Disability and Development Online Consultations March 8-28, 2013

These online consultations (from March 8 to 28th, ie RIGHT NOW) are an opportunity to influence important decisions about how people with disabilities will be included in efforts to reduce poverty around the world.

The Millennium Development Goals (MDGs) have been profoundly influential in making decisions on how to prioritize foreign assistance and government funds in more than 100 developing countries. The global community is now working to identify what goals should replace them after 2015. This means that the next few months will be critical for ensuring that people with disabilities are not again forgotten.  It is important for the global disability community, our constituency organizations, and professionals in the fields of international development and human rights be engaged.

Online Consultations
As part of the preparatory process for the United Nations General Assembly High-level Meeting on Disability and Development (HLMDD), the HLMDD Online Consultations (HOC) will be conducted from 8 to 28 March 2013. The consultations are co-organised by DESA and UNICEF under the existing platform of the World We Want 2015 (http://www.worldwewant2015.org/enable) in multiple languages.

International Day of Mourning and Remembrance: Institutionalized Lives of People with Disabilities–Forgotten Lives and the Ones Who Fight Back

Blogger Dave Hingsburger is trying to make today, January 23, the first of what he wants to be an annual event in which we remember together people with disabilities who have lived in institutions and, in some cases, died in them.  Another blogger, Amanda Baggs, has also written extensively about her own experiences inside places that others label as “institutions”–and also some places that weren’t labeled “institutions” but were just as bad: I encourage readers to read today’s post at her blog, “What Makes Institutions Bad.”   Today, in Dave’s proposal, is meant to be a day to remember the people that we were meant to forget: people placed in institutions, not to help them, but to isolate them from so-called “normal” people.  And, it is meant to remember people who have been “put away” supposedly for “their own good,” people who others think “cannot live in the community” as if being human were not enough to qualify one to live among other humans.  It is meant to mourn the lives that people with disabilities could have led if they had been allowed to live in their own homes and allowed choice and self autonomy.  It is important to emphasize that the day is meant not only to consider people institutionalized years ago, in a time we think we can safely forget because we assume it belongs only in the past.   It is also meant to consider the millions of people worldwide, in both developing and also developed countries, who continue to be institutionalized today due to no crime other than being different, being someone who others has labeled as “disabled.”

Dave also means this day as a day to celebrate people with disabilities who have fought back against the mentality that strives to push them to the margins of society, making it easier to institutionalize them.  In this context, Dave Hingsburger mentions a woman named Sandra Jensen who fought literally for her life when she was initially denied a heart transplant simply because she had Down Syndrome.  Sandra, already a disability rights advocate, fought back and won her transplant in 1996–and also won change in organ transplant policies in Canada.  In addition to individuals Sandra Jensen, I can also think of certain organizations that work hard to promote de-institutionalization and other closely related causes:  Disability Rights International (DRI), ADAPT, MindFreedom International, World Network of Users and Survivors of Psychiatry (WNUSP), various chapters of People First worldwide, the Autistic Self Advocacy Network, and others.   I have probably missed many other organizations that are also devoted to ending institutionalization: feel free to mention them in the comments area below.

If these organizations don’t choose to carry forth Dave’s proposal, or if these international and national bodies like the concept but choose a different date or take the idea in a different direction, then Dave’s International Day might well still catch on at some local organizations scattered throughout Canada, US, the UK, and Australia.  Dave, after all, has been in the field of intellectual disability and disability rights for more than 30 years: he has delivered hundreds (possibly thousands) of lectures around the world, his blog reaches thousands more readers every month, and some of his many books are required reading in some training programs for future service providers who will be working with people with disabilities.  Dave is certainly not without some clout and influence all on his own.   But without the support of large and highly visible organizations, his concept could remain a relatively obscure event known only in certain circles in certain cities in, predominantly, English speaking developed countries.  It will spread only slowly, if at all, to non-English speaking countries or to developing countries.

Also critical to the success of this event in the future is the International Disability Alliance (IDA) and its member organizations.  IDA, as many of We Can Do’s more regular readers probably already know, is a major umbrella organization for various international disability organizations that include WNUSP (listed above), the Disabled Peoples’ International (an organization run by people with various disabilities, with national assembly members in more than 100 countries), Inclusion International (representing people with intellectual disabilities and their loved ones), World Federation of the Deaf, World Blind Union, and others.  Each of IDA’s member organizations themselves have many more member organizations in dozens of countries around the world, and many of these in turn have member organizations at the local level in their countries.  If some of these organizations adopt Dave’s idea, then many more organizations around the world would surely also pick it up as well–whether their local language is English, Spanish, French, or something else, whether in developed countries or in developing countries.

Is this day an event that should catch on more widely?  I hesitate to issue a firm position on this issue.  I do feel that it is worthwhile to have some kind of event that could prompt us, not only to mourn people who would otherwise be forgotten, and to celebrate people who have promoted the cause of freedom, but also to take some action that could help set free the many people who are still institutionalized against their will today.  For this reason I do like Dave’s general concept and feel it is worthwhile putting it in front of the readers of We Can Do for their consideration.  But I also feel that the issue of how to frame such an event, how to promote it, what activities should be done to acknowledge it, and what date it should be held on, should ultimately be determined by people who have themselves experienced institutionalization, or been threatened with the possibility.  People with intellectual disabilities who are confined because they learn more slowly than others.  People with psychosocial disabilities and people on the autistic spectrum who are confined because others view their behaviors as “bewildering” and would rather not have to see them at all than try to understand.  People with mobility impairments, and people who are acquiring a range of conditions related to old age, who are institutionalized because government legislation, budgeting policies, and the medical profession make it easier to place them in nursing homes than to get support to continue living at home.  People who are deaf, or blind, who may be mistaken for having other disabilities, or who others may assume are incapable of learning or being independent because they cannot hear or see.  Organizations such as People First, WNUSP, MindFreedom, ASAN, ADAPT, and other international and national organizations run by people who themselves are most commonly targeted for being institutionalized come to mind.  I think this is a choice that needs the involvement of many advocates and leaders around the world, not just one man–even a powerful leader like Dave Hingsburger.  And not just one woman either, including me as the author of this blog site.

I also encourage readers to consider taking a few moments–or a few hours, or days–to learn more about the reality of institutionalization today and what is being done to end it.  A few of the links from above are good resources.   Disability Rights International (DRI) has a huge collection of reports and videos documenting institutionalized abuses from around the world, from Ukraine to Mexico to the United States to Romania to Paraguay and elsewhere.  Many People First organizations fight against the institutionalization of people with intellectual disabilities.  The Global Disability Rights Library has content and links related to institutionalization of people with disabilities–particularly try the information portal of the same name (Global Disability Rights Library) and check under specific disabilities for psychosocial disabilities and intellectual disabilities.  Also in the same information portal, check the section on Independent Living for some of the solutions that allow people with mobility impairments and a range of other disabilities live freely in the community instead of in nursing homes (the link goes to GDRL’s primary page on independent living, but don’t miss the sub-sections under this page with more resources).  And check out some of the personal stories on MindFreedom’s website.

A blog post on institutionalization from me would be incomplete without also mentioning another blogger besides Dave Hingsburger who has taught me a great deal about what it really means to be institutionalized:  Amanda Baggs.  Amanda has herself been institutionalized: although most of her experience in places others would recognize as institutions was in the 1990s, she still knows people who have been institutionalized much more recently than that.  And she has had experiences in places that, although technically are not institutions, can be harmful in ways she feels is very similar.  Amanda’s entire blog is very well worth reading: I regularly encourage people interested in disability rights to read her blog front to back, or back to front, or inside out, or outside in, or sideways or upside down or right side up or any way at all as long as they read it, throughly and often.  Both Amanda and Dave are in developed countries (the United States and Canada, respectively) and I suspect most of their contacts and most of what they have learned about disability rights is also somewhat oriented to developed countries as well.  But many of the concepts that both of them wrestle with day in and day out on their blog sites and elsewhere, much of the philosophy they espouse, the values they uphold, and their insightful analysis of how even very lovely, good, kind people can still do terrible things are not bound to any one country.  I suspect that disability rights advocates from any country, whether developed or developing, will find ideas of value both in Dave’s blog and in Amanda’s blog.

