Disability and Development Online Consultations March 8-28, 2013

These online consultations (from March 8 to 28th, ie RIGHT NOW) are an opportunity to influence important decisions about how people with disabilities will be included in efforts to reduce poverty around the world.

The Millennium Development Goals (MDGs) have been profoundly influential in making decisions on how to prioritize foreign assistance and government funds in more than 100 developing countries. The global community is now working to identify what goals should replace them after 2015. This means that the next few months will be critical for ensuring that people with disabilities are not again forgotten.  It is important for the global disability community, our constituency organizations, and professionals in the fields of international development and human rights be engaged.

Online Consultations
As part of the preparatory process for the United Nations General Assembly High-level Meeting on Disability and Development (HLMDD), the HLMDD Online Consultations (HOC) will be conducted from 8 to 28 March 2013. The consultations are co-organised by DESA and UNICEF under the existing platform of the World We Want 2015 (http://www.worldwewant2015.org/enable) in multiple languages.

World Deaf Information Resource Project Launches

World Deaf Information Resource Project Launches

A new initiative enables users to find deaf organizations and schools in 149 countries around the world. Launched by the Gallaudet University Center for International Programs and Services (CIPS) in October 2009, the World Deaf Information Resource Project provides contact information for hundreds of international-, national-, and local-level organizations and schools globally. The website also links to on-line reports about the human rights conditions and living situation of deaf people around the world and other information resources for deaf individuals and organizations.

“Deaf people always benefit when deaf organizations, schools, and individuals are able to exchange ideas and information,” says Dr. Asiah Mason, director of CIPS. “But before organizations can communicate with each other, they need a way to find each other. The new World Deaf Information Resource Project lets them do that. It is our hope this can be a powerful information resource for the global deaf community.”

In addition to browsing the website, users also may download most of the same information in either Word or PDF format. The file enables users to produce a 104-page hard copy document for dissemination to contacts who might not have Internet access.

The new website can be accessed at http://cips.gallaudet.edu/wdi.xml. CIPS intends to continue expanding the website and file over time. People are invited to submit information about deaf organizations, schools, and deaf-related information resources not already included in the project to World.Deaf.Info@gallaudet.edu.
CIPS is a unit within the Gallaudet University College of Professional Studies and Outreach and is the university’s one-stop office for all things international. Gallaudet University is the only liberal arts university for deaf students in the world. Mason credits the website as being the brain-child of Dr. Amy Wilson, Director of Gallaudet University’s International Development program, and of Dr. Jay Innes, the Dean of CPSO. Andrea Shettle began the work of gathering information for the website during an internship for the MA degree program in International Development at Gallaudet.

Disability in Non-Western Societies: A Bibliography of Bibliographies

Researchers who need to locate journal articles and other publications about people with disabilities throughout history in developing countries face significant barriers. People with disabilities outside of North America and Europe tend to be invisible in much of the published literature and throughout history.

Researchers can consult a list of annotated bibliographies at the Center for International Rehabilitation Research Information and Exchange (CIRRIE) as a starting point in seeking out thousands of articles that may meet their needs.

These bibliographies do not directly link to the articles in question. In many cases, I suspect these articles may not exist on-line. But the bibliographies could be used to help researchers know what publications they should seek out through the inter-library loan program at their university library.

A few examples of annotated bibliographies include: Disability in the Middle East; Disability and Social Responses in Some Southern African Nations; Disability and Social Response in Afghanistan and Pakistan; Disability & Deafness in North East Africa; Disability and Deafness in East Asia: Social and Educational Responses, from Antiquity to Recent Times; Sign, Gesture, and Deafness in South Asia and South-West Asian Histories; Social Responses to Disability & Poverty in Economically Weaker Countries: Research, Trends, Critique, and Lessons Usually Not Learnt; and more.

Disability in the Middle East, a bibliography

The partly annotated open online “Disability in the Middle East, a
bibliography”, first web published in 2002, was much revised, extended and updated to June 2008, and now lists about 1,750 items, at:

It aims to record the cumulative formal knowledge base in the disability field in countries of the Middle East, especially Egypt, Iran, Iraq, Israel, Jordan, Lebanon, Saudi Arabia, Syria, Turkey, and some smaller neighbours.

Around 45% of the items in the bibliography, listed in the last two sections with a brief introduction, comprise historical materials of the Middle East from 1751 to 1970 and from Antiquity to 1750, as an essential part of the cultural background. This earlier material has more annotation (and so takes about 60% of the total word-count), to enable potential readers to find the disability-related parts that are sometimes hidden in odd corners or footnotes, and also to indicate some cultural features that might be less easily understood nowadays.

No sensible explanation exists for how I [M. Miles] came to put this stuff together. There was already far too much material when it went online in 2002. Planning to spend a few weeks on a short update, I had a swing at disability and deafness in Egyptology, Assyriology, and the Hittite Kingdom in Anatolia,
which actually took six months. Of course, the material is utterly fascinating.

The past 30 years of “disability studies” in North America and Western Europe can look like a few buckets of water compared with the rolling 5000-year ocean of Middle Eastern disability. But just because of that contrast, I guess the majority of western students of disability won’t dip a toe into this ocean. The bibliog and annotations give a basic map for the adventurous minority… Also, of course, for the millions of non-western people who
might be happy to know something about disability before The West was invented.

4th Annual International Shafallah Forum, April 20-22, 2009, in Doha, Qatar

On behalf of the Shafallah Center for Children with Special Needs, I would like to extend a warm invitation for you to submit abstracts for the 4th Annual International Shafallah Forum in Doha, Qatar from April 20th – April 22nd , 2009. For the past three years our Center has been delighted to welcome more than 250 experts in the field and Wives of Heads of State from all over the world to our Forum and we anticipate that this year’s Forum will be no exception.

The 4th Annual International Forum will bring together advocates, family members, scholars, members of government, and professionals from a variety of perspectives to explore the theme of /Achieving Independence/. Together we will explore how to overcome factors that perpetuate disability marginalization, including widespread poverty due to lack of access to education, opportunity, and unfair labor practices. We look to our work, cutting-edge research and programs, to promote independence through universal access to education, inclusive societies, innovative technologies, and poverty-reduction strategies – including micro-enterprise and encouragement of the corporate sector to value and include the disabled in the workforce.

The Forum will feature keynote addresses by global leaders, roundtable discussions, symposia, paper presentations, and exhibits. We welcome the submission of such presentations and have included more detailed information on the following pages.

An accepted presentation to the Shafallah Forum includes complimentary airfare, meals, and accommodation. *I. Modes of Presentation*

Delegates can present their programs and research in several different formats:

*Symposia *(1 hour – 3 x 15 minute presentations, plus 15 minutes discussion)

A collection of 3 papers presenting the results of different programs/studies/experiences relating to a common research theme. Each should be presented by a different person. The symposium coordinator should provide details for the three papers following the instructions below.

*Individual Papers *(15 minute presentation, plus 5 minutes discussion)

A paper presenting the results of a program/study/experience on a particular topic. Papers will be grouped into symposia according to an identified theme. Individuals should submit title and abstract details for each paper offered following the instructions below.

*Posters*

Individuals may present their research on the form of a poster. Posters allow for more extended discussion with delegates interested in the content area of the poster. Posters should be attended by at least one author/director who can address questions related to the poster’s content. Individuals should submit title and abstract details for each poster presentation offered following the instructions below. Submission of poster collectives (related research) is encouraged.

