementation:
Overall responsibility for implementing the SRP programme.
Development of the SRP will include the following tasks:
·Identification of future research activities;
·Identifying the stakeholders for research outputs within and beyond the SRP,
·With the advice of the Communications Manager, establish the means by which these outputs may be used and how they should be packaged and promoted;
·Establishing strategic relationships with SRP partners and with other collaborating research institutions in target countries to promote the transfer of knowledge to stakeholders;
·Development of new consortium milestones for agreement with DFID.
The Research Director may identify and commission work to achieve the outputs within the annual budgets and the financial limit set by the contract.
General
Taking into consideration the views of the Technical Advisory Board, establish all necessary arrangements to achieve the SRP outputs in a cost-effective way and to achieve best value for money in the commissioning of activities;
Establish and maintain liaison with relevant DFID advisers and with local institutions in SAFOD-member countries in which research activities are to be implemented;
Set up criteria for commissioning research and ensure research proposals are fully appraised to ensure that quality, developmental relevance and demand criteria are met;
Monitor progress against the outputs and milestones, and producing regular financial, operational and technical reports within prescribed deadlines;
Monitor SRP expenditure against the approved annual budget allocation and the financial limit with accurate forecasting of expenditure and submit quarterly and annual financial reports in the format prescribed by DFID. Provide additional financial information as required.
Prepare, for submission to DFID and with TAB endorsement, annual work plans and annual reports in the format prescribed and participate as required in SAFOD monitoring and review activities;
Facilitate access to the SRP for the Mid-Term Review of the programme mid-way through the programme cycle.

2.INFORMATION AND COMMUNICATION MANAGER
The Communications Manager will be an expert in communicating research. The post will be full-time and the post-holder will report to the Research Programme Director.
The Communications Manager will have overall responsibility for planning and implementing a communications strategy. The post will involve close engagement with the research work, people, debates and partners across a range of countries, especially those where SAFOD is operating. This post will be crucial in helping the programme to develop policy-influencing strategies linked to research results. The postholder will need to combine strong interpersonal and communications skills with the vision, networking skills and entrepreneurial ability to develop and implement a communications strategy which promotes research to a wide audience.
Responsibilities include the following:
Take the lead to identify and establish the means by which research products will be packaged, promoted and adopted, inter alia:
·Planning and implementing a communications strategy for the SRP in consultation with research and management staff;
·Undertaking a communications assessment for the entire programme, including the capacity and needs of the SRP partners to collaborate and deliver communications components;
·Undertaking stakeholder analyses, in collaboration with research staff, to identify key audiences for research findings at different stages of research;
·Ensuring the identification and establishment of effective dissemination of research findings to key stakeholders;
·Packaging of research in a form appropriate for use by stakeholders, including disabled people;
·Working with research staff to produce outputs, mostly in print and electronic formats, such as policy briefings, resource guides, comments and opinion pieces, drawing on research findings as they emerge;
·Maintaining the SRP website, including monitoring of use and establishing subscription mechanisms for interested parties;
·Producing SRP newsletters, periodically;
·Promotion of research products to target institutions and beneficiaries;
·Syntheses of knowledge and lesson-learning on specific themes;
·Maintain effective relationships with SRP partners and with other collaborating research institutions in target countries to promote the transfer of knowledge to stakeholders;
·Ensure effective design and implementation of all research projects being conducted under the programme;
·Advise the Research Director on all matters relating to the implementation of the research programme and standard operating procedures and project management;
·Ensure that good relations are maintained in all the communities in which research is being conducted through regular and scheduled community meetings;
·Represent the programme at community functions and fora as required to provide information to community leaders /DPOs and partners about the programme and research conduct;
·Liaise with Director General to ensure local capacity building throughout SAFOD via sharing of experience in research management and, where appropriate, dissemination of key findings.
Person Specifications:
a)Experienced communications expert with a solid understanding of the processes for achieving evidence based research and targeted outputs for policy change;
b)Strong interpersonal communication skills to work and communicate with a variety of stakeholders including people of varied disabilities, academic research community; international development donors, disabled peoples’ organisations and so on;
c)Strong background and commitment to community based research and knowledge and skills of participatory learning and action research;
d)A social science degree or equivalent in communications and experience in the research field;
e)Excellent oral and/or written communications skills to work and communicate with people of varied disabilities, and capacity to edit and draft research reports and written out puts;
f)Computer literacy and Internet experience;
g)Knowledge in website and data base design;
h)Knowledge of a non-discriminatory society and that disability does not mean inability.
Key Result Areas:
·Development of a Communications Strategy to ensure the efficient and effective systems of dissemination and communication of SRP research products and findings to key stakeholders;
·Development of a capacity building programme to strengthen SRP member capacity to undertake disability research and disseminate findings;
·Establishment of outreach and mobilization programmes on disability research and related advocacy activities to effect change on the basis of key findings;
·Establishment and maintenance of a resource center holding documentation and information regarding disability policy and practice, as well as housing SRP programme research products;

HI began its operations in 1992 as an emergency support programme in Garissa (North Eastern Province). Currently, HI is operating a medical referral project for refugees in this region in partnership with the UNHCR. HIV and AIDS activities are also being provided for the local community.

In 1994, HI launched another emergency support programme for internal displaced persons (IDPs) following inter-ethnic clashes, in Trans Nzoia District (Kitale town). Today, we are running in Kitale the most comprehensive HI Programme on HIV and AIDS in Kenya.

In 2002, in Nairobi we began disability activities with local partners (community-based organisations) focusing on support to networking, inclusive education and access to resources.

In April 2005, we have started a Mine Risk Education (MRE) project for the refugees living in the Kakuma Refugee Camp (near the Sudan border).

*_Rehabilitation project in Dadaab refugee camp:_*

Dadaab Refugee Camps, located in Garissa district, are the main settlement for Somali refugees, with a total population of 170,000 refugees, with a recent new influx^^[1] ^ due to the latest political events and severe drought in the southern parts of Somalia. To date some basic services have been developed to meet the refugees with disability needs. UNHCR, CARE International and other implementing partners working in Dadaab refugee camps raised a concern about the critical situation of the refugees with disability and scarce services provided to them. Therefore, UNHCR solicited Handicap International to support and contribute to develop initiatives towards disabled refugees in Dadaab camps.

An assessment carried out by HI from in February 2007 defined HI intervention with focus in two main areas:

(i) */To develop access to adequate rehabilitation services for persons with disability/*, with particular attention to be paid to technical aids and prosthetic production and rehabilitation and counselling services for children with intellectual disability and/or cerebral palsy; and

(ii) */To facilitate access to humanitarian aid and community development for persons with disability/*, through information sharing, counselling and sensitization of staff and agencies in charge of food distribution, sheltering, health, watsan and construction works, education, community development services and livelihood, etc.

The Community Based Rehabilitation (CBR) Project Team will consist of 1 x Project Manager, 1 x CBR Coordinator , 1 x Mainstreaming Officer, 3 x CBR Officers (with technical expertise in differing but complimentary areas), 6 x rehabilitation workers, 6 x technical aids workers (leather work/shoe making and carpentry), and 30 x CBR workers.

*THE POSITION*

Under the responsibility of CBR Coordinator, the CBR Officer (Prosthesis & Orthotic) will offer technical support to the CBR team in ensuring quality production and fitting of prosthetics, esthetics, & other orthopedic devices to persons with disability among refugees and host communities. She/he will also build capacity of the local technicians and rehabilitation staff and take lead in the referrals and follow ups of patients.

*S\he will be responsible for :-*

*1) Supervision and management of mobility aids workshops*

· Supervise operations in all mobility aids workshops present in all the three camps including Dadaab workshop.

· Closely monitor and arrange procurement of equipment and materials as required for workshop – production.

· Provide advice on installation of equipment in the workshops including workshop planning and utilization of workshop consumables

· Ensure P&O workshops’ set up are all up to standards and accepted specifications

· Ensure mobility aids workshops are barrier-free for the easy access to persons with disabilities.

· Ensure all safety measures are observed within the workshops to reduce hazards in the operation of various machinery and equipment.

· Develop proper workshop management systems to ensure effective and efficient P&O workshop management.

· Carry out regular monitoring of workshop activities, technicians’ performance and manufacture of devices.

*2) Capacity Building*

· Identify and provide on-the-job training to local technicians in Prosthetics and Orthotics.

· Develop training curriculum for on-the-job training of local technicians.

· Conduct regular evaluation of the on-job training.

· Provide basic orientation to community CBR workers on the maintenance and repair of devices in the field.

· Train P&O Assistants in Workshop Management and information systems.

*3) Supervision of P&O Assistants*

· Develop job descriptions for the P&O Assistants/Technicians.

· Together with the team, develop weekly work plan for the P&O Assistants/Technicians.

· Carry out induction and appraisal for the P&O Assistants/Technicians.

· Monitor P&O Assistants/Technicians performance and production.

*4) Referrals and Physical rehabilitation*

· Ensure persons with disabilities receive good quality and appropriate prosthetic and orthotic devices and services from the workshops as well as in the field and from Garissa/Kangemi.

· Develop a good and effective patient’s follow up mechanism for patients who are fitted with P&O devices from Garissa general hospital and Kangemi.

· Maintain individual file for each person with disability receiving P&O devices and carry out regular follow up as per the requirement of the particular person.

· Maintain all records pertaining to service delivery.

· Ensure required gait training is provided to the clients after prosthetic and orthotic fitments.

· Ensure that the clients receive rehabilitation therapy as required, e.g. release of contracture and healing of stump edema before fitting devices.

*5) Coordination and networking *

· Maintain necessary coordination with Rehabilitation Therapists.

· Work closely with the Physiotherapist and Occupational therapist for patient treatment, follow-up and evaluation.