E-Discussion on Women with Disabilities in Development, March 10-24, 2009

People from around the world are invited to participate in an e-discussion on women with disabilities in development, to be conducted on-line from March 10 to 24, 2009. The email-based discussion is meant to involve aid agencies; government officials dealing with gender and disability; non-governmental organizations (NGOs); Disabled People Organizations (DPOs); and World Bank operational and technical staff.

The intent of this e-discussion is to collect experiences, problems, solutions, and unresolved issues related to the inclusion of women with disabilities in development. Participants will also be encouraged to provide references to analytical work (studies, books, articles, reports, etc.) on women with disabilities and their situation and inclusion in economic and social life. These references will be gathered into a bibliography.

The e-discussion will cover the following topics: framing the issue of women with disabilities in development; reproductive health of women with disabilities; violence against women with disabilities and access to justice; education of women with disabilities; women with disabilities and the environment; women with disabilities and employment; issues of specific concern to women with disabilities that are missing from the development agenda and what can be done to ensure that these issues receive appropriate attention; and, what concrete actions can be taken to enable women with disabilities to claim their place in the development agenda.

Participation is free, and will be in English.

Conference: Working with Children with Special Needs and Their Families: Kyrgyzstan and Intl Experience

International conference 7-9 April 2009

Dear colleagues!

The Association of Parents of Disabled Children of Bishkek and the Public Association “Shoola Kol” in partnership with HealthProm UK-based charity and the Ministry of Labor and Social Development organizes the 3-day International conference «Innovative approaches to working with children with special needs and their families: Kyrgyzstan and international experience» which will take place at the Dostuk Hotel, Bishkek, on 7-9 April 2009.

Conference aims:

* Present and discuss various approaches to providing support to children with special needs and their families
* Search for ways of cooperation between organizations that support children with special needs and their families in Kyrgyzstan and abroad
* Experience exchange

The conference will see the representatives of government and municipal agencies, nongovernmental local and international organizations that have practical experience in providing early support, education, social support and healthcare services to children with special needs, as well as in the advancement and protection of the rights of people with disabilities.

Conference format: reports, discussion, presentations, workshops, seminars.

During the conference there will be Kyrgyzstan and international experience presented on the following:

* latest models of providing early support to children with multiple disabilities
* innovative approaches of psychological and pedagogical support to children with special needs
* complex rehabilitation and socialization of children and young people with special needs
* protection and advancement of rights of people with disabilities and their families

The final programme of the conference will be developed on the needs and expectations of the participants that sent applications.

The conference invites: heads and specialists of social protection, educational and healthcare government and municipal agencies and nongovernmental organizations that provide support to children with special needs (including with multiple disabilities) and their families.

The working language of the conference is Russian, translators will be provided for international participants.

Intl Leadership Forum for Young Leaders, 1-9 August 2009

International Leadership Forum Announcement – Call for Applications

[Note to We Can Do readers: This opportunity is not targeted at disability advocates, but young leaders with an interest in disability-related advocacy may wish to read the criteria below and consider whether their interests may usefully intersect.]

The UNESCO Chair & Institute of Comparative Human Rights at the University of Connecticut invites applications for the fifth annual International Leadership Programme: A Global Intergenerational Forum, to be held August 1 – 9, 2009 in Storrs, Connecticut, USA. Applications must be received by February 27, 2009.

The Forum seeks to empower young leaders by involving them in finding solutions to emerging human rights problems, and nurturing individuals to be effective leaders in the field of human rights.

To this end, the Forum will:

• Introduce participants to the United Nations Millennium Development Goals and the Universal Declaration of Human Rights
• Build a network of solidarity among human rights leaders
• Expand the knowledge relevant to human rights practice
• Provide tools and a platform for open debates
• Provide programmes, activities and processes necessary for human rights leadership
• Promote the sharing of experiences and understanding
• Showcase speakers on such topics as: health and human rights, education, the environment, the plight of child soldiers, the use of media, fundraising, conflict resolution and transformation; litigation and advocacy

The UNESCO Chair will provide all conference participants with dormitory housing, meals, ground transportation in Connecticut, resource materials and a certificate of participation.

Young people between the ages of 18-30, with community service experience, and with demonstrated ability to work on solutions to human rights problems, should apply. Relevant issues include, but are not limited to, human trafficking, the plight of children, refugees, hunger, HIV/AIDs, gender discrimination, racism, classism, the environment and peace education.

Conference will be held in English only. Fluency in English is required. Applicants will be selected based on the strength of their application essay, demonstrated commitment to human rights (practical/hands-on experience), potential impact on the individual and their potential contribution to the Forum, regional and gender representation.

Pakistan Art Competition for Children With Disabilities

The Network of Organizations Working for People with Disabilities in Pakistan (NOWPDP) is sponsoring a national art competition for children with disabilities aged 12 to 16. The age limit is waived for participants with mental disabilities. All member and non-member schools are invited to participate. The competition will be held on the 1st of March 2009 in Karachi; and at a slightly later date in Lahore & Islamabad. However, names of children to compete should be submitted by February 19, 2009.

Master’s Degree in International Development and Disability

Gallaudet University offers a Master’s Degree in International Development which prepares students to collaborate with a variety of groups which wish to include people with disabilities in their organizations, development projects and programs. The degree draws on theories and material from disability studies, international relations, public policy, research and evaluation. Students study significant topics in international relations that affect the economic and social development of countries worldwide, including:

· the theories and strategies of international development;
· the political, social and developmental issues surrounding disability that result in the continued oppression and marginalization of disabled people around the globe;
· the links between disability and development in the areas of human rights, poverty, the environment, health, gender, children, and conflict and emergency situations such as natural disasters;
· the inclusion of disability issues in mainstream development practice;
· participatory approaches in planning, implementation, monitoring, reviewing and evaluation, National and International policy framework, and;
· practice and theory of living and studying in cultures different from one’s own.

Applications for Gallaudet University’s Master’s Degree in International Development are due April 1st, 2009 in order to start in August 2009.

This edition of WNUSP news features the Final Announcement for our General Assembly and World Conference.

Final Invitation – Third Announcement
REGISTER NOW!!! Making our Rights a Reality Human Rights in the Age of the CRPD WNUSP General Assembly and Conference, March 16-20 2009, Kampala, Uganda WNUSP has the pleasure to invite you to it’s third general assembly and conference in Kampala, Uganda. After Vancouver, Canada in 2001, Vejle, Denmark in 2004, we are happy to hold our assembly in Africa for the first time and thank our hosts Mental Health Uganda. Delegates from WNUSP member organisations are invited to attend the conference and GA. The conference is open to users and survivors of psychiatry from all regions of the world. Priority will be given to members. If you have not yet joined but are interested in becoming a member, please do so when registering for the conference. All participants who are able to do so, are asked to contribute at least 100 US $ (150 US $) to the overall conference costs. Those who can afford more are kindly asked to contribute 250 US $ or donate even more money in order to enable us to support the participation of delegates from poorer regions. Please register as soon as possible, if you are interested.

Only people from poorer countries can apply for scholarships. We are committed to making this conference as inclusive as possible and will do our best to support scholarships for users and survivors from low income countries. We will only be able to support traveling costs for a limited number of participants (see the attached document). Please use every means you have to raise funds for their participation. Participants have to cover their own travel costs. Participants from developed countries are asked to organise their travel plans themselves. If you have already registered and can fund your own travel costs, you can book your tickets now. If you have any possibility to support WNUSP and MHU with funding the general assembly or contribute to travel costs for other participants, please let us know.

Information to consider when applying for a scholarship

Scholarships will be allocated to WNUSP affiliated organizations and individual members to send delegates to the GA based on the following criteria.

• Only a limited number of scholarships will be available

• You only qualify to apply if you live in the Global South, which includes some Arab states (non oil producing), certain agreed upon Eastern European countries, India and other developing Asian and Pacific-rim countries, all of Africa, Latin and Central America.

