Disability Rights Fund seeks Russian- and Ukrainian-Speaking Grants Consultant

About the consultancy
This consultancy position offers a unique opportunity to collaborate with a groundbreaking grantmaking initiative supporting the rights of persons with disabilities. The Grants Consultant will help the Fund build relationships with its target grantee community in Ukraine. The main objectives of the position are to support DRF staff with grantee communications and oversight and to review and evaluate Russian- and Ukrainian-language grant applications. The Fund is looking for a candidate who is able to work in a fast-paced environment, is flexible, takes initiative, and is independent, but team-oriented.

About the Disability Rights Fund
Launched in January of 2008 as a project of the Tides Center, the Disability Rights Fund is a grantmaking collaborative aimed at building community capacity to achieve the rights of all persons with disabilities. The Fund makes modest grants (USD $5000-70,000) to Disabled Persons’ Organizations in the Global South and in Eastern Europe/former Soviet Union for advancing the UN Convention on the Rights of Persons with Disabilities (CRPD) at country-level.

About the DRF Grants Process
In 2010, the Fund will launch its second year of grantmaking to organizations in Ukraine (as well as in 24 other countries around the world; in Africa, Ghana, Namibia and Uganda; in Latin America, Ecuador, Mexico, Nicaragua and Peru; in Asia, Bangladesh and India; and 14 Pacific Island Countries). A request for proposals will be posted February 15; the deadline for applications is in April. Grant applications will be evaluated in a staged process, with the consultant and DRF staff completing a first and second review in April-May and preparing dockets for a third review by the DRF Steering Committee in their meeting June 12-13.

Current Ukrainian grantees (who began projects September 1 2009) will be submitting grant mid-term reports in March 2010. The consultant will aid DRF staff in review of these reports and communications with grantees about their project implementation.

Consultant Responsibilities

  • Interface with DRF staff and current Ukrainian grantees to ensure that projects are progressing smoothly.
  • Support DRF staff in Ukrainian grantee mid-term report review and communications with grantees about reports.
  • Conduct grants review, evaluation and tracking process for Ukrainian applicants, in conjunction with DRF staff.
  • Serve as liaison between DRF and Russian and Ukrainian-speaking prospective grantees to help translate emails, answer questions, complete application paperwork, and build relationships.

Skills and qualifications
The ideal candidate should demonstrate:

  • Grantmaking or grantseeking experience preferred
  • Professional written and verbal translation skills Russian and Ukrainian to English and English to Russian and Ukrainian
  • Strong administrative and organizational skills; the ability to manage time efficiently
  • Computer proficiency (Word, Excel, Outlook, PowerPoint)
  • Demonstrated ability to work well with diverse populations from around the world
  • Familiarity with the Ukrainian community of DPOs and the CRPD preferred
  • Bachelors degree, or equivalent with minimum 5 years of relevant experience; advanced degree desired

Commensurate with experience.

Time Commitment
February-December, 5-40 hours per week

Disability and Development Module at the VU University, Amsterdam, The Netherlands

The Athena Institute, Faculty of Earth and Life Sciences, VU University (Amsterdam), together with Enablement (Alphen aan den Rijn) and the Royal Tropical Institute (KIT, Amsterdam) are pleased to announce a 4-week module on Disability and Development to be held from November 23th to December 19th 2009 at the VU University. This course, a 4-week elective module, which is part of an academic Master degree programme, is open to external participants also. Students will learn in a highly participatory environment built around a problem-based learning approach. Lecturers have extensive international experience in disability and related fields. An overview of the course content can be found on the VU website: (type ‘disability’ as search term). The course was offered for the first time in 2008 and was very positively evaluated by the first batch of students.

The following topics will be covered in Module I:
Disability models and stereotypes, culture and disability, ICF conceptual framework, experience of having a disability, frequencies and distribution of disability, determinants of disability, including stigma and discrimination, poverty, gender and HIV/AIDS, rights of persons with disabilities, the UN Convention on the Rights of Persons with Disabilities, measurement of disability, disability-relevant research methods, survey methods, examples of disability research and an introduction to community-based rehabilitation.