· Liaise with Technical Advisors for various technical matters and training programs as necessary.

· Represent the organization at forums, workshops and conferences in the areas of Prosthetics and Orthotics as may be required.

· Produce updated reports at regular intervals as required by the project in terms of donor and organizational requirements.

· Advice Management on various costs related to P&O materials, equipment, maintenance, training and service delivery.

This short-term consultancy position requires someone to provide a five-day training workshop in the use of QuickBooks from December 15 to 19, 2008. Profiles and proposals must be submitted by December 10, 2008.

TERMS OF REFERENCE: QUICKBOOKS TRAINING FOR THE SUB GRANTEES

BACKGROUND

HANDICAP INTERNATIONAL (HI) is an international NGO engaged in the field of disability and development. A strong emphasis, however, is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.

Currently, HI is working with 6 partner organizations in the USAID/AED funded projects in the field of Disability and HIV & AIDS. The group represents a cross section of disabilities including the deaf, blind and low vision, physically and intellectually disabled.

The main thematic areas of the project activities include;
• Policy and advocacy
• Behavior change communication
• Appropriate IEC materials for the PWD
• Stigma reduction

One focus of the project is to provide technical support, build the capacities of the partner organization and provide funding to enable them implement HIV& AIDS activities.

JUSTIFICATION

Good financial management practice helps an organization to attain effective and efficient use of resources and be more accountable to donors and other stakeholders. Hence, HI would wish to commission training in QuickBooks for her partners as a requisite to ensuring quality and accurate financial record keeping and reporting on usage of donor funding. HI further wishes to install QuickBooks accounting packages for all the partner organizations that are not yet compliant to the package and final set up a cut-off period for compliance by all the organization.

BACKGROUND OF PARTNER ORGANIZATIONS

We have detailed as underneath a brief profile of each of the organizations that we are currently collaborating with as a basis of your understanding the scope of each partner. However, it may be worth noting that the proposed training may also include other partners we are yet to bring on board.

DDSHG (DANDORA DEAF SELF HELP GROUP)

Dandora is an organisation of deaf people that was formed over 10 years ago; Structural formation was very minimal in the initial years. Thus, Handicap international organized governance training which has since increased cohesiveness among the group membership. This is expressed through an increase of paid membership, while several board members who were also employees of the organization resigned as employees to pave for a clear segregation of interests. The organization is situated in Dandora area of Nairobi province.

On overall, the organization has sound and consistent financial management and reporting systems. In the period under review the organization was funded to a tune of Ksh. 1,996,453.00 (one million nine hundred ninety six thousand four hundred fifty three only)

BLINK (Blind and Low Vision Network)

Blink’s beneficiaries are primarily blind and/or persons with very low vision. A key issue for this organisation is that their beneficiaries are in different geographical locations. However, they have focal persons in each district that they meet weekly to discuss the needs of the communities. The board members are also representatives of different Community Based Organizations. They function as resource persons and may have their expenses reimbursed and allowances for services provided.

The organisation refers to itself as a Community Based Organization network that helps the individual Community Based Organisations provide support and care to their communities through awareness creation activities on HIV/AIDS. The discussions in the communities are generally broader than the HIV/AIDS, so the meetings are used as an opportunity to discuss other issues.

Blink has received training in project design and management including M&E frameworks, resource mobilisation, programme reporting, financial management, and managing special needs projects (e.g. reproductive health, HIV/AIDS counselling for disabled people, VCT testing). The counsellors are now better equipped to inform visually impaired people about their test results. Their reporting has also improved.

As regards the governance function, both board members and staff members now understand their roles and what is expected of them thanks to the capacity building initiatives by HI. The board members are also informed about the organisation’s activities by the Director on a regular basis.

The backbone of the spending in the organization is mainly logistical, thus the need for well tailored internal checks and balances mechanism that ensures prudence in the commitment of expenditure. In the current grant period the organisation was obligated to spend Ksh.2,728,962.00(two million seven hundred twenty eight thousand nine hundred sixty two only).

KEDAN (Kenya Disabled Action Network)

KEDAN is a youth organisation which is only 4 years old and covers several types of disability, contrary to most of the other disabled people’s organisations that target a particular category of disability (blind, deaf, physically impaired, and albinos – for capacity reasons they are currently unable to include mentally handicapped. The organisation started out with mobilisation, awareness creation and experience sharing and has only actively implemented programme activities since 2005. . They have developed an action plan for the next couple of years which they intend to implement, despite their limited resources, with the help of their motivated supporters.

As regards the needs of the organisation, KEDAN’s staff feels that they need to strengthen their competencies in the area of resource mobilisation, in particular proposal writing. They also need help to manage their existing resources better. Finally, they wish to develop their staff competencies in areas such as leadership and management, IT, and income generating activities.

In the current grant period the group is obligated to spend Ksh. 2,388,811.00 (two million three hundred eighty eight thousand eight hundred and eleven only).

NFSS (Nairobi Family Support Services)

NFSS was started in 1982 by Actionaid and registered as a local NGO in 1996. The Programme Coordinator has been the leader ever since. The organisation receives funding from HI France and from the AED-programme and is also supported by Sense International and the Liliane Foundation.

The mission of the organisation is to raise awareness on HIV-AIDS and disability through their work with community groups and attempt to change the stigma of disabled people in the community and their low-self esteem. The peer educators meet twice a month to exchange experiences.

NFSS has strong networking capacity. The organisation partners with different institutions, especially through referrals: the Liliane foundation (support for disabled people’s surgery), specialised schools (educational assessment), the Ministry of Health, government hospitals, networks of therapists. This gives the organisation high credibility in the communities.

NFSS would like to support “merry-go-rounds” (revolving credit systems), but as most of their beneficiaries are not working, it is difficult to collect the funds.

Until 2005, Action Aid funded a microfinance programme for the parents of disabled children. These loans were considered by some as grants. After having received several loans, and hence being allowed to loan greater sums, gradually, some of the beneficiaries disappeared with their funds. Only about 50% of these parents are able to continue repaying their microloans.

NFSS has an internal control manual but it has not enhanced its usage. There is therefore need to educate the staff on the importance of these procedures and its implementation. In the current grant period the organization is obligated to spend Ksh. 2,211,847.00 (two million two and eleven thousand eight hundred forty seven only).

DIGROT (Disabled Group of Trans Nzoia)

DIGROT was started in 1990 as a self help group of 50 members on the concept of a merry go round. Since 1998, the group has operated a bank account with Kenya Commercial Bank, Kitale Branch. The group started a micro finance lending system; Members were given loans of ksh.500 to Ksh 2,000 at an interest rate of 10% p.a.

In 2000, they received a grant from District Social Development Officer (Poverty Eradication Programme) which they used to loan their members. 14 members were successfully loaned through this programme and 7 defaulted to repay back. DIGROT was trained by HI in 2004 on micro-credit management.

In the year 2001-2003 they approached HI on HIV/AIDS awareness and in 2004 they wrote a proposal to HI on HIV and AIDS and Disability which was funded in May 2006.

DIGROT has representatives from different locations in Trans Nzoia district and was registered as a Community based Organization (CBO) in 2007. DIGROT is a network of DPOs (Disabled Persons Organizations) in Trans Nzoia district and usually conducts quarterly meetings with representatives from these DPOs.

It currently has 224 registered members and each member pays 524 shillings registration fee with a renewal fee of 200 shillings annually. Not all members are fully registered and the money is kept in a savings account.

The organization lacked well defined operational systems and procedures but has been subjected to vigorous capacity building initiatives, the organizations has also just finalized a recruitment exercise where competent and qualified staff have been brought on board.

In the current partnership agreement the organization is obligated to spend Ksh. 1,131,139.00 (one million one thirty one thousand one hundred thirty nine only)

UDPK (United Disabled Persons of Kenya)

United Disabled Persons of Kenya (UDPK) is an umbrella network of persons with disability in Kenya and was established in 1989 with a membership of the following organizations – Kenya Union of the Blind (KUB), Kenya National Association of the Deaf (KNAD) and Kenya Society of the Physically Handicapped (KSPH), Kenya Society for the Mentally Handicapped (KSMH). Kenya Autism Society joined later to champion issues of parents of mentally challenged Albinos and autism.

Currently UDPK has about 200 member organizations. UDPK was formed so that disabled persons could be united and speak with one voice, advocacy and lobbying remains the core objective.

Membership is both by organizations of and for disabled person. UDPK has five full time staff and 13 Field Officers working in different regions and is headquartered in Westlands, along Waiyaki Way. The mission of UDPK is to unite all persons, groups of Persons with Disabilities (PWDs) to advocate for disability issues on a united front. The vision for the organization is a barrier free society where Persons with Disabilities (PWDS) enjoy access to services in all spheres of life.

In the current grant agreement the organization is mandated to spend Ksh.2, 542,345.00 (two million five forty two thousand three hundred forty five only).

GENERAL OBJECTIVE

The general objective of this consultancy is to conduct an application based QuickBooks Training for management and finance staff of Handicap International partners so as to reflect through proper recording keeping and accurate financial reporting an accountable and effective use of donor funds as outlined in the individual budgets of the funded organizations and based on properly defined internal control systems, proper administrative and logistical management.

SPECIFIC OBJECTIVE
• To design and develop a training programme that will equip the trainees with relevant skills and knowledge in Quickbooks

PROPOSED METHODOLOGY

HI proposes to hold a five day residential application based training for management and financial staff from each of the partnering organizations.

HI also proposes that the consulting firm shall at all times seek clarifications and/or guidelines from HI on all issues that are not clear and/or appear ambiguous in their opinion. For the purposes of this Training, the contact person for HI is Mr. Erick Karani, the Project Finance Officer.

