Disability and Development Online Consultations March 8-28, 2013

These online consultations (from March 8 to 28th, ie RIGHT NOW) are an opportunity to influence important decisions about how people with disabilities will be included in efforts to reduce poverty around the world.

The Millennium Development Goals (MDGs) have been profoundly influential in making decisions on how to prioritize foreign assistance and government funds in more than 100 developing countries. The global community is now working to identify what goals should replace them after 2015. This means that the next few months will be critical for ensuring that people with disabilities are not again forgotten.  It is important for the global disability community, our constituency organizations, and professionals in the fields of international development and human rights be engaged.

Online Consultations
As part of the preparatory process for the United Nations General Assembly High-level Meeting on Disability and Development (HLMDD), the HLMDD Online Consultations (HOC) will be conducted from 8 to 28 March 2013. The consultations are co-organised by DESA and UNICEF under the existing platform of the World We Want 2015 (http://www.worldwewant2015.org/enable) in multiple languages.

Why Fight Disablism? A Global Perspective: Blogging against Disablism Day (BADD) 2012

Why fight disablism?

The short answer takes one paragraph:  Because disablism is more than just an attitude.  Because when people hold disablist attitudes toward people with disabilities, people with disabilities are excluded, isolated, left out, left behind, and pushed to the margins of society.  Disabled people are hurt in physical ways that can leave bruises, rope burns, broken bones, and even dead bodies.  And people with disabilities also are hurt in not so physical ways that, sometimes they say are even worse.

The long answer would have to involve listening to one billion people on the face of the Earth describing the one billion ways that disablism impacts their lives.  Because one billion is the number of people with disabilities living in the world today.  And, chances are, all of them would have a slightly different answer to what disablism means.  And it’s not just disabled people and their loved ones who think that various forms of prejudice that people with disabilities is an important issue.  Two major international organizations—the World Bank and the World Health Organization (WHO)—have this to say about the effects of the social inequities that people with disabilities experience daily:

“Across the world, people with disabilities have poorer health outcomes, lower education achievements, less economic participation and higher rates of poverty than people without disabilities. This is partly because people with disabilities experience barriers in accessing services that many of us have long taken for granted, including health, education, employment, and transport as well as information.”

They cite many inter-related causes for these effects.  And these include negative attitudes that others may sometimes hold toward people with disabilities:

“Beliefs and prejudices constitute barriers to education, employment, health care, and social participation. For example, the attitudes of teachers, school administrators, other children, and even family members affect the inclusion of children with disabilities in mainstream schools. Misconceptions by employers that people with disabilities are less productive than their non-disabled counterparts, and ignorance about available adjustments to work arrangements limits employment opportunities.”

I’m fortunate that my passion for international disability rights coincides with my career path: I’m now at an organization based in Washington, DC, called the U.S. International Council on Disability (USICD). When people ask me what the U.S. International Council on Disabilities (USICD) does, there are a few basic answers I could give.  I can say that USICD works to mobilize the U.S. disability community to become more engaged with the international disability rights movement.  It works to promote U.S. ratification of the Convention on the Rights of Persons with Disabilities (CRPD), which is the first legally binding international human rights treaty to specifically protect the human rights of people with disabilities.  It promotes disability inclusion in U.S. foreign assistance programs abroad.  And, via the Global Disability Rights Library (GDRL) project, which I manage, we are working to deliver disability rights knowledge to advocates and policy makers in developing countries who have limited Internet connectivity.  No, it’s not an “anti-disablism” organization per se.  But I suspect that its mission would align well with the values of many of the people participating in the 2012 edition of Blogging Against Disablism Day (BADD).

I’ll probably spend a good part of May browsing through the many excellent blog posts I anticipate will be presented as part of this year’s Blogging against Disablism Day (BADD) on May 1, 2012.  For the past several years, this event has been hosted by the disability blogger at “Diary of a Goldfish”, which means her blog is the go-to link for finding all the other BADD posts for 2012.  (And for archived BADD posts from past years also.)  Usually a hundred or more bloggers participate, all with something fresh to say about what disablism means to them.  Many are themselves people with disabilities.  Many other bloggers are friends, families, and allies of disabled people.  I hope you will explore the other BADD contributions, also!  In past years, most participating bloggers have been from developed countries.  But I hope that bloggers from developing countries will also consider making contributions to the event, either this year (it’s not too late!) or in future years.  Enjoy the day!

International Day of Mourning and Remembrance: Institutionalized Lives of People with Disabilities–Forgotten Lives and the Ones Who Fight Back

Blogger Dave Hingsburger is trying to make today, January 23, the first of what he wants to be an annual event in which we remember together people with disabilities who have lived in institutions and, in some cases, died in them.  Another blogger, Amanda Baggs, has also written extensively about her own experiences inside places that others label as “institutions”–and also some places that weren’t labeled “institutions” but were just as bad: I encourage readers to read today’s post at her blog, “What Makes Institutions Bad.”   Today, in Dave’s proposal, is meant to be a day to remember the people that we were meant to forget: people placed in institutions, not to help them, but to isolate them from so-called “normal” people.  And, it is meant to remember people who have been “put away” supposedly for “their own good,” people who others think “cannot live in the community” as if being human were not enough to qualify one to live among other humans.  It is meant to mourn the lives that people with disabilities could have led if they had been allowed to live in their own homes and allowed choice and self autonomy.  It is important to emphasize that the day is meant not only to consider people institutionalized years ago, in a time we think we can safely forget because we assume it belongs only in the past.   It is also meant to consider the millions of people worldwide, in both developing and also developed countries, who continue to be institutionalized today due to no crime other than being different, being someone who others has labeled as “disabled.”

Dave also means this day as a day to celebrate people with disabilities who have fought back against the mentality that strives to push them to the margins of society, making it easier to institutionalize them.  In this context, Dave Hingsburger mentions a woman named Sandra Jensen who fought literally for her life when she was initially denied a heart transplant simply because she had Down Syndrome.  Sandra, already a disability rights advocate, fought back and won her transplant in 1996–and also won change in organ transplant policies in Canada.  In addition to individuals Sandra Jensen, I can also think of certain organizations that work hard to promote de-institutionalization and other closely related causes:  Disability Rights International (DRI), ADAPT, MindFreedom International, World Network of Users and Survivors of Psychiatry (WNUSP), various chapters of People First worldwide, the Autistic Self Advocacy Network, and others.   I have probably missed many other organizations that are also devoted to ending institutionalization: feel free to mention them in the comments area below.

If these organizations don’t choose to carry forth Dave’s proposal, or if these international and national bodies like the concept but choose a different date or take the idea in a different direction, then Dave’s International Day might well still catch on at some local organizations scattered throughout Canada, US, the UK, and Australia.  Dave, after all, has been in the field of intellectual disability and disability rights for more than 30 years: he has delivered hundreds (possibly thousands) of lectures around the world, his blog reaches thousands more readers every month, and some of his many books are required reading in some training programs for future service providers who will be working with people with disabilities.  Dave is certainly not without some clout and influence all on his own.   But without the support of large and highly visible organizations, his concept could remain a relatively obscure event known only in certain circles in certain cities in, predominantly, English speaking developed countries.  It will spread only slowly, if at all, to non-English speaking countries or to developing countries.

Also critical to the success of this event in the future is the International Disability Alliance (IDA) and its member organizations.  IDA, as many of We Can Do’s more regular readers probably already know, is a major umbrella organization for various international disability organizations that include WNUSP (listed above), the Disabled Peoples’ International (an organization run by people with various disabilities, with national assembly members in more than 100 countries), Inclusion International (representing people with intellectual disabilities and their loved ones), World Federation of the Deaf, World Blind Union, and others.  Each of IDA’s member organizations themselves have many more member organizations in dozens of countries around the world, and many of these in turn have member organizations at the local level in their countries.  If some of these organizations adopt Dave’s idea, then many more organizations around the world would surely also pick it up as well–whether their local language is English, Spanish, French, or something else, whether in developed countries or in developing countries.

Is this day an event that should catch on more widely?  I hesitate to issue a firm position on this issue.  I do feel that it is worthwhile to have some kind of event that could prompt us, not only to mourn people who would otherwise be forgotten, and to celebrate people who have promoted the cause of freedom, but also to take some action that could help set free the many people who are still institutionalized against their will today.  For this reason I do like Dave’s general concept and feel it is worthwhile putting it in front of the readers of We Can Do for their consideration.  But I also feel that the issue of how to frame such an event, how to promote it, what activities should be done to acknowledge it, and what date it should be held on, should ultimately be determined by people who have themselves experienced institutionalization, or been threatened with the possibility.  People with intellectual disabilities who are confined because they learn more slowly than others.  People with psychosocial disabilities and people on the autistic spectrum who are confined because others view their behaviors as “bewildering” and would rather not have to see them at all than try to understand.  People with mobility impairments, and people who are acquiring a range of conditions related to old age, who are institutionalized because government legislation, budgeting policies, and the medical profession make it easier to place them in nursing homes than to get support to continue living at home.  People who are deaf, or blind, who may be mistaken for having other disabilities, or who others may assume are incapable of learning or being independent because they cannot hear or see.  Organizations such as People First, WNUSP, MindFreedom, ASAN, ADAPT, and other international and national organizations run by people who themselves are most commonly targeted for being institutionalized come to mind.  I think this is a choice that needs the involvement of many advocates and leaders around the world, not just one man–even a powerful leader like Dave Hingsburger.  And not just one woman either, including me as the author of this blog site.

I also encourage readers to consider taking a few moments–or a few hours, or days–to learn more about the reality of institutionalization today and what is being done to end it.  A few of the links from above are good resources.   Disability Rights International (DRI) has a huge collection of reports and videos documenting institutionalized abuses from around the world, from Ukraine to Mexico to the United States to Romania to Paraguay and elsewhere.  Many People First organizations fight against the institutionalization of people with intellectual disabilities.  The Global Disability Rights Library has content and links related to institutionalization of people with disabilities–particularly try the information portal of the same name (Global Disability Rights Library) and check under specific disabilities for psychosocial disabilities and intellectual disabilities.  Also in the same information portal, check the section on Independent Living for some of the solutions that allow people with mobility impairments and a range of other disabilities live freely in the community instead of in nursing homes (the link goes to GDRL’s primary page on independent living, but don’t miss the sub-sections under this page with more resources).  And check out some of the personal stories on MindFreedom’s website.