• Preference will be given to invited speakers from the Global South in allocating scholarships

• Due consideration will be given to a balance in gender and regional representation when deciding on allocating scholarships.

• Applying for a scholarship does not automatically guarantee receiving it. Applicants will be assessed on their potential to add value to the proceedings of the General Assembly and furthering the work of the WNUSP.

• The decisions of the GA organizing committee regarding the allocation of scholarships cannot be queried afterwards.

World Bank International Essay Competition 2009: Climate Change (with Photo and Video Competitions)

The World Bank International Essay Competition 2009: Climate Change
[Also video competition and photo competition, with smaller prizes.]

[Note to We Can do readers: although this competition is not targeted specifically at disability issues per se, it could be an opportunity for talented young people with disabilities to consider competing. It also could be an opportunity for any young person with an interest in disability issues to consider how people with disabilities might be impacted differently from other people by climate change and how these challenges can be addressed.]

Open to youth ages of 18 and 25, from all countries of the world. Prizes range from US$200-US$3,000 for winning entries. Deadline to enter: February 22, 2009.

WANTED: The Next Generation of ‘Green’ Entrepreneurs

Climate change has been identified as one of the biggest global threats of our time. Scientists agree that global warming and extreme climate phenomena can be increasingly attributed to human activity – in particular, heavy emission of greenhouse gases, such as carbon dioxide, resulting from industrial processes.

Solutions to those pressing problems could lie in the rapidly growing ‘green economy’: environmentally sustainable enterprises, technological innovations (new sources of clean, renewable energy), energy efficiency measures, economic incentives for low-carbon choices, etc. How can youth contribute?

The Essay Competition 2009 invites youth to share ideas on:

How does climate change affect you?
How can you tackle climate change through youth-led solutions?

Please answer both questions:

1. How does climate change affect you, your country, town or local community? How do you think it will affect you in the future? Think about the consequences for employment, health, security and other areas of your life.

2. What can you do, working together with your peers, to address the problem of climate change in your country, town or local community? Think specifically about the role of youth-led initiatives in the ‘green economy’.

The International Essay Competition is open to all young people, students and non-students alike, between the ages of 18 and 25, from all countries of the world.

If you are older than 18 and younger than 25 on June 15, 2009, you are eligible to participate.

This year for the first time the Essay Competition also invites the submission of short videos and photos!

Eight finalists will participate in the Final Jury in Seoul, South Korea, in June 2009, and attend the Annual Bank Conference on Development Economics (ABCDE).

The aim of the Disability Workshop Development Enterprise (DWDE) International Small Business Conference is to bring together entrepreneurs with disabilities and other key industry stakeholders to deliberate, share knowledge and exchange ideas on the fundamental building blocks for sustainable entrepreneurship development amongst people with disabilities. We would like to create the platform to give entrepreneurs with disabilities all the tools they need to become participants in the mainstream economy. This conference will be geared towards finding solutions for entrepreneurship amongst the disability sector.

Disability Conferences in 2009

One common reason why many We Can Do readers come to this blog is because they want to learn about upcoming conferences related to disability issues in developing countries. The single most popular page at this blog carries the quite inelegant but pragmatic title of Conferences, Events, Call for Papers, Training Opportunities (which also includes the very few job listings posted here and other things that didn’t fit in the title).

But, there is another page that We Can Do readers can consult to learn about upcoming disability and rehabilitation related conferences for the year 2009:

This page, maintained by the Center for International Rehabilitation, Research, Information, and Exchange (CIRRIE), has listings that go as far out as December 2009. People who monitor We Can Do regularly will find a few of these announcements are familiar. But many have never been announced at We Can Do.

In some cases, this may be because they don’t quite fit my parameters. Before I publish a conference announcement, I try to determine whether it would be of genuine interest or use to people living or working in developing countries. This is not to say that I do this perfectly. But I strive to do this. Some conferences may carry the word “international” in their title, but on closer examination, “international” may often mean “North America and Europe.” I often skip over such conference announcements.

But in other cases, I simply had not heard of these conferences. For example, there is Neurorehabilitation 2009, held by the Southern African Rehabilitation Association in Johannesburg, South Africa, August 26-28, 2009. Or a conference being held by World Association for Psychosocial Rehabilitation, One World: Quest for Integration, November 12-15, 2009, in Bangalore, India. And some others.

4th Annual International Shafallah Forum, April 20-22, 2009, in Doha, Qatar

On behalf of the Shafallah Center for Children with Special Needs, I would like to extend a warm invitation for you to submit abstracts for the 4th Annual International Shafallah Forum in Doha, Qatar from April 20th – April 22nd , 2009. For the past three years our Center has been delighted to welcome more than 250 experts in the field and Wives of Heads of State from all over the world to our Forum and we anticipate that this year’s Forum will be no exception.

The 4th Annual International Forum will bring together advocates, family members, scholars, members of government, and professionals from a variety of perspectives to explore the theme of /Achieving Independence/. Together we will explore how to overcome factors that perpetuate disability marginalization, including widespread poverty due to lack of access to education, opportunity, and unfair labor practices. We look to our work, cutting-edge research and programs, to promote independence through universal access to education, inclusive societies, innovative technologies, and poverty-reduction strategies – including micro-enterprise and encouragement of the corporate sector to value and include the disabled in the workforce.

The Forum will feature keynote addresses by global leaders, roundtable discussions, symposia, paper presentations, and exhibits. We welcome the submission of such presentations and have included more detailed information on the following pages.

Discussion about the interpretation of existing research, the state of knowledge in a particular area or the need for more or different kinds of research/programming/policies, can be as important as presenting the results of new studies. Individuals wishing to organize such roundtable discussions or debates should identify three or four speakers, who can each present a point of view. Where discussion and audience participation is the purpose, speakers’ presentations might be limited to 5 minutes. Where debate between the speakers is the purpose, presentations may be longer (10 minutes). Organizers should submit the details of the discussion or debate following the instructions below.

*Exhibit *

Individuals or groups that have a demonstration, specialized equipment, and/or materials that they would like to exhibit are invited to submit a proposal. Exhibits will be given a table with specific presentation time, where they will be asked to be present and are encouraged to leave materials/equipment out for attendees to peruse throughout the Forum.

Abstracts must be in English. Abstracts longer than permissible will be abridged at the discretion of the program planning committee.

MIUSA is currently accepting applications from professionals with disabilities from Argentina, Brazil, Costa Rica, and Guatemala for MIUSA’s International Leadership, Employment, and Disability (I-LEAD) Professional exchange program in Eugene, Oregon USA, March 15 – April 5, 2009.

MIUSA strongly encourages professionals with all types of disabilities to apply, including people who have hearing, visual, psychiatric, learning and health related disabilities.

Applications and two references are due by January 16, 2009. However, late applications will be accepted.

The 2009 I-LEAD Professional exchange program will bring together influential leaders in government, business, education, community development, and disability rights organizations who demonstrate the capacity and commitment to expand employment opportunities for people with disabilities in Latin America.

Spanish-English translation and American Sign Language interpretation will be provided during formal program activities.

Partial scholarships are available for this program.

Diciembre 10, 2008 — Mobility International USA (MIUSA) se encuentra aceptando solicitudes de profesionales con discapacidad de Argentina, Brasil, Costa Rica, y Guatemala para el Programa de Intercambio Profesional de MIUSA sobre Liderazgo Internacional, Empleo y Discapacidad (I-LEAD por sus siglas en inglés) en Eugene, Oregón, EE.UU., del 15 de marzo al 5 de abril, 2009.

MIUSA alienta a los profesionales con todo tipo de discapacidad a presentar su solicitud, incluyendo personas con discapacidad auditiva, visual, psiquiátrica, de aprendizaje y relacionada con la salud.

Únicamente las actividades formales del programa contarán con traducción español-inglés y al lenguaje de señas estadounidense. Se facilitará materiales en formatos alternativos y podrán negociarse otras adecuaciones de accesibilidad que aseguren una completa participación.