TASKS OF THE CONSULTANT

1. Development of a training curriculum that shall conform to the afore-mentioned specific and general objectives and/or all other related aspects of QuickBooks financial package.

2. Carry out an evaluation of the training and produce a training report.

EXPECTED RESULTS

At the end of the training, the trainees will be able to:-
• Explain the essence and challenges of QuickBooks.
• Understand the usage and benefits of QuickBooks in financial management.
• Establish the relationship between QuickBooks reports and external reporting.
• Outline the QuickBooks main menu.
• Set up Accounts in the Quickbooks software
• Key in data and prepare accounting documents.
• Record General Journals.
• Prepare Bank Reconciliations.
• Develop Internal and Donor Reporting formats.
• Prepare monthly/annually reports.
• Correct Errors.

TIME FRAME

The training is expected to commence on 15th and end on 19th December, 2008 close of business.

QUALIFICATIONS

The consultant should have :-
• Relevant educational back ground and experience in teaching QuickBooks in a reputable institution.
• Relevant experience in working as a consultant/ lecturer is added advantage.
• Excellent analytical, writing and communication/facilitation skills.

JOB POST: Consultant, Vocational Education and Training for Vulnerable Groups in Eastern Europe, Bulgarian Roma

Subject: [Bulgarian Roma] Job: Consultant, Vocational Education and Training for Vulnerable Groups in Eastern Europe

A Washington D.C based government contractor is looking for a consultant to compose a report for USAID regarding vocational education and training in Eastern Europe for vulnerable groups, specifically people with disabilities.

The report, work on which would start in immediately, will include two major sections, one addressing training for people with disabilities and the second, training for institutionalized adolescents who will graduate from institutions. Both of these sections of the report should contain a review of best practices and lessons learned from vocational and job skills training programs for persons in the group. As much as possible, this review should rely on information from programs that have been evaluated and on information from programs that have been implemented in the E&E region (although these do not need to have been implemented by USAID). The report should also include a very concrete guide and set of recommendations for Missions who wish to program in this area. These recommendations should include practical, “how-to” advice including a discussion of the conditions that are necessary for these types of programs to be successful, descriptions of types of programs that seem to work best, links and other references to strong model programs so that readers can easily access more information, etc.

Previous experience with writing reports for USAID while certainly and advantage, is not necessarily a must, as long as the candidate has a proven record of producing reports for other governmental agencies, international organizations, and NGOs. The key qualities would be expertise in vocational education and training for people with disabilities in Eastern Europe, the ability to gather and analyze cross-county data from the region, and good writing skills.

WORK CONTEXT
The project’s activities will be concentrated in the rural communities where Handicap International has long-standing relations with the health authorities and other local partners. The project will work alongside the international community and the International Diabetes Federation, as well as with existing regional groups and organisations with expertise in the field of diabetes. The project’s initial objective is to strengthen the health system in order to make primary and secondary health care accessible to the rural population, and to diabetics in particular, and find ways of overcoming the main obstacles to access to health services. Local, national and international awareness-raising campaigns will be used to inform the population about the disease, the risks and means of prevention. The project will aim to demonstrate that the integrated management of diabetes (prevention, care and rehabilitation) should be a priority at both local and regional level. A network will be developed to help ensure the effective coordination of actions implemented locally.

JOB DESCRIPTION
Challenges and objectives :
The project coordinator will work with a regional team in Burundi, Kenya and Tanzania. He/she will be line-managed by the East Africa Desk Officer. In Burundi and Kenya, the project teams, managed by a national project manager, will work with previously identified local partners. In Tanzania, the project will be directly implemented by our local partner, the Tanzania Diabetes Association. The regional coordinator will therefore closely monitor this partner’s activities and financial reporting.

The geographical scope and wide diversity of human resources involved in the implementation of activities is a new and fundamental aspect of this project and confers a high level of responsibility on the regional coordinator.

Missions and responsibilities :
With regard to the regional dimension of the project, the coordinator is responsible for implementing various activities that will have a regional impact, whilst ensuring the project’s overall coherency.

In each target country, he/she will work closely with the field programme director and national project teams, and with our partner in Tanzania, to establish the planning and monitoring of activities at national level. He/she is also responsible for the operational and financial decisions essential for moving activities forward in a coherent manner and in line with the project’s overall objectives.

He/she is specifically responsible for :
y Implementing policy on information, communication, knowledge-management and lesson-learning in the areas developed by the project. This is a fundamental aspect of the project. Competence in the field of managing and planning multi-country projects
Pedagogical skills ( training experience would be an advantage).

JOB CONTEXT :

Unified from 1975 after 40 years of conflict, Vietnam entered into the Doi Moi process on economy and politics in the mid 80’s to open the country to liberalism. With economic growth rate of more than 8% in 2007, the country is now becoming one of the new Asian Dragons. This development creates a gap between rich areas mainly located in the lowlands and urban areas and remote mountainous regions where people remain poor, despite a 50% fall in poverty over the last 10 years.

The country is very stable with a government ruled by one legal political party. All institutional levels have People Committee representatives from the State to the villages. With around 85 millions inhabitants, Vietnam is highly populated for a territory of 331,000 km2. 54 ethnic groups co-exist in this area; the Kinh (Vietnamese themselves) constitute a majority of 85% and are dispersed nationwide. All other population groups are ethnic minorities mainly located in mountainous provinces.

JOB DESCRIPTION :

The objective aims to implement the Inclusive Education National Plan in Bac Kan province. The project has been designed and submitted as a consortium between Handicap international France and Save the Children Sweden. The project will be implementing with others external partners specialized or working in education domain.

Challenges and goals:

The Project Manager will ensure the effective implementation of the project “Rights-Based Inclusive Education Access for Children with Disability in Bac Kan province, Vietnam” in line with programme and project requirements. The post holder must support and promote the core values and interests of HI. The Project Manager will work under the supervision of the Programme Director based in Hanoi and will manage one to two project assistants, and up to two field staff (to be recruited).

_Activities_ :

/_Manage the project_/:

– To manage the following project areas: implementation of activities, human resources (field staff), finance and communications. To coordinate with partners strategies on Inclusive Education;

– Determine the methodology to be used in the project appropriate to the Vietnamese understanding of inclusion of disabled children in education

– Support the implementation of activities by partners and consultants, to implement an education policy which takes into account disabled children,

– Write the project narrative reports and participate in financial reports,

– Co-ordinate between all the project’s internal and external stakeholders;

– Prepare and participate in the evaluation phases and implement any pertinent recommendations;

– Provide initiatives to develop the project in the relation to the HI Vietnam’s pluri-annual strategy and participate technically in fundraising.

/_Manage the project and site team:_/

– Draw-up job profiles, validate recruitments an individual action plans for each team member

– Train the team in methods, approaches (participative methods, partnership…) or technical aspects (Inclusive Education, Specialized Education, identification and assessment of disabled children); Ensure effective communication within the HI team in Hanoi and other sites.

– Ensure that the project is implemented in line with Handicap International’s Inclusive Education policy and the Vietnamese education sector plan. /__/

– Identify with the Technical Adviser, which issues or subject areas should be capitalized,

– Define a method for collecting good practice with the Technical Adviser

CANDIDATE PROFILE:

_Mandatory:_

– Degree in a relevant discipline ; Education, development or disability (equal to BAC + 4 in France)

– Strong management skills. At least 5 years experiences in his/her field or in project management.

– Sound knowledge of Monitoring and Evaluation techniques and methodology

– Ability to work in partnership with national and local actors

– Experience of working within a multi-cultural environment

– English is essential as all project documentation and reporting systems are in English

_Qualities required_: Group leadership, initiative, creativity, diplomacy, interpersonal skills. Written and oral expression, decision making, good team work skills, strong autonomy.

_Complementary_:

– _Field of studies:_ special Education (Inclusive education, social work…)

– Experience of working in remote area, experience in INGO, experience in Asian context.