A blog post on institutionalization from me would be incomplete without also mentioning another blogger besides Dave Hingsburger who has taught me a great deal about what it really means to be institutionalized:  Amanda Baggs.  Amanda has herself been institutionalized: although most of her experience in places others would recognize as institutions was in the 1990s, she still knows people who have been institutionalized much more recently than that.  And she has had experiences in places that, although technically are not institutions, can be harmful in ways she feels is very similar.  Amanda’s entire blog is very well worth reading: I regularly encourage people interested in disability rights to read her blog front to back, or back to front, or inside out, or outside in, or sideways or upside down or right side up or any way at all as long as they read it, throughly and often.  Both Amanda and Dave are in developed countries (the United States and Canada, respectively) and I suspect most of their contacts and most of what they have learned about disability rights is also somewhat oriented to developed countries as well.  But many of the concepts that both of them wrestle with day in and day out on their blog sites and elsewhere, much of the philosophy they espouse, the values they uphold, and their insightful analysis of how even very lovely, good, kind people can still do terrible things are not bound to any one country.  I suspect that disability rights advocates from any country, whether developed or developing, will find ideas of value both in Dave’s blog and in Amanda’s blog.

FUNDING OPPORTUNITY for Research on Accessibility of US-Funded Overseas Programs

NCD Announces Funding (Research) Opportunity
On May 13, the National Council on Disability in the US announced a Notice of Funding Opportunity (NCD-09-02) for a cooperative agreement to study “The Accessibility of U.S.-funded Overseas Facilities and Programs.”

NCD is interested in examining and understanding the responsibilities of U.S.-funded overseas facilities and programs, both public and private. NCD is seeking applicants to research and develop an NCD report with the following three components: 1) An analysis/examination of international law, to determine how U.S.-funded international development organizations will be required to comply with Article 32 of the Convention in those countries which have ratified the Convention on the Rights of Persons with Disabilities; and 2) an empirical follow-up to NCD’s 2003 report on how USAID is implementing its own disability policy overseas and its impact thus far, along with its compliance with Sections 501, 503, and 504 of the Rehabilitation Act in its overseas operations. The report should review whether these protections against discrimination are being implemented by government employees and contractors working abroad, and will examine whether U.S.-funded programs are being operated in a manner that is accessible to and inclusive of people with disabilities; and 3) evaluate progress on NCD’s recommendations regarding the accessibility of U.S. embassies and missions, as well as Department of Defense (DoD)-funded programs and facilities.

Report: Pacific Sisters with Disabilities at the Intersection of Discrimination

Both people with disabilities and also women experience discrimination in countries around the world, including within the Pacific region. Women with disabilities experience a double dose of discrimination. A newly released report, entitled Pacific Sisters with Disabilities: at the Intersection of Discrimination (PDF format, 981 Kb), reviews the situation of women with disabilities in the Pacific region. It includes discussion on the challenges of discrimination against women with disabilities; laws among Pacific Island governments; and policies and programs within disabled people’s organizations (DPOs), women’s organizations, and mainstream international development partners. The report concludes with recommendations for improving the situation of women with disabilities in the Pacific region. This April 2009 report, by authors Daniel Stubbs and Sainimili Tawake, covers the situation of 22 Pacific countries and territories. It was published by the United Nations Development Program (UNDP) Pacific Center.

The research leading to this report found that a few helpful laws, policies, and systems of practice do exist in some countries. However, disabled women do still tend to fare more poorly compared to disabled men or compared to non-disabled women. Specifically, they are often less educated, experience more unemployment, face more violence and abuse, encounter more poverty, are more isolated, have less access to health care, and have lower social status. Women with disabilities also have less access to information about education, health care, their reproductive rights, recreation, politics, or even the weather.

Unfortunately, very limited documentation on the situation of women with disabilities exist in any region, including the Pacific. This report relies partly on extrapolation from what is known about women with disabilities in other regions. This information is supplemented, where possible, with local data, statistics, anecdotes, and other information specific to disabled women in the Pacific.

E-Discussion on Women with Disabilities in Development, March 10-24

People from around the world are invited to participate in an e-discussion on women with disabilities in development, to be conducted on-line from March 10 to 24, 2009. The email-based discussion is meant to involve aid agencies; government officials dealing with gender and disability; non-governmental organizations (NGOs); Disabled People Organizations (DPOs); and World Bank operational and technical staff.

The intent of this e-discussion is to collect experiences, problems, solutions, and unresolved issues related to the inclusion of women with disabilities in development. Participants will also be encouraged to provide references to analytical work (studies, books, articles, reports, etc.) on women with disabilities and their situation and inclusion in economic and social life. These references will be gathered into a bibliography.

The e-discussion will cover the following topics: framing the issue of women with disabilities in development; reproductive health of women with disabilities; violence against women with disabilities and access to justice; education of women with disabilities; women with disabilities and the environment; women with disabilities and employment; issues of specific concern to women with disabilities that are missing from the development agenda and what can be done to ensure that these issues receive appropriate attention; and, what concrete actions can be taken to enable women with disabilities to claim their place in the development agenda.

Participation is free, and will be in English.

NEWS: Disability Inclusion in Poverty Reduction Strategy in Mozambique

[Note from We Can Do editor: Many developing countries are required to develop a “Poverty Reduction Strategy Paper” (PRSP) as a condition for receiving debt relief from the World Bank and the International Monetary Fund (IMF). This strategy paper is meant to describe how the country will reduce poverty among its citizens. A country’s PRSP can have a profound impact on the policies and programs it implements to fight poverty. But not all PRSPs are fully inclusive of people with disabilities. This can mean they are left behind while others are gaining new opportunities to lift themselves out of poverty. Rosangela Berman Bieler, at the Inter-American Institute on Disability recently circulated the following email on the mailing list for the Global Partnership on Disability and Development describing how people with disabilities were included in the process of developing the PRSP in Mozambique.]

Dear Colleagues:

This message is to share a brief report on the Inclusive Poverty Reduction Strategy Paper project in Mozambique, launched in January in Maputo. Our civil society counterparts in Mozambique are FAMOD (Forum of Disability Organizations) and Handicap International. Maria Reina and Deepti Samant of the Global Partnership on Disability and Development Secretariat also joint us for part of the mission.

During the mission, we could establish many alliances with local and international agencies and government officials. Among the various activities that we were involved, we had a very good and participatory DPO training with 25 leaders of FAMOD. Following the meeting, FAMOD is constituting a working group, composed by civil society organizations, to follow up on country Projects like the FTI on Education for All, the Mozambique Tourism Anchor Program (IFC), School Health (MoE), HIV-AIDS and other possible entry points.

We also had a presentation meeting for general stakeholders, held at the World Bank Office in MZ. The activity was a success – full house and many potential partners from all sectors, very interested in working with inclusive approaches for the next cycle of the Country’s poverty reduction plan that may follow the current PARPA, finishing in 2009.

Besides other Inclusive PRSP training and activities to be held in MZ during 2009, we are also planning with GPDD, an International Seminar on Accessibility and Inclusive Tourism in Maputo, in June, and we are looking forward to be able to work in alliance with all the agencies working in the field as well. Inclusive approaches in Tourism can generate local accessibility and development for those who live in the country. Mozambique can really benefit from such an initiative.

In the field of Education, we are very excited with the possibility of having the local NGOs and Networks – such as the Education for All Network that accompanied us during the events – to interact and influence the school construction that will happen now, for the FTI, to make sure they are built accessible.

We are also working in synchrony with the African Decade of Persons with Disabilities, that will go on until 2019. It is possible that MZ hosts the launching of the African Campaign on HIV-AIDS and Disability in October. There are two major FAMOD projects going on in the field and hopefully this can also generate good mainstreaming opportunities.

Our plan is to involve other Portuguese Speaking Countries in most of these activities, as language is on other important cause of exclusion from participation. International Labour Organization (ILO) Training course for professionals from developing and transition countries

Dates: 20 – 29 April 2009 – Language: English – Venue: Turin, Italy

The ILO International Training Centre is offering a course on “Labour market inclusion of people with disabilities” (course A901286). The course language will be English and registration is open to staff involved in policy making, planning, implementation, research of Ministries, Social Partners and other institutions working on disability and social inclusion. Please note that this course is especially designed for participants from developing and transition countries.

The course programme offers the possibility to learn more about legislation and mechanisms for labour market inclusion of people with disabilities in developing and transition countries, provides the opportunity to get to know different international experience and good practice.

The conditions of participation are the following:

COSTS
The price of the course is EURO 2,950. This amount includes the cost of training and subsistence (full board and lodging at the Turin Centre).

FELLOWSHIPS
The ILO International Training Centre offers a number of partial fellowships to co-finance the costs of the course. If you wish to apply for a fellowship, please contact us as soon as possible. The partial fellowships are for EURO 1,200, the difference is EURO 1,750.

AIR TRAVEL
Not included is the cost of international air travel from the country of origin to Turin, which has to be covered by the participants.

APPLICATION
In order to register and to apply for a partial fellowship, candidates should send us:
1. A completed nomination form (Word format, 67 Kb);
2. A “letter of commitment” by the participant’s organization (or a donor organization) stating that it will cover:
a) the cost of the course, namely EURO 2,950 – or in case you request a fellowship, the remaining cost of the course of EURO 1,750.-;
b) the international return ticket to Turin.

The Journal of Intellectual & Developmental Disability is seeking submissions for a special issue of their publication that will examine poverty, deprivation, social exclusion and disadvantage. The particular focus of this issue will be on understanding the role that poverty and social deprivation play in shaping the life chances of children and adults with intellectual disabilities, and the role of policy in reducing inequalities and inequity for this population. The aim of this special issue is to explore issues of poverty and social disadvantage in the broadest terms. Papers that express the points of view of people with disabilities and/or their families are particularly welcome. This includes having those with disabilities and their families serve as researchers and/or co-authors as well as participants in the research. We would also particularly welcome papers addressing issues of poverty and deprivation from low and middle income countries. This topic is appropriate for both qualitative and quantitative methodologies.

The closing date for submission is 31st December 2009, although later submission dates may be possible with the agreement of the editors. The anticipated date for publication is 2011. If the special issue is oversubscribed papers will be selected by date of submission.

The Guest Editors, Eric Emerson and Susan Parish, will manage the editorial process. *Introduction*
Comprehensive Community Based Rehabilitation Tanzania (CCBRT) is a locally registered Non Governmental Organization (NGO) first established in 1994. It is the largest indigenous provider of disability rehabilitation services in the country. CCBRT aim is to improve the quality of life of people living with disabilities as well as their families and to enable them to claim and use their legitimate human rights.