In 2010, a second elective module will be offered on the subject of Disability & Development. This module will have the same duration as Module I

Module II will cover the following additional topics:
Project planning and management, monitoring and evaluation of community-based rehabilitation (CBR) programmes, management information systems, CBR as a preferred strategy for rehabilitation, organisational and institutional development, Disabled People’s Organisations, educational and economic empowerment of disabled people, the role of specific rehabilitation services, and sports and disability.

Interested candidates should apply well in advance and contact Huib Cornielje as soon as possible.

TARGET GROUP: rehabilitation professionals and professionals with an interest in disability and development.

REQUIREMENTS: good comprehension of the English language; bachelor degree or equivalent (in terms of experience and thinking capacity)

COURSE FEES: Euro 1,000 (excluding board & lodging); students who wish to gain official study credits (ETCS) will have to register as external students at the VU University. This will cost an additional €1,200 for 4 weeks, approximately.

Disability Rights Fund Releases 2009 Request for Proposals: 3 New Countries Targeted in First Round

BOSTON, MA – The Disability Rights Fund (DRF)—a groundbreaking grantmaking collaborative supporting the human rights of people with disabilities—today announced its first 2009 grants round, “Raising Our Voice,” targeted at disabled persons’ organizations (DPOs) in three countries: India, Mexico and Ukraine.

The broad objective of the Fund[1]—which was officially launched in March 2008—is to empower DPOs in the developing world and Eastern Europe/former Soviet Union to participate in ratification, implementation and monitoring of the United Nations Convention on the Rights of Persons with Disabilities (CPRD).

In 2008, the Fund made one-year grants to 33 organizations in 7 countries (Ecuador, Nicaragua, Peru; Ghana, Namibia, Uganda; Bangladesh), totaling USD 800,000. Grants ranged from USD 5000 – 50,000 and supported CRPD awareness-raising, strengthening coalitions and networks, and rights advocacy.

In the first round of 2009 grantmaking, applicant organizations may apply within one of two categories: a) single organizations or partnerships and b) national DPO coalitions. Grants to single organizations will range from USD 5,000 to 30,000 and support efforts to build voice and visibility and to develop rights-based advocacy and monitoring on the CRPD. Grants to national DPO coalitions will range from USD 30,000 to 70,000 and will support advocacy toward ratification of the CRPD, passage of specific legislation to accord with the CRPD, or the production of shadow reports.

Interested organizations are urged to review the full eligibility criteria and application details posted at the Fund’s website, Any questions on the proposal process should be directed to by March 16. The deadline for applications is April 16, 2009.

As a donor representative on the DRF Steering Committee stated, “The launch of DRF’s 2009 grantmaking process marks an exciting expansion of our grantmaking to DPOs in three new countries and an effort to support both more marginalized sectors of the disability community and national coalitions advancing the rights of persons with disabilities.”

DRF’s donors include the American Jewish World Service, an anonymous founding donor, the Open Society Institute, The Sigrid Rausing Trust, and the United Kingdom Department for International Development.

BOSTON, MA – El Fondo por los Derechos de las Personas con Discapacidad (DRF)—una innovadora iniciativa de colaboración que apoya los derechos humanos de estas personas—anunció hoy su primera ronda de financiamiento de 2009, “Alzando nuestra voz”, dirigida a organizaciones de personas con discapacidad (OPD) en tres países: India, México y Ucrania.

El Fondo[2]—iniciado oficialmente en marzo de 2008—tiene el objetivo amplio de empoderar a las OPD del mundo en desarrollo y Europa Oriental/antigua Unión Soviética con el fin de que participen en la ratificación, aplicación y seguimiento de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad (CDPD).

En 2008, el Fondo brindó apoyo financiero durante un año a 33 organizaciones en siete países (Ecuador, Nicaragua, Perú, Ghana, Namibia, Uganda y Bangladés), por un total de USD 800,000. Los subsidios, de USD 5,000 a 50,000, apoyaron la toma de conciencia respecto a la CDPD, el fortalecimiento de coaliciones y redes, así como la promoción y defensa de los derechos de las personas con discapacidad.

Los subsidios para las coaliciones nacionales de OPD, que oscilan entre USD 30,000 y 70,000, apoyarán acciones de promoción y defensa a favor de la ratificación de la CDPD, la aprobación de legislación específica armonizada con la CDPD o la elaboración de informes sombra.