Disabled people in the towns and villages of Mali are amongst the poorest of the poor, the majority surviving by begging, or complete dependency on their family. Despite a theoretical commitment to advancing the rights of disabled people, so far there are few initiatives or activities promoted by the Malian government, and very limited opportunity for disabled people themselves to participate in lobbying and advocacy. Based at Trickle Up’s Mali’s office in Sevare, you will work with disabled peoples’ associations to build their capacities in communication so that they may have a stronger voice in family and community life, as well as supporting communications within Trickle Up and with its other partner organisations in the Mopti region. You will develop strategy, provide training, accompany the disabled peoples’ associations in their activities, and support their lobbying and campaigning. Your should have qualifications and experience related to communications, including events and media experience (radio/TV). ideally in an African context, a highly flexible, adaptable and culturally sensitive approach, a demonstrable commitment to working with disabled people, and good French. POSITION SUMMARY
The Assistant General Secretary for Organizational Learning (AGOL) supervises the directors of Evaluation, Program Planning, Strategic Methods and Constituency Outreach and Engagement and provides overall guidance, coordination, interpretation, and expertise to enhance the organizational learning environment at the American Friends Service Committee (AFSC). The AGOL ensures that senior managers are kept up-to-date on external trends and operational issues that may affect organizational learning at the AFSC. The AGOL works with the associate and assistant general secretaries to strengthen internal management and team building, to establish new models of operation that will facilitate positive cultural changes, and to reinforce a culture of accountability and participation.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES: The key responsibilities of the AGOL include the following:
Staff Management, Development and Support
• Cultivate a work environment that attracts and maintains a diverse and highly-motivated staff.
• Set expectations and goals for results; develop objectives, strategies, action plans and financial projections to accomplish goals. Conduct annual performance reviews based on these objectives.
• Provide leadership and vision to staff members to promote teamwork, to achieve a common purpose, and to encourage continuous professional growth.
• Ensure that all AFSC policies and procedures are followed by all assigned staff.
• Work with staff members to ensure that all projects and programs are high quality, effective, and focused on the mission, goals and objectives of the AFSC.
Decision-Making
• Function as an effective decision-maker for the organization – using “sense of the meeting,” consultation, concurrent decision-making, and legally binding (union contract) approaches to decision-making as appropriate.
• Recognize that staff members are highly skilled and motivated and that consultative decision-making (where alternative views are sincerely received) is highly desirable.
Planning and Direction
• Provide strategic and creative leadership to the Organizational Learning unit.
• Keep abreast of the major political, economic, social, and cultural issues that may affect the work of the AFSC and ensure that the Organizational Learning unit is highly responsive to the changing external landscape and to opportunities to bring about positive change in the world.
• Ensures that learning is documented and that the Organizational Learning unit provides for the “historical memory” of the AFSC.
• Periodically and systematically assess staff training needs on program planning, strategic methods, program evaluation, constituency outreach and engagement and other strategically significant areas and work with managers across the AFSC to provide staff training as needed.
• Work with staff members across the AFSC to evaluate progress on the strategic plan and assist in updating the plan as needed.
• Foster the understanding of program planning and strategic methods to implement the strategic plan of the organization within resource constraints.
• Provide recommendations to the leadership of the Program area for AFSC-wide responses to urgent matters.
Financial Management
• Engage staff members in Organizational Learning in preparing an annual budget, which should flow from the strategic direction of the AFSC and be based upon the unit target given to the Organizational Learning unit.
• Manage the budgets of the Organizational Learning unit.
• Understand and monitor all financial and management systems, procedures, and processes of the Organizational Learning unit.
Outreach and Communications
• Maintain frequent contacts with the Religious Society of Friends and represent the viewpoints of the AFSC to all constituents.
• Work with the Office of Advancement to maintain on-going dialogue with supportive and potentially supportive individuals, groups and organizations to foster relationships on behalf of the AFSC.
• Function as the chief spokesperson for the Organizational Learning unit.
Collaboration
• Actively seek opportunities to collaborate with organizations, professional groups, institutions, etc. that will expand the reach and maximize the effectiveness of the AFSC.
• Present appropriate collaboration opportunities to staff members.
• Model collaborative behavior to staff members and to the larger humanitarian services community.
• Work closely with Organizational Learning staff members to ensure that all programs and activities interconnect with fund-raising activities.

MINIMUM QUALIFICATIONS
EDUCATION:
Baccalaureate degree required; advanced degree in organizational management, public policy, or a related area is desirable. Exceptional work experience may be accepted in lieu of an advanced degree.

EXPERIENCE:
• A minimum of 10 years of broad management experience, with at least five years at a senior level. Non-profit experience is a plus.
• Expertise in one or more of the following areas; strategic planning, program evaluation, strategic methods, or organizational documentation of best-practices.
• Demonstrated organizational skills and experience in budget management.
• Proven track record of staff management, including staff development, coaching and mentoring.
• Experience or thorough comfort level with functioning on an international level.

• Commitment to the faith-based principles and guidelines that define the work of AFSC, including a commitment to nonviolence, equality and anti-oppression work and a belief in the intrinsic worth of every individual.

Summary of Responsibilities: The AGS for Inclusion will provide leadership for achieving and sustaining diversity as an indispensable element of AFSC’S program and administrative excellence. The AGS/Inclusion will hold responsibility for ensuring steady, broad engagement in the organization’s effort. Reporting to the General Secretary and working closely with the Human Resources Dept., s/he will take initiative in developing programs and procedures and securing resources to enable the recruitment and retention of a diverse staff. To do so, the incumbent will consult and collaborate regularly with AFSC’S leadership, the Diversity Council, the HR Department and, as needed, with departments, regions, programs, staff groups and individual staff members as well. The AGS/Inclusion will act as a resource for administrators and committees addressing related issues of equity; and for those promoting a fair and open workplace environment.

The AGS/Inclusion will serve as AFSC’S affirmative action officer and will hold primary responsibility and accountability for ensuring equal employment opportunity and non-discrimination in all areas and for developing and implementing the organization’s affirmative action plan. Responsibilities:

Inclusion
Work closely with the HR Department, General Secretary’s office, national and regional leadership to ensure that AFSC reaches its goals for a diverse staff and that the diversity of the staff is central to moving AFSC’S mission forward.

1. Initiate programs, trainings and discussions to foster institutional awareness of, and commitment to, diversity goals, including gender equity and equal opportunity.

2. Contribute to planning and action that will enable search committees to develop diverse pools of candidates for open positions

3. Work with the HR Department to strengthen recruitment and retention programs for staff.

4. Support and contribute to studies of institutional needs and trends in areas related to diversity; disseminate findings; implement strategies to address findings.

5. Along with HR colleagues, lead the design and planning of staff development programs that ensure a healthy working atmosphere and foster career development for members of under-represented groups.

6. Participate in panels, roundtables and workshops at the local state and national level on issues of diversity and inclusion.

7. With colleagues across the organization, design strategies to improve effective communication and collaboration.

8. Work closely with AFSC leadership to integrate change management methodologies into all planning.

9. Provide staff support and leadership to the National Affirmative Action Committee and the Board Race Relations Committee. Consult with the AFSC Board Nominating Committee, as needed.

Qualifications:
1. Direct experience working with Equal Employment Opportunity and/or Affirmative Action issues. Working knowledge and understanding of all applicable EEO laws. Direct working experience with – issues of women, people of color, lesbians, gay men, and bisexual and transgendered persons, and people with disabilities. Demonstrated sensitivity to these issues.
2. 10+ years of senior level management experience.
3. Baccalaureate degree required, advanced degree preferred.
4. Demonstrated ability to exercise discretion; set and maintains standards for confidentiality, apply policies with consistency, use creativity in problem solving; ability to integrate information and use sound judgment and retain a positive outlook under pressure.

The World Bank has received a “seed fund” from the Japan Social Development Fund toward the cost of preparing a Vietnam Intergenerational Deaf Education Outreach Project (“the Project”), and intends to apply part of the proceeds for consultant services. The services involve a short assignment to: (i) conduct community-based stakeholder consultations, and (ii) in light of the results of these consultations and other relevant information, produce a report containing specific recommendations for the World Bank team to include in the future Project proposal.

(The Project itself will aim to develop a model for cost-effective and community-based activities that improve deaf children’s readiness to benefit early from educational opportunities. It would enable deaf children and their parents to engage in a systematic and structured way with deaf adults, who are well integrated into the local deaf community and fluent in the local sign language. This engagement would provide deaf children with early opportunities to acquire sign language and their parents with knowledge and confidence about their children’s capacity to communicate, learn and engage with a wider community. The Project would support activities that involve deaf adults in paraprofessional positions as: (a) social role models (e.g. self-awareness, cultural identify, interpersonal behaviors); (b) sign language trainers (e.g. teach sign language to children and teach basic signs to parents, especially through play situations); and (c) advocates (e.g. advise and educated parents through modeling communication strategies and deaf cultural perspectives). Delivery of services relies on an untapped asset: adults who are deaf who are fluent in using the local sign language. Through training in early education and language learning these fluent signers develop themselves as valuable educational resources, rich with local knowledge, language skills, educational capacities, and motivation to improve the lives of poor and otherwise isolated children and youth who are deaf. The primary beneficiaries would be deaf children, especially those aged 0-6, in the Ho Chi Minh City, Hanoi and/or Haiphong areas (where the deaf communities appear to be the most organized). A systematic and structured engagement with deaf adults (from younger to older adults) who are fluent signers would enhance the children’s readiness and capacity to benefit from formal education opportunities. Secondary beneficiaries would include (a) the deaf children’s parents, who would improve their ability to communicate with their children and gain confidence in their children’s capacity to benefit from formal education opportunities, and (b) the deaf adults involved in the outreach program, who would gain in confidence, recognition and a new career track as outreach workers.)

Vietnam: Intergenerational Deaf Education Outreach Project

Stakeholder Consultation and Project Design: Terms of Reference
International Consultant Services

August 2008

Introduction
The World Bank has received a Japan Social Development Fund (JSDF) “seed fund grant” to carry out stakeholder consultations, with a view to developing the detailed design of an Intergenerational Deaf Education Outreach Project in Vietnam (hereafter “the Project”). This detailed design will form the basis of a proposal for a substantive JSDF Grant to finance the Project.

The World Bank intends to apply part of this seed fund to the hire of an international expert, who, in association with a national expert, will conduct the stakeholder consultations and, in light of the results of these consultations and other relevant information, produce a report containing specific recommendations for the World Bank team to include in a future Project proposal.

Background: deaf children’s development
Early childhood is the time of life when access to language models is crucial to the development of language and therefore to future learning. Deaf children rely on the sense of vision as their main channel of learning and communication. Only when young children who are deaf and their family members can use a shared language together will the child’s cognitive and social development proceed normally. The challenge is breaking through the communication gap with a visually supported language. Yet, worldwide, families with deaf infants and toddlers rarely have access to early education support. As a result, the deaf child’s development often suffers, leaving them at a major disadvantage in school and life.

Background: deaf education in Vietnam
In Vietnam, some 40,000 school-age children (i.e. aged 5 to 17) – or 18 out of every 10,000 – find it “very difficult to hear” (i.e. are severely deaf) or “impossible to hear” (i.e. are profoundly deaf). Almost all deaf children are born to hearing parents; for the most part, hearing parents (like hearing adults in general) have little awareness of the Deaf community, its language and its culture. As a result, young deaf children seldom come into contact with deaf adults (or even, until they start school, older deaf children).