*Objective*
The PEPFAR project is aimed to considerably increase access for people with disabilities and their care givers to appropriate HIV/AIDS prevention, care, treatment and support services in Tanzania. The project is funded by PEPFAR for the duration of 3 years beginning 2009. CCBRT will coordinate the project in collaboration with the Government of Tanzania, civil society and other stakeholders.

*The Project Manager will have the following responsibilities*

· Setting up, implementation, monitoring and evaluation of the project.

· Recruitment of part time HIV/AIDS and Disability Coordinators in consultation with the Community Program Director.

· Setting up of the National Platform in consultation with governmental, non-governmental and international stakeholders.

· Selection of target districts and partners in consultation with TACAIDS and NACP.

· Coordination and monitoring of the development of minimum guidelines (VCT, care and treatment), development and distribution of various Information Education and Communication (IEC) materials, and respective training manuals.

· Initiation, coordination and evaluation of trainings in collaboration with technical experts and target organizations.

· Further development of IEC, training materials and programs after lessons learnt in collaboration with technical experts.

· Establishment of follow up mechanisms to support trained experts.

· Establishment of collaborations and referral mechanisms between district authorities, disability and HIV/AIDS organizations.

· Provision and coordination of technical / advisory support to partners.

· Assessment and approval of small project proposals for infrastructure adjustments and campaigns in collaboration with CBM US and a representative of the National Platform.

· Development of public awareness programs on disability, equal right and HIV/AIDS.

· Generation of lessons learnt and continuous integration during the project implementation.

· Development of a reader on making HIV/Aids strategies inclusive in collaboration with technical experts.

· Development of annual work plans and setting of annual targets.

· Compilation of narrative / financial reports in collaboration with the CCBRT Finance Manager.

· Coordination and support of the work of the CCBRT Health, HIV/AIDS and Disability Coordinator and three HIV/AIDS and Disability Coordinators.

*Experience*
The project manager should have

· a minimum of 5 years working experience in HIV/AIDS

· In depth knowledge about HIV/AIDS strategy framework in Tanzania including HSHSP, NGPRS, NMSF as well as HIV/AIDS related working structures and relevant stakeholders in Tanzania.

· Experience in guideline and training programme development

· Proven working experience with vulnerable groups, preferably persons with disabilities

· Good analytic, report writing and presentation skills

· Experience in coordinating and managing larger teams

· Strong written and oral communication ability, both Kiswahili and English

CCBRT will offer an attractive salary package.

The Project manager is expected to start working latest 16th March 2009.

Enabling Education Network Desires Feedback for Website Redesign

[Note to We Can Do readers: For years, people in the field of disability inclusive education have turned to the Enabling Education Network (EENET) for information, resources, and opportunities for debate. EENET has disseminated the following announcement, and is seeking responses by the end of February 2009.]

This year EENET is going to redesign its website. A very kind volunteer in EENET Asia has offered to do all the work for free. So, now we need to get some feedback from people who use the website, so that we can make sure we create a new website that is more useful and user-friendly.

The attached questions may help you give feedback. But please do tell us anything you want about the website — what is good, what is bad and what you would like to see on the website in future.

EENET website redesign

In 2009 EENET’s website – www.eenet.org.uk –– is going to be redesigned and relaunched. This will be the first significant redesign since the website was created in 1997. So it’s important that we get it right!

The detailed evaluation of EENET in 2006 told us that there are various aspects of the website that are not user-friendly, and users sometimes find it difficult to locate the information they want from the huge selection available.

We now want to top up the evaluation results with some more recent feedback on what you like and don’t like, and what you want to see on the new website.

The following questions are of particular interest to us, but please feel free to send comments about other aspects of the website as well.

Thank you in advance for your help.

1) Organising documents
There are two main options for how we can organise the content on the website:

(a) we could list documents according to type of document (e.g. training manuals, short articles, long reports, etc). Under this option you would see a list of, for instance, all the training manuals available covering all aspects of inclusive education

(b) we could list documents according to inclusive education themes (e.g. gender, working children, disability, refugees, emergencies, etc). With this option you would see all the information available under that theme (you would see a list of all articles, reports, manuals, posters, links to other websites, etc on the theme of, for instance, ‘inclusive education and refugees’).

Which option would you prefer and why?
We could design the site so that both options are available, but before we take this more complicated route, we first want to know if one option is a lot more popular than the other!

2) Search facility
The current search facility within the EENET website is using outdated technology and isn’t very helpful. To help us improve the search facility, please tell us how you search for items on the EENET website. Do you mostly search for items according to:

  • subject area
  • a known document title
  • country
  • name of an organisation/NGO
  • a known author name
  • other (please specify)

3) Which website section(s) do you find most useful? Why?

4) Which website section(s) do you find least useful? Why?

5) Is there anything about the website that you find particularly confusing or frustrating? If so, how could we overcome this problem?

6) Documents in other languages
We currently have a separate section where users can go directly to a list of documents in other languages (it contains a random selection, as we rely on volunteers to do translations). Should we keep this separate section http://www.eenet.org.uk/other_langs/documents.shtml? Or should we remove this section and simply list any translations next to their English versions?

Which format do you prefer / find most convenient for accessing and reading documents? Please explain why you prefer this format.

Greetings from Pakistan Disabled Peoples’ Organization (PDPO/DPI – Pakistan),

The issue of disability is gaining more and more importance all over the world as well as in Pakistan due the disability movement for a “rights based society” initiated by organizations of PWDs themselves since almost two decades. World Bank, World Health Organization and other donor and development agencies have included this issue in their mandates. Governments have framed various policies for PWDs including reservation of jobs, concession facilities in travelling, special training institutions etc. The Government of Pakistan has made efforts to support the rights of Persons with Disabilities in the view of BMF and National Policy on disability and now Alhamdurillah Pakistan has signed the UN Convention on the Rights of Persons with Disabilities.

However, despite these efforts, the sad fact is that most people with disabilities especially women with disabilities and their families remain completely un-served by government, NGOs and even DPOs.

Women with disabilities are disadvantaged in several key areas when compared with other women, men with disabilities, and the society as a whole. These women face a triple handicap and discrimination due to their disability, gender and developing world status. At the same time, Stigma remains in society at large, within communities, and even, in many cases of uneducated segments of society, within families who see disabled women as a loss of productive potential and a drain on family resources. So, while on the one hand, the strong cultural family network ensures their financial security, on the other, the stigma often results in their remaining invisible members of society.

The major barrier to employment and other socio-economic benefits for Women with Disabilities in our society continues to be attitudinal barriers; stereotypical thinking and assumption about what women with disabilities can and can’t do.

The truth is that, the range of abilities of persons within any disabilities group is enormous, we have a large number of women with disabilities in Pakistan who are taking part in the activities of daily life with courage, there is dire need to involve that women as a role model or highlight their efforts to understand the social and economic realities and possibilities with regards to disability.

We need to get rid of our stereotypical images and view each “individual” as just that “an individual”. Access to and sharing of information resources can build the capacity of local and national disability organizations, promote advocacy by and for people with disability and improve the quality of life experienced by women with disabilities.

The fist humble step of this forum is to bridge the information and communication gap between all the leading women with disabilities in Pakistan.

On behalf of the Shafallah Center for Children with Special Needs, I would like to extend a warm invitation for you to submit abstracts for the 4th Annual International Shafallah Forum in Doha, Qatar from April 20th – April 22nd , 2009. For the past three years our Center has been delighted to welcome more than 250 experts in the field and Wives of Heads of State from all over the world to our Forum and we anticipate that this year’s Forum will be no exception.

The 4th Annual International Forum will bring together advocates, family members, scholars, members of government, and professionals from a variety of perspectives to explore the theme of /Achieving Independence/. Together we will explore how to overcome factors that perpetuate disability marginalization, including widespread poverty due to lack of access to education, opportunity, and unfair labor practices. We look to our work, cutting-edge research and programs, to promote independence through universal access to education, inclusive societies, innovative technologies, and poverty-reduction strategies – including micro-enterprise and encouragement of the corporate sector to value and include the disabled in the workforce.

The Forum will feature keynote addresses by global leaders, roundtable discussions, symposia, paper presentations, and exhibits. We welcome the submission of such presentations and have included more detailed information on the following pages.

An accepted presentation to the Shafallah Forum includes complimentary airfare, meals, and accommodation. Delegates can present their programs and research in several different formats:

*Symposia *(1 hour – 3 x 15 minute presentations, plus 15 minutes discussion)

A collection of 3 papers presenting the results of different programs/studies/experiences relating to a common research theme. Each should be presented by a different person. The symposium coordinator should provide details for the three papers following the instructions below.

*Individual Papers *(15 minute presentation, plus 5 minutes discussion)

A paper presenting the results of a program/study/experience on a particular topic. Papers will be grouped into symposia according to an identified theme. Individuals should submit title and abstract details for each paper offered following the instructions below.

Individuals may present their research on the form of a poster. Posters allow for more extended discussion with delegates interested in the content area of the poster. Posters should be attended by at least one author/director who can address questions related to the poster’s content. Individuals should submit title and abstract details for each poster presentation offered following the instructions below. Submission of poster collectives (related research) is encouraged.

*Roundtable Discussions or Debates *

(1 hour)

Discussion about the interpretation of existing research, the state of knowledge in a particular area or the need for more or different kinds of research/programming/policies, can be as important as presenting the results of new studies. Individuals wishing to organize such roundtable discussions or debates should identify three or four speakers, who can each present a point of view. Where discussion and audience participation is the purpose, speakers’ presentations might be limited to 5 minutes. Where debate between the speakers is the purpose, presentations may be longer (10 minutes). Organizers should submit the details of the discussion or debate following the instructions below.

*Exhibit *

Individuals or groups that have a demonstration, specialized equipment, and/or materials that they would like to exhibit are invited to submit a proposal. Exhibits will be given a table with specific presentation time, where they will be asked to be present and are encouraged to leave materials/equipment out for attendees to peruse throughout the Forum.

Abstracts must be in English. Abstracts longer than permissible will be abridged at the discretion of the program planning committee.

NEWS: Disabled People Lack Assistance After Myanmar Disaster

In humanitarian disasters, people with disabilities are often more at risk and disproportionately affected by crisis situations. Yet they are persistently forgotten and left behind by most of the mainstream agencies that are supposed to help. Unfortunately, this has happened once again during and after the recent cyclones in Myanmar. (Given how often this situation occurs, it would perhaps be more accurate to term this article “Non-News” rather than “News.”)

It is reported that very little of the relief dollars sent to Myanmar has filtered down to people with disabilities in the country. Yet, despite the fact that people with disabilities are both more likely to need assistance and less likely to actually receive it, they are often not even included in most mainstream reports meant to assess the situation in Myanmar.