QUIÉN PUEDE PRESENTAR SU SOLICITUD:
Mujeres y hombres con y sin discapacidad provenientes de Argentina, Brasil, Costa Rica, El Salvador, Guatemala y México.

MIUSA seleccionará individuos que demuestren capacidad y compromiso en la realización de cambios que expandan las oportunidades de empleo para las personas con discapacidad a nivel local o regional o a nivel nacional. Por ejemplo:

• Líderes de coaliciones de Organizaciones de Personas con Discapacidad (OPDs), a nivel municipal o nacional, u OPDs que incluyan diversas discapacidades que sean influyentes.

• Líderes del gobierno, incluyendo alcaldes o ministros u otros funcionarios clave en agencias de Servicios Sociales, Ministerios de Educación o Transporte, u otros.

• Educadores influyentes, tales como directores de escuelas, programas vocacionales, o universidades.

• Empresarios líderes que empleen o faciliten capacitación a personas con discapacidad, o que estén interesados en expandir su inclusión de personas con discapacidad como parte de su fuerza laboral.

• Profesionales y líderes de organizaciones comunitarias que promuevan la microempresa y el empleo, incluyendo adiestradores empresariales, formadores vocacionales, micro-prestamistas.

LENGUAJE:
Los lenguajes oficiales de I-LEAD Profesional son el español, el inglés y el lenguaje de señas estadounidense.

Se facilitará traducción español-inglés e interpretación en lenguaje de señas únicamente durante los talleres formales del programa, los seminarios y las visitas a instalaciones.

• Planificación profesional y educación superior incluyendo políticas y sistemas de apoyo para personas con discapacidad.
• Transporte y comunidades accesibles: políticas y modelos de sistemas de transporte accesibles y acceso público.
• Asociaciones entre microempresa y sector privado.
• Estrategias de liderazgo para empleo, incluyendo formulación de proyectos, uso de medios de comunicación, generación de coaliciones.
• Experiencias multiculturales y de formación de grupos de trabajo.
• Metas y planes de acción para el empleo de las mujeres y los hombres con discapacidad.
ALOJAMIENTO Y TRANSPORTE:
• Se proveerá alojamiento simple pero cómodo con habitaciones y baños compartidos.
• Se ofrecerán el desayuno, el almuerzo y una cena ligera al día. Todas las comidas adicionales, aperitivos, o gastos varios (incluyendo lavandería) serán responsabilidad de cada delegado.
• Se proveerá transporte público accesible.

Jan 24 Addendum: I have just now learned that this seminar, originally scheduled for April 27-28, 2009, is now being postponed. Thank you to one of the conference organizers who left this information in the comments area further below. Byrraju Foundation is a non-profit organization dedicated to bringing about a tangible improvement in the quality of lives of the rural underprivileged, with a mission to create a world-class platform for holistic sustainable rural transformation. BF is currently working in 199 villages across six districts of Andhra Pradesh impacting a million people. Byrraju Foundation in partnership with National Institute for the Orthopaedically Handicapped (NIOH) Kolkata is organizing International Seminar on CBR for Empowerment of Persons with Disabilities from 27th- 28th April 2009 at Hyderabad. The co-sponsors are National Institute for the Mentally Handicapped (NIMH) Secunderabad, National Institute for empowerment of Persons with Multiple Disabilities (NIEPMD) Chennai and Mission for Elimination of Poverty in Municipal Areas (MEPMA), Indira Kranti Padam (IKP), Rehabilitation Council of India (RCI) and Codraid, The Netherlands.

The objectives of the seminar are to create a platform for confluence of best practices and share the knowledge, to provide a forum to discuss issues involved in CBR, to discover new strategies in CBR, to give direction to capacity building in CBR and to come out with recommendations for adaptation in public policy.

The takeaways of the seminar are publication of abstracts of all research articles on CBR during the past 5 years, publication on best practices containing select readings, publication of abstracts and full papers of seminar, publication of Seminar proceedings.

We are aware of the interesting work you are doing in the field of disability and community based rehabilitation. It gives us great pleasure to invite you to participate and even present a paper/poster in the above international seminar. Authors are invited to submit original unpublished manuscripts. Please send your abstracts by 7th February, 2009. The review process will be completed by 15th March 2009. Papers selected for the conference must be submitted no later than 4th April 2009.
Nominations will be accepted until April 10th 2009 by 5:00 p.m. Please fill in the enclosed application form for registration.

Call for Papers and Nominations
The major change in strategy in rehabilitation and empowerment for the persons with disabilities over the past 25 years has been the expansion of services into the community. This has slowly gathered momentum and has developed into a differentiated programme called Community Based Rehabilitation (CBR). To improve the quality of community services and to upgrade professional skills, there is a need of sharing knowledge at the level of professionals, grass root level workers and various NGOs and implementing agencies of CBR. There is also a need to disseminate best practices for public policy modulation, Therefore, an International on CBR has been planned which will be organized jointly by Byrraju Foundation and National Institute for the Orthopaedically Handicapped at Hyderabad on 27th and 28th April, 2009.

Objectives:

  • To create a platform for confluence of best practices and share the knowledge.
  • To provide a forum to discover new issues involved in CBR.
  • To discover new strategies in CBR.
  • To give direction to capacity building in CBR.
  • To come out with recommendations for adaptation in public policy.

The seminar committee invites you to contribute to the 2009 seminar to be held at Byrraju Foundation, Hyderabad. You are invited to submit abstracts outlining oral and/or poster presentations for peer review by the scientific committee.

Themes:
The theme of the seminar will be on comprehensive access, rehabilitation and empowerment of persons with disabilities through CBR approach. Policies and best practices are vital for promotion of CBR. Similarly access to environment (A2E), empowerment in practice is critical to the inclusion and independent living of the PWDs. These are prerequisites to effectiveness of services based on full life-cycle needs (FLCN) and holistic development (HD) that are centered around individuals. Papers and proceedings are, therefore, designed to cover topics, issues and concerns under the broad categories of public policy (PP), access to environment (A2E), full life-cycle needs (FLCN) and holistic development (HD).

There will be one plenary session in each broad theme. There will also be concurrent sessions (two or more) depending upon the number of papers considered for presentation.

Poster Session:
Poster Session is an alternative approach for the presentation of projects/new work which will be available for seminar participants. Posters are strongly invited as they allow extended informal discussions, active participation of co-authors, and are displayed throughout the seminar. All the works submitted to the poster session should be based on the seminar themes.

Abstract specifications:

  • The abstract should be written in English, typed in Arial font and single spaced.
  • The title of paper should be concise in bold capital letters, size 12 and centered.
  • The author(s) name should begin with full first name and family name (the name of the presenting author should be bolded), size 12, normal and centered. Ensure that the author(s) have an affiliated organization listed (aligned left)
  • Presenters contact information – name, address, phone number, email.
  • Text of the abstract should be in font size 12, normal and justified.
  • The body of the text should cover the purpose of introduction, method, results and conclusions (200-250 words).
  • An indication if the abstract is submitted for poster or podium presentation
  • Please indicate the theme you would like to have the abstract included in Key Words – Capitalize the KEY WORDS and include no more than five.
  • Presentations should be 20 minutes long, with 5 minutes allotted for questions afterward.
  • PowerPoint visual support is preferred

All rehabilitation professionals, member of DPOs, CBR workers, CBR managers and administrators, persons with disability, parents, leaders/ social workers working for the empowerment of the PWDs are most welcome to participate in the seminar.

Some progress has been made in the area of disability in India in the last few years especially in the last 1 year. India ratified the United Nations Convention on the Rights of People with Disabilities and also the XIth Five year plan has included Disability for the first time in the History of India. However, talking about it and implementing it are two completely different things. NO steps have been taken by the Government of India to implement them. Even the basic rights of education, employment and access are not available to people with disability.

So why should we celebrate World Disability Day at all?