In Vietnam, the provision of formal education to deaf youth began over 125 years ago, with an approach that used a sign language as the language of instruction. Despite this long and rich history, many deaf children still never go to school and those deaf children who do attend school often drop out before completing even Grade 5, with very few deaf youth receiving a secondary or tertiary education. Deaf children may attend special schools or mainstream schools. While special school classroom teachers are more likely than mainstream school classroom teachers to supplement their teaching with the use of signs (but generally not in a natural sign language mode), the dominant teaching approach is an “oralist” one that uses Vietnamese as the primary language of instruction.

IDEO Project concept

Consultant activities, outputs and timeline

Under this assignment, the Consultant will:

1. Produce an initial brief concept note to describe: (a) a range of options for Project activities to be discussed during stakeholder consultations, (b) a range of options for Project implementation “civil society organizations” to be discussed during stakeholder consultations, (b) describe the plan for stakeholder consultation under Activity 3. (Output: Brief concept note) [Timeline: Days 1 – 2]

2. Discuss and agree on this concept note with the World Bank supervisor. [Timeline: Day 3]

3. On the basis of the agreed concept note, consult with stakeholders (deaf associations, parents of deaf children, managers/teachers in schools catering specifically for deaf students, specialists addressing deaf education policy/practice/curriculum, NGOs involved with deaf education or disability support more generally) – in Ho Chi Minh City, Hanoi and, if the schedule permits, Haiphong – to (a) determine appropriateness and feasibility of different Project activities, (b) establish appropriate beneficiary/geographical scope of the Project, and (c) identify appropriate civil society organizations (e.g. deaf associations, NGOs or a combination) to implement Project activities. [Timeline: Days 4 – 10]

4. On the basis of Activity 3 consultation, produce a concise report containing specific recommendations (for inclusion in the proposal for the Project) that describe inter alia (a) the range of Project activities, (b) the scope of the Project, especially in terms of target beneficiary age, target beneficiary numbers and target geographical areas, (c) the selection of civil society organizations to be invited to implement the Project, (d) the specifications of the on-going monitoring and evaluation framework (objectives, indicators, information collection, responsible entities, etc.) to assess Project performance throughout its various phases, and (e) the estimated costs of the Project (disaggregated by phase and expenditure category). (Output: Final report) [Timeline: Days 11 – 14]

5. Brief the World Bank supervisor on the findings of the consultation process and other relevant information, the contents of the report and the specific recommendations. (Output: Briefing) [Timeline: Day 15]

Consultant qualifications and experience

The Consultant will have:
 An advanced university degree in Deaf studies, education, social sciences or a related discipline, with expertise in Deaf education (preferably early child education);
 Substantial international experience in Deaf education, preferably in developing countries;
 Substantial international involvement with Deaf communities, preferably in developing countries;
 An understanding of natural sign language modalities, and preferably some knowledge of a natural sign language (especially a Vietnamese or historically related sign language [e.g. a Thai/Lao sign language, French sign language, American sign language]);
 Demonstrated capacity to organize and manage community-based consultation processes (e.g. workshops, focus groups, town-hall meetings, etc.);
 Demonstrated capacity to work effectively in a team, to manage a range of tasks, to work pro-actively and with diligence, and to manage resources effectively while meeting deadlines;
 Excellent report writing skills in English; and
 Strong computer skills in word processing and communication.

Assignment modalities and duration
The International Consultant will carry out this assignment in association with a National Consultant (who will be hired separately by the World Bank). The International Consultant will be the senior member of the team and will have overall responsibility for: (i) the conduct of the consultation events, (ii) the delivery of the initial note and the final report, and (iii) the briefings for the World Bank team.

It is expected that the International Consultant will work approximately 15 days (half of this time spent in Vietnam for the consultation sessions). (The National Consultant will work approximately 30 days, spending the additional days in preparation tasks: contacting stakeholders, conducting pre-meetings with stakeholders, setting up consultation events, organizing stakeholder consultation logistics, facilitating communication at stakeholder consultation events, and liaising with the World Bank supervisor on organizational matters.)

The two members of the team will be selected to ensure that they are able to communicate effectively with each other, as well as – in some working combination – with stakeholders (in Vietnamese or a Vietnamese sign language, as appropriate) and with the World Bank supervisor (in English).

The Consultant will be responsible for: (i) arranging his/her own travel and accommodation; (ii) managing the stakeholder consultation sessions; and (iii) arranging for the production of the initial note and final report. (The World Bank team will be responsible for making all payments associated with stakeholder consultation events [space rental, food, participants’ per-diems, etc.]).

Administration
The work in this contract is supervised by Jeffrey Waite, Senior Education Specialist at the World Bank in Hanoi. The Japan Social Development Fund “seed fund grant” that finances this study ends on August 31, 2009.

Stakeholder Consultation and Project Design: Terms of Reference
National Consultant Services

Introduction
The World Bank has received a Japan Social Development Fund (JSDF) “seed fund grant” to carry out stakeholder consultations, with a view to developing the detailed design of an Intergenerational Deaf Education Outreach Project in Vietnam (hereafter “the Project”). This detailed design will form the basis of a proposal for a substantive JSDF Grant to finance the Project.

The World Bank intends to apply part of this seed fund to the hire of an national expert, who will support an international expert to conduct the stakeholder consultations and, in light of the results of these consultations and other relevant information, produce a report containing specific recommendations for the World Bank team to include in a future Project proposal.

Background: deaf children’s development
Early childhood is the time of life when access to language models is crucial to the development of language and therefore to future learning. Deaf children rely on the sense of vision as their main channel of learning and communication. Only when young children who are deaf and their family members can use a shared language together will the child’s cognitive and social development proceed normally. The challenge is breaking through the communication gap with a visually supported language. Yet, worldwide, families with deaf infants and toddlers rarely have access to early education support. As a result, the deaf child’s development often suffers, leaving them at a major disadvantage in school and life.

Background: deaf education in Vietnam
In Vietnam, some 40,000 school-age children (i.e. aged 5 to 17) – or 18 out of every 10,000 – find it “very difficult to hear” (i.e. are severely deaf) or “impossible to hear” (i.e. are profoundly deaf). Almost all deaf children are born to hearing parents; for the most part, hearing parents (like hearing adults in general) have little awareness of the Deaf community, its language and its culture. As a result, young deaf children seldom come into contact with deaf adults (or even, until they start school, older deaf children).

In Vietnam, the provision of formal education to deaf youth began over 125 years ago, with an approach that used a sign language as the language of instruction. Despite this long and rich history, many deaf children still never go to school and those deaf children who do attend school often drop out before completing even Grade 5, with very few deaf youth receiving a secondary or tertiary education. Deaf children may attend special schools or mainstream schools. While special school classroom teachers are more likely than mainstream school classroom teachers to supplement their teaching with the use of signs (but generally not in a natural sign language mode), the dominant teaching approach is an “oralist” one that uses Vietnamese as the primary language of instruction.

IDEO Project concept
The Project will aim to develop a model for cost-effective and community-based activities that improve deaf children’s readiness to benefit early from educational opportunities. It would enable deaf children and their parents to engage in a systematic and structured way with deaf adults, who are well integrated into the local deaf community and fluent in the local sign language. This engagement would provide deaf children with early opportunities to acquire sign language and their parents with knowledge and confidence about their children’s capacity to communicate, learn and engage with a wider community.

The Project would support activities that involve deaf adults in paraprofessional positions as: (a) social role models (e.g. self-awareness, cultural identify, interpersonal behaviors); (b) sign language trainers (e.g. teach sign language to children and teach basic signs to parents, especially through play situations); and (c) advocates (e.g. advise and educated parents through modeling communication strategies and deaf cultural perspectives). Delivery of services relies on an untapped asset: adults who are deaf who are fluent in using the local sign language. Through training in early education and language learning these fluent signers develop themselves as valuable educational resources, rich with local knowledge, language skills, educational capacities, and motivation to improve the lives of poor and otherwise isolated children and youth who are deaf.

The primary beneficiaries would be deaf children, especially those aged 0-6, in the Ho Chi Minh City, Hanoi and/or Haiphong areas (where the deaf communities appear to be the most organized). A systematic and structured engagement with deaf adults (from younger to older adults) who are fluent signers would enhance the children’s readiness and capacity to benefit from formal education opportunities. Secondary beneficiaries would include (a) the deaf children’s parents, who would improve their ability to communicate with their children and gain confidence in their children’s capacity to benefit from formal education opportunities, and (b) the deaf adults involved in the outreach program, who would gain in confidence, recognition and a new career track as outreach workers.

Consultant activities and timeline

Under this assignment, the Consultant will:

1. In advance of the International Consultant’s arrival in Vietnam, contact stakeholders, conduct pre-meetings with stakeholders, set up consultation events, organize stakeholder consultation logistics, and liaise with the World Bank supervisor on organizational matters. [Timeline: Days 1 – 10]

2. Support the International Consultant in producing an initial brief concept note to describe: (a) a range of options for Project activities to be discussed during stakeholder consultations, (b) a range of options for Project implementation “civil society organizations” to be discussed during stakeholder consultations, (b) describe the plan for stakeholder consultation under Activity 3. [Timeline: Days 11 – 12]

3. Participate in the discussion on this concept note with the World Bank supervisor. [Timeline: Day 13]

4. Support the International Consultant in conducting stakeholders consultation events – in Ho Chi Minh City, Hanoi and, if the schedule permits, Haiphong – with particular responsibility for facilitating communication at these events. [Timeline: Days 14 – 20]

5. Support the International Consultant in producing a concise report containing specific recommendations for inclusion in the proposal for the Project. [Timeline: Days 21 – 24]

6. Participate in the briefing with the World Bank supervisor on the findings of the consultation process and other relevant information, the contents of the report and the specific recommendations. [Timeline: Day 25]

7. After the departure of the International Consultant, liaise with the World Bank supervisor on any follow-up tasks related to the assignment. [Timeline: Days 26 – 30]

Consultant qualifications and experience

The national consultant will have:
 At least an upper secondary education qualification (i.e. having completed Grade 12);
 Experience in Deaf education in Vietnam;
 Involvement with Deaf communities in Vietnam;
 Native or near-native proficiency in a Vietnamese sign language;
 Ability to communicate effectively in Vietnamese, and preferably with at least a basic ability to communicate through written English;
 Demonstrated capacity to organize and manage community-based consultation processes (e.g. workshops, focus groups, townhall meetings, etc.); and
 Demonstrated capacity to work effectively in a team, to manage a range of tasks, to work pro-actively and with diligence, and to manage resources effectively while meeting deadlines.