JOB CONTEXT :

Unified from 1975 after 40 years of conflict, Vietnam entered into the Doi Moi process on economy and politics in the mid 80’s to open the country to liberalism. With economic growth rate of more than 8% in 2007, the country is now becoming one of the new Asian Dragons. This development creates a gap between rich areas mainly located in the lowlands and urban areas and remote mountainous regions where people remain poor, despite a 50% fall in poverty over the last 10 years.

The country is very stable with a government ruled by one legal political party. All institutional levels have People Committee representatives from the State to the villages. With around 85 millions inhabitants, Vietnam is highly populated for a territory of 331,000 km2. 54 ethnic groups co-exist in this area; the Kinh (Vietnamese themselves) constitute a majority of 85% and are dispersed nationwide. All other population groups are ethnic minorities mainly located in mountainous provinces.

JOB DESCRIPTION :

The objective aims to implement the Inclusive Education National Plan in Bac Kan province. The project has been designed and submitted as a consortium between Handicap international France and Save the Children Sweden. The project will be implementing with others external partners specialized or working in education domain.

Challenges and goals:

The Project Manager will ensure the effective implementation of the project “Rights-Based Inclusive Education Access for Children with Disability in Bac Kan province, Vietnam” in line with programme and project requirements. The post holder must support and promote the core values and interests of HI. The Project Manager will work under the supervision of the Programme Director based in Hanoi and will manage one to two project assistants, and up to two field staff (to be recruited).

_Activities_ :

/_Manage the project_/:

– To manage the following project areas: implementation of activities, human resources (field staff), finance and communications. To coordinate with partners strategies on Inclusive Education;

– Determine the methodology to be used in the project appropriate to the Vietnamese understanding of inclusion of disabled children in education

– Support the implementation of activities by partners and consultants, to implement an education policy which takes into account disabled children,

– Write the project narrative reports and participate in financial reports,

– Co-ordinate between all the project’s internal and external stakeholders;

– Prepare and participate in the evaluation phases and implement any pertinent recommendations;

– Provide initiatives to develop the project in the relation to the HI Vietnam’s pluri-annual strategy and participate technically in fundraising.

/_Manage the project and site team:_/

– Draw-up job profiles, validate recruitments an individual action plans for each team member

– Train the team in methods, approaches (participative methods, partnership…) or technical aspects (Inclusive Education, Specialized Education, identification and assessment of disabled children); Ensure effective communication within the HI team in Hanoi and other sites.

/_ Assure the project’s technical framework and its representation_/:

– Ensure that the project is implemented in line with Handicap International’s Inclusive Education policy and the Vietnamese education sector plan. /__/

/_Contribute towards the capitalization of experience:_/

– Identify with the Technical Adviser, which issues or subject areas should be capitalized,

– Define a method for collecting good practice with the Technical Adviser

CANDIDATE PROFILE:

_Mandatory:_

– Degree in a relevant discipline ; Education, development or disability (equal to BAC + 4 in France)

– Strong management skills. At least 5 years experiences in his/her field or in project management.

– Sound knowledge of Monitoring and Evaluation techniques and methodology

– Ability to work in partnership with national and local actors

– Experience of working within a multi-cultural environment

– English is essential as all project documentation and reporting systems are in English

_Qualities required_: Group leadership, initiative, creativity, diplomacy, interpersonal skills. Written and oral expression, decision making, good team work skills, strong autonomy.

UNESCO Flagship to Promote Education Access for Disabled Children

The United Nations Educational, Scientific and Cultural Organization (UNESCO) has created a Flagship devoted to improving the reach and quality of inclusive education for students with disabilities in developing countries. As many as 90 percent of children with disabilities in developing countries are denied the opportunity to obtain an education. The Flagship program works in partnership with other United Nations agencies, international and national disability organizations, and donors. It promotes the need for policy makers and Non-Governmental Organizations (NGOs) to work in partnership with organizations of, or representing, people with disabilities and their families. The Flagship also promotes the inclusion of education rights for people with disabilities in National Education Plans.

International Congress in Berlin „´Nothing About Us Without Us´ – Persons with Disabilities as Actors of Sustainable Development”

On 3rd December, the worldwide Day of Persons with Disabilities, the international congress „´Nothing about us without us´ – Persons with Disabilities as Actors of Sustainable Development”, will take place from 2-3 December 2008 in Berlin/Germany.
The purpose of the congress is to make its contribution towards the implementation of the UN Convention marking a paradigm shift in the role of persons with disabilities.
It aims to show how persons with disabilities can be included to take an active part in development activities. The congress will conclude with a discussion by a panel of politicians and representatives of non-government organisations and associations about their contribution towards the realisation of the UN Convention and the demand for inclusive development implicated therein.

Speakers from all over the world will share their experiences with us, and we will discuss the implementation of the UN convention on the rights of persons with disabilities.

We are very glad to welcome Mrs Evers-Meyer, the federal government comissioner for persons with disabilities in Germany, Mrs Venus M. Ilagan from the USA (Rehabilitation International), Dorothy Musakanya from Zimbabwe (Southern African Federation of Disabled People SAFOD), Mrs Tuija Halmari from Finland (Finnish Disabled People´s International Development Association FIDIDA), Mr Shikuku Obosi from Great Britain (Action on Disability and Development ADD), Mr Raghavan Ramachandran from India (ebenfalls ADD) and many other interesting guests.

Change for People with Disabilities: Time to Email Obama!

Change for People with Disabilities: Time to Email Obama!

On November 4, 2008, millions of people with disabilities across the United States and around the world joined our non-disabled peers in watching the United States election results. Obama supporters cheered or wept to learn that the next US president would be Obama. Then we cheered or wept again when Obama mentioned people with disabilities in his acceptance speech. History was made–not only for America, not only for Black people, not only for Kenya and all of Africa, not only for Indigenous peoples, but also for people with disabilities.

But we cannot afford to allow the moment to end here. Whether we supported Obama, McCain, or another candidate, we all know there is far too much work ahead before we can say, “Yes, we have made real change for people with disabilities.”

It is time for people with disabilities, our loved ones, our neighbors, and colleagues to join together, across ideological divides, to reach out to Obama. We should all send an email to Kareem Dale, Obama’s National Disability Vote Director (at kdale@barackobama.com), WITH COPIES TO Anne Hayes, a volunteer on the Obama Disability Policy Committee (at ahayesku@hotmail.com).

First, we should thank Obama — and also Kareem Dale — for mentioning people with disabilities in Obama’s acceptance speech on November 4. Ensure that they understand how much it matters simply for us to be included. How did you feel when Obama mentioned us? Share your story.

Second, we should tell Obama and Kareem Dale that we are aware of Obama’s disability platform. He promised to increase educational opportunities; end discrimination; increase employment opportunities; and support independent, community-based living for Americans with disabilities. And he promised to sign the Convention on the Rights of Persons with Disabilities (CRPD), the first international, legally-binding human rights treaty for people with disabilities. Tell Obama and Kareem Dale that we are ready to call Obama to account if he fails us. But more importantly, we are ready to work with him for change for people with disabilities.

It is important to send your disability-related emails to BOTH Kareem Dale AND Anne Hayes (kdale@barackobama.com AND ahayesku@hotmail.com) between now and inauguration day. Kareem Dale’s email address may change between now and January 20, 2009. Anne Hayes can help ensure that emails sent to Kareem Dale are not lost during this time of transition.

RESOURCE: Manual on Mainstreaming Disability in Development Projects

The Christian Blind Mission announces the publication of a new manual on including persons with disabilities in development projects. The manual is part of the “Mainstreaming Disability in Development Cooperation” project funded by the European Commission. The purpose of the manual is to give guidance and practical tools to operational staff to include a disability
perspective in the Project Cycle Management. [Note from We Can Do: Although this manual is written from a European perspective for European-based international development agencies and organizations, some of its content seems broadly relevant to mainstream international development organizations based outside of Europe.]

The manual aims to support the inclusion of the perspectives of persons with disabilities throughout the project management cycle, from program planning through evaluation. It contains examples of projects which include the perspectives of persons with disabilities, many of which are financed by the EC partnership with NGOs, including CBM. The manual is
accompanied by a web-based toolbox, which is available in September 2008.

This manual comes in two parts. The first part, entitled Make Development Inclusive: Concepts and Guiding Principles (PDF format, 750 Kb), discusses what disability is; why all poverty reduction projects should include a disability perspective; the degree of disability inclusion needed for different types of projects; and the legal and policy framework in Europe and internationally. It also includes a discussion of the “twin-track approach” to development, which explores the difference between disability-inclusive mainstream projects and disability-targeted initiatives–and why we need both.

The second part of the manual, entitled Make Development Inclusive: A Pratical Guide (PDF format, 2.8 Mb) advises mainstream development organizations in how they can make their projects more inclusive to the benefit of everyone–without bankrupting themselves or consuming staff time that just isn’t available. Case examples are described that highlight how disability inclusion has been done at every stage of programming, implementing, monitoring, and evaluating projects around the world.

NEWS: Jamaica HIV & AIDS Program Includes Disabled People

The United Nations AIDS (UNAIDS) program in Jamaica has been taking action to ensure that people with disabilities are not left behind in HIV/AIDS education efforts. Initiatives include providing materials in Braille for blind people and incorporating sign language into television public service announcements for deaf people. RESOURCE: The BIAS FREE Framework: A practical tool for identifying and eliminating social biases

The worst myth that most good people have about bias, prejudice, discrimination, and exclusion is that only bad people do these things. If only bad people or bad organizations excluded others on the basis of disability status, gender, race, sexual orientation, religion, or socio-economic class, then the world would be in pretty good shape. And people with disabilities would no longer face frustration when persuading mainstream international development organizations to include their needs and concerns. After all, most of us (or so most of us hope) are good people.

Unfortunately, in the real world, most exclusion is done by good people who don’t even realize that they might be creating barriers simply by carrying on with business as usual. This is because many people simply don’t know enough about the lives, challenges, and strengths of the people in their communities who happen to be different from them. This ignorance is perhaps particularly problematic for people with disabilities because disability is often so profoundly invisible and ignored in many societies. (Did you know, for example, that doorknobs, flourescent lights, and pictures can all create barriers for people with certain disabilities?)

Exclusion caused by good people is often the hardest kind of exclusion to overcome because it first means helping people to understand that “being a good person” and “being a person who excludes others” are not mutually exclusive concepts. Then comes the next big challenge: we can only remove sources of bias in our research, policies, programs, services, and practices if we first learn how to see the bias. So how do we learn to see the biases that are so deeply buried in our environment, in our policies, in our programs, in ourselves?