Se invita a las organizaciones interesadas a leer todos los criterios de selección y los detalles para solicitud de fondos que se encuentran en Cualquier pregunta relacionada con el proceso de las propuestas debe dirigirse, a más tardar el 16 de marzo, a La fecha límite para presentar propuestas de proyectos es el 16 de abril de 2009.

БОСТОН (США) – Фонд прав інвалідів (ФПI) – новаторський спільний проект з надання грантів на підтримку прав людей з інвалідністю – оголосив сьогодні про початок першого етапу виділення грантів на 2009 рік, «Піднесімо свій голос», на допомогу організаціям інвалідів (ОІ) у трьох країнах: Індії, Мексиці й Україні.

Загальним завданням Фонду[3], офіційно відкритого в березні 2008 року, є надання ОІ у країнах, що розвиваються, та Східній Європі/колишньому Радянському Союзі можливостей для участі в ратифікації, реалізації та моніторингу дотримання Конвенції ООН про права інвалідів (КПІ).

У 2008 р. Фонд надав річні гранти 33 організаціям семи країн (Еквадор, Нікараґуа, Перу; Ґана, Намібія, Уганда; Банґладеш) на загальну суму $800 000. Гранти, розміром від $5000 до $50 000, були використані на підвищення обізнаності громадськості про КПІ, зміцнення коаліцій та інших об’єднань організацій інвалідів, захисту їх прав.

Общей задачей Фонда[4], официально открытого в марте 2008 года, является предоставление ОИ в развивающихся странах и Восточной Европе / бывшем Советском Союзе возможностей для участия в ратификации, реализации и мониторинге выполнения Конвенции ООН о правах инвалидов (КПИ).

В 2008 г. Фонд предоставил годичные гранты 33 организациям семи стран (Эквадор, Никарагуа, Перу; Гана, Намибия, Уганда; Бангладеш) на общую сумму $800 000. NADPO is a leading and representing national network of Disabled Peoples Organizations (DPOs) in Bangladesh which are proactively involve for the development of ten percent (10%) different types of Persons With Disabilities (PWDs) in this country. The Disabled Peoples Organizations (DPOs) country wide, are the member organizations of NADPO; in which the PWDs of Bangladesh are closely connected. NADPO has firmly committed to ensure the inalienable rights and equal dignity of PWDs

Today on the occasion of 17th International Disability Day NADPO formed Human chain by PWDs in from of the National Museum in Dhaka.

Abdus Sattar Dulal, President of NADPO, Jahangir Alam, Secretary General of NADPO, Showkat Hossain Bhuiyan, Senior Vice President of NADPO, Iftekhar Hossain Sohel, Shah Alam, Shameemkausar, Anwar Hossain Hazari who are Executive Members of NADPO were present with their PWDs leaders in this human chain. Beside this, different cultural activist, civil society representatives, media representatives, government officers join the human chain and express their willingness to support disability movement unconditionally.

The demands of this Human chain are as follows:

IDA CRPD Forum Recruits Organizations as Participants

The Interational Disability Alliance (IDA) is an international network of disability organizations. According to their web site, “The IDA CRPD Forum upholds the Convention on the Rights of Persons with Disabilities (CRPD) as the universal standard for the human rights of all persons with disabilities that takes precedence over previous instruments.”

The steering committee of the IDA CRPD Forum decided at its meetings held on October 30th and November 4th 2008 on the process to be followed for organizations wishing to join the IDA CRPD Forum as participants.

Disability Rights Fund Makes Grants to 33 Organizations in 7 Countries

BOSTON, MA – The Disability Rights Fund (DRF) – a groundbreaking collaborative to support the human rights of people with disabilities around the world– today announced funding decisions from its first request for proposals. A total of $800,000 will be gifted to 33 organizations in seven countries. The grants will support work to raise awareness about the rights of people with disabilities, build coalitions and networks, and develop advocacy and monitoring activities, in connection with the UN Convention on the Rights of Persons with Disabilities.

DRF grantees share the goal of advancing the rights of people with disabilities at the country-level. Recipients include:
• A Ugandan organization of lawyers with disabilities.
• An emergent Peruvian group of people with psycho-social disabilities.
• A grassroots network in Bangladesh of women-led disabled persons’ organizations.
The full grantee list is posted on the DRF website, and is available upon request.