Invitation to Join GPDD Electronic Discussion On DISABILITY & CLIMATE CHANGE
8 – 12 December 2008

The Global Partnership for Disability & Development (GPDD) is pleased to invite you to an e- discussion on Disability & Climate Change.

Climate change causes grave consequences for human well-being, development, and security, by increasing severe weather conditions that raise the risks of disease, food scarcity, loss of livelihoods, migration, violence, and conflict. Climate change threatens the effectiveness of development efforts by disproportionately affecting people with disabilities and other vulnerable groups in low- and middle-income countries. In the face of these imminent challenges, people with disabilities and their families require adaptation and robust systems that promote sustainable access to basic necessities, secure livelihoods, health care, and social and civic participation.

This e-discussion will be a week-long electronic exchange among all interested stakeholders to create a shared understanding of how climate change may impact the lives of people with disabilities in low- and middle-income countries, and summarize the major themes that must be addressed in future research activities.

The e-discussion will take place from 8 – 12 December, and be facilitated by Dr. Maria Kett, Assistant Director of the LCI Disability and Inclusive Development Centre of Leonard Cheshire Disability, and Valerie Sherrer, Emergency Coordinator of Christian Blind Mission. Discussion topics will center on two primary themes:
1. Disasters, Emergencies, Conflicts and Disability, and
2. Basic Necessities, Health, & Poverty Reduction.

The main objective of the e-discussion is to build on existing knowledge and exchange ideas on developing practical strategies to cope with the diverse effects of climate change, which will directly or indirectly impact the lives of people with disabilities and their families. The information and insight gathered in the discussion will be converted into a report for wide dissemination in multiple formats.

The discussion is open to all interested parties and participation is free. Please be sure to register before 28 November, 2008 to ensure inclusion in the entirety of the discussions.

Call for Papers – Fourth IZA/World Bank Conference on ‘Employment and Development’
Bonn, Germany

Dear Colleagues,

In many developing countries, the number of workers facing unemployment, low pay and poor working conditions is high and often growing. Policy makers everywhere are searching for answers, yet significant knowledge gaps persist in our understanding of the functioning of labor markets in low and middle income countries.

The World Bank has put forward a strategy that aims at assisting the international research community to address priority areas in the field of labor markets and development. In 2006, the World Bank and the Institute for the Study of Labor (IZA) have launched a new IZA research area on “Employment and Development.” At the core of this partnership are the series of international annual conferences to provide a platform to bring together researchers and policy makers from around the world to discuss and present their work in these priority areas.

IZA and the World Bank will organize a two-day conference in Bonn, Germany on 4-5 May 2009. Parallel sessions will be organized. Conference organizers invite you to submit your contribution by December 15, 2008. Decisions will be made by the end of January 2009.

We invite submission of papers on labor markets, job creation and labor market policies in developing countries. We will consider detailed abstracts, but will favor full papers – particularly empirical ones – that focus on one of the 7 topics of research listed at: http://www.iza.org/en/webcontent/research/ra7/index#topics
Papers dealing with developed countries and transitions economies are welcome if they prove to be relevant for the purpose of the conference and our understanding of labor market mechanism for the developing world.

The keynote speakers and panel sessions will focus on the topic of “Causes and Consequences of Formality and Informality”.

CALL FOR PAPERS on Water and Sanitation Deadline Extended

Thanks to the many of you who have submitted papers for the 34th WEDC International Conference on Water, Sanitation and Hygiene: Sustainable Development and Multisectoral Approaches which is to be held 18th – 22nd May 2009 in Addis Ababa, Ethiopia. These are currently being reviewed.

We have received numerous requests to extend the deadline, and we have considered our review and production processes accordingly. As a result, we have extended the deadlines as follows:

– Refereed papers (to be refereed by the International Scientific Committee): 5 Dec 2008

– Reviewed papers (to be reviewed by WEDC): 5 Jan 2009

– Poster presentations and alternative formats (to be reviewed by WEDC): 5 Jan 2009

Please note that the later papers are submitted, the tighter the timescale that authors will have for making revisions to meet the reviewers’ comments as we will not be able to alter the final deadline for this. You are therefore advised to submit your paper as soon as possible.

International Congress in Berlin „´Nothing About Us Without Us´ – Persons with Disabilities as Actors of Sustainable Development”

On 3rd December, the worldwide Day of Persons with Disabilities, the international congress „´Nothing about us without us´ – Persons with Disabilities as Actors of Sustainable Development”, will take place from 2-3 December 2008 in Berlin/Germany.
The purpose of the congress is to make its contribution towards the implementation of the UN Convention marking a paradigm shift in the role of persons with disabilities.
It aims to show how persons with disabilities can be included to take an active part in development activities. The congress will conclude with a discussion by a panel of politicians and representatives of non-government organisations and associations about their contribution towards the realisation of the UN Convention and the demand for inclusive development implicated therein.

Speakers from all over the world will share their experiences with us, and we will discuss the implementation of the UN convention on the rights of persons with disabilities.

We are very glad to welcome Mrs Evers-Meyer, the federal government comissioner for persons with disabilities in Germany, Mrs Venus M. Ilagan from the USA (Rehabilitation International), Dorothy Musakanya from Zimbabwe (Southern African Federation of Disabled People SAFOD), Mrs Tuija Halmari from Finland (Finnish Disabled People´s International Development Association FIDIDA), Mr Shikuku Obosi from Great Britain (Action on Disability and Development ADD), Mr Raghavan Ramachandran from India (ebenfalls ADD) and many other interesting guests.

Looking for conferences that are either located in, or focused on, Africa and African studies? An updated list of up-coming conferences related to the African region can be found at:

You will not necessarily find conferences specifically focused on disability issues on this page. But some exploration could lead you to conferences where it could be possible for presenters to submit papers and workshop proposals that would allow you to bring a disability dimension to an otherwise mainstream conference. This could offer opportunities for disability-oriented professionals to bring a disability rights message, and the concerns of people with disabilities, to conference participants who might not ordinarily take disability issues into account in their daily work.

A few examples of upcoming conferences that could possibly lend themselves to incorporating a disability dimension include: a November 2008 conference on research into HIV/AIDS, malaria, and tuberculosis (does this include research into how these diseases impact people with disabilities differently?); a November 2008 forum for African business leaders (what of disabled business leaders?); a February 2009 conference on South-South cooperation, focused on Africa (presenters could try submitting proposals for workshops focused on cooperation among African nations focused on disability issues); a March 2009 conference on globalization and human rights in the developing world (this would be an obvious place to submit proposals related to the Convention on the Rights of Persons with Disabilities) and more.

Abstracts need to be submitted by the end of November 2008. Individual papers, symposia, workshops and posters are all welcome. All abstracts will be peer-reviewed and those accepted for the conference will be published in the Journal of Policy & Practice in Intellectual Disabilities.

There are a number of organisations partnering with IASSID to make this a significant event on the international scientific calender. These include the International Society for Augmentative and Alternative Communication (ISAAC), the Asia Pacific Down Syndrome Federation and the Australian Association of Doctors in Developmental Disability Medicine. There are also many regional and local service providers working together, as part of our efforts to ensure that the conference provides a mechanism to promote ‘research to practice’ and that practice issues inform and influence the research agenda of the scientific community.

As part of our efforts to promote dialogue between researchers, practitioners and people with disability, the conference will include the inaugural meeting of the Asian Research to Practice Roundtable. This event will take place across the 4 days of the conference; bringing together scientists, practitioners and people with disability to establish and implement a research to practice agenda for the region.

The IASSID Academy on Education, Teaching & Research will host accredited workshops prior to and following the conference. The workshops will take place at Singapore and in neighbouring countries. Deafblind International Conferences in September 2009 and in 2011

The organization Deaf Blind International is currently in the planning stages for two conferences within the next few years.

The first of these will be The Deafblind International 7th European Conference 2009. The theme of this conference will be “Tides, waves and currents in research and action”, and it will be held September 22 to 27, 2009 in Senigallia, Italy. More detail will be made available at www.dbiconference2009.it

The second of these will be the 15th Deafblind InteWorld Conference to be held in Delhi, India in 2011. Details are not yet available. But people interested in attending can keep watching http://www.deafblindinternational.org/standard/conferences.html for forthcoming details. An announcement will be posted there after it becomes available.