One possible starting point is a 64-page publication entitled The BIAS FREE Framework: A practical tool for identifying and eliminating social biases in health research. The framework is available in PDF format in English, French, Italian, Portuguese, Romanian, Spanish, and Vietnamese; and it looks like they plan a Chinese translation as well (the button is there but doesn’t lead anywhere yet).

This framework is not specific to international development. In fact, it’s focus is on eliminating bias in health research. But the manual is meant to be used more broadly by, not only researchers, but also students and policy makers, and could also be used by program directors and service providers. It is also meant for use in both high-income and low-income countries. It does not cover every possible area of bias. But it does include a focus on bias related to disability; to gender; and to race. And some of the broad concepts could be carried over to other types of bias, across many of the different sectors of international development.

The BIAS FREE Framework discusses how bias creeps in and serves to perpetuate social hierachies; how we tend to both overlook differences and also to exagerate them; how many of us forget to account for the complex social hierachies within gender, race, and disability issues, as well as across them. It discusses how people can identify and minimize these biases.

Amanda Baggs has influenced my thinking in all kinds of subtle ways I couldn’t even begin to identify. I have read every single post in her entire blog, including all of the comments and most of her links. And it has been time very well spent.

No, Amanda Baggs doesn’t write about international development. Her focus is on disability rights and a broad spectrum of other issues. But she thinks deeply about power imbalances, power structures, and why oppression happens, in all kinds of ways that most people never think about. Much of it could be extended broadly not only to relationships between disabled people and non-disabled people but also to relationships between poor people and the people who deliver services.

Invitation
Nanoscale science and technology, while still in its infancy, describes a rapidly growing sphere of enquiry, with many and varied implications for the disability field. To establish a ‘benchmark’ of the current state of knowledge and conceptual understanding, the Editors of IJDCR decided a special issue should be devoted to the topic. Background information and potential topics are presented below.

We invite potential contributors, regardless of fields of study (discipline), to submit 250-word Abstracts that articulate the conceptual arguments and knowledge base to be covered in a critical analysis on some aspect of the impact of nanoscale science and technology on disability, community and/or rehabilitation. Please submit abstracts to the Guest Editor via e-mail by 30 October, 2008.

From selected abstracts, we will request full articles of 3000-5000 words (excluding figures and tables) of original research and scholarship on a range of topics. Note that an invitation to submit an article does not guarantee its publication. Every submitted article will be subject to blind peer review and recommendations arising.

Background
Nanotechnology in all its meanings allows for, among other things, the manipulation of materials on an atomic or molecular scale and enables a new paradigm of science and technology that sees different technologies converging at the nanoscale namely:

  • nanoscience and nanotechnology,
  • biotechnology and biomedicine, including genetic engineering,
  • information technology, including advanced computing and communications,
  • cognitive science (neuro-engineering),
  • synthetic biology;

hence, the designation “NBICS” (nano-bio-info-cogno-synbio).

Many lists of anticipated nanoproducts exist (Institute of Nanotechnology 2005;Kostoff et al. 2006). Applications for NBICS products are envisioned in areas such as the environment, energy, water, weapons and other military applications, globalization, agriculture, and health (e.g., more efficient diagnostics and genetic testing, cognitive enhancement; life extension and enhancing human performance in general) (M.Roco 2003). Many believe that advances in NBICS hold the key for extreme life extension to the level of immortality and the achievement of morphological (Anders Sandberg 2001) and genomic freedom(Wolbring 2003). NBICS-medicine is envisioned by some to have the answer to global problems of disease and ill medical and social health. Others argue for the pursuit of ‘morphological freedom’ (Anders Sandberg 2001)–allowing the human body to move beyond typical functioning of the species. Disabled people are often highlighted as the beneficiaries of NBICS-medicine products. NBICS applications and the selling of NBICS health products focuses mostly on offering disabled people medical solutions (prevention or cure/normative adaptation) and might move towards transhumanist solutions (augmentation, enhancement of the human body) but rarely offers social solutions (adaptation of the environment, acceptance, societal cures of equal rights and respect). Many NBICS applications/products for disabled people are envisioned and are under development(Wolbring 2005).

We chose this topic for an issue of IJDCR because of how the discourses around these new and emerging nanoscale science and technologies are emerging and their potential impact on people with disabilities, the communities linked to them and/or practitioners as well as others. Consumers and researchers linked to the disability discourse are involved will shape the positive or negative consequences for everyone involved.

Nanotechnology and NBICS have an impact on disabled people in at least four main ways.

Impact of NBICS on disabled people (Wolbring 2006)

NBICS may develop tools to adapt the environment in which disabled people live and to give disabled people tools that would allow them to deal with environmental challenges. This side of S&T would make the life of disabled people more liveable without changing the identity and biological reality of the disabled person

NBICS may develop tools that would diagnose the part of disabled people’s biological reality seen by others as deficient, defect, impaired and ‘disabled’ thus allowing for preventative measures

NBICS may develop tools that would eliminate that portion of disabled people’s biological reality seen by others as deficient, defect, impaired and ‘disabled’.

NBICS may be a target for – and an influence upon – the discourses, concepts, trends and areas of action that impact disabled persons.

  • The politics of biodiversity
  • The politics of inequity
  • The politics of the ethics discourse.
  • The politics of law:
  • The politics of raising the acceptance level for a given technology
  • The politics of setting goals and priorities

  • The politics of interpreting International treaties
  • The politics of governance
  • The Politics of evaluation, measuring, analysis, and outcome tools

All of the above discourses, concepts, trends and areas of actions impact on disabled people[1] and others.

Potential contributors to this Special Issue might consider areas from the above table or one of the following topics:

  • disabled people,
  • the community around them
  • practitioners, consumers and researchers linked to the disability discourse
  • community rehabilitation and the rehabilitation field in general

  • medical and social health policies and their impact on disabled people
  • health care for disabled people
  • the elderly
  • disabled people in low income countries
  • laws related to disabled people such as the UN Convention on the rights of persons with disabilities

  • the measure of disability adjusted life years and other measurements used to guide health care dollar allocation

Take Action! Promote the Mainstreaming of Disability in the MDGs

The General Assembly’s sixty-third session is taking place at the UN headquarters in New York. This session marks a special occasion to highlight the Millennium Development Goals (MDGs), and a number of consultations and events examining multiple dimensions of MDG activities are taking place throughout the week. This presents a unique opportunity for all concerned stakeholders to advocate for the inclusion of disability in the MDGs.
 
Since the GA Plenary may discuss this issue from October 6 to 8, immediate action is essential. For this reason, the Secretariat of the Global Partnership for Disability and Development is:

1)    Circulating a letter to UN Missions and Foreign Affairs Offices of Member States requesting Member States to make interventions and support a resolution in favor of mainstreaming disabilities in the MDGs.

2)    Encouraging advocates and activists to phone, fax, or e-mail relevant government officials in their countries.

3)    Sending an advisory to relevant media outlets.

We request your support in these actions as well as your suggestions.

Your ideas and participation will make a difference! A sample letter and relevant contact information are attached for your use.

Dear Mr./Ms. Minister of Foreign Affairs (or Head of Delegation):
As members of the Disability and Development community, we want to encourage your government to play a substantive and active role in favor of mainstreaming Disability in the Millennium Development Goals (during the fifth review and appraisal of the World Programme of Action (A/63/183) which will be reviewed by the GA during its 63rd session (6-8 October under Social Development). The report was envisaged as a contribution to reinforcing the disability perspective in reviews of the progress made, and challenges encountered, in implementing the MDGs as requested by GA resolution 62/127.

Mainstreaming disability in the MDGs will help to ensure that no one is excluded from the processes of global development. In view of the enforcement of the Convention on the Rights of Persons with Disabilities, new and concerted efforts should be made in order to accomplish the advancement of persons with disability in the context of development. It is important to note the importance of promoting universal design, the design of products, environments, programmes, and services which are usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. Such increased accessibility benefits all members of society, not only persons with disabilities. Simultaneously, it is also relevant to state that disability specific programs addressing MDG concerns are also needed to guarantee the full inclusion of persons with disabilities on an equal basis with others.

For these reasons, we respectfully urge you to promote a resolution on mainstreaming disability in the MDGs during the fifth review and appraisal of the World Programme of Action at the 63rd Session of the GA.

The resolution also requested the Secretary-General to present proposed updates of the World Programme of Action concerning Disabled Persons which were summarized in Annex I to the report. The report also presents Annex II, “Millennium Development Goals: Mainstreaming Disability”, which presents practical guidance on the inclusion of disability in the processes of the MDGs.

The principal issue addressed in the fifth review and appraisal is the emergence of a “new normative and policy architecture” on the advancement of persons with disabilities within the context of development. This architecture comprises the broad policy framework of the World Programme of Action concerning Disabled Persons (for policy formulation, planning and development); the tactical guidance for States of the Standard Rules on the Equalization of Opportunity for Persons with Disabilities; and the provisions of the Convention on the Rights of Persons with Disabilities (CRPD), which are legally binding for States parties, and is discussed in the section “International Disability Architecture”.

A second point of importance within the report is the emergence, of regional action plans and programmes on the advancement of persons with disabilities, which reflect needs and priorities of the respective regional actors and their complementary relationship to the international architecture.

A third point addresses the processes of the MDGs and focuses on options suggested in the architecture to ensure that no one is excluded from the processes of global development.

A fourth point within the report discusses the expanded constituencies for the advancement of persons with disabilities. As the median global age is on the rise, disability will have major policy implications because the prevalence of disabilities tends to be higher among older persons. The new constituencies represent important agents in a new and concerted effort as part of a disability-sensitized community to the advancement of persons with disability in the context of development. It is important to note the importance of promoting universal design, the design of products, environments, programmes and services which are usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. Such increased accessibility benefits all members of society, not only persons with disabilities.

The fifth, point, is the need for a single, comprehensive biennial review of progress and obstacles in implementing a global strategy for disability-inclusive development. This unified report on the new disability architecture could facilitate substantive exchange and learning from the findings and recommendations of the CRDP treaty body once established, within the context of development.

Annex I to the Fifth review and appraisal of the World Programme of Action – Updates to the World Programme of Action
Annex I discusses the issue of the updating of the World Programme of Action, as requested by General Assembly resolution 62/127.

The report recommends that the General Assembly endorse a plan to develop a Global Strategy toward Disability-Inclusive Development 2010-2015, through regional consultations and contributions from experts. These strategic guidelines could be developed based on the complementarities and synergies of three disability-specific instruments, namely the World Programme of Action, the Standard Rules and the Convention, and could incorporate updates proposed by Member States. There are existing regional guidelines for disability action in the context of development that could provide a basis for the development of a global strategy.