“As the disability rights movement gains new impetus through the UN Convention we are delighted to play our part by placing new funding in the hands of DPOs to enable them to advance rights at country level,” stated DRF Co-Chair, William Rowland. DRF Director, Diana Samarasan, added “It is an auspicious day to put money in the hands of organizations run by people with disabilities. The first Conference of States Parties to the Convention is being held at the UN; the Committee on the Rights of Persons with Disabilities is being elected. The work of translating the Convention from paper to practice is before us.”

Grantees were selected after a rigorous review process which included review by DRF’s Steering Committee, a committee composed of donor representatives and people with disabilities from the Global South.

DRF’s donors include: an anonymous founding donor, The Sigrid Rausing Trust, the Open Society Institute, the UK’s Department for International Development, and the American Jewish World Service.

RESOURCE: Refugees with Disabilities: Facts and Solutions

What population in the world is the most excluded, marginalized, or simply forgotten? Many readers of this blog probably would immediately say, “people with disabilities.” But if you were to talk with someone who is a refugee from war, or someone who works with them, they might immediately say, “refugees.” So who is right? I suspect probably both. So what then of refugees with disabilities–forgotten both by people in the wider disability community and by people who work with refugees? Even this blog, in more than 300 posts, has only barely mentioned them before.

The Women’s Commission for Refugee Women and Children in June 2008 released two publications highly relevant to this community. The first is a report, Disabilities Among Refugees and Conflict-Affected Populations (PDF format, 1.81 Mb, 76 pages), that provides an overview of the situation facing disabled refugees. The second publication is meant to give workers some guidance in how they can ensure that refugees with disabilities are fully included in their programs: Disabilities Among Refugees and Conflict-Affected Populations: Resource Kit for Fieldworkers (PDF format, 328 Kb, 32 pages).

The report estimates that there are about 2.5 to 3.5 million refugees with disabilities around the world–enough, I would point out, to fill a small country. Not surprisingly, the report finds enormous challenges: shelters, food and water distribution centers, latrines, schools, health centers, and other vital services are often inaccessible. Refugees with disabilities are sometimes actively excluded from vocational training programs. Or, if they’re not intentially denied the right to participate, then they are often inherently excluded by the lack of appropriate accommodations.

Refugees dispersed in urban centers, away from refugee camps, often are even worse off. In concentrated refugee populations, at least it becomes easier to identify people with disabilities and thus to tailor services for them. But refugees living in the community, because they may be undocumented, are reluctant to identify themselves to receive services, whether or not they have disabilities. Furthermore, refugees with disabilities in urban settings are often ignored both by services for refugees generally and also by local Disabled People’s Organizations (DPOs): in short, they often are being served by no one.

The good news is, some services do exist, including efforts to provide education to children with disabilities at least in refugee settlements. In some locations, refugees with disabilities and their families have organized their own self-help groups.

The accompanying resource kit is targeted at United Nations, nongovernmental organization (NGOs), and Disabled persons’ organization field staff who work with refugees, asylum seekers, and internationally displaced people with disabilities. Readers can consult this kit for ideas on improving services and protection for people with disabilities so they can participate more fully in their communities. If you’re looking for concrete, prescriptive guidelines and checklists, you won’t find that here. What you will find are questions that planners and decision makers should know the answers to, or find the solutions for. These offer broad guidelines as to the kinds of problem areas they should be on the look out for, with suggestions for how to address them.

At first glance, it seems an excellent start–with plenty of room for improvement. The Women’s Commission seems to be highly conscious of this: the introduction indicates they hope to build upon this publication in the future with input from, among others, DPOs and displaced people with disabilities themselves.

Raising Funds from Foundations New to Disability

If you work with a Disabled People’s Organization (DPO), chances are, your organization never has enough cash. And foundations that specialize in supporting DPOs are hard to find.

Often, the answer is to look for funding from foundations that do not necessarily advertise themselves as having a disability focus. But if the funder has limited prior experience with supporting projects run by DPOs, or otherwise targeted at the disability community, then your worry becomes, How do you convince them that your project is exactly the kind of project they’re seeking to support? How do you overcome any misconceptions they might have about the true needs of people with disabilities or their relevance to the kinds of projects they normally support?