*Roundtable Discussions or Debates *

(1 hour)

Discussion about the interpretation of existing research, the state of knowledge in a particular area or the need for more or different kinds of research/programming/policies, can be as important as presenting the results of new studies. Individuals wishing to organize such roundtable discussions or debates should identify three or four speakers, who can each present a point of view. Where discussion and audience participation is the purpose, speakers’ presentations might be limited to 5 minutes. Where debate between the speakers is the purpose, presentations may be longer (10 minutes). Organizers should submit the details of the discussion or debate following the instructions below.

*Exhibit *

Individuals or groups that have a demonstration, specialized equipment, and/or materials that they would like to exhibit are invited to submit a proposal. Exhibits will be given a table with specific presentation time, where they will be asked to be present and are encouraged to leave materials/equipment out for attendees to peruse throughout the Forum.

*II. Abstracts*

Abstracts must be in English. Abstracts longer than permissible will be abridged at the discretion of the program planning committee.

*Theme & Topic:* The conference is to be organized into themes and include general and break-out sessions. Please specify which theme that best fits your session. All abstracts should be prepared using the following headings:

Dr. Michael Kemp: Obituary from His Family

The Gallaudet University Provost’s Office has released the following obituary for Dr. Mike Kemp. People who wish to send condolences to his family will want to take note of the contact information provided at the end; condolences should please be sent directly to the family, NOT via We Can Do. I had reported on the news of Kemp’s loss over the weekend. I know that he will be missed not only by the Gallaudet University community but also by the Deaf communities of Vietnam and Thailand.

Dear Campus Community:

The family of Dr. Michael Kemp, who passed away last week, has written the following obituary in celebration of Dr. Kemp’s life and accomplishments:

Dr. W. Michael Kemp, 60, a professor in the Department of American Sign Language and Deaf Studies, died on November 24, 2008 in Alexandria, Virginia.

William Michael Kemp was born in Lancaster, Pennsylvania to William and Marie Kemp. Deaf from birth, he graduated from Lancaster Catholic High School. Mike, as he was known, received his bachelor’s degree in sociology in 1971 from Gallaudet University, and his master’s degree in deaf education in 1975 from William McDaniel College (formerly Western Maryland College). He earned the degree of Doctor of Education in higher education administration in 1986 from Virginia Polytechnic Institute and State University. His dissertation was titled “A Comparison of the Simultaneous Method Evaluation and the Sign Communication Proficiency Interview (SCPI).”

Dr. Kemp taught American Sign Language for 35 years, the last 31 at Gallaudet University. He served for 12 years as chair of three different academic departments before stepping down to focus on teaching and consulting. His main area of interest and expertise was training people to communicate gesturally to prepare for travel abroad.

Since 1980, he had trained sign language instructors throughout the United States and the world, in the Far East, Central and South America, the Caribbean islands, the Middle East, and Europe. He taught at the University of Puerto Rico, the University of British Columbia, Douglas College (in British Columbia), Thailand’s Ratchasuda College, and Vietnam’s Teacher Training Center.

For the last 10 years, Dr. Kemp worked extensively in Thailand and Vietnam with groups of deaf students in the Sign Language Teacher Training Program. He made frequent trips to serve as a visiting professor at the Cao Dang Su Pham (Teaching Training Center) in Dong Nai Province, near Ho Chi Minh City. Last month, Dr. Kemp was invited as a technical expert on information and communication access at the “Gathering Inputs and Recommendations for the Development of the National Law on Disability” conference in Hanoi, Vietnam.

Dr. Kemp received a research stipend award from the National Institute of Disability and Rehabilitation Research to attend the 18th International Congress on Education of the Deaf in 1995 in Tel Aviv, Israel. He also received the T. J. O’Rourke Memorial Award from the American Sign Language Teachers Association in 2002 in recognition of his international work, and the Teacher of the Year Award in 2008 from the Alpha Sigma Pi Fraternity.

Dr. Kemp was a member of the advisory board for the interpreter training program at Northern Virginia Community College, Annandale campus. He was a member of the National and Virginia Associations of the Deaf. He enjoyed photography, reading, traveling, and spending time with his family, especially his grandchildren.

Dr. Kemp is survived by a son, William M. Kemp, Jr., of Fairfax, Virginia; William Jr.’s mother, Dr. Vicki J. Shank, a professor in the Department of Mathematics and Computer Science; his wife of 13 years, Joan Kemp; and two step-daughters, Jennifer Yost Ortiz and her husband, Anthony, and Jamie Yost, a staff interpreter with Gallaudet Interpreting Service, and her husband, Raymond Merritt, a professor in the Department of Biology; and two grandchildren, Zion and Zeke Ortiz. He is also survived by a brother, Thomas Kemp, his wife, Linda, and two nephews, Dan and Jack.

There will be two memorial services. The first will be private, for family and close friends. The second will take place in early 2009 on the Gallaudet University campus, and will be open to the community. The date for this service will be announced at a later time, as will information about memorial contributions.

BREAKING NEWS: Dr. Mike Kemp Reported to Have Passed Away

At about 1 am GMT, I received word that Dr. Mike Kemp has passed away. A member of Gallaudet University’s faculty, Kemp was an international consultant who conducted training workshops in the Far East, Central and South America, the Caribbean islands, Middle East, and Europe. For the past 10 years, he worked in Thailand and Vietnam in sign language teacher training programs. More background on Dr. Kemp is at

His web page includes a video of Kemp describing his recent work in American Sign Language.

As of this writing (3 am GMT, Nov 30 ’08) official confirmation has not yet been posted on Gallaudet’s web site but is said to be anticipated soon. [UPDATE Dec 1 ’08, 4 p.m. GMT/UTC: I still have not seen an announcement on Gallaudet’s web site, but the Provost’s office has now circulated an obituary from Kemp’s family. Information Wanted: Africans with Disabilities, Policies, Programs, Organizations

**The Secretariat of the African Decade of Persons with Disabilities needs your Help**
The Secretariat is currently collecting and updating information on the situation faced by persons with disabilities in the 54 African countries. It will enter this information into the country folders on its website. The information collected relates to policies, programmes, contact details for organisations engaged in disability work, best practice in the inclusion of disability in mainstream programmes, etc. If you have such information to share, please write to info@africandecade.co.za.

We Can Do readers will want to explore the excellent web site for the Secretariat of the African Decade of Persons with Disabilities. As implied in the above paragraph, their web site has a section with information on the 54 individual countries of Africa. Your assistance can help them expand the information provided in these folders. Providing information to the Secretariat of the African Decade of Persons with Disabilities can also be an opportunity for you to help bring attention to policies, programs, organizations, and practices that have benefited people with disabilities in your country. It is also well worth exploring their collection of training materials for organizations of people with disabilities. Some of their training materials have been highlighted in past We Can Do posts, but not all of them. The identification and sharing of good practices helps service providers to improve their performance and ultimately provide enhanced services for persons with disabilities. The Disability Monitor Initiative (DMI-ME) is conducting a Good Practice Awards program to recognize good practices in service delivery.