Annex II provides a selection of examples and guidelines for mainstreaming disability in the MDGs and includes possible indicators to include disability in the monitoring of progress in achieving MDGs.

Including Everybody: Website on Disability and MDGs Launched

The Millennium Development Goals (MDGs)
End poverty and hunger. Put all children in school. Empower women. Stop children from dying. Keep pregnant and birthing mothers healthy. Fight AIDS, malaria, and other disease. Create a sustainable environment. And promote global cooperation. These are the Millennium Development Goals (MDGs)–an important set of goals agreed upon by key leaders and heads of state from around the world in September 2000. No, they don’t mention people with disabilities at all–and I will come back to this point in a few paragraphs. Or you can ignore me and go straight to the new website on disability and the MDGs. But in theory, the MDGs are meant to help everyone.

Each goal has a set of specific targets to be achieved, most with the deadline set for 2015. For example, the poverty goal includes a target to cut the number of people living on less than $1 a day in half by 2015. And the goal on child mortality includes a target to cut the child mortality rate by two-thirds among children below age 5. Many country governments, multi-lateral development banks, international development organizations, and donors have invested billions of dollars into projects meant to help more countries and regions meet the Millennium Development Goals.

What has the results been? Mixed. Some of the goals, such as the targets for reducing poverty and hunger, or in putting all children in primary school, have been met–and exceeded in many countries particularly in eastern Asia. Progress in southern Asia has helped also. But many countries in sub-Saharan Africa lag far behind in meeting many of the MDGs.

People with Disabilities and the MDGs
But what about people with disabilities? Unfortunately, they have been so invisible that most programs and governments don’t even count them. That means it’s hard to find reliable numbers that measure whether people with disabilities are included–or left behind–in the haphazard progress that has been made toward the MDGs. But, we can make some educated guesses.

For example, what limited numbers do exist estimate that possibly as many as 98% of children with disabilities in some developing countries never go to school. Personally, I doubt this number is universally true. For one thing, there is a great deal of variation from country to country in how proactive they are about finding creative ways to include children with disabilities in school. Then, there is probably some variation depending on the disability. A child with a relatively mild walking-related disability, for example, might have only minor difficulty reaching school if it is not too far. Or a child with undiagnosed and unaccommodated dyslexia might sometimes make it through a few years of school, and even learn a little, before they quit in frustration.

But if that 98% figure is anywhere close to the mark, then it is safe to say that the MDG target on universal primary education has failed disabled children miserably. We do know that they are very disproportionately left behind: the UK Department of International Development (DFID) says that one-third of the 72 million children who are out of school have disabilities, even though people with disabilities are only an estimated 10 percent of the world population in general. And this only covers the education-related target of the MDGs; the new website on disability and the MDGs points out gaps in all the rest.

Disability Inclusion is Everyone’s Business
So what’s the answer to this problem? A thorough response to this question would fill a book. One thing, however, is clear: It will not be resolved by any one government or organization working in isolation. And it certainly will not happen if resource-strapped disability-oriented organizations are left to tackle the problem alone. It will take many governments, agencies, and organizations working together–including those that do not normally specialize in disability issues. In short, everybody who is doing anything to address the MDGs needs to identify better ways to include people with disabilities in the work they’re already doing.

This begins by increasing everyone’s awareness of the complex relationship between disability and the MDGs. By “everyone” I mean both disability advocates (so they can help advocate the issue) and also mainstream international development professionals (so they can find ways to ensure their programs are not inadvertently leaving disabled people behind). What Do I Think of “Include Everybody”?
When you consider that this website is brand new, I think it makes an excellent start at covering the issues. In the long run, as with any new endeavor, I see room for them to expand. For example, their page on achieving universal primary school education or the page on promoting gender equality and empowering women could usefully link to publications such as Education for All: a gender and disability perspective (PDF format, 151 Kb). Or their page on combating HIV/AIDS, malaria, and other diseases could link to the on-line global survey on disability and HIV/AIDS.

They also could consider eventually developing a one to two page, attractive looking, factsheet on disability and the MDGs that advocates could print out and disseminate when educating others about the topic. They also could consider developing a similarly attractive, one-page factsheet for each of the MDGs individually. The latter could be useful, for example, for passing along to a specialist who only wants to read the information on child mortality without also having to wade through a lot of detail on environmental sustainability. Or vice versa.

But, for now, this web site is a good place to start learning.

Statement on the Millennium Development Goals and Disability, from the Africa Regional Conference

THE STATEMENT OF THE MILLENNIUM DEVELOPMENT GOALS AND DISABILITY AFRICA REGIONAL CONFERENCE, HELD AT THE PANAFRIC HOTEL, NAIROBI, KENYA 15TH TO 17TH SEPTEMBER, 2008

We, the 200 delegates of the Millennium Development Goals and Disability Conference from the, Central, Eastern, Northern, Western and Southern sub regions of Africa met in Nairobi, Kenya, at the Panafric Hotel on 15th to 17th September 2008, to examine the status of MDGs in respect to the inclusion and mainstreaming of disability;

And further to enhance the capacity of leaders from the disability and development sectors on effective mainstreaming of disability in the Millennium Development Goals (MDGs) in African countries;

Noting that MDGs have no specific reference to persons with disabilities and therefore their continued exclusion in the campaign processes, policies, planning, programmes and implementation;

Concerned also that disability has not been mentioned in the midway Millennium Development Goals Report;

Further acknowledging that the convention on the rights of PWDs has recently come into effect, to among other things strengthen the resolve for inclusion of people with disabilities;
We note with dismay the continued categorisation of people with disabilities as vulnerable which further marginalises us and consigns us to invisibility, we state that we wish to be recognised as actors in the development processes;

We Resolve As Delegates That We Shall;
• Communicate the outcome of this conference to our governments to review, prioritise and include issues of disability in their Country Statements during their high level meetings on MDGs in New York, in the September 2008 Summit
• Call on our Governments to move and support a motion during the UN General Assembly, calling for the establishment of a new UN Special Agency on Disability; to provide leadership, coordination, harmonisation and enhanced monitoring and reporting.
• Engage our Governments to ensure that People with Disabilities are protected from adverse effects from rising costs and related vulnerabilities and participate and benefit from existing social protection schemes
• Lobby Governments through the African Development Bank and related partners to establish an African Disability Equity Fund to support economic empowerment, entrepreneurship and business of people with disabilities
• Encourage the use of professional campaigners including goodwill ambassadors in promoting disability inclusion
• Recognise the efforts of parents, friends and guardians of people with disabilities and recognise them as part of the wider disability movement
• Uphold the principle of gender equity in disability
• Promote the use of positive language in reference to people with disabilities
We Urge The UN Through Member States;
• To establish a Specialist Agency on Disability in the league of UNICEF and UNIFEM to provide leadership and global accountability on matters related to the disabled people
• To prioritise include and partner with the disability movement in its entire millennium campaign initiatives and develop the strategies for doing so in the September summit
We Urge The AU And Related Bodies To;
• Set up a Disability Desk within all African regional bodies to monitor the implementation of both the convention and human rights violation of people with disabilities within the respective regions.
• Mainstream disability into their programmes and performance management systems
• Establish peer review mechanism and performance management system for disability in Africa
• Ensure political and social economic representation of people with disabilities in NEPAD and develop terms of reference for their participation.
• Work with DPOs to urgently review the structure and mandate of the African Rehabilitation Institute (ARI)
• Extend the African Decade of Persons with Disabilities for another ten years by means of a proclamation by the meeting of the African Heads of State planned for January 2009
• Facilitate self- representation of PWDs in all commissions, Pan Africa Parliament and other structures

We Call On The Secretariat Of African Decade Of Persons With Disability to;
• Establish a programme to develop human resource capacity for policy analysis to act as a watch dog in monitoring disability inclusion
• Allocate responsibilities, roles and duties to the regional federations and other partners in order to ensure effective, well – monitored follow up and implementation strategies
We urge all Government to;
• Ratify, domesticate and implement the UN convention on the Rights of Persons with Disabilities (CRPD)
• Work with DPOs in nominating the members of the panel of experts in convention on the Rights of Persons with Disabilities
• Recognise DPOs as agents of change and therefore as partners in development planning and programmes
• Include people with disabilities and disability into their poverty reduction and development programmes
• Put into place affirmative action to enhance participation in political social and economic sectors
• Include disability data collection within the general national data collection systems recognising diversity in disability
• Use data to inform planning and service delivery and monitoring and evaluation
• Highlight and include disability in the existing MDG indicators in partnership with the disability movement.

We Call On Development Partners To;
• Prioritise disability as a tool for planning and analysis for development assistance and international cooperation in all their international cooperation and assistance (aid, debt relieve and trade)
• Include and consult people with disabilities and their respective organisations in planning, implementation, monitoring and reporting
• Include disability as a requirement / condition for funding development programmes

We Resolve That As Disabled Peoples Organisations We Shall;
• Advocate to ensure that disability issues are mainstreamed in all government, UN agencies and development partners policies, plans and programmes particularly those related to MDGs
• Endeavour to understand the structures of various government, UN agencies and development partners with a view to engaging with them more effectively for full inclusion of people with disabilities
• Advocate development partners to include disability as a requirement / condition for funding development programmes
• Engage and influence the social development process
• Participate in the Social Protection processes to ensure people with disabilities are included
• Advocate and lobby to be included in national poverty reduction strategies and other national development plans and initiatives
• Explore avenues of partnership with private sector in their economic empowerment programes
• Utilize our individual and collective capacity to cause the implementation of programmes related to the MDGs for the benefit of people with disabilities
• Build our own capacity to engage with our government on their commitments and agreement at national and international levels
• Ensure that whatever is agreed at regional or national workshops cascades downward to people with disabilities at the grassroots and rural areas
• Familiarise ourselves with the disability policies of different development agencies and ensure that they benefit us
• Strengthen our unity and common voice in planning, implementation and monitoring processes whilst at the same time recognising diversity in disability
• Restructure and reform our internal governance structures to adopt modern management and good governance systems and increase transparency and accountability to our members
• Nurture and mentor youth with disabilities into leadership succession plans and support them towards social economic empowerment
• Make a paradigm shift from the charity model to the human rights and social development model
• Strategically engage with media for both awareness and advocacy and built our capacity to engage with media
• Sensitise and capacitate the media to various disability needs and to urge them to be inclusive in their presentation and reporting
• Link with African Universities to promote evidence based disability research and to promote disability inclusive academic programmes
• Review through our Governments the Accra Development Plan of Action and cause its implementation for the benefit of PWDs in Africa

These resolutions are the outcomes of the conference, formulated and spoken by the delegates at this esteemed Millennium Development Goals and Disability Conference.