Fundseekers wrestling with these kinds of questions can turn to a 2-page handout from the Disability Funders Network entitled “Bridging the Knowledge Gap: Working with Foundations to Attract Disability Funding” (PDF format, 110 Kb) for some of their answers.

This guide is targeted at DPOs in the United States, but many of the broad principles are applicable anywhere. For example, some foundations support projects targeted at “diverse” or “vulnerable” communities. This means it can be helpful to make the case for why disability fits in perfectly with their desire to be supportive of diversity. Also, foundations usually value demographic statistics about the community that a project is meant to support. (For example, how many people with disabilities are there in the area where you want to do your project?)

The Milestone National Network of DPOs (Disabled People’s Organizations) in Pakistan recently circulated the following email:

3- All assesstive devices are by the Pakistan Bait ul Mall and the federal government. For devices you can send the application in milestone office or in Pakistan Bait ul Mall. An apllication with the copy of Nation ID card.
Disabled persons of Pakistan can get their own wheelchair due to their requirement of disabillity from government ( first 120 wheelchairs allready distributed on 14th Augest by the Zumard Khan sahab and Dr.Israr shah sahab with collaboration of Milestone.

white can also distributed on 14th Augest.

Mobility International USA (MIUSA), a national nonprofit organization founded in 1981 and based in Eugene, Oregon, promotes the human rights of people with disabilities through international exchange and international development. MIUSA seeks a qualified Project Manager with excellent international development, leadership, interpersonal, project management, writing and training skills to manage the USAID-sponsored Building an Inclusive Development Community project. This position reports to the Director of Programs and is the lead position for a team

Since 1998, MIUSA has been changing the paradigm of international development by framing the inclusion of people with disabilities as a human rights issue. With funding from the US Agency for International Development (USAID), MIUSA serves as a bridge to promote inclusion and bring together disability and development organizations. Disabled, Poor–and Ignored: Results of Research in Zimbabwe and South Africa

Research conducted in Zimbabwe and South Africa has confirmed what grassroots advocates have known all along: people with disabilities aren’t just at higher risk of poverty. People with disabilities are also more likely to be ignored by many donors who support programs to end poverty.

The 77-page study is entitled, “Are Disabled Peoples’ Voices from both South and North Being heard in the Development process? A Comparative analysis between the situation in South Africa, Zimbabwe, United Kingdom and Northern Europe.” Conducted in 2005, this research explores the extent to which Disabled Peoples’ Organizations (DPOs) in Zimbabwe and South Africa have access to funding, and the extent to which DPOs were able to explain to donors what kind of funding would help them best.

People with disabilities who were interviewed for this study said they wanted to be involved with disability programs, from the planning stage through implementation. However, they felt they were often excluded, both by the government and also by DPOs themselves. The study concludes that many DPOs lack the capacity to reach large numbers of people with disabilities at the grassroots level. As a result, many people with disabilities in South Africa and Zimbabwe are not part of any network. They also usually lacked awareness of policies and programs that were meant to benefit them, such as the African Decade on Persons with Disabilities or the Millennium Development Goals.

DPOs, too, said they lacked opportunity to contribute to dialogue about what kinds of projects would be most beneficial for them. DPOs in South Africa and Zimbabwe said that donors from developed countries often impose their own tailor-made programs on them without asking for their input. They wanted to be more involved with designing the programs that they implement. DPOs usually were more aware than grassroots individuals of programs such as the African Decade or the Millennium Development Goals, but even some DPOs were not aware of them.

Even in the UK and Northern Europe, DPOs felt that they were struggling for donations. DPOs also complained that non-disability oriented international non-governmental organizations used information about people with disabilities to obtain donations for themselves instead of for DPOs.

The study makes recommendations based on its findings, including the need for more capacity building for DPOs in developing countries; stronger partnerships among DPOs in developing and developed countries and donors; and closer involvement of people with disabilities and DPOs in planning, implementing, monitoring, and evaluating programs.

RESOURCE: Handbook for Making Water and Sanitation Accessible to Disabled People

A book is available that can help water specialists, disabled advocates, and family members learn how to make water supply and sanitation services more accessible for people with disabilities and other vulnerable populations.