Training Workshop on AIDS and Disability, 19-20 November 2008, Soesterberg, The Netherlands

The number of disabled people worldwide is considerable – the figure of 650 million is often quoted. People with a disability and their families also account for 20% of the world’s poorest people. But so far most HIV-AIDS programmes are not accessible to people with disabilities.
International attention to the rights of people with disabilities is increasing especially since May 2008, when the UN Convention on the Rights of People with Disabilities has come into effect. However governments and policy makers have generally yet to include disability issues in their AIDS strategic plans. Even within specific disability programmes it is not yet common to ensure that clients of such programmes do have access to appropriate information and services that are related to HIV-AIDS and reproductive health. Leaving disabled people out of HIV-AIDS prevention and care is shortsighted. Given the rapid growth of the epidemic and the size of the global disabled population (an estimated 10% of the world‘s citizens); the AIDS crisis cannot be addressed successfully unless individuals with disability are routinely included in all HIV-AIDS prevention, treatment and outreach efforts!

Local Community Based Rehabilitation (CBR) teams, professionals, people with disabilities and their families share the same fears, misconceptions and risks as the rest of the general public with regard to the virus. They urgently need to receive accessible and appropriate information on HIV-AIDS. The launch of the new United Nations CBR Guidelines December 2008 in Bangkok will mean that information on HIV-AIDS will become more easily available for CBR teams as these guidelines pay specific attention to this subject. The goal of the section focusing on HIV-AIDS is to ensure ‘access for all’ to HIV-AIDS information, services and programmes. This goal involves three key areas: increasing individual knowledge, reducing stigma and discrimination and mitigating the impact HIV-AIDS has on families and communities.

During this 2-day workshop outstanding researchers and practitioners will ensure that participants will become sensitized towards the need for inclusion of disabled people within their mainstream HIV-AIDS programmes. They will also discuss strategies, tools and experiences in HIV/AIDS programmes that include disabled people and in CBR and disability programmes which integrate HIV-AIDS with their other activities.

development cooperation
• policy makers & planners as well as project staff of mainstream HIV¬AIDS organisations
• AIDS activists
• interested academic staff from various university faculties

Overall goal
Mainstream development and HIV¬AIDS organisations understand the importance of inclusion of disabled people in their HIV-AIDS programmes.

Objectives
Participants have an increased awareness about the vulnerability of persons with disabilities to the risk and impact of HIV and AIDS;
Participants have tools and arguments for how to ensure inclusion of disability in HIV-AIDS policies, strategies and programs; Participants are able to advocate within their own organizations for equal access to HIV prevention, treatment, care and support services for persons with disabilities.

Lecturing staff Dr. Nora Groce (USA) is a medical anthropologist, interested in the area of global health and international development with particular emphasis on cross-cultural systems of health care and health as human rights issues. Her research interests include issues of disability in international health and development, violence as a global public health problem and equity in access to health care in ethnic and minority communities. Current Research Projects of Nora Groce are:
• Disability and HIV/AIDS knowledge among Disabled Populations (and the Yale University/World Bank Global Survey on HIV/AIDS and Disability);
• World Bank Health Systems Assessment Project;
• Violence against Disabled Children; and
• HIV/AIDS Education in Indigenous Communities: Rites of Passage

George O. Obuya (Kenya) is project co-coordinator of the Deaf Social Counselling & HIV/AIDS Education Program. He is representing the Dar-es Salaam (Tanzania) based and recently formed African Deaf Union in the African Decade for Persons with Disability HIV/AIDS Steering Committee, as well as a senior board member of the Kenya National Association of the Deaf (KNAD).

Jessica de Ruijter is the advocacy officer at VSO Netherlands. She has much experience in the area of HIV prevention and started advocacy on HIV and disability since January 2008. She is also the co-chair of the DCDD working group HIV and Disability.

Dr Peter Rule is a Senior Lecturer in the Centre for Adult Education at the University of KwaZulu-Natal in Pietermaritzburg, South Africa. He recently completed a three-country study for the World Bank on HIV & AIDS and Disability. He has experience of working with NGOs in KwaZulu-Natal in the fields of adult literacy, disability, gender, HIV/AIDS and early childhood development.

Geert Vanneste is a health and rehabilitation consultant who worked for Christoffel BlindenMission (CBM) in Rwanda (1987-1994) and Tanzania (1994-2007). His main expertise is in the area of CBR but increasingly he became involved in Health and Hospital Management and HIV-AIDS issues. Currently he is Independent Consultant and living in Belgium.

The workshop will be conducted under the leadership of Roelie Wolting and Huib Cornielje and supported by the HIV-AIDS working group of the Dutch Coalition on Disability and Development.

Report on Seminar on Challenges and Hopes of Deaf and Hard of Hearing People

In late August, a seminar was held in Pakistan entitled “Challenges and Hopes: Deaf and Hard of Hearing People in the 21st century,” sponsored by Danishkadah, an organization for the empowerment of leaders with disabilities.

Lectures were delivered on topics such as cochlear implants; sign language; removing barriers from the environment; assistive technology in education; information technology in developing countries; and others.

Dear civil society representative,

Greetings on behalf of the Summits of the Americas Secretariat of the Organization of American States (OAS). The Summits Secretariat wishes to take this opportunity to provide you with an update on the preparations for the Fifth Summit of the Americas.

On June 2, 2008, the Meeting at the Ministerial Level (2008) of the Summit Implementation Review Group (SIRG) was held in Medellin, Colombia, within the framework of the 38th OAS General Assembly. At that meeting, the Minister of Foreign Affairs of the Republic of Trinidad and Tobago, the Honorable Paula Gopee-Scoon announced that the Fifth Summit of the
Americas will be held in Port of Spain, Trinidad and Tobago, on April 17-19 2009. The Minister of Foreign Affairs, the Secretary General of the OAS, Member States and other Summit stakeholders discussed the preparations for the Fifth Summit, the theme of the Summit, expected outcomes and specific measures to ensure implementation of the Summits
mandates.

The Second Regular Meeting of 2008 of the Summit Implementation Review Group (SIRG) was held on July 24, 2008 at OAS headquarters in Washington DC. At this meeting, the Draft Declaration of Commitment of Port of Spain was presented by Ambassador Luis Alberto Rodriguez, Coordinator of the National Secretariat for the Fifth Summit of the Americas and Special Envoy for the Americas of the Government of the Republic of Trinidad and
Tobago. This presentation marked the starting point for the negotiation of the Declaration of Commitment which will be adopted by the Heads of State and Government of the OAS Member States at the Fifth Summit. At this meeting, Ambassador Rodriguez, the OAS Secretary General and Member States spoke on the thematic areas of the Draft Declaration and the extensive consultation process led by the Government of Trinidad and Tobago. It was noted that the Draft Declaration reflects the concerns of Member States and includes the perspectives of the OAS and the Joint Summit Working Group as well as civil society organizations, the academia
and experts.

As part of the negotiating process of the Declaration of Port of Spain, a series of Regular Meetings of the Summit Implementation Review Group (SIRG) will be held during the second half of 2008. The first such meeting will be convened on September 18-19, in Bridgetown, Barbados. Subsequent SIRG Meetings have been scheduled for October 16-17, November
13-14, and December 11-12, 2008 with the venues still to be confirmed.

Additionally, this Secretariat will disseminate a series of Informative Bulletins on the various activities that are being carried out in the framework of the preparatory process for the Summit. These will include information on the inter-American meetings at the Ministerial level, the
calendar of activities, information on dialogues and virtual consultations with social actors through the Summits Virtual Platform, as well as updates on other forums and thematic discussions designed to enrich the work of the different actors involved in the Summits process. The Summits Secretariat and the Department of International Affairs-Secretariat for External Relations are making arrangements for a program of consultations with civil society in coordination with the National Secretariat for the Fifth Summit of the Americas of the Government of Trinidad and Tobago. The objective of these consultations will be to
strengthen the Summits Process, provide space for civil society to voice its perspectives on challenges in the hemisphere, and facilitate the production of a series of recommendations for the elaboration of the draft Declaration of Commitment of Port of Spain and in regard to the
implementation of the results of the Fifth Summit. The program of events and activities will be announced in the coming weeks by email and via the websites www.summit-americas.org and www.civil-society.oas.org.