RESOURCE: Global Partnership for Disability and Development Launches New Website

Regular readers who look closely may have noticed that one source I often credit for the information I share is the email distribution list for the Global Partnership for Disability and Development (GPDD).

If you didn’t know, the GPDD works to promote the inclusion of people with disabilities and their families in development policies and practices. They do this by facilitating collaboration among development agencies and organizations to reduce poverty among children, women, and men with disabilities living in poor countries.

One of its sponsors is the World Bank, which is why the GPDD used to have its electronic home at http://www.worldbank.org/disability/gpdd. But the GPDD now has a new website all to itself.

You can find updated information on GPDD’s work, background, and membership, as well as relevant news and events at:

And what about their mailing list? I’ll let GPDD describe its purpose: “The Global Partnership for Disability and Development (GPDD) mailing list facilitates interaction between stakeholders to advance the social, economic, and civic empowerment of people with disabilities, and the mainstreaming of disability issues in development.” If you have made a habit of examining my source credits at the bottom of each post, then you will have noticed that GPDD is a common avenue for distributing conference and job post announcements related to disability and international development, as well as announcements about new resources and publications.

But the people who participate on the list do sometimes exchange information that doesn’t necessarily make it to this blog site. (The same goes for any of the other sources I cite.) People also use the GPDD list for networking among people who share similar goals in reducing poverty among people with disabilities and sometimes turn to each other for advice and guidance on finding the information they need. If you think you’d like to subscribe to the GPDD mailing list directly, you can do that for free. You don’t have to become an official member of GPDD to join. RESOURCE: Young People Share Views on Inclusive Education

A new publication is available from the Enabling Education Network (EENET). It is called “Young Voices: Young people’s views of inclusive education” (PDF format, 905 Kb).
 
This easy-to-read A5 booklet contains photographs and drawings taken by disabled and non-disabled students in Uganda and Tanzania, along with quotes from them about what they think makes a school inclusive. The booklet also summarizes some of the important ideas raised by the students. For example, it points out that many children say that the attitudes of teachers and the encouragement of parents are important to helping them feel included.
 
The booklet was published/funded by the Atlas Allliance (Norway), with the participatory work and book production being handled by EENET.
 
A Kiswahili version and a Braille version will be available before the end of 2008. There is also a short DVD (approx 15 minutes) which accompanies the booklet. Copies will be available from EENET in mid-September.
 
EENET hopes that this booklet/DVD will be useful for advocacy and awareness raising around both inclusive education and the importance of listening to children’s opinions. Please in future send EENET any feedback you have about the booklet/DVD, or how you have used it.

Stories of People with Disabilities in Developing Countries from Around the World

Too often, the voices of people with disabilities are simply not heard–within their country, within their community, or sometimes even within families. The voices of disabled people in developing countries are even more suppressed.

One special issue of the New Internationalist, released in 2005, brings us the voices of people with disabilities from India … Zimbabwe … Sri Lanka … Colombia … Bangladesh … and elsewhere.

The stories and interviews published in their magazine, available for free on-line, share the experiences of people with disabilities in developing countries in their struggle for sexual expression … the harrowing experience of rape … the push to achieve recognition for their human rights … the battle against severe poverty and starvation … success at becoming a blind teacher … getting involved with politics … and overcoming discrimination in the work force.

Training Workshop on AIDS and Disability, 19-20 November 2008, Soesterberg, The Netherlands

The number of disabled people worldwide is considerable – the figure of 650 million is often quoted. People with a disability and their families also account for 20% of the world’s poorest people. But so far most HIV-AIDS programmes are not accessible to people with disabilities.
International attention to the rights of people with disabilities is increasing especially since May 2008, when the UN Convention on the Rights of People with Disabilities has come into effect. However governments and policy makers have generally yet to include disability issues in their AIDS strategic plans. Even within specific disability programmes it is not yet common to ensure that clients of such programmes do have access to appropriate information and services that are related to HIV-AIDS and reproductive health. Leaving disabled people out of HIV-AIDS prevention and care is shortsighted. Given the rapid growth of the epidemic and the size of the global disabled population (an estimated 10% of the world‘s citizens); the AIDS crisis cannot be addressed successfully unless individuals with disability are routinely included in all HIV-AIDS prevention, treatment and outreach efforts!

Local Community Based Rehabilitation (CBR) teams, professionals, people with disabilities and their families share the same fears, misconceptions and risks as the rest of the general public with regard to the virus. They urgently need to receive accessible and appropriate information on HIV-AIDS. The launch of the new United Nations CBR Guidelines December 2008 in Bangkok will mean that information on HIV-AIDS will become more easily available for CBR teams as these guidelines pay specific attention to this subject. The goal of the section focusing on HIV-AIDS is to ensure ‘access for all’ to HIV-AIDS information, services and programmes. This goal involves three key areas: increasing individual knowledge, reducing stigma and discrimination and mitigating the impact HIV-AIDS has on families and communities.

During this 2-day workshop outstanding researchers and practitioners will ensure that participants will become sensitized towards the need for inclusion of disabled people within their mainstream HIV-AIDS programmes. They will also discuss strategies, tools and experiences in HIV/AIDS programmes that include disabled people and in CBR and disability programmes which integrate HIV-AIDS with their other activities.

• policy makers & planners as well as project staff of mainstream HIV¬AIDS organisations
• AIDS activists
• interested academic staff from various university faculties

Lecturing staff Dr. Nora Groce (USA) is a medical anthropologist, interested in the area of global health and international development with particular emphasis on cross-cultural systems of health care and health as human rights issues. Her research interests include issues of disability in international health and development, violence as a global public health problem and equity in access to health care in ethnic and minority communities. Current Research Projects of Nora Groce are:
• Disability and HIV/AIDS knowledge among Disabled Populations (and the Yale University/World Bank Global Survey on HIV/AIDS and Disability);
• World Bank Health Systems Assessment Project;
• Violence against Disabled Children; and
• HIV/AIDS Education in Indigenous Communities: Rites of Passage

George O. Obuya (Kenya) is project co-coordinator of the Deaf Social Counselling & HIV/AIDS Education Program. He is representing the Dar-es Salaam (Tanzania) based and recently formed African Deaf Union in the African Decade for Persons with Disability HIV/AIDS Steering Committee, as well as a senior board member of the Kenya National Association of the Deaf (KNAD).

Jessica de Ruijter is the advocacy officer at VSO Netherlands. She has much experience in the area of HIV prevention and started advocacy on HIV and disability since January 2008. She is also the co-chair of the DCDD working group HIV and Disability.

Dr Peter Rule is a Senior Lecturer in the Centre for Adult Education at the University of KwaZulu-Natal in Pietermaritzburg, South Africa. He recently completed a three-country study for the World Bank on HIV & AIDS and Disability. He has experience of working with NGOs in KwaZulu-Natal in the fields of adult literacy, disability, gender, HIV/AIDS and early childhood development.

Geert Vanneste is a health and rehabilitation consultant who worked for Christoffel BlindenMission (CBM) in Rwanda (1987-1994) and Tanzania (1994-2007). His main expertise is in the area of CBR but increasingly he became involved in Health and Hospital Management and HIV-AIDS issues. Currently he is Independent Consultant and living in Belgium.

The workshop will be conducted under the leadership of Roelie Wolting and Huib Cornielje and supported by the HIV-AIDS working group of the Dutch Coalition on Disability and Development.

Report on Seminar on Challenges and Hopes of Deaf and Hard of Hearing People

In late August, a seminar was held in Pakistan entitled “Challenges and Hopes: Deaf and Hard of Hearing People in the 21st century,” sponsored by Danishkadah, an organization for the empowerment of leaders with disabilities.

Lectures were delivered on topics such as cochlear implants; sign language; removing barriers from the environment; assistive technology in education; information technology in developing countries; and others.

NEWS: Invisible in Russia

Individuals with disabilities, and organizations that represent them, recently told Radio Free Europe/Radio Liberty that they are still largely invisible in Russian society. They face challenges in education; finding employment; living in the community; and finding accessible services. However, there also has been some progress over time. Children who once would have been kept home from school now receive an education; and people with disabilities are, slowly, becoming integrated into society.

Disabled people in the towns and villages of Mali are amongst the poorest of the poor, the majority surviving by begging, or complete dependency on their family. Despite a theoretical commitment to advancing the rights of disabled people, so far there are few initiatives or activities promoted by the Malian government, and very limited opportunity for disabled people themselves to participate in lobbying and advocacy. Based at Trickle Up’s Mali’s office in Sevare, you will work with disabled peoples’ associations to build their capacities in communication so that they may have a stronger voice in family and community life, as well as supporting communications within Trickle Up and with its other partner organisations in the Mopti region. You will develop strategy, provide training, accompany the disabled peoples’ associations in their activities, and support their lobbying and campaigning. Your should have qualifications and experience related to communications, including events and media experience (radio/TV). ideally in an African context, a highly flexible, adaptable and culturally sensitive approach, a demonstrable commitment to working with disabled people, and good French. IEP is a collective of community educators working to develop alternative approaches in curriculum, methodology and materials for grassroots education in Mali. Long before inclusive education became official government policy in Mali, IEP’s CIWARA Community School was including disabled children in classes. At a social level, disabled children have become very well integrated, but at an academic level, progress has been very limited: none of the teachers has training related to the needs of disabled children, the government lacks the resources to provide education for all, and IEP is now looking for support in developing teaching, animation, support and evaluation in inclusive schools like CIWARA. Based in Kati (15km from Bamako) and working closely with a small team, you will provide an input in developing curriculum and methodology, provide training to staff members, establish a monitoring and follow-up system, and develop a training module for the programme of teacher training colleges. IEP is looking for someone with specialist expertise (qualifications/experience) related to understanding the needs and capabilities of mentally disabled children in inclusive environments; classroom teaching experience is also essential, together with the capacity to develop materials, a highly flexible, creative and sensitive approach, and a good knowledge of French. Are Development Programs Achieving Disability Inclusion? If Not, What Next?

We cannot put all the world’s children into school, or eradicate global poverty and hunger, or stop the spread of HIV/AIDS, until and unless mainstream international development programs proactively include people with disabilities. The good news is that a slowly growing number of international agencies and organizations have written policies declaring their support for disability inclusion, otherwise known as disability mainstreaming. These include, as a few examples, the US Agency of International Development (USAID); the World Bank; The Norwegian Agency for Development Cooperation (NORAD); and the UK Department for International Development (DFID).