According to the World Bank, more than one billion poor people lack access to clean drinking water, and more than two billion people lack access to clean sanitation facilities such as toilets. Dirty water and lack of a clean place to defecate can make poor people sick. And sick people may die more easily, or become even poorer than they were before.

People with disabilities, particularly mobility impairments, may face even more barriers in accessing clean water or sanitation. Water pumps might be poorly designed for people who have difficulty using one or both hands, or toilets may not be appropriately designed for people who have difficulty squatting. Many other individuals who are not ordinarly thought of as “disabled” may also face similar barriers, including frail elderly people; pregnant women; people carrying or taking care of babies and young children; and other individuals.

The book, Water and Sanitation for Disabled People and Other Vulnerable Groups, was written particularly for planners and service providers in the water supply and sanitation sector. Disabled people’s organizations, and service organizations targeted at disabled people and their familieis, may also find some of the information useful to their work. It provides practical information, ideas, and guidance about how to meet the needs of people in “real communities”–meaning, places where people “come with a wide range of shapes, sizes, abilities, and needs.”

This book is written so that users can skip over the chapters they don’t need and focus on the chapters they want. The first, introductory chapter may be useful for all readers. The second chapter answers the question, “Why should the water and sanitation sector consider disabled people”: it is written primarily for people who have little contact with disability issues but might also be helpful for some advocates. For example, the pictures on page 10 could be useful in educating others about the multiple types of barriers that disabled people face in society–not only in water and sanitation.

Chapter 3 helps explain the water and sanitation sector to disabled people, disability service providers, and advocates. Chapter 4 helps explain disability issues to water and sanitation professionals, engineers, public health workers, and community development workers.

Chapters 5, 6, and 7 provide practical ideas for how to make physical facilities more inclusive: these can be useful both for professionals and also for disabled people and their families.

Chapter 8 offers ideas for planning and implementing services with disabled people in mind. Section 8.2 is particularly meant for water and sanitation service providers, while section 8.3 is mainly meant for the disability sector.

Chapter 9 presents case studies that illustrate how disabled people and their families have benefitted from improved access to water and sanitation facilities. Case studies are shared from Bangladesh, Cambodia, Uganda, and Tibet.

The appendices point readers to further resources that can help them learn more about either water and sanitation issues or disability issues.

Action on Disability and Development (ADD) India
Training for Project Coordinators

Action on Disability and Development (ADD) India is a development organization working with persons with disability in rural areas in South India.

ADD India is conducting a Training in Bangalore for Programme Coordinators. This is aimed at developing the skills of Coordinators working in the development sector to incorporate and manage teamwork and their role as leaders and to strengthen their field based functions.

Training CBR Workers and Project Coordinators has been an integral part of ADD India for almost two decades. ADD’s training focuses on increasing the knowledge, building skills and developing a positive attitude to working in the field. There is also an emphasis on practical exposure with information and knowledge. The main resource persons is Mr. Ramakrishna from Anweshana in Bhubaneshwar, who has 20 years experience in training in the development sector.

It is anticipated that candidates selected for this training would have some knowledge of disability work. Therefore, this training, while examining the fundamental principles behind work of this kind, aims primarily to develop skills in the areas of programme development, monitoring and capacity building of people.

  • Professionals working with vulnerable groups like People with Disabilities, Women’s Development, Community Work and Education and Disabled peoples organizations, HIV/AIDS, Children’s programmes.

    This training is residential and would be conducted with simple facilities. The method of training will include lectures, discussions, group work, practical sessions and field visit.

    The language of training will be English. Participants must understand English but could express themselves in other languages ie. Telugu, Kannada, Tamil, Malayalam, Bengali, Oriya, Hindi etc. All reading materials will be in English.

    FUNDING for Conference Participation from Developing Nations

    Every year there are dozens of international disability-related conferences. These conferences allow thousands of participants to network with colleagues around the world, forge partnerships across national and professional boundaries, and enrich their knowledge and understanding of the work they do with disabled people in their home countries.

    But every year, there are also thousands of people from developing countries who are cut off from these opportunities because most conferences do not take their financial limitations into account. Usually the easiest expense for conference organizers to control are the registration fees. But many do not even have discounted fees for participants from developing countries. Even those that do usually don’t, or cannot, help reduce the cost of travel or lodging. So where can would be conference-participants from developing countries turn for assistance?