El 2 de Junio de 2008, tuvo lugar la Reunión a Nivel Ministerial (2008) del Grupo de Revisión de la Implementación de Cumbres (GRIC), en Medellín, Colombia, en el marco de la 38 Asamblea General de la OEA. La primera de estas reuniones será convocada para los días 18 y 19 de septiembre en Barbados. Las siguientes reuniones del GRIC han sido programadas para los días 16 y 17 de Octubre, 13 y 14 de Noviembre, y el 11 y 12 de Diciembre de 2008, quedando pendiente la confirmación de las
sedes para dichos eventos.

La Secretaria de Cumbres de las Américas de la OEA y el Departamento de Relaciones Internacionales de la Secretaría de Relaciones Externas están preparando un programa de consultas con la sociedad civil en coordinación con la Secretaría Nacional para la Quinta Cumbre de las Américas del Gobierno de Trinidad y Tobago. El objetivo de esas consultas es fortalecer
el Proceso de Cumbres de las Américas, proveer un espacio para que la sociedad civil pueda manifestar sus perspectivas sobre los retos del Hemisferio, facilitar la producción de una serie de recomendaciones para la elaboración de la Declaración de Compromisos de Puerto España y en lo

International Day of Persons with Disabilities, December 3, 2008

International Day of Persons with Disabilities – 3 December
2008 Theme: “Convention on the Rights of Persons with Disabilities: Dignity and justice for all of us”.

Dignity and justice for all of us is the theme of this year’s International Day for Persons with Disabilities, as well as for the 60th anniversary of the Universal Declaration of Human Rights.

Dignity and justice for all persons are established universal principles. Since its inception, the United Nations has recognized that the inherent dignity and the equal and inalienable rights of all members of the human family are the foundations of freedom, justice and peace in the world. These principles, along with equality and non-discrimination, have guided the work of the United Nations for the past 60 years and are enshrined in various instruments such as the UN Charter and the Universal Declaration of Human Rights, as well as in treaties such as the International Covenants on Human Rights, and the Convention on the Rights of Persons with Disabilities. These instruments are among those which make up the international human rights framework, are complementary and reaffirm that all human rights are universal, indivisible, interrelated, interdependent and mutually reinforcing.

2008 is a significant year in the international human rights movement given the entry into force on 3 May of the Convention on the Rights of Persons with Disabilities and its Optional Protocol, legally binding instruments which set out the legal obligations of States to promote and protect the rights of persons with disabilities, as well as the 60th anniversary of the Universal Declaration of Human Rights (UDHR). Article 25 of the UDHR provides that each person has “the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control”. Several articles in the Convention on the Rights of Persons with Disabilities expound on this right to security, including article 10 on right to life and article 14 on liberty and security of person. Article 28 is more specific in that it asks that States Parties take steps to safeguard and promote that realization of the right to an adequate standard of living and social protection, including ensuring “access by persons with disabilities and their families living in situations of poverty to assistance from the State with disability-related expenses, including adequate training, counselling, financial assistance and respite care”. These instruments mark a clear reaffirmation that persons with disabilities have the right to full and equal enjoyment of their human rights. They also mark a clear reaffirmation of the principles of ‘dignity and justice for all of us’.

Around 10 per cent of the world’s population, or 650 million people, live with disabilities. The Convention promotes and protects the human rights of persons with disabilities in civil, cultural, economic, political, and social life. However, all over the world, persons with disabilities continue to face barriers to their participation in society and are often forced to live on the margins of society. They are routinely denied basic rights such as to equal recognition before the law and legal capacity, freedom of expression and opinion, and the right to participate in political and public life, such as voting. Many persons with disabilities are forced into institutions, a direct breach of the rights to freedom of movement and to live in the community.
Eighty per cent of persons with disabilities – more than 400 million people – live in poor countries and there is a strong link between disability and poverty. For example, the statistics on employment for persons with disabilities are staggering. In developing countries, 80 per cent to 90 per cent of persons with disabilities of working age unemployed and in industrialized countries it is estimated to be between 50 per cent and 70 per cent. The rights to education and health are also routinely denied. Ninety per cent of children with disabilities in developing countries do not attend school, says UNESCO. Approximately 20 million women acquire disabilities as a result of complications during pregnancy or childbirth. This continued marginalization against persons with disabilities highlights the need for all States to sign, ratify and implement the Convention on the Rights of Persons with Disabilities and its Optional Protocol.

The United Nations and the global community must ensure that all its work is inclusive of persons with disabilities. The Millennium Development Goals will not be achieved if persons with disabilities are not included. Efforts to achieve the MDGs and implement the Convention are interdependent and mutually reinforcing.

On this International Day of Persons with Disabilities, as well during the year-long celebration of the 60th anniversary of the Universal Declaration of Human Rights, let us use “dignity and justice for all of us” as a rallying call, as these principles are far from being realized for everyone. Dignity and justice are embodied in the civil, cultural, economic, political, and social rights promoted by the Convention. Therefore, the International Day of Persons with Disabilities is a time to make a renewed commitment to the ratification and full implementation of the Convention on the Rights of Persons with Disabilities and its Optional Protocol.

One of the fundamental obligations contained in the Convention is that national law should guarantee the enjoyment of the rights enumerated in the Convention. States Parties should thus consider the best ways of giving effect to the rights guaranteed by the Convention in domestic law. Implementing legislation should include the terms of the Convention or a specific reference to them, in order to indicate clearly that the laws should be interpreted in accordance with the letter and spirit of the Convention.

Legislation alone will not ensure that persons with disabilities can enjoy their human rights. States will need to formulate effective policies and programmes that will transform the provisions of the Convention into practices that will have a real impact on the lives of persons with disabilities. For persons with disabilities, as for all persons, the denial of one right can lead to the denial of other rights and opportunities throughout their lives.

Article 33 explains that States must set up national focal points governments in order to monitor implementation of the Convention’s precepts. States must also set up independent monitoring mechanisms, which usually take the form of an independent national human rights institution.

The full participation of civil society, in particular persons with disabilities and their representative organizations, is essential in the national monitoring and implementation process. International monitoring is achieved via the Committee on the Rights of Persons with Disabilities and the Conference of States Parties. The first meeting of the Conference of States Parties will be convened by the Secretary-General no later than six months after the entry into force on 3 May 2008 of the Convention.

This International Day for Persons with Disabilities is a time to make a renewed commitment to these principles of dignity and justice and to ensure implementation of the Convention on the Rights of Persons with Disabilities.

All human beings are not only entitled to rights, but also have the responsibility of making universal human rights a reality for all of us.

The annual observance of the International Day of Persons with Disabilities, 3 December, aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. It also seeks to increase awareness of gains to be derived from the integration of persons with disabilities in every aspect of political, social, economic and cultural life. The theme of the Day is based on the goal of full and equal enjoyment of human rights and participation in society by persons with disabilities, established by the World Programme of Action concerning Disabled Persons, adopted by General Assembly in 1982. The official title of the Day was changed from International Day of Disabled Persons to International Day of Persons with Disabilities by General Assembly resolution 62/127 on 18 December 2007.

How the Day may be observed
Involve: Observance of the Day provides opportunities for participation by all interested communities – governmental, non-governmental and the private sector – to focus upon catalytic and innovative measures to further implement international norms and standards related to persons with disabilities. Schools, universities and similar institutions can make particular contributions with regard to promoting greater interest and awareness among interested parties of the social, cultural, economic, civil and political rights of persons with disabilities.

Organize: Hold forums, public discussions and information campaigns in support of the Day focusing on disability issues and trends and ways and means by which persons with disabilities and their families are pursuing independent life styles, sustainable livelihoods and financial security.