Assignment modalities and duration
The National Consultant will carry out this assignment in association with an International Consultant (who will be hired separately by the World Bank). The National Consultant will be the junior member of the team; as such, he/she will support the International Consultant in all aspects of the carrying out of the assignment and contribute to the content of the assignment outputs. (The International Consultant, as the senior member, will have overall responsibility for: (i) the conduct of the consultation events, (ii) the delivery of the initial note and the final report, and (iii) the briefings for the World Bank team.)

The National Consultant will work approximately 30 days, including 10 days before the arrival of the International Consultant in Vietnam. (It is expected that the International Consultant will work approximately 15 days [half of this time spent in Vietnam for the consultation sessions].)

The two members of the team will be selected to ensure that they are able to communicate effectively with each other, as well as – in some working combination – with stakeholders (in Vietnamese or a Vietnamese sign language, as appropriate) and with the World Bank supervisor (in English).

The Consultant will be responsible for: (i) arranging his/her own travel and accommodation; (ii) managing the stakeholder consultation sessions; and (iii) arranging for the production of the initial note and final report. (The World Bank team will be responsible for making all payments associated with stakeholder consultation events [space rental, food, participants’ per-diems, etc.]).

Administration
The work in this contract is supervised by Jeffrey Waite, Senior Education Specialist at the World Bank in Hanoi. The Japan Social Development Fund “seed fund grant” that finances this study ends on August 31, 2009.

Position/Title: Project Coordinator
Location: Male, the Republic of Maldives

Handicap International-Belgium is seeking a highly motivated individual with survey and epidemiological experience to fill the position of Project Coordinator.  This is a one-year position starting in September 2008, in order to oversee and help implement a nationally-representative survey on disability in the Maldives.

Handicap International-Belgium (HIB) is an international organization headquartered in Brussels whose aim is ensure the full rehabilitation and integration of persons with disabilities.  It currently operates programs in 13 Asian, African, and Latin American countries and works across a wide spectrum, with prevention projects (in maternal and child health, road safety, and disabling illnesses such as HIV/AIDS), rehabilitation and inclusion projects (community-based rehabilitation, physical rehabilitation centers, inclusive education, and socio-economic integration), and human rights (through support to disabled people’s associations).  In addition, HIB has mine awareness and action projects, and is currently responding to crises in China, Burma, and the DRC.  Finally, HIB is an international advocate on various issues including the global cluster munitions ban. 

The Maldives is a Muslim nation composed of close to 1200 islands in the Indian Ocean, 200 of which are inhabited.  It has a total population of 300 000.  According to the 2003 “Report on Survey of People with Disabilities”, published by the Ministry of Gender and Family, an estimated 3.4% of the population is disabled, although this is likely an under-representation due to the methods used.  Handicap International Belgium’s Maldives program was initiated in response to the December 2004 tsunami, which washed over all but 9 of the islands.  Current projects include supporting the government in its development of a national policy on disability, and, on selected islands, disability awareness and empowerment campaigns and community-based rehabilitation activities.  The Project Coordinator will be responsible for managing all aspects relating to the design and implementation of a nationally representative survey on disability, which is one of the Maldives program’s key activities.    

      

Description:

This position will be focused on coordinating, from start to finish, the design and implementation of a nationally-representative survey on disability.  This survey is intended to provide information on the impact of disability in people’s lives, through the lens of the United Nations Convention on the Rights of Persons with Disabilities, which entered into force on May 3, 2008.  The responsibilities of the Project Coordinator will be to initially analyze existing data, identifying gaps, and then coordinate the design of a survey that includes both quantitative and qualitative components on islands that have not previously been surveyed.  This will include selecting several remote islands and assessing the situation of persons with disabilities, prevailing attitudes, and inclusion/participation in society.  This will also include surveying service providers. The Project Coordinator will work closely with the relevant government ministries.

 Responsibilities include:

  • Perform an initial thorough analysis, and reformulation, of existing information and data
  • Coordinate and manage the survey process with the research and survey teams, and with the Maldives- and Brussels-based staff
  • Supervise all  stages in the survey design and implementation (including defining aims and objectives; choosing the appropriate theoretical framework for the definition of “disability”; choosing the methodology; choosing the most appropriate tool for detecting disability; training the survey team; analysis and reporting phases, etc.)
  • Organize and supervise the field organization (including recruitment and management of the survey team; arranging transportation and accommodation; creation of survey tools; preparing supplies and materials, etc.)
  • Design and implement survey trainings
  • Maintain regular contact with the research consultants
  • Set up and coordinate the survey advisory group
  • Ensure the quality of the data collected
  • Submit periodic progress reports to the advisory group and to HIB
  • Analyze preliminary data
  • Organize the end-of-survey workshop to share preliminary results
  • Manage the survey budget
  • Synthesize and compile all tools and materials into a comprehensive toolkit
  • Prepare final report

 

Skills/Experience required:

  • MPH, MHS, MS, MA or PhD
  • Previous survey experience, including hands-on experience with the survey design process in low-resource settings
  • Preferred background in public health and/or medical anthropology
  • Preferred knowledge of epidemiology
  • Knowledge of sampling techniques and mixed method data collection strategies
  • Experience working with consultants and institutional partners (government ministries)
  • Experience in substantive search, review and analysis of existing literature and data
  • Excellent quantitative and qualitative skills
  • Preferred knowledge of international human rights law and norms, especially as applied to people with disabilities
  • Strong problem solving skills and analytical capabilities
  • Ability to multi-task and to be effective in time-sensitive situations
  • Excellent English communication skills – both written and oral
  • Ability to work effectively in a team
  • Willingness to live overseas
  • Willingness to travel
  • Strong statistical analysis skills desired
  • Software experience (Excel, and either Stata, SAS, S-PLUS, SPSS, Epi-Info) desired
  • Previous budget management experience desired
  • Previous experience working with disabled populations desired

The National Forum of Organizations Working with the Disabled (NFOWD) is the apex federating body of NGOs working in the field of disability in Bangladesh. Established in 1991, it is registered with the Department of Social Services under the Ministry of Social Welfare and with the NGO Affairs Bureau. At the national level, it is a member of the National Coordination Committee and the National Executive Committee on Disability (formed under the Disability Welfare Act 2001) and the National Social Welfare Council and the National Foundation for Development of the Disabled Persons. With current membership strength of over 200 organizations, it has earned the recognition & reputation as the only interface between the Government and NGOs in the field of Disability, for its role in coordination and policy advocacy to uphold the rights & privileges of persons with disabilities in this country.

In order to strengthen its secretariat, NFOWD is looking to fill in the following position with immediate appointment:

Assistant Coordinator:
This is a mid-level position reporting to the Program Coordinator. Major responsibilities will include:
(a) Overseeing project related activities,
(b) Preparation of analytical reports on national and international policies, strategies, events and programs relating to Disability, and to suggest policy options for NFOWD.
(c) Developing necessary documents and materials for publication and/or circulation/distribution, such as annual reports, newsletters, articles, advocacy campaigns etc.
(d) Preparing workshop/ meeting reports/minutes and assisting the Director on matters arising out of the meeting decisions.
(e) Disseminating information on special events or any other related documents to member organizations.
(f) Responding to the requirements of GOB and other agencies concerned with the interests of NFOWD.

The position calls for extensive independent travel across the country. Salary is negotiable.

The ideal candidate will be a dynamic team person, willing & capable to travel frequently & independently. Strong interpersonal & communication skills both in Bangla & English, and computer skills both in Bangla and in English, along with at least three years’ hands on experience are essential. CONTEXT
Save the Children Australia (SCA) is a non-profit, non governmental, non sectarian organisation dedicated to upholding the rights reflected in UN Convention on the Rights of the Child (CRC).  Our programs focus on long-term development and promoting children’s rights, to ensure children have the means for survival, receive protection, and have access to nutrition, primary health care and basic education.  Our mode of operation emphasises capacity building and local partnerships, encourages children’s participation and is responsive to emerging trends identified by partners, communities and government agencies in the region.  SCA is a member of the International Save the Children Alliance, which is the largest global movement for children.
 
Save the Children Australia manages child-centred development programs, working in a child rights programming framework, in seven countries: Bangladesh, Cambodia, Lao PDR, Vietnam, Solomon Islands, Papua New Guinea (with SCNZ), Vanuatu and in Australia. Sectoral experience includes: health, education, child protection, child participation, youth development, HIV/AIDS and juvenile justice. 

SCA has been working in the Mekong region for 25 years and in Bangladesh since 1987. We have country offices in Bangladesh, Cambodia, and Laos, and projects in Vietnam and Myanmar.  Projects  are diverse and vary in size, with donors including the Asia Development Bank, AusAID, UNICEF, the Global Fund and other member of the Save the Children Alliance, in addition to SCA’s own funds. Current and potential focus areas include child rights and advocacy, child protection, youth outreach, HIV/AIDS, health, basic education and community development.