Who can apply:

  • Service providers in Jordan, Lebanon, Egypt, Palestine and Yemen working in the areas of healthcare, education, livelihood opportunities and social protection – for persons with disabilities
  • Service providers with no more than 40 salaried staff or an annual budget less than $300,000

What is the process:
1. Download the application form from this website www.disabilitymonitor-me.org
2. Complete the application and email to editor@disabilitymonitor-me.org
3. Applications can be submitted until Saturday 18 October 2008
4. The finalists from the region will be shortlisted and notified to arrange a face-to-face meeting to allow gathering of more in-depth information about the good practice
5. Face-to-face meetings will occur during October, November and December 2008, with the final winners notified shortly after all the assessments are completed

What is the prize:
For shortlisted service providers

  • their organization will be listed in the DMI-ME report themed around access to services for persons with disabilities in the Middle East due out in mid 2009
  • will receive a free flight and accommodation for a member of the organization to attend a major Regional Disability Conference for the Middle East scheduled to take place in mid 2009
  • For winning service providers

  • in addition to the above prizes, the organization will ultimately receive €1,500
  • a commemorative plaque presented before the media, recognizing their achievements in demonstrating a good practice for the delivery of social services for persons with disabilities in the Middle East

NEWS: Arab Region Lacks Disability Awareness, Says Outgoing UN Special Rapporteur on Disability

Sheikha Hissa Khalifa Al Thani, who is nearing the end of her six-year tenure as the United Nations special rapporteur on disability, told The National that the Arab region lags behind the rest of the world in disability awareness. The National is a newspaper in the United Arab Emirates.

“It doesn’t need to be this way,” Sheika Hissa told The National “Countries like Qatar and Saudi Arabia could have standards like Scandinavian countries – but there is this obstacle, which is the lack of awareness.”

Introduction
This conference comes in line with unlimited support and encouragement for care for special needs and disabled in particular from King Abdullah Bin Abdulaziz, Custodian of the Two Holy Mosques and HRH Crown Prince, Sultan Bin Abdulaziz. This effort has been the major role for Prince Salman Center for Disability Research in utilizing research for prevention of disability and minimizing its effects.

The scientific community in disability field ¡V as it is also in all other disciplines – needs assessment of the current situation at local, regional and international levels and plan for future utilization of future in disability and disabled favour on scientific basis. Community Based Rehabilitation (CBR) department of the Ministry of Health and Medical Services in Honiara promotes independence, rehabilitation, equalisation of opportunities and inclusion for all people with disabilities.

The Services for Visually Impaired and Blind unit seeks a Project Officer to assess the services being provided by CBR and develop new programs that will improve services for people who are blind and visually impaired.

To be considered for this 18 month assignment starting in January 2009 you will have:

· Strong program development skills
· Good management experience

Experience delivering programs and services to people who are vision impaired is highly desirable.

Job description  :

At regional level, the expatriate would work mainly in Herat to improve the technical abilities of the physiotherapists in the Herat Regional Hospital and in the outreach program run by HI. The 7 physiotherapists working for health public system have received technical, financial and management support since 2003.  HI currently employes 5 physiotherapists plus one as technical assistant.  In regards to technical skills, the main problem is the gap of skills within the team. Clinical reasoning, assessment-reassessment skills and the range of treatment options have to be generally improved.

The project manager would provide consultation on management aspects for the new physiotherapy Centre recently build together with the burn unit in the hospital which is in the process of being handed over to the head of the physiotherapy centre.

S/he would also consult on technical and management aspects the outreach physiotherapy service. HI has also committed to supporting the government’s plan to mainstream disability services within healthcare through Basic Package of Health Services and as such is working with
several NGOs to provide training, screening or direct physiotherapy in certain districts around Herat province.

Beside, the project manager will have to participate to the development of the handover strategies for both rehabilitation projects.

Post constraints :

Security: Afghanistan remains in a post-conflict situation. Kabul and Herat cities are currently stable but there are security constraints especially for women. Outside of Herat city, security is relatively stable compared to the rest of Afghanistan. Travel to Kandahar is especially subject to review of the security situation because it is less stable.

Housing : the person usually shares a house with the other expatriates from HI

Isolation : reliable Internet access and satellite TV

Profile sought :

3 years practical experience in a variety of areas of physiotherapy; experience in teaching and training of physiotherapists, preferably in a developing country

Physiotherapist Supervisor, Amman, Jordan, 4 months

Job context :

A surgery programme has been opened by MSF in August 2006 in Amman, targeting Iraqi war victims in need of reconstructive surgery. In order to strengthen physiotherapy as a crucial aspect of care, HI was requested to set up a proper physiotherapy section.

A physiotherapist advisor has been working since November 2007, acting as a supervisor for the physiotherapy team, made of 3 Jordanian physiotherapists. Some lacks in the skills and the general rehabilitation approach have been identified and now need to be addressed.

The physiotherapist supervisor will act both as a supervisor for the 3 physiotherapists and as an on-the-job trainer.

Duties :

Under the responsibility of the Head of Mission, the physiotherapist
supervisor will be in charge of :

–          providing technical training to  physiotherapy staff

–          improving the referral system for patients

–          reinforcing collaboration with surgeons

–          optimizing data collection

Particularities of the post :

Profile sought :

Recognized qualification in Physiotherapy essential ; additional
background in Education, Public Health or other relevant fields

Less than a decade ago, more than 100 million primary-school aged children still had never entered a classroom. Today, that number has dropped below 80 million, even though the world’s population has grown in that time. Clearly progress has been made. But children with disabilities are being left behind: one-third of the world’s children out of school are disabled. Many of the rest are excluded for other reasons that pose their own set of challenges: some are left behind because they are girls; or because they don’t speak the dominant language of their country; or because they experience discrimination on the basis of their ethnicity.

How can Disabled People’s Organizations (DPOs) and other Non-Governmental Organizations (NGOs) help schools in their country be more inclusive of students who have commonly been excluded? Save the Children UK has released a new report that offers guidance: “Making Schools Inclusive: How Change Can Happen: Save the Children’s Experience” (PDF format, 4.14 Mb). This report describes successful projects, and the lessons learned, from countries as diverse as Vietnam, Kyrgyzstan, Peru, Bangladesh, China, Somalia, Brazil, Western Balkans, Mongolia, Nepal, Tajikistan, Serbia, India, and Morocco. Children with disabilities are targeted for many of these projects.

The report begins by describing both the conditions that prevent inclusive education and the conditions that can help make it possible. It also analyzes projects that have made it possible for linguistic minority students–and Deaf students–to obtain a bilingual education. Teacher training programs have helped encourage teachers to create more inclusive classrooms for children with disabilities and other students who have historically been excluded. Several countries have used Community-based Education Management Information Systems (C-EMIS) to draw upon the knowledge and motivation of local community members in making education more inclusive. Each chapter ends by discussing what lessons other communities in other countries may find helpful in implementing their own projects.

Advocates who tire of hearing governments complain there isn’t enough money will especially wish to read the 6th chapter on “Addressing financial barriers to inclusive education.” Funding issues are also discussed briefly throughout earlier chapters of Making Schools Inclusive (PDF format, 4.14 Mb).

The 8th chapter points readers to further materials and resources that may be helpful to them in advocating for more inclusive education in their countries.

Symposium on African Sign Languages

The first Symposium on African Sign Languages (SAfSL) will be held in Cologne, Germany from August 17 to 19, 2009.