Celebrate: Plan and organize performances everywhere to showcase – and celebrate – the contributions by persons with disabilities to the societies in which they live and convene exchanges and dialogues focusing on the rich and varied skills, interests and aspirations of persons with disabilities.

Take Action: A major focus of the Day is practical action to further implement international norms and standards concerning persons with disabilities and to further their participation in social life and development on the basis of equality. The media have especially important contributions to make in support of the observance of the Day – and throughout the year – regarding appropriate presentation of progress and obstacles implementing disability-sensitive policies, programmes and projects and to promote public awareness of the contributions by persons with disabilities.

CONFERENCE: Global Alliance for ICT and Development, Oct 21-24, 2008, Yerevan, Armenia

Organized by: UN GAID, UN e-Leaders Committee, Athgo International, Ministry of Economy – the Republic of Armenia

Focus: ICT innovation in the areas of access, connectivity, and relevant local content development

Dates: October 21-24, 2008

SUMMARY
The Global Innovation Forum for Education and Development provides a platform for several hundred young people across the globe to advance their causes toward achieving the MDGs through ICT. Area experts from the private and public sectors and selected young participants are invited to showcase their successful ICT practices and highlight new innovations and new ground-breaking business models and methods that successfully address the development needs in different societies.

The forum is set to encourage young people to get engaged in, and develop and propose new ICT initiatives that innovatively advance local communities in various emerging regions.

First, the forum will concentrate on the basic tools that facilitate the creation of innovative solutions, particularly, systematic and quality educational opportunities. Currently, proper education is not widely available in developing regions, thus slowing innovation and hampering the implementation of existing ICT. Consequently, the forum will focus on ways to improve educational opportunities and quality through ICT, specifically focusing on building ICT skills among young people. To this end the impact of access, connectivity and relevant local content in meeting educational and analytical needs will be examined and methods to overcome the obstacles discussed and presented.

The second part of the forum will highlight some of the best practices in the areas of ICT access and connectivity with a special attention on the impact of appropriate local content to ensure sustainable development.

Each participant will have the opportunity to engage policy makers, experts and his/her peers to draft innovative solutions to ICT development and implementation challenges. On the final day, the young participants will showcase their plans in innovation panels. The proposals will be evaluated by leaders in government, the private sector, and civil society, and will be showcased at the conference closing ceremonies.

Panel focus and objectives
Panels will focus on three ICT elements (access, connectivity and local content) in two different contexts:
1. Education for Innovation in the 3 ICT elements
2. Innovation for Development in the 3 ICT elements
The panels will also include discussions about innovative financing for new innovations and demonstrate creative ways of including young people in the process of innovation and implementation.

Expert Panels: in each of the panels, the discussions should include and highlight the benefits that ICT brings to the educational sector (examples: access to global databases for new ideas and existing best practices, complex problem solving, group project collaborations, extensive teacher training through simulations, education system management, etc.), which in return heightens the innovation (more talented ICT professionals, increased demand, modernization) that ultimately leads to sustainable development (ICT adaptation and systematic usage, simplification of economic complexities, diffusion of new tools in various sectors of economy, new partnerships, entrepreneurial developments)

2. Connectivity: Education – Innovation – Development
3. Local Content: Education – Innovation – Development

Broad questions to address:
Education
• What are the biggest challenges to building capacity in LDCs, especially for young people?
• How do you encourage human capital investment in ICT, without guaranteeing job growth?
• How can we ensure that ICT education is continual and does not become obsolete in a world where technology changes weekly?
• How is the educational process improved by ensuring access/connectivity/local content to ICT? Is the efficiency element the biggest winner or is it the enhancement in knowledge sharing that takes the prize home?
Innovation
• How do we bring the richness of Web 2.0 to LDCs in a cost effective way?
• What are the missing resources to translating innovation in access, content and connectivity into results?
• How best developed integrated ICT networks in areas that lack the basic infrastructure, namely power resources and skilled human capital?
• How can we, using existing and already deployed hardware in LDCs, SIDS, and rural areas, improve ICT access?
• What are the latest developments in ICT connectivity that allow for wider areas of coverage?
• In areas impacted by natural disasters, how does content help the recovery process?
• How can we improve access and connectivity in areas where infrastructure has been damaged by disaster?
Development
• How does devoting more resources to ICT4D help solve development issues such as governance, health, and climate change?

As you may be aware, Enable India is a non-profit organization working for the economic independence of persons with disabilities across India. Our major thrust is pre-employment training, rehabilitation, supplementary education, enabling other organizations, placement
services, etc.
 
EnAble India in collaboration with Confederation of Indian Industries (CII) is organizing job fair for persons with disabilities specially for unskilled / manual positions that are available in companies such as ITC, Building Control Solutions, Integra Apparels, etc.
 
Please look at the details below regarding positions available and types of disabilities suitable and support us to source right disabled candidates. The candidates qualification could be 10 standard or below 10 standard.

All the jobs are feasible for hearing impaired, low vision and mild physically disabled candidates. Require around 60 hearing impaired, 60 low vision and around 60 of persons with physical disability. You could source female candidates from out station also because one or two

Invitation to International Conference
”25 Years Independent Living in Sweden”

Stockholm November 28-29, 2008

How far has the Independent Living Movement come and where are we going? The conference celebrating 25 years of the Independent Living movement in Sweden will evaluate the achievements of our international civil rights movement in Sweden, Europe and other parts of the world and plan for tomorrow.

Together with Judy Heumann and Marilyn Golden, USA, Bente Skansgård, Norway, Kalle Könkkölä, Finland, Shoji Nakanishi, Japan, John Evans, UK, Horst Frehe, Germany, Jos Huys, Belgium, representatives of the Swedish movement and allies in administration, research and politics we will discuss successful Independent Living strategies and examples of good practice in our respective countries and regions, look back at our development and set the course for the future.

In plenary sessions and workshops we will share our experiences in working for de-institutionalization, personal assistance, legislation for non-discrimination and accessibility, and for spreading the Independent Living philosophy and approach to other countries. Have we been able to influence social policy, have we had an impact on society’s and our own view of disabled people, has our work led to concrete improvements in our group’s living conditions? How can we better support each other in our struggle for full citizenship, self-determination and self-respect?

The conference is intended for disabled people and their organizations, service providers, civil servants, politicians, researchers and the general public. Expect to leave the event with new friends, insights and impulses.

The following detail is taken from the Wheelchair Consensus Symposium website:

For people with a mobility disability, provision of a wheelchair which meets their physical, lifestyle and environmental needs can enable vastly improved health, social and economic well being.

However, an estimated 20 million people living in low income countries require a wheelchair and do not have one.

Recognising the important role Australian organisations can play in working to address this need, Motivation Australia, the Bob Hawke Prime Ministerial Centre and the National Committee on Rehabilitation Engineering are co-presenting the Wheelchair Consensus Symposium. The Symposium will draw together stakeholders in disability and development in less resourced settings in Australia and the Asia Pacific region, to:

  • Introduce the WHO Guidelines on the Provision of Manual Wheelchairs in Less Resourced Settings
  • Increase awareness of the need for appropriate mobility equipment for people with physical disabilities
  • Share information and programme approaches to the provision of appropriate wheelchairs
  • Increase collaboration between stakeholders in order to increase effectiveness
  • Develop consensus on future approaches to wheelchair provision in the region

This event will be held over two days, with day one as plenary sessions, and day two break-out sessions for stakeholders, to discuss key issues and suggest strategies.

Themes of the Symposium will be:

  • wheelchair design and production
  • wheelchair services
  • training of local staff
  • roles of Australian stakeholders

The Wheelchair Consensus Symposium is supported by AusAID through the International Seminar Support Scheme.

Introduction
This conference comes in line with unlimited support and encouragement for care for special needs and disabled in particular from King Abdullah Bin Abdulaziz, Custodian of the Two Holy Mosques and HRH Crown Prince, Sultan Bin Abdulaziz.