JOB PURPOSE
The Regional Director Asia is responsible for developing and delivering SCA’s portfolio of development programs in Asia to maximise our impact on realising the rights of vulnerable children. A key focus of the role is to lead the strategic direction of the Programs in Asia consistent with SCA’s strategic plan and to develop and enhance strong links with key stakeholders including governments, communities and other SC Alliance members.  In addition, the role will provide strong leadership to the Country Directors (CDs) who are based in Bangladesh, Cambodia and Laos and the International Program Team based in Melbourne. 

As part of the International Save the Children Alliance move towards one Save the Children presence in each operational country the Regional Director Asia will play a key role in supporting country teams in the transition to Unified Presence.
 
The position will require regular travel within the region, sometimes at short notice, as well as travel to Australia.
 
This position is a National Office position based in Cambodia.

KEY OBJECTIVES
Strategic Direction
 

  • Ensure the SCA organizational strategic plan is implemented in the Asia region.
  • Lead the country strategic and annual planning process in each of the programs and monitor implementation of the plan.
  • Advise on strategic direction for SCA in the Asian region, in consultation with Country Directors, taking into account SCA’s policies and strategic plan and SC Alliance strategic plan.
  • Work closely with other Save the Children Alliance members in the region, fostering collaborative working relationships, and strengthening common program directions.
  • Act as a member of the Country Leadership Group (CLG) in countries where a Unified Presence is implemented and support country teams through the process of organizational change.

Position/Title: Project Coordinator
Location: Male, the Republic of Maldives

Handicap International-Belgium is seeking a highly motivated individual with survey and epidemiological experience to fill the position of Project Coordinator. This is a one-year position starting in September 2008, in order to oversee and help implement a nationally-representative survey on disability in the Maldives.

Handicap International-Belgium (HIB) is an international organization headquartered in Brussels whose aim is ensure the full rehabilitation and integration of persons with disabilities. It currently operates programs in 13 Asian, African, and Latin American countries and works across a wide spectrum, with prevention projects (in maternal and child health, road safety, and disabling illnesses such as HIV/AIDS), rehabilitation and inclusion projects (community-based rehabilitation, physical rehabilitation centers, inclusive education, and socio-economic integration), and human rights (through support to disabled people’s associations). In addition, HIB has mine awareness and action projects, and is currently responding to crises in China, Burma, and the DRC. Finally, HIB is an international advocate on various issues including the global cluster munitions ban.

The Maldives is a Muslim nation composed of close to 1200 islands in the Indian Ocean, 200 of which are inhabited. It has a total population of 300 000. According to the 2003 “Report on Survey of People with Disabilities”, published by the Ministry of Gender and Family, an estimated 3.4% of the population is disabled, although this is likely an under-representation due to the methods used. Handicap International Belgium’s Maldives program was initiated in response to the December 2004 tsunami, which washed over all but 9 of the islands. Current projects include supporting the government in its development of a national policy on disability, and, on selected islands, disability awareness and empowerment campaigns and community-based rehabilitation activities. The Project Coordinator will be responsible for managing all aspects relating to the design and implementation of a nationally representative survey on disability, which is one of the Maldives program’s key activities.

Description:
This position will be focused on coordinating, from start to finish, the design and implementation of a nationally-representative survey on disability. This survey is intended to provide information on the impact of disability in people’s lives, through the lens of the United Nations Convention on the Rights of Persons with Disabilities, which entered into force on May 3, 2008.

Responsibilities include:

  • Perform an initial thorough analysis, and reformulation, of existing information and data
  • Coordinate and manage the survey process with the research and survey teams, and with the Maldives- and Brussels-based staff
  • Supervise all stages in the survey design and implementation (including defining aims and objectives; choosing the appropriate theoretical framework for the definition of “disability”; choosing the methodology; choosing the most appropriate tool for detecting disability; training the survey team; analysis and reporting phases, etc.)
  • Organize and supervise the field organization (including recruitment and management of the survey team; arranging transportation and accommodation; creation of survey tools; preparing supplies and materials, etc.)
  • Design and implement survey trainings
  • Maintain regular contact with the research consultants
  • Set up and coordinate the survey advisory group
  • Ensure the quality of the data collected
  • Submit periodic progress reports to the advisory group and to HIB
  • Analyze preliminary data
  • Organize the end-of-survey workshop to share preliminary results
  • Manage the survey budget
  • Synthesize and compile all tools and materials into a comprehensive toolkit
  • Prepare final report

Skills/Experience required:

  • MPH, MHS, MS or PhD
  • Previous survey experience, including hands-on experience with the survey design process in low-resource settings
  • Knowledge of epidemiology
  • Knowledge of sampling techniques and mixed method data collection strategies
  • Experience working with consultants and institutional partners (government ministries)
  • Experience in substantive search, review and analysis of existing literature and data
  • Excellent quantitative and qualitative skills
  • Knowledge of international human rights law and norms, especially as applied to people with disabilities
  • Strong problem solving skills and analytical capabilities
  • Ability to multi-task and to be effective in time-sensitive situations
  • Excellent English communication skills – both written and oral
  • Ability to work effectively in a team
  • Willingness to live overseas
  • Willingness to travel
  • Strong statistical analysis skills desired
  • Software experience (Excel, and either Stata, SAS, S-PLUS, SPSS, Epi-Info) desired
  • Previous budget management experience desired
  • Previous experience working with disabled populations desired

Inclusive Education Consultant – Tibet Autonomous Region

1. Background Information
Handicap International (HI) has been operating in the Tibet Autonomous Region since 2000, in cooperation with the Tibet Disabled Persons’ Federation (TDPF) at regional level and the Lhasa, Shigatse and Chamdo Disabled Persons’ Federation at prefecture level. Four different projects have been established in the fields of orthopaedics, physiotherapy, support to deaf people’s association and community-based rehabilitation services (CBR).

The present consultancy will contribute to the CBR project. This project started in 2001, focusing on children and young adults with disabilities under 21 years old in Lhasa Urban District. Eight rehabilitation workers were trained in basic physical rehabilitation and are now well experienced. They follow-up children with disabilities at home, teaching the families with basic rehabilitation, providing counselling, referring the children to appropriate rehabilitation and
medical care services.

School inclusion for children with disabilities remains a major difficulty in the region, even at the level of primary education. While the rehabilitation workers are also in charge of referring the children into mainstream schools, it is done on a case-by-case basis and there is neither close accompaniment of the children in those schools nor adaptation of the school environment and teaching methods within the classrooms. 

During the last 2 years, the CBR project has changed its orientation to address other needs (e.g. access to leisure services) and get more participation and support from governmental bureaus and community members. It has also started acting in rural areas of Lhasa prefecture.
In addition to the rehabilitation workers, the current CBR team working on the project implementation includes an HI project manager, a physiotherapist (partner staff from the TDPF) acting as a team leader, and a representative of the partner at prefecture level (Lhasa Disabled
Persons’ Federation, Lhasa DPF) acting as a coordinator with the different governmental bureaus involved in the action. One person from the civil affairs bureau at County/Urban District level is also supporting the field coordination and monitoring process. When activities are related to education, the person in charge of the education sector at Lhasa DPF and a reference person from the research department of the relevant county/urban district education bureau also join the team.

In 2007, two primary pilot schools have been selected in Lhasa prefecture in collaboration with the regional and municipal education bureaus where to start inclusive education projects including building adaptation and development of child-to-child groups. One of the schools is located in Jia Er Duo, a rural village in Medrogonkha County, the other one being Zangre school in Lhasa Urban District. In September 2007, a seminar on inclusive education has been organized to present the basis of inclusive education concepts. Attendees were teachers from different primary schools as well as staff from education bureaus and Lhasa DPF.

2. Objective of the assignment
By the end of the assignment, the teachers of the two pilot schools will have gained the specific technical skills to better support and follow-up children with disabilities in their schools and start child-to-child support activities. The partners’ staff (Lhasa DPF representing the education sector, staff from research departments within education bureaus, civil affairs representatives, county education bureau representatives) will start monitoring efficiently the
implementation of the activities within the schools.

3. Methodology
First phase:  The first phase will focus on the following topics:

  • Conduct an assessment of the current situation in the pilot schools in terms of existing facilities and resources to analyze their capacity for integration of children with disabilities
  • Develop intervention and training strategies including monitoring and evaluation procedures in close collaboration with the partners. The intervention should consider the involvement of community members acting as volunteers within the school.

Second phase: The second phase will consist in trainings delivery. The trainees will be teachers and managers from the two pilot schools, staff from municipal education bureau, county/urban district education bureau, civil affairs, Lhasa DPF and TDPF. The reference team will consist in one person from Lhasa DPF in charge of education, one person from the research department of county/urban district education bureau, one rehabilitation worker in charge of supervising the social rehabilitation activities of the CBR project, one person from the county civil affairs and one person from each of the two pilot schools.

The trainings will cover, but will not be limited to, the following topics:

  • Identification of children in the schools with learning difficulties
    or in needs of a support
  • How to assess that a child is ready to go to school
  • Setting-up an individual curriculum for each of the child to be
    followed-up (Individual Action Plan)
  • How to organize, carry out and monitor child-to-child support
  • Training for the teachers on how to organize and provide awareness on
    disability for the students
  • Training of the reference team on how to follow-up and monitor the
    implementation (activities and needs analysis)
  • Possibly, if there is no time constraint, training on special teaching skills: Braille, sign language and intellectual disability. This will be organized in collaboration with other organizations (Tibet Deaf Association, Braille without Borders, Lhasa Special Education
    School).