The symposium, hosted by Dany Adone, Claudia Becker, and Thomas Kaul from the University of Cologne, is being held within a wider conference on African languages, the 6th World Congress of African Lingustics (WOCAL 6), held August 17-21, 2009.

Contributions to the symposium are invited on the following topics:

  • linguistic research on African Sign Languages
  • reports on undocumented or under-documented African Sign Languages
  • reports on endangered African Sign Languages
  • reports on emerging African Sign Languages
  • education and African Sign Languages
  • language policies and African Sign languages

The WOCAL congress language is English. The languages for the Symposium on African Sign Languages, however, are English and International Sign language.

If the Symposium is able to raise enough funds, then they may be able to provide some limited financial support to participants from outside Europe, particularly from Africa. Those who need support are urged to send in their detailed request together with an abstract of their presentation. Beneficiaries will be identified based on this information and will be notified.

The 2nd international Forum of the Deaf

The 2nd International Forum of the Deaf in Morocco is an initiative that aims to promote: Mental Health awareness among the medical core and the deaf community of Morocco. The establishment of  a national policy to investigate the linguistic, social, mental health, and physical needs of the deaf; for the purpose of developing a cohesive network for the implantation of programs to benefit the unification of the deaf community in Morocco. Subsequently, it will promote contact, participation and cooperation among deaf associations.
 
This Forum is entitled “Mental health and deafness” which will be held in the city of Fez, in order to better educate the population on the issues facing the deaf community.  In accordance with the royal directives, and the initiative of human development, The Moroccan Forum of the Deaf Association, The Africa Contact Group For Mental Health and Deafness and the World Federation of the Deaf are organizing a Forum of the deaf of Morocco from October 9th to 11th 2008.  45 deaf associations with two delegates (1 deaf and 1 hearing) and 120 specialized educators representing all of Morocco national territories will be invited to attend the forum. The forum of the Deaf of Morocco will comprise of three major themes: Mental Health and deafness, Education and academic qualification, and Sign language.
 
The Moroccan Forum of the Deaf is engaged in a number of campaigns to raise the standard of living of the deaf in Morocco. There is a growing public interest in the use of sign language in the various social domains where the deaf are involved. These include courts of law, educational institutions, police stations, and other various places of work. An outstanding example of this association’s dedication for the empowerment of the deaf are a special education training for educators May 2008, a SL training for police officers March 2008 and two summer youth camps for the deaf that were held in Rabat August 2006 and Salé August 2007.  These camps gave the deaf youth of Morocco a chance to interact with one another and to build life long friendships.  As well as, the first steps in building cooperation and participation among deaf associations in Morocco.
 
The Moroccan Forum of the Deaf (AFMS), is looking for organizations to help them organize the second international forum of the deaf in Fez.

The Moroccan Forum of the Deaf (AFMS) is a non-governmental organization that strives to address the needs of the entire community, including the deaf youth of Morocco. Its membership consists of over 20 professionals from the city and surrounding areas of the province who have come together to pool their resources and labor in order to help develop the deaf community. The association was incorporated in 2006 under the laws of Morocco with the goal of helping to develop the social and economic roles of the deaf in the larger society. They are led by elected officers, including: a president, treasurer, secretary and vice president, who are chosen each year at an annual meeting.
 
The Moroccan Forum of the Deaf (AFMS) is nonprofit and raises money for projects through donations from members, grants, and donations from local, national and international government, and non-government organizations. The group has received various awards and certificates of recognition from the government in advancing the status of the deaf.

The association established The First International Forum of the Deaf of Morocco in 2006 in collaboration with the Dutch Foundation Marokkofonds.  The forum was an instrumental opportunity to promote deaf issues in Morocco and International.  This association has also
been advocating the nationwide adoption of sign language as the medium of instruction in all deaf schools and training institutions.

Furthermore, they lobby the Moroccan government of the challenges facing the deaf community.  Finally, this association developed and implemented deaf youth summer camps in association with the Ministry of Sports and Youth.
 
The successful projects led by The Moroccan Forum of the Deaf (AFMS) have illustrated the need to develop deaf awareness, and networking skills to overcome the limited opportunities for the deaf community within the Moroccan society as a whole. The members of The Moroccan
Forum of the Deaf (AFMS) approaches international institutions with the idea of organizing a group of deaf associations and helping them develop these specific skills, with an end goal of enabling them to advance from their current social and economic situation.

Expected outcomes

  • Meadows of 200 thousand deaf persons together with the Moroccan medical core will be sensitized on the mental health and human right of the deaf issues.
  • Implementing awareness raising projects.
  • Deaf empowerment.
  • Training in special education and sign language
  • Establishing a wide range of contacts.

Methodology
 The statistics of 200 thousand deaf persons usually expose a big number of the deaf to the means of specific communication of the handicapped and the non-implication of the handicapped in the programs or fight projects against the sexually transmittable diseases.

 After the difficulties proven by this category of the handicapped the Moroccan Forum of the Deaf Association takes advantage of this occasion to initiate a campaign of sensitization on the deaf problems, with the assistance of the interpreters in signs. It will also target the medical core and the Moroccan administrations to explain through the different international experts the importance of mental health and deafness.
 
The proposed forum will focus on many of the aforementioned elements in a professional sitting.  A subcommittee of Moroccan facilitators, French facilitators, and other Volunteers will focus on planning programs, while other members of the Moroccan Forum of the Deaf will concentrate on administrative elements of the forum. In implementing both of these as well as cultural activities, the forum will meet the aforementioned objectives.
 
Economic and Social Exchange:

  • Presentations on management methods for the purposes of developing and implementing projects will be presented.
  • Presentation on education and vocational training.
  • Presentation on sign language in the media.
  • Presentations on the need for a unified signing language for the purpose of educational and social development of the deaf will be presented.
  • Exhibition of handcrafted products made by the deaf will be on display.
  • Associations of the deaf will perform musical concert and theatrical presentations daily.

4th All Africa Wheelchair Congress Report Available Online

In low-income countries, the overwhelming majority people who need wheelchairs don’t have one. This has a profound impact on their ability to lead independent lives–or even leave their own homes. Participants in a recent conference in Africa exchanged ideas and knowledge on how to address this challenge.

The 4th All Africa Wheelchair Congress Report (PDF format, 446 Kb) can now be downloaded for free on-line. The report summarizes a series of remarks, panel discussions, and other conference sessions on how to promote appropriate wheelchair services across the African continent. The report also presents a list of resolutions made on the last day of the Congress. The 4th All Africa Wheelchair Congress was held in September 2007 in Tanzania.

The Pan Africa Wheelchair Builders Association (PAWBA) and the Tanzanian Training Centre for Orthopaedic Technologists (TATCOT) facilitated the congress. Co-funders included the World Health Organisation, ABILIS, Motivation Africa, Christoffel Blindenmission (CBM), and SINTEF. The 116 participating members came from Sierra Leone, Nigeria, Sudan, Ethiopia, Uganda, Kenya, Tanzania, Angola, Malawi, Zambia, Zimbabwe, Namibia, South Africa, UK, Norway and USA.

The previous three All Africa Wheelchair Congresses were held in Zambia (2003); Kenya (1998); and Zimbabwe (1995). Each congress was a landmark in developing appropriate and affordable wheelchair products and services in Africa in allowing participants to exchange knowledge across the continent. PAWBA was formed at the 2003 Congress.