But, how well do these nice-sounding policies translate into practice? Do these programs actually reach poor people with disabilities in developing countries, or improve the quality of their lives, any better than before they wrote these policies? One DisabilityKar publication explores this question: Has Disability Been Mainstreamed into Development Cooperation? (Word format, 921 Kb)

One of the conclusions of this report is that the question is harder to answer than you might think: even the definition of what makes a “policy” a “policy” is apparently not always as obvious as it might seem. Then there are even trickier concepts to define, such as “inclusion,” “mainstreaming,” and “disability.” But ultimately the answer is mostly disappointing. Apart from some limited progress, many policies fail to go beyond pretty words on a page into pragmatic action in the field. If they are implemented, it is more or less haphazardly.

This conclusion in itself will probably not be especially new to close observers of the development field. What makes this study interesting, however, is that it is one of the few attempts to formally document what it terms a “disconnect between promise and results.” More importantly, it makes an attempt to answer why this disconnect happens, and what committed organizations can do to ensure that disability-friendly policies are carried out in practice. The study was published in July 2005, so some information has changed since then. But many of the underlying challenges are likely still similar today. Organizations and agencies that are serious about disability inclusion may wish to review this study with their own policies and practices in mind and consider ways they can help close the gap.

The most common reason why disability inclusion policies fail include: lack of institutional support; failure to communicate policies; failure to break down traditional attitudes toward disability; failure to provide practical guidance in how to implement the policies; and inadequate resources.

This study, entitled Gender And Disability: A Survey of InterAction Member Agencies: Findings And Recommendations on Inclusion of Women and Men with Disabilities in International Development Programs (PDF format, 286 Kb), explores both policies and practice in dozens of relief and international development agencies and organizations. It also includes recommendations for how mainstream organizations can move forward in promoting genuine disability inclusion. Published by Mobility International USA, it is a few years older than DisabilityKar’s study, but covers more organizations and includes a gender focus as well as a disability focus. Summary of Responsibilities: The AGS for Inclusion will provide leadership for achieving and sustaining diversity as an indispensable element of AFSC’S program and administrative excellence. The AGS/Inclusion will hold responsibility for ensuring steady, broad engagement in the organization’s effort. Reporting to the General Secretary and working closely with the Human Resources Dept., s/he will take initiative in developing programs and procedures and securing resources to enable the recruitment and retention of a diverse staff. To do so, the incumbent will consult and collaborate regularly with AFSC’S leadership, the Diversity Council, the HR Department and, as needed, with departments, regions, programs, staff groups and individual staff members as well. The AGS/Inclusion will act as a resource for administrators and committees addressing related issues of equity; and for those promoting a fair and open workplace environment.

The AGS/Inclusion will serve as AFSC’S affirmative action officer and will hold primary responsibility and accountability for ensuring equal employment opportunity and non-discrimination in all areas and for developing and implementing the organization’s affirmative action plan. Working with the HR Department, s/he will ensure that AFSC’S employment policies and practices comply with all relevant Federal, State, and local requirements as an employer. The incumbent must regularly assess and report whether AFSC is fully complying with equal employment opportunity, non-discrimination, and affirmative action requirements as they apply to AFSC’S employees.

Responsibilities:

Inclusion
Work closely with the HR Department, General Secretary’s office, national and regional leadership to ensure that AFSC reaches its goals for a diverse staff and that the diversity of the staff is central to moving AFSC’S mission forward.

1. Initiate programs, trainings and discussions to foster institutional awareness of, and commitment to, diversity goals, including gender equity and equal opportunity.

2. Contribute to planning and action that will enable search committees to develop diverse pools of candidates for open positions

3. Work with the HR Department to strengthen recruitment and retention programs for staff.

4. Support and contribute to studies of institutional needs and trends in areas related to diversity; disseminate findings; implement strategies to address findings.

5. Along with HR colleagues, lead the design and planning of staff development programs that ensure a healthy working atmosphere and foster career development for members of under-represented groups.

6. Participate in panels, roundtables and workshops at the local state and national level on issues of diversity and inclusion.

7. With colleagues across the organization, design strategies to improve effective communication and collaboration.

8. Work closely with AFSC leadership to integrate change management methodologies into all planning.

9. Provide staff support and leadership to the National Affirmative Action Committee and the Board Race Relations Committee. Consult with the AFSC Board Nominating Committee, as needed.

Qualifications:
1. Direct experience working with Equal Employment Opportunity and/or Affirmative Action issues. Working knowledge and understanding of all applicable EEO laws. Direct working experience with – issues of women, people of color, lesbians, gay men, and bisexual and transgendered persons, and people with disabilities. Demonstrated sensitivity to these issues.
2. 10+ years of senior level management experience.
3. Baccalaureate degree required, advanced degree preferred.
4. Demonstrated ability to exercise discretion; set and maintains standards for confidentiality, apply policies with consistency, use creativity in problem solving; ability to integrate information and use sound judgment and retain a positive outlook under pressure.
5. Experience with and commitment to the principles of AFSC in regard to issues of race, class, age, nationality, religion, gender, sexual orientation, and disability. Commitment to implement AFSC’s affirmative action policy of non-discrimination and plan for the inclusion of women, gay and lesbian, bisexual and transgender persons, people of color, and persons with disabilities.
6. Commitment to affirmative action as witness to the Quaker belief in the equal worth of all people. Experience working with a wide range of people from diverse racial, cultural, economic, and other backgrounds. Demonstrated ability to work and communicate with diverse staff and be sensitive to their personnel needs.
7. Belief in and the ability to represent AFSC’s faith-based organizational principles, including a commitment to nonviolence, equality and anti-oppression work, and a belief in the intrinsic worth of each individual.
8. Demonstrated ability to clearly convey information and ideas both verbally and in writing. Resiliency, flexibility and capacity to be effective, maintain productivity, keep focus on results and use sound judgment are required attributes.
9. Demonstrated ability in assessing staff development needs and implementing training solutions as needed.
10. Ability to work collaboratively, building relationships and teams across functions. Ability to negotiate, influence and compromise. Ability to provide and receive feedback.
11. Requires sound judgment and decision making decision skills.
12. Computer proficiency in MS Work, Excel, PowerPoint and Outlook. Experience working with various types of software preferred.
13. Willingness and ability to travel 25% to 40% of the time, to attend evening and weekend meetings, and to be available for consultation within and outside office hours.

RESOURCE: Refugees with Disabilities: Facts and Solutions

What population in the world is the most excluded, marginalized, or simply forgotten? Many readers of this blog probably would immediately say, “people with disabilities.” But if you were to talk with someone who is a refugee from war, or someone who works with them, they might immediately say, “refugees.” So who is right? I suspect probably both. So what then of refugees with disabilities–forgotten both by people in the wider disability community and by people who work with refugees? Even this blog, in more than 300 posts, has only barely mentioned them before.

The Women’s Commission for Refugee Women and Children in June 2008 released two publications highly relevant to this community. The first is a report, Disabilities Among Refugees and Conflict-Affected Populations (PDF format, 1.81 Mb, 76 pages), that provides an overview of the situation facing disabled refugees. The second publication is meant to give workers some guidance in how they can ensure that refugees with disabilities are fully included in their programs: Disabilities Among Refugees and Conflict-Affected Populations: Resource Kit for Fieldworkers (PDF format, 328 Kb, 32 pages).

The report estimates that there are about 2.5 to 3.5 million refugees with disabilities around the world–enough, I would point out, to fill a small country. Not surprisingly, the report finds enormous challenges: shelters, food and water distribution centers, latrines, schools, health centers, and other vital services are often inaccessible. Refugees with disabilities are sometimes actively excluded from vocational training programs. Or, if they’re not intentially denied the right to participate, then they are often inherently excluded by the lack of appropriate accommodations.

Refugees dispersed in urban centers, away from refugee camps, often are even worse off. In concentrated refugee populations, at least it becomes easier to identify people with disabilities and thus to tailor services for them. But refugees living in the community, because they may be undocumented, are reluctant to identify themselves to receive services, whether or not they have disabilities. Furthermore, refugees with disabilities in urban settings are often ignored both by services for refugees generally and also by local Disabled People’s Organizations (DPOs): in short, they often are being served by no one.

The good news is, some services do exist, including efforts to provide education to children with disabilities at least in refugee settlements. In some locations, refugees with disabilities and their families have organized their own self-help groups.

The accompanying resource kit is targeted at United Nations, nongovernmental organization (NGOs), and Disabled persons’ organization field staff who work with refugees, asylum seekers, and internationally displaced people with disabilities. Readers can consult this kit for ideas on improving services and protection for people with disabilities so they can participate more fully in their communities. If you’re looking for concrete, prescriptive guidelines and checklists, you won’t find that here. What you will find are questions that planners and decision makers should know the answers to, or find the solutions for. These offer broad guidelines as to the kinds of problem areas they should be on the look out for, with suggestions for how to address them.

At first glance, it seems an excellent start–with plenty of room for improvement. The Women’s Commission seems to be highly conscious of this: the introduction indicates they hope to build upon this publication in the future with input from, among others, DPOs and displaced people with disabilities themselves.

Raising Funds from Foundations New to Disability

If you work with a Disabled People’s Organization (DPO), chances are, your organization never has enough cash. And foundations that specialize in supporting DPOs are hard to find.

Often, the answer is to look for funding from foundations that do not necessarily advertise themselves as having a disability focus. But if the funder has limited prior experience with supporting projects run by DPOs, or otherwise targeted at the disability community, then your worry becomes, How do you convince them that your project is exactly the kind of project they’re seeking to support? How do you overcome any misconceptions they might have about the true needs of people with disabilities or their relevance to the kinds of projects they normally support?

Fundseekers wrestling with these kinds of questions can turn to a 2-page handout from the Disability Funders Network entitled “Bridging the Knowledge Gap: Working with Foundations to Attract Disability Funding” (PDF format, 110 Kb) for some of their answers.

This guide is targeted at DPOs in the United States, but many of the broad principles are applicable anywhere. For example, some foundations support projects targeted at “diverse” or “vulnerable” communities. This means it can be helpful to make the case for why disability fits in perfectly with their desire to be supportive of diversity. Also, foundations usually value demographic statistics about the community that a project is meant to support. (For example, how many people with disabilities are there in the area where you want to do your project?)

    This organization is run by people who themselves have disabilities. I have known the man who founded this organization for some years.