Third phase: The third phase will be organized as follows:

  • Close follow-up of the implementation process with the trainees, implementation of corrective measures
  • Provide refresher training for all the trainees and reference team.

4. Duration
The assignment is expected to be conducted from July 1st to November 30th 2008 as follows:

  • First phase: 1 month
  • Second phase: 2 months
  • Third phase: 2 months
  • Restitution on the mission with key stakeholders (1 day).

5. Expected outputs

  • A first report containing an analysis of the situation and the description of the principles for the development of intervention and training strategies, monitoring and evaluation processes
  • Training handouts for the education professionals
  • Guidelines for the volunteers who can support inclusive activities within the schools
  • End of mission report with recommendations

The reports be submitted in English; handouts and guidelines will be submitted in Chinese.

6. Qualifications

  • University degree, preferably in the field of education or social sciences
  • Experience in working with Chinese governmental departments
  • Experience in working in rural and urban schools in China
  • Good knowledge of existing education policies and strategies for children with disabilities in China
  • Previous experience as a trainer in the field of education
  • Computer literacy (Word, Excel, Power Point)
  • Good English writing skills
  • Chinese national.

RI was established in 1922, and is a well recognised and respected international disability and rehabilitation advocacy organisation. RI is a global cross-disability and cross-disciplinary NGO providing a unique meeting ground for participants in a field that has disciplinary and ideological opinions and differences. RI has well-established partnerships with the UN and its agencies as well as other international and regional organisations in the field of disability. RI is a democratic organisation governed by an Assembly – representing RI member organisations in almost 100 countries. The RI Annual Assembly is a global forum to discuss developments in disability issues and general policies and programs of the organisation. The RI Executive Committee provides strategic direction, formulates and considers policies and oversees the budget of the organisation. The RI EC consists of 22 members composed of the RI President, President-elect or Past President, Treasurer and representatives of RI Regions and expert Commissions.

RI is a matrix organisation, with regional leadership in Africa, the Arab Region, Asia, Europe, Latin America and North America as well as thematic Commissions in particular fields of expertise, to assist in developing and expanding program activities in accordance with RI strategic goals. Work Experience – A minimum of 5 years progressively responsible experience in change management, human resources and financial / budget operations, with relevant professional experience in international, governmental and non-governmental organisations.

The RI Secretary General role calls for very good administrative, diplomacy and management skills. First hand disability related experience is preferred.

Languages – Fluency in oral and written English is required. Fluency and / or working knowledge of other languages is desirable.

Other Skills – Ability to use relevant computer technology and software.

Remuneration
A competitive compensation and benefits package is offered – subject to professional experience, family situation and other criteria as may be applicable. Immigration procedures can be negotiated as required.

Read carefully. This post contain THREE separate job announcements, all in Luanda, Angola. The first is for a Technical Expert who is experienced in social and health projects. The second is for a Project Coordinator who is a technical expert in severe disability rehabilitaiton. The third is for an expert in the identification of sanitation and hospital services, services of continous support to target group. All job posts are meant to begin in February 2008 and continue for 12 months. The deadline for all three job posts is December 31, 2007.


Technical Expert – Experienced in social and health projects

GTZ International Services in consortium with MundiServiços has been shortlisted for this World Bank-financed project.

The project
In the sequence of the Lwena Memorandum of Understanding complementary to Lusaka Protocol, the Angola Government has prepared the Angolan Program for Demobilization and Reintegration which is being implemented at National level by The Institute of Socio-Professional Reintegration for Ex-combatants (IRSEM). In the scope of this program assistance is been delivered to facilitate economic and social reintegration of 138.000 Ex-combatants. 105.000 are from Ex-FMU (Unita Forces) and 33.000 from FAA (Angolan Armed Forces).
Among the program beneficiaries can be distinguished special groups as follows:
Female Ex-combatants, Widows of Ex-combatants eligible for PGDR (Minors whose parents are Ex-combatants or their guardian, Ex-combatants with disabilities, designated as a “Vulnerable Group” to whom PGDR has designed a specific strategy to assist them.

Estimated are that 1750-2000 of the 28000 disabled who will be demobilised are severely disabled: para-, hemi-, tetraplegic, multiple limb amputees, deaf, blind, mentally disabled,… They are the specific target group of this project.

The objective of the project is to deliver technical assistance to IRSEM to create conditions for social reintegration and physical rehabilitation in order to prevent or minimise the dependency for specialised services for ex-combatants with severe disabilities.

Your tasks
Provide TA, organise and identify specialists for the following activities which will be defined by the results of the needs assessments of each Person with a Disability and of the service provision sector:

1. PREPARATION PHASE

  • Identification of failure in terms of social services, psychological support and human support.
  • Formulating an action plan to improve Angolan service delivery to target group

2. IMPLEMENTATION OF ACTION PLAN, TRAINING AND SUPERVISION

  • Contracting out social reintegration of the disabled person taking in the account the actual and future living environment
  • Contracting out vocational trainings for disabled to perform professional activities. Special stock for small lending, creation of adapted micro enterprises and / or work opportunities.
  • Organizing training of Angolan institutions for psychological support to families and availability of resources in order beneficiaries can develop income generation activities taking advantage of existing economic opportunities.
  • Organizing training in occupational activities adapted to the disabled and to avail them of affordable opportunities
  • Orientation of contracted social services to refer family members to the existing projects for the development of economic activities.
  • Assuring access to distribution of tools for those having a viable idea of self employment

  • Providing technical support to create micro and small companies
  • Organizing training of Angolan institutions for economic capacity building to provide income generation/salaries for the People with Disability and/or family / relatives caring for the severe disabled

Your qualification
University degree in Public Health or Social Science or relevant field

  • Minimum of 5 years professional experience, of which 3 years in international projects
  • At least 3 years of experience in the provision of social services for vulnerable groups of population
  • Work experience in technical assistance projects funded by WB or other development agencies advantageous
  • Relevant work experience in the region
  • Excellent communication skills
  • Excellent command of Portuguese and English
  • Excellent degree of stress tolerance and flexibility

Commencement
Expected date of commencement is February 2008. The period of execution will be 12 months.

Your tasks

Provide TA in order to:

1. PREPARATORY PHASE:

  • organize a needs assessments (from each individual and from the capacity of the service delivery sector),
  • elaborate an individualized action plan and a disability sector plan

2. IMPLEMENTATION OF ACTION PLAN, TRAINING AND SUPERVISION

  • the implementation of training to the local service delivery sector
  • assisting IRSEM in contracting out the local service delivery
  • supervision

The following activities have to be organized for the target group

  • Advise to IRSEM on the supply of auxiliary means for physical rehabilitation
  • Elaboration of recommendations for the modalities of collaboration between IRSEM and National and Local agencies involved in long term programs, assisting the reintegration process of severely People with a 100 % Disability
  • Identify and train appropriate partners for the delivery of special services and assistance, necessary to physical rehabilitation and social-economic reintegration of the target group:
  • Medical (surgery, ophtalmology, ENT,…), disability nursing, physiotherapy, prosthetic – orthotic devices and mobility aids,
  • psychosocial support
  • Professional support and economic capacity building (Agriculture activities and creation of micro and small business, Micro finance assistance) to provide income generation
  • Support to communities where disabled live to implement several social initiatives (schools, community centre, irrigation channels, healthcare post etc.) that facilitate the reintegration in shelter communities
  • Your qualification

  • University degree in Social Science or Public Health, with experience in disability
  • Minimum of 10 years professional experience, of which 7 years in international projects
  • At least five years of experience in the provision of social services for vulnerable groups of population
  • Work experience in technical assistance projects funded by WB or other development agencies very advantageous
  • Relevant international work experience in the region highly desirable, intercultural competence required
  • At least five years of experience in monitoring and evaluation (M&E) of projects in the social sector
  • Excellent managerial and communication skills
  • Excellent command of Portuguese (written and spoken) and English
  • Excellent degree of stress tolerance and flexibility

    • Organizing contracted out medical, psychological and social (environmental) assessment of beneficiaries in order to come to an individual screening plan
    • Training of the assessment teams
    • Identification of failure in terms of specialised medical and rehabilitation care, specialised training, psychological support and supply of technical and human support.
    • Formulating an action plan to improve Angolan service delivery to target group

    IMPLEMENTATION OF ACTION PLAN, TRAINING AND SUPERVISION

    • Contracting partners to supply of auxiliary means for physical rehabilitation, including prosthesis, crutch/walking-stick, wheelchairs, tricycles, hearing devices, visual aids or others which may be considered necessary
    • Contracting of special services (or to strengthen existing services) such as eye care services, consultants for psychology support, hearing device delivery and consultants, orthopedic and esthetic surgery and neurology services.
    • Development of occupational therapy activities and special tools
    • Contracting supplementary assistance for daily activities
    • Contracting long term medical care (home care and sanitary education of the disabled). Access to specialised consultations, supply of medical and pharmaceutical assistance and/or daily technical support
    • Organizing specialised nursing training (to the disabled person, his/her family or others) by professional Health personnel in: transfers at home, urine and stool evacuation, physiotherapeutic exercises, warning signals, circulation problems, epilepsy crises orientation, orientation for psychological and psychiatrist disorder.
    • Contracting of specific training for persons with lacking sensorial sensitivity, such as sign language for the deaf, improvement of tactile habits and blind orientation and other communication techniques.

    Your qualification

    • University degree in physical or neurological rehab or relevant field
    • Minimum of 7 years professional experience, of which 3 years in international projects
    • At least 3 years of experience in the provision of social services for People with disability
    • Work experience in technical assistance projects funded by WB or other development agencies advantageous
    • Relevant work experience in the region
    • Excellent communication skills
    • Excellent command of Portuguese and English
    • Excellent degree of stress tolerance and flexibility