The group is open to people who have some expertise/knowledge about the Deaf Community in Africa.

RESOURCE: Tips, Strategies for Implementing Disability Rights Convention

The international disability rights treaty, called the Convention on the Rights of Persons with Disabilities (CRPD), is about to enter into force this May 3, 2008. But a treaty is only a piece of paper–until and unless it is fully implemented. So how can the disability community, international development professionals, governments, and others ensure that the ratifying countries implement the CRPD?

The disability community and its allies can turn to another human rights community that has experience in successfully encouraging the implementation of another international human rights treaty–the Convention on the Rights of the Child.

In October 2007, a regional Middle East and North Africa consultation was held on children and the new CRPD in Sana’a, Yemen. On the final day of that consultation, international child rights advocate Gerison Lansdown gave tips and strategies for implementing the United Nations CRPD based on lessons learned from similar efforts in implementing the Convention on the Rights of the Child. The result of her lecture, and the subsequent question and answer session, was a fact sheet, now posted at the web site for the Child Rights Information Network.

The fact sheet outlines the obligations of governments and lists suggestions for how advocates, professionals, and other individuals and their organizations can take action and make change. For example, the public and the government should be taught about people with disabilities (including children) and their entitlement to equal recognition and dignity. Also, alliances should be built across various groups to work together on advocating for disability rights and the CRPD. This alliance could work on an “alternate report” on the human rights situation for disabled people in their country to be submitted to the Committee on the Rights of Persons with Disabilities.

NEWS: Tunisia 19th to Ratify Intl Disability Rights Treaty

RatifyNow has announced that Tunisia ratified the Convention on the Rights of Persons with Disabilities (CRPD) earlier today. This North African nation is the 19th country to ratify the first legally-binding international human rights instrument. Thirty days after the 20th nation ratifies the CRPD, the human rights treaty will go into force–meaning that all ratifying nations will be obliged to obey it from that point on.

The 20th ratification is expected to happen very, very soon. The milestone ratification will be announced at RatifyNow.org as soon as possible after it occurs and is confirmed with trusted sources.

Among the 19 countries to ratify the CRPD, 11 also have ratified the accompanying Optional Protocol. The Optional Protocol gives people with disabilities in ratifying countries the option to pursue redress (justice) at the international level if their rights continue to be violated under the CRPD. The Optional Protocol will enter into force at the same time as the CRPD, 30 days after the 20th ratification of the CRPD.

Both the CRPD and the Optional Protocol will be legally binding only for countries that choose to ratify them. However, 126 countries have signed the CRPD and 71 have signed the Optional Protocol. Signing either treaty is a country’s way of signaling interest in ratifying it at a future date. Becoming a signatory country also obligates a nation to avoid pursuing any new action that could directly violate the treaty.

NEWS: Jordan Ratifies CRPD

RatifyNow has now announced that Jordan ratified the international disabilities rights treaty, called the Convention on the Rights of Persons with Disabilities (CRPD) yesterday, March 31, 2008.

Regular We Can Do readers will know that the CRPD is the first international legally binding human rights instrument to protect people with disabilities. It protects the rights of people with disabilities to have access to education and health services; to be free from torture and other forms of abuse; to have the right to make their own choices about what medical treatment they will accept or refuse; the right to live in the community; and more.

As of this writing (April 1 … and, no, not April Fool’s), the United Nations Enable web site has not yet announced Jordan’s ratification. But contacts within the ratification movement were able to verify the news with the UN Secretariat.

The CRPD needs to be ratified by a total of 20 countries before it can become legally enforceable, then it will go into effect 30 days later. Jordan is the 18th country to ratify since the treaty was opened for countries to sign and ratify. The other 17 ratifying countries include Bangladesh, Croatia, Cuba, El Salvador, Gabon, Guinea, Hungary, India, Jamaica, Mexico, Namibia, Nicaragua, Panama, Peru, San Marino, South Africa, and Spain.

In addition to 18 ratifications, 126 countries have signed the CRPD. Signing an international treaty does not oblige a country to obey it. In order to be legally bound by a treaty, a country must ratify it. However, signing a treaty does send a signal that the country is interested in ratifying the treaty in the future. It also commits the country to avoiding any action that would violate the spirit of the treaty.

Keep watching this space for the next two ratifications, possibly within a week. Also watch for upcoming announcements on how RatifyNow plans to celebrate and promote the CRPD when it goes into effect 30 days after the 20th ratification.

TRAINING: Short Human Rights Courses

People interested in taking courses on human rights may wish to consult a
recently updated page that lists more than 60 short courses and summer schools from 2008 to 2009. Some are very general introductions. Others are very specialized courses on indigenous peoples, discrimination, women’s rights, and more. Courses are available in locations around the world, including Africa, Europe, the Americas, Asia, and the Middle East. All these can be found at the humanrightstool.org web site.

Idowu Ajibade, from Nigeria, who did the hard work of updating this page. She has just joined Human Rights Tool’s small team of dedicated volunteers.

Some very interesting courses that Human Rights Tools would like to highlight:

1. CLOSING SOON: Monitoring economic, social and cultural rights. The Graduate Institute for International and Development Studies in Geneva (IHEID), in cooperation with HURIDOCS, is organizing a new course on monitoring and documenting economic, social and cultural rights. It will take place in Geneva, 5 – 9 May 2008. This exciting and much-needed course will be timed to match the second week of the ESC Committee, so you should be able to attend both with the same plane ticket! 2. CLOSING SOON: Video advocacy course. The Video Advocacy Institute, the first of its kind, is an innovative program that trains human rights defenders to successfully integrate video advocacy into their social change campaigns. 3. CLOSING SOON: Transitional justice francophone Rabat fellowship program. Transitional justice refers to a range of approaches that societies undertake to reckon with legacies of widespread or systematic human rights abuse as they move from a period of violent conflict or oppression towards peace and democracy. The International Center for Transitional Justice’s francophone Rabat fellowship program will be running from May 2nd to the 25th. It runs for 10 weeks and ICTJ takes in charge the full cost of participation of each participant (including the visa and airfare). 4. Justice sector reform, Human rights fieldwork IHRN is organizing two courses. NEWS: Guinea Ratifies CRPD and Optional Protocol; Benin and UAE Sign

The disability communities in three countries have reason to celebrate: Guinea, Benin, and United Arab Emirates (UAE).

Guinea has now ratified both the international Convention on the Rights of Persons with Disabilities (CRPD) and the accompanying Optional Protocol. This brings the total number of countries ratifying the CRPD to 16 and the total number of countries ratifying the Optional Protocol to 10. The CRPD needs to be ratified by 20 countries before it and the Optional Protocol can take full legal force.

In addition, Benin has signed both the CRPD and the Optional Protocol. United Arab Emirates also signed the CRPD, but not the Optional Protocol. Guinea, Benin, and UAE all ratified or signed these international treaties on February 8, 2008. These newest signatures brings the total number of signatories for the CRPD to 125 countries, and the total number of signatories for the Optional Protocol to 70 countries.

The CRPD is an international disability rights treaty. A few of the rights it is meant to protect include the right to education; health; work; respect for privacy; freedom from exploitation, violence, and abuse; and the right to an adequate standard of living. The Optional Protocol gives disabled people in ratifying countries another option for pursuing redress if they feel their rights under the CRPD have been violated. Specifically, it allows disabled people to bring their case to an international Committee on the Rights of Persons with Disabilities.