    Although limited, a few options may be available to you depending on your country of origin, the location of the conference, the goals of the organization that you represent, or the purpose of your trip. Try exploring one of the following three organizations. (Note that the AJ Muste Memorial Institute and the Inter-American Foundation are primarily for people in the Latin American region. Only the Ford Foundation addresses the needs of people from all or most regions.).

    Ford Foundation
    The Ford Foundation has 12 country offices in Africa, Asia, Latin America, and Russia. The country offices have travel grant monies which may be usable for attending international conferences. Go to their contact us page to find and contact a regional office near you. Also try looking at their grants page for more information on applying for Ford Foundation grants in general.

    AJ Muste Memorial Institute
    The AJ Muste Memorial Institute has a number of different grants for projects that promote nonviolence means for achieving social justice, particularly in areas such as peace and disarmament; social and economic justice; racial and sexual equality; and labor rights.

    This includes the NOVA Travel Fund (in Spanish), which makes grants of up to $1,500 to help base-level activists from Latin America and the Caribbean attend regional conferences and meetings. Grant recommendations are made by a committee of advisors representing different regions of Latin America. Their next deadline is October 1, 2008 for trips that would begin after November 15, 2008–but check back at their web site for future deadlines.

    Inter-American Foundation (IAF)
    The IAF funds the self-help efforts of grassroots groups in Latin America and the Caribbean to improve living conditions of the disadvantaged and the excluded, enhance their capacity for decision-making and self-governance, and develop partnerships with the public sector, business and civil society. The IAF does not identify problems or suggest projects; instead it responds to initiatives presented. Projects are selected for funding on their merits rather than by sector. IMPORTANT: The IAF only supports projects in Latin America and the Caribbean.

    Grant requests need to come from organizations, not from individuals. The IAF has supported disability rights activists from Latin America in attending the Ad-Hoc Commitee meetings at the United Nations and also in attending meetings in Panama for the Latin America Decade.

    FUNDING for Better Democratic Participation

    Disabled People’s Organizations (DPOs), other civil society organizations, governments, and official institutions around the world may want to take note:

    The United Nations Democracy Fund (UNDEF) has opened its second funding applications round. UNDEF wants funding proposals for projects meant to build and strengthen democratic institutions, promote human rights, and ensure the participation of all groups in democratic processes. Its second round is open through December 18, 2007. [Edited 30 Dec. ’07 to add: It may be worth finding out if there might be a third round in 2008 … or a fourth in 2009. Follow the links, review their guidelines carefully, and start preparing your proposal early.] As with UNDEF’s first round, they are accepting applications in the following thematic categories:

    • strengthening democratic dialogue and support for constitutional processes;
    • civil society empowerment;
    • civic education, voter registration and strengthening of political parties;
    • citizen’s access to information;
    • human rights and fundamental freedoms;
    • accountability, transparency and integrity.

    UNDEF was established in July 2005 as a United Nations General Trust Fund in order to promote democracy. Their funding applications round could be an excellent opportunity to obtain the funds you need to help disabled people participate more actively in your country’s democratic process.

    For example, perhaps disabled people in your country find it harder to gain access to your country’s constitution, the daily news, or the positions of political candidates. Or they may find it harder to register to vote; to vote privately; or to enter voting polls. Or DPOs may find it harder to monitor how well your government implements laws that affect disabled people. Does your DPO, civil society organization, government, or official institution have an idea for a project that could help overcome one of these barriers? If so, you may wish to review UNDEF’s criteria carefully to see if your project would be appropriate for this funding opportunity.

    Note that one of their application questions, under “project information,” asks whether your proposed project takes into account the needs of “marginalized or vulnerable groups” or whether it addresses the needs of marginalized or vulnerable groups “as a key objective.” You may wish to use this opportunity to argue that a project targeted at disabled
    people would be addressing the needs of a marginalized group “as a key objective.” There is space you could use to briefly explain how disabled people are “marginalized” or excluded from the democratic process in your country and how your project is meant to help.