The CRPD was first opened for countries to sign or ratify on March 30, 2007. A full list of the countries that have ratified the CRPD or the treaty is at the United Nations disabilities web site at http://www.un.org/disabilities/default.asp?id=257.

Signing an international treaty, such as the CRPD and the Optional Protocol, is an intermediary step toward ratification. Merely signing a treaty does not legally obligate a country to follow the treaty. It does, however, indicate interest in ratifying the treaty in the future. It also commits the country to avoid doing anything that would directly violate the spirit of the treaty. For example, a country that signs the CRPD should not pass any further new laws that actively discriminate against people with disabilities.

UN Watch is a non-governmental organization based in Geneva whose mandate is to monitor the performance of the United Nations by the yardstick of its own Charter, and promote human rights for all. UN Watch participates actively at the UN as an accredited NGO in Special Consultative Status to the UN Economic and Social Council (ECOSOC). UN Watch is currently accepting applications for their one-year Richard and Rhoda Goldman Graduate Fellowship, to begin on September 1, 2008. The Fellowship is designed to train recent graduates as they begin their future career. Candidates must meet the following requirements:

  • University degree, and preferably one year of work or research experience;
  • Strong understanding of international relations and the history of ideas;
  • Commitment to the UN Watch mission, and demonstrable interest in promoting human rights, combating anti-Semitism and anti-Israel bias;

Responsibilities of a UN Watch Fellow include drafting speeches, op-eds, correspondence and press releases; monitoring meetings at the UN; attending and reporting on meetings with diplomats and UN officials; researching and fact-checking; website maintenance; and assisting with a range of administrative functions in the office.

The Fellowship is located in Geneva, Switzerland, and offers generous terms including:

Researchers and students, but especially people new to their field, can find it challenging to locate research, essays, and other academic literature about people with disabilities in developing countries. This may be in part because there are few international, disability-oriented journals available to publish such literature. One of the few exceptions is The Review of Disability Studies: An International Journal (RDS).

The RDS journal publishes research articles, essays, and bibliographies on the culture of disability and people with disabilities. On occasion, it also publishes poetry, short stories, creative essays, photographs, and art work related to disability. It publishes four times a year, with approximately 50 pages in each issue. People can subscribe to RDS for a fee, or people can download past issues of RDS for free. Issues from 2006 onward are available in either Word format or PDF format; older issues are available in text-only format.

This publication is not focused solely on developing countries. In fact, many of its articles are written by researchers and writers in industrialized countries, particularly the United States. But some of its articles may be of interest to We Can Do readers. Some examples are listed further below. I chose some of these articles because they deal specifically with disabled people in developing countries; I list others because they deal with broader themes, such as exclusion, that transcend national and income boundaries.

Abstract: This paper reports on educational research conducted in Lesotho, Southern Africa. Mixed methods of research were used to elicit and describe teachers’ attitudes toward children they perceived as disabled. The study took place in a country where discussions on ‘the Continuum’ of services, specialist diagnoses, and Western notions of assistive technology are largely irrelevant. Over-arching themes are compared to themes that have emerged from special education and Disability Studies literature over the past decade. Abstract: This research examines the positive and negative aspects of the Master’s Degree in Rehabilitation Counseling and Guidance for persons with disabilities in Thailand, since it began in 1997. A CIPP model was utilized for the program evaluation. Multiple methods were used to collect the data, and both retrospective and prospective data collection were undertaken. The research results indicated many positive outcomes. They also indicated certain features of rehabilitation within the Thai context differed significantly from traditional rehabilitation counseling programs in Western countries. Abstract: The paper describes the consequences of HIV/AIDS in Botswana; the country with the highest HIV prevalence rate in Africa. In addition to frequently experienced trauma due to sickness and death, many households experience rising health expenditures and a sharp deterioration of incomes. High levels of morbidity and mortality among workers result in depressed returns on investment, reduced productivity and increased expenditure on training and replacement of workers. As the health care system finds it increasingly difficult to cope, home-based care provides an inadequate solution since the home infrastructure of many households is inadequate for proper care of seriously ill patients. The stigma associated with AIDS often isolates fragile households and provides an environment in which abuse of infected individuals and of orphans whose parents have died of AIDS is not uncommon. The quality of education also suffers, resulting in an ill prepared skilled manpower, with adverse consequences for social, economic, and political development as well as for good future governance of the country. Abstract: This paper provides an overview of the development of inclusive travel and tourism, from its origins in the United States and Europe following World War I and II to its current status as an increasingly important and viable movement worldwide. The paper investigates the key roles played by disability organizations, disability rights legislation, technological change, international organizations and pioneers within the travel and tourism industry. Developments are described sector by sector for air travel, ground transport, the cruise lines and the hospitality industry. While the primary historical focus is the U.S., the paper also highlights advances taking place in Dubai, Egypt, India, Japan, South Africa, Thailand and other countries. It concludes with a case study by José Isola of the development of inclusive travel in Peru. Mr. Isola also describes disability conferences that took place in South America in 2004. It is hoped others will begin to investigate the development of inclusive travel in their own countries and regions and contribute to a truly global history. Esau’s Mission, or Trauma as Propaganda: Disability after the Intifada” by Marcy Epstein, University of Michigan, Volume 2, Issue 3, 2006, starting on page 12. Abstract: Israelis and Palestinians, while sharing an I/Abrahamic root, many chapters of Semitic history, and common values of resourcefulness and valor, both have defended their cultural boundaries through the exchange of mutilating, annihilative blows upon the other. The intifada (an Arabic word meaning to shake off or shiver because of illness, fear, or weakness) of the millennium signify a trope of body and status among the fragmented population in the region; specifically, the propagandizing of traumatic events that suggest victimization and invalidation. The discursive nature of “unnatural” catastrophe–devastation of Palestinian communities by Israeli Defense Forces, blitzing of Israeli civilians in planned attacks–substitutes the propaganda of trauma for the reality of disability experienced in both cultures. Reflecting the duality of rhetorical positions seen in I/Abraham’s disposition of both Isaac and Esau, this essay links the root of trauma propaganda to the ideology of religious fitness and righteousness. Natural Hazards, Human Vulnerability and Disabling Societies: A Disaster for Disabled People?” by Laura Hemingway & Mark Priestley, Centre for Disability Studies, University of Leeds (UK), Volume 2, Issue 3, 2006, starting on page 57. Abstract: The policy and research literature on disaster management constructs disabled people as a particularly “vulnerable group.” In this paper we combine concepts from disaster theory and disability theory to examine this assumption critically. Drawing on primary, secondary and tertiary sources, we assess the vulnerability of disabled people in two globally significant disasters: Hurricane Katrina in August 2005 and the Asian tsunami of December 2004. In both cases, disabled people were adversely affected in terms of their physical safety and access to immediate aid, shelter, evacuation and relief. Using a social model analysis we contest the view that this vulnerability arises from the physical, sensory or cognitive limitations of the individual and show how it may be attributed to forms of disadvantage and exclusion that are socially created. The paper concludes that “natural hazards” are realized disproportionately as “human disasters” for disabled people, and most notably for disabled people in poor communities. Social model approaches and strong disabled people’s organisations are key to building greater resilience to disaster amongst “vulnerable” communities in both high-income and low-income countries. Politics and the Pandemic: HIV/AIDS, Africa, and the Discourse of Disability” by Laura L. Behling, Gustavus Adolphus College, St. Peter, Minnesota, Volume 2, Issue 3, 2006, starting page 97. First Paragraph: In 2004, Africa News filed a report on then 12-year old William Msechu, a young African who lost both of his parents to AIDS in 1999. He, too, was HIV positive. Msechu is characterized as a “very bright boy,” although, the article reports, he is “yet to come to terms with his HIV status.” “I was told that I have tuberculosis and I am getting better,” the article quotes William as saying to journalists (“HIV-AIDS and STDs” 2004). William Msechu’s disbelief at having contracted HIV is unremarkable; persons diagnosed with severe diseases, including HIV/AIDS, often work through denial and incredulity.1 Just as unremarkable, however, is Msechu’s contention that he had not tested positive for HIV, but rather, had contracted tuberculosis, another widespread disease but not nearly as stigmatizing as HIV/AIDS. Substituting “tuberculosis” for “HIV” may be an affirming measure for Msechu, but it also provides one more example of the rhetorical slipperiness that historically, and still continues to accompany, the HIV/AIDS pandemic. The model, Family Focused Learning, incorporates aspects of case-based and problem-based learning within the context of “consumer” and “professional” partnerships (Ratliffe, Stodden, & Robinson, 2000; Robinson, 1999).Children with disabilities and their families share the daily challenges and successes of their lives with graduate students and faculty at the University of Hawai‘i, via video letters, video mapping, cultural brokering and satellite videoconferencing. To illustrate this process, we present the story of “Tomasi,” a child with cerebral palsy in American Samoa, a US territory. Disability and Youth Suicide
Disability and Youth Suicide: A Focus Group Study of Disabled University Students” by Esra Burcu, Ph.D., Hacettepe University, Department of Sociology, Volume 3, Issues 1 & 2, 2007, starting page 33. Abstract: For young people thoughts of suicide are based on various social factors. The research literature in this area reveals that there are two important interrelated factors that correlate with suicide rates: being young and being disabled. This study was undertaken in order to explore possible reasons for this increased tendency for young disabled people to commit suicide. The study was carried out at a university in Turkey with a group of disabled students. All the members of the focus group had thoughts of suicide and felt that their disability played an important role in creating these thoughts. Impact of the South Asian Earthquake on Disabled People in the State of Jammu and Kashmir” by Parvinder Singh, Ph.D. Candidate, Jawaharlal Nehru University, Volume 3, Issue 3, starting page 36. Abstract: On the morning of October 8, 2005, a devastating earthquake, measuring 7.6 on the Richter scale, struck the Kashmir region with its epicentre near Muzzafarabad in Pakistan-administrated Kashmir. It took a while for both India and Pakistan to comprehend the scale of destruction that the quake had unleashed. In the two weeks following, the quake had left over 50,000 dead on the Pakistani side of the India-Pakistan border and claimed 1,300 lives on the Indian side. A second wave of deaths was expected with the onset of the region’s notorious winter. The Scale of Attitudes Toward Disabled Persons
The Scale of Attitudes Towards Disabled Persons (SADP): Cross-cultural Validation in a Middle Income Arab Country, Jordan” by Kozue Kay Nagata, Senior Economic Affairs Officer of the Development Cooperation Branch, United Nations Department of Economic and Social Affairs, Volume 3, Issue 4, 2007, starting page 4. Abstract: The purpose of this pilot study was to assess the level of the existing attitudinal barriers towards disabled persons in four communities of Jordan. Jordan is a middle income Arab country, with a PPP-adjusted GDP/capita of US$ 4320. The study attempted to determine the present level as a baseline of prejudice against people with a disability in Jordan, and to examine the relationship between the randomly selected participants’ attitudes and their previous exposure to and experience with disability. The Scale of Attitudes towards Disabled Persons (SADP) was selected as the instrument. An Arabic translated version of the Scale was used for 191 participants. The respondents showed overall negative attitudes towards disabled persons, as illustrated by previous documented materials. The result of this survey was highly correlated with the collective opinion expressed by the focus group that was conducted by the author in Amman in January, 2005. Thus, the cross-cultural validity of this instrument has been confirmed, and the major findings of this pilot study could inform future policy directions and public awareness raising strategies to foster positive public attitudes. Barriers to Education
Barriers to Education for People with Disabilities in Bekaa, Lebanon” by Samantha Wehbi, MSW, Ph.D., School of Social Work, Ryerson University, Volume 3, Issue 4, starting page 10. Abstract: This paper presents the findings of a recent study on the educational situation of people with disabilities in Lebanon. The main findings of a survey conducted with 200 participants in the impoverished rural Bekaa region illustrate the inadequate educational situation of people with disabilities. The focus of the paper is on a discussion of the barriers that people with disabilities face in pursuing their education. Participants identified the following difficulties in pursuing their education: educational system barriers, inadequate finances, health issues, transportation difficulties, and family pressures. Although the focus of the article is not on factors that can facilitate educational achievement, some of these supports are identified, including family support and personal motivation. The article concludes with a discussion of current and planned community responses such as the development of an interdisciplinary community action network (The Inclusion Network), the provision of literacy courses, and a pilot project to foster the inclusion of children with disabilities in mainstream schools. Jordan and Disability Rights
Jordan and Disability Rights: A Pioneering Leader in the Arab World” by Kenneth R. Rutherford, PhD, MBA, Missouri State University, Volume 3, Issue 4, 2007, starting page 23. Abstract: This article investigates Jordan’s rationale for assuming a leadership role on the disability rights issue in the Arab World. Tens of millions of people, including over ten percent of Arab families, are impacted and impoverished because of disability. To address this substantial challenge, the Jordan Royal family has leveraged Jordan’s tradition of openness and generosity coupled with one of the best educational systems in the Arab World to promote disability issues. As a result, Jordan is recognized by the international community as leading the Arab World in promoting disability rights. Jordan’s international and regional leadership on disability rights was recognized in 2005 when Jordan received the Franklin Delano Roosevelt International Disability Award. I have now added a page to the top navigation bar, News, that consolidates all the news and press releases posted at We Can Do since this blog began.

I mostly cribbed this new page from the work I did recently for the We Can Do Retrospective: The First 100 Posts (and Then Some). However, if you compare the two, you will see that there are more items listed under the “News” page in the top navigation bar than there are in the Retrospective post. That’s because, when I wrote the Retrospective post, I made a rule with myself that each We Can Do post would be listed only once, even if it arguably belonged in more than one category. Some of the “news” items reported new resources that might still be helpful for readers months or years from now. So I listed those items under “Resources” in the Retrospective post instead of news. But for the “News” page in the navigation bar, I made sure to include anything that was tagged as “news” when it was first posted.

I will try to keep the “News” page up to date. You will notice that it already includes one news item that has gone up since the Retrospective post.

Mainstream international development agencies sometimes say that they don’t know how to find people with disabilities, or their representative organizations, in the developing countries where they work. Disabled People’s Organizations (DPOs) sometimes aren’t sure where to find mainstream development organizations and resources that might be willing to collaborate with them.