    Are you too late to apply for 2007? Don’t despair. This seems to be an annual opportunity, so there may be another chance next year. Do follow the links to UNDEF’s website to learn more about their organization. You may also wish to review information about, and criteria for, past funding rounds to help you start brainstorming and planning your next project proposal.     Including the Disabled in Poverty Reduction Strategies

    A resource, Making PRSP Inclusive (4 Mb), could help disability advocates in developing countries negotiate with their governments to ensure that disabled people, too, benefit from programs meant to enable them to escape poverty.

    PRSP stands for “Poverty Reduction Strategy Papers” (PRSPs). A PRSP is a paper developed by governments that describe the policy and strategies they need to follow in order to reduce poverty and meet the Millennium Development Goals within their country.

    These four little letters—PRSP—are some of the most powerful letters known in developing countries. These four letters can help fight poverty, disease, starvation, and ignorance among all populations—including the disabled. More precisely, they are meant to help governments figure out exactly what programs and resources they need to solve the biggest challenges that face the poorest citizens of their country. If a PRSP is developed well and wisely, then millions could benefit—and escape poverty. But if it is done poorly, then millions could lose—perhaps most particularly people with disabilities whose needs may often be overlooked.

    PRSPs are never—or at least should never be—developed by government officials in isolation. Donors and development banks usually also participate in the process. They are able to offer advice based on what they have learned about PRSPs developed and implemented in many other developing countries. But the most important partners in the PRSP process are members of civil society. That means people like you—represented through non-governmental organizations (NGOs); trade unions; academic institutions; media outlets; federations of poor people; or, essentially, any organization that is not a government agency. Only the ordinary citizens of a country can best know what their own most urgent needs are. And only poor citizens know what barriers they most need to overcome before they can escape poverty.

    The trouble is: in many countries, (Disabled People’s Organizations) DPOs, and people with disabilities generally, don’t participate in the process of developing their country’s PRSP. In some countries, the disability movement may still be weak and fragmented. Also, people with disabilities continue to be “invisible” in most societies: non-disabled people simply don’t think to include them unless they are asked or reminded.

    The handbook, Making PRSP Inclusive, was written by the German chapter of Handicap International and the Christoffel-Blindenmission Deutschland (German Christian Blind Mission), and was financed by the World Bank and the German government. It is meant for everyone working in the field of disability including NGOs, service providers, professional associations, people with disabilities themselves, DPOs, and parents’ associations, who wants to participate in their national PRSP process. It is for people who want to ensure that the needs and concerns of disabled people are well represented when their government makes important decisions about what projects they should support; what policies they should implement; and what strategies they should follow when fighting poverty.

    The handbook will help readers better understand what the PRSP; who helps develop a country’s PRSP; how the PRSP process works; who finances (funds, pays for) the PRSP; why it is important to include disability issues in your country’s PRSP; and how a DPO can participate in the PRSP. It includes ideas for how you can identify and recruit possible allies so you can help each other become more involved in the PRSP process in your country. It also includes suggestions for how you and the other groups you work with can develop a joint strategy for presenting the needs of disabled people in your country. Later chapters include detailed guidance on how you can work to develop a stronger network or alliance of DPOs and other organizations in your country to advocate or lobby for the needs of disabled people. “Case studies” are presented that describe how the disability movement has already succeeded in including disabled people in the PRSP process in Honduras, Bangladesh, Sierra Leone, Tanzania

    For people new to disability–or for people who are looking for language that could help them explain disability to others–the Making PRSP Inclusive guidebook includes a section that defines disability and explains the medical, charity, and social models of disability and the World Health Organization (WHO) classifications of disability.     Handicap International has a full listing of its publications and resources that, like Making PRSP inclusive, can be downloaded for free. Some are targeted at disability advocates who need better tools and resources for educating their country governments about disability and persuading them to be more inclusive. Other publications are targeted at mainstream development organizations who want to find more effective ways of ensuring that people with disabilities are able to fully participate in the programs and projects they offer.

      The Tusaidiane Disabilities Resources and Charity Organization of Tanzania (TDRCT) would like to improve computer literacy and self-employment opportunities for people with disabilities in Mwanza, Tanzania, and promote their empowerment.

      This organization is run by people who themselves have disabilities. I have known the man who founded this organization for some years. If his organization can quickly raise $5000 from 40 donors within a few days, then GlobalGiving will feature their organization on its website. This will enable them to attract more prospective funders. I have made a donation to them, I hope others will consider doing the same.