Resources on the International Convention on the Rights of Persons with Disabilities
By now, you may be aware that a global movement is taking place to ratify the international disability rights treaty, the Convention on the Rights of Persons with Disabilities (CRPD). Many relevant resources are now being produced in relation to the CRPD, some of which have been posted or featured here at We Can Do:

  • Read the CRPD “translated” into plain English.
  • UNICEF has developed a child-friendly version of the CRPD to help children understand disability rights
  • Disabled People International offers two toolkits on ratifying and implementing the CRPD for disability advocates who want to help ensure that all disabled people have their human rights recognized.
  • A handbook on disability rights targeted at parliamentarians can help parliamentarians, people who work in close contact with government agencies, and disability advocates in general, better understand the CRPD.
  • The United Nations’ new web site, UN Enable, is one of the best, and most official, places to find information on the CRPD.
  • Handicap International has produced its own Teaching Kit on the CRPD.
  • The International Disability Equality Agency (IDEA) has issued Equalize It! A Manifesto for Disability Equality in Development Cooperation that expresses their position on how to ensure disability equality in the international development field.

    Some of the material I post at We Can Do is time-sensitive material. That means the conferences announced here have come and gone; job posts have been filled; and deadlines are over. So, if it’s too late for you to do anything about any of the following announcements, then why bother listing them? First, some conference organizers issue compilations of papers and presentations or other interesting materials after their event is over. If a topic interests you, it may be worth communicating with event organizers to see if any follow-up publications are available. Second, organizations that offer one conference, job opportunity, call for papers, etc., may offer something similar in the future. Many conferences, for example, meet every one, two, three, or four years. Monitoring, joining, or communicating with organizations of interest to you could help ensure that you learn about the next opportunity in time to plan for it.

    What’s Next for We Can Do?

    I am not yet satisfied with We Can Do. I still see many gaps that I want to repair. I want to find, and post, more materials of a pragmatic nature. By which I mean, material that people in the field can put to immediate use in improving the lives of disabled people in developing countries. If you think you can help me locate helpful materials, please review my Wish list for written materials and resources and contact me.

    I also want to reach more development professionals at mainstream development organizations and more employees and volunteers at international disability organizations. And I want to reach more small DPOs and individual advocates in more developing countries. The knowledge shared at We Can Do cannot help until it is brought to people with disabilities living in poverty in developing countries. That “final mile” can only be bridged by readers like YOU.

    FUNDING for Conference Participation from Developing Nations

    Every year there are dozens of international disability-related conferences. These conferences allow thousands of participants to network with colleagues around the world, forge partnerships across national and professional boundaries, and enrich their knowledge and understanding of the work they do with disabled people in their home countries.

    But every year, there are also thousands of people from developing countries who are cut off from these opportunities because most conferences do not take their financial limitations into account. Usually the easiest expense for conference organizers to control are the registration fees. But many do not even have discounted fees for participants from developing countries. Even those that do usually don’t, or cannot, help reduce the cost of travel or lodging. So where can would be conference-participants from developing countries turn for assistance?

    Although limited, a few options may be available to you depending on your country of origin, the location of the conference, the goals of the organization that you represent, or the purpose of your trip. Try exploring one of the following three organizations. (Note that the AJ Muste Memorial Institute and the Inter-American Foundation are primarily for people in the Latin American region. Only the Ford Foundation addresses the needs of people from all or most regions.).

    Please note that any requests or applications for funding should be directed to these three organizations, NOT to We Can Do. Leaving a comment here will NOT help you contact these three organizations. Instead, please follow the link to the official web sites for each of the three organizations below.

    Ford Foundation
    The Ford Foundation has 12 country offices in Africa, Asia, Latin America, and Russia. The country offices have travel grant monies which may be usable for attending international conferences. Go to their contact us page to find and contact a regional office near you. Also try looking at their grants page for more information on applying for Ford Foundation grants in general.

    AJ Muste Memorial Institute
    The AJ Muste Memorial Institute has a number of different grants for projects that promote nonviolence means for achieving social justice, particularly in areas such as peace and disarmament; social and economic justice; racial and sexual equality; and labor rights.

    This includes the NOVA Travel Fund (in Spanish), which makes grants of up to $1,500 to help base-level activists from Latin America and the Caribbean attend regional conferences and meetings. Grant recommendations are made by a committee of advisors representing different regions of Latin America. Their next deadline is October 1, 2008 for trips that would begin after November 15, 2008–but check back at their web site for future deadlines.

    Inter-American Foundation (IAF)
    The IAF funds the self-help efforts of grassroots groups in Latin America and the Caribbean to improve living conditions of the disadvantaged and the excluded, enhance their capacity for decision-making and self-governance, and develop partnerships with the public sector, business and civil society. The IAF does not identify problems or suggest projects; instead it responds to initiatives presented. Projects are selected for funding on their merits rather than by sector. IMPORTANT: The IAF only supports projects in Latin America and the Caribbean.

    Grant requests need to come from organizations, not from individuals. The IAF has supported disability rights activists from Latin America in attending the Ad-Hoc Commitee meetings at the United Nations and also in attending meetings in Panama for the Latin America Decade.

    Current Top Priority for We Can Do

    Are you from Croatia, Cuba, Gabon, Hungary, India, Jamaica, or Panama? If so, were you involved with the movement to persuade your government to sign and ratify the international Convention on the Rights of Persons with Disabilities (CRPD)? If so PLEASE CONTACT ME (ashettle at patriot dot net, or leave a comment below with your email address).

    I want to interview people involved with these movements (via email) so I can write a story describing what strategies you used; any barriers you faced along the way; how you overcame these barriers; any mistakes you made, how you corrected them, and how other countries can avoid them; what activities or techniques you think were the most critical to your success; and so forth. Sharing this type of information at We Can Do–and elsewhere–could be immensely helpful to disability movements in other countries that are working toward the same goals.

    My primary written language is English, pero puedo escribir y leer, mas o menos, en espanol tambien. (Lo siento para la mala ortografia–no se como crear acentos en WordPress.) Once we are in contact, I will probably have many questions for you–and follow up questions after that!

    The 8th Symposium of the Arab Federation of the Organs of the Deaf

    “Improving Education and Rehabilitation of the Deaf and Hard of Hearing People”

    Riyadh, Saudi Arabia
    April 28 – 30, 2008

    The Arab Federation of the Organs of the Deaf will hold its 8th symposium in Riyadh, Saudi Arabia. The title of the symposium is: “Improving Education and Rehabilitation of the Deaf and Hard of Hearing People”.

    Call for papers:

    The scientific committee is seeking papers about (but not limited to) :

    * The latest method in Deaf education Bilingual/Bicultural approach.
    * Latest method in teaching Math, science, reading and writing.. etc.
    * Deaf education at college level.
    * Inclussion of the Deaf and hard of hearing in mainstream schools.
    * Latest methods in training teachers of the Deaf.
    * Cochlear Implants.
    * Early intervention in Deaf and hard of hearing education.
    * Speech therapy.
    * Hearing aids and assesstive devices.

    Languages of the symposium:

    1. Arabic language.
    2. Sign language.
    If needed:
    3. English language (upon request)
    4. International Sign Language (upon request).

    Important dates:

    Deadline for submitting abstracts: December 25th, 2007.
    Deadline for submitting full papers: February, 22, 2008.

    All papers should be sent by the email or by air mail on a CD to Dr. Zaid Al Muslat Al Meshari, Vice president of the Arab Federation of the Organs of the Deaf and the president of the scientific committee.
