ABOUT MIUSA:
Mobility International USA (MIUSA) is a U.S.-based, non-profit organization whose mission is to empower people with disabilities around the world to achieve their human rights through international exchange and international development.

ABOUT THE WILD PROGRAM:
MIUSA’s Women’s Institute on Leadership and Disability (WILD) will bring together approximately 30 women leaders with disabilities from approximately 30 different countries, to strengthen leadership skills, create new visions and build international networks of support for inclusive international development programming.

During the three-week program, participants will take part in workshops, seminars and discussions, conduct on-site visits, and participate in team-building activities, to explore challenges and exchange strategies for increasing leadership opportunities and participation of women and girls with disabilities in international development programs.

WHO CAN APPLY: ELIGIBILITY
Women with disabilities who are from:

  • South Pacific
  • Middle East
  • Latin America
  • Caribbean
  • Eurasia
  • Asia
  • Africa

Women with disabilities who are:

  • Established leaders and/or professionals
  • Emerging young leaders, ages 21 and above

Women with disabilities who speak or use at least ONE of the following languages:

  • Conversational English (minimum)
  • Spanish
  • Arabic
  • Sign Language; preferably familiar with American Sign Language (ASL)

•    MIUSA uses ASL sign language interpreters who are experienced and skilled at providing interpretation for individuals who use different sign languages.
•    Spoken and sign language interpretation will be provided during formal program activities, workshops, discussions and site visits only.

WHO CAN APPLY: QUALIFICATIONS
Women leaders with disabilities who demonstrate:

  • Personal experience with disability, an understanding of issues, and a commitment to working for the rights of women and girls with disabilities
  • Membership in an organization led by and for people with disabilities, or by and for women, with particular attention to issues of women and girls with disabilities; or civil society organization committed to the inclusion of women and girls with disabilities
  • Commitment to and capacity for increasing leadership opportunities of women with disabilities in the community and/or country
  • Commitment to and capacity for increasing the participation of women and girls with disabilities in international development programs

MIUSA will strive for diversity of geographic region, age, ethnic background, and types of disability in final selection of qualified participants. MIUSA will give priority to qualified women with disabilities who:

  • Are from rural communities
  • Are members of indigenous groups
  • Have not participated in a MIUSA exchange program
  • Have not visited the United States

PROGRAM OVERVIEW:
The WILD program will include interactive workshops, site visits and practical activities on priority issues for women with disabilities, including:

•    National and International Policies and Legislation, including the UN Convention of the Rights of Persons with Disabilities (CRPD) and the U.S. Agency for International Development (USAID) Disability Policy
•    Educational rights and opportunities including specialized and inclusive schools, policy and legal rights, services and accommodations for accessibility
•    Leadership for economic empowerment, including higher education, training models, supported employment, microenterprise, private sector partnerships, career mentorship, skill-building, employment policy, and career development.
•    Health and family issues including parenting, health care, HIV/AIDS, reproductive health and violence prevention
•    Using the media
•    Coalition building
•    Organizational development and sustainability, including funding resources and strategies, and fostering partnerships with community organizations and businesses
•    Goals and action plans to promote collaborative relationships with other organizations for the inclusion of women and girls with disabilities in international development programs.
•    Inclusive international development, including exchanging strategies for inclusion with representatives from U.S-based international development organizations and/or human rights organizations
•    Cultural and team-building experiences
•    Mentorship and networking

LODGING AND TRANSPORTATION:

•    Simple but comfortable lodging with a local host family will be provided. During one-week of the program, shared lodging will be provided at a simple outdoor retreat center.
•    Breakfast, lunch and dinner will be provided each day. All supplemental meals, snacks, or personal incidentals (including laundry) will be at the expense of each delegate.
•    Accessible public transportation will be provided.
Note: Please do not expect “luxury” accommodations, meals, or transportation.

PROGRAM COST:
Accepted participants will be responsible for:
1.    $250 USD program fee.  Limited scholarships may be available based on applicant’s demonstrated financial need. Applications for a scholarship will be provided upon acceptance to the WILD program.
2.    Obtaining a current, valid passport and U.S. visa, including all related costs such as travel to the U.S. Embassy or Consulate in the home country

MIUSA will provide:
1.    Roundtrip airplane tickets for participants to travel from home countries to Eugene, Oregon, USA
2.    Travel health insurance during the WILD program
3.    Food, lodging, program activities and accessible public transportation during the WILD program
4.    Disability-related accommodations, including sign language interpreters, funding for personal assistants, etc.

Invitation to Join International Indigenous Network of People with Disabilities

The International Indigenous Network of People with Disabilities (IINPWD) is an email-based network where participants advocate and mediate for the voice of indigenous/first peoples with disabilities to be heard at all levels of the development and implementation of law and policy in relation to the UN Convention on the Rights of Persons with Disabilities and the UN Declaration on the Rights of Indigenous Peoples. IINPWD welcome all respectful communications and posts on indigenous/first peoples and disability issues especially those that directly impact on indigenous/first peoples with disabilities. We hope you become a part of a growing and dynamic movement.

Membership of the IINPWD is open to international, regional, national or local organizations, groups or networks of Indigenous people with disabilities, as well as to individual Indigenous people with disabilities. All who identify, as Indigenous people with a disability are welcome, irrespective of birthplace, disability, sexual identity, sexual orientation, gender identity or presentation, age, ethnicity, religious background, etc. The network also invites Indigenous people without disabilities and non Indigenous People to join in as allies to the IINPWD.

Disability Rights Fund Announces Letter of Interest Process for Bangladesh, Peru, and Uganda

BOSTON, MA – The Disability Rights Fund (DRF) is announcing a new letter on interest process for Disabled Persons’ Organizations (DPOs) in Bangladesh, Peru and Uganda. 

DRF is a grantmaking collaborative between donors and the global disability community which supports the human rights of persons with disabilities. Officially launched in March 2008, DRF empowers DPOs in the developing world and Eastern Europe/former Soviet Union to participate in ratification, implementation and monitoring of the United Nations Convention on the Rights of Persons with Disabilities (CPRD). DPOs in Bangladesh, Peru and Uganda have received DRF support since 2008.

Now, instead of preparing full proposals as a first step, DPOs from Bangladesh, Peru and Uganda may submit a letter of interest as a first step to determine if their project fits DRF eligibility criteria. DPOs may apply as single organizations or partnerships to build skills and develop rights-based advocacy and monitoring on the CRPD. The activities should take place during a 12-month period beginning in January 2012. Grant awards range from USD 5,000 to 20,000.

Interested organizations are urged to review the eligibility criteria and letter of interest details posted at the Fund’s website, http://www.disabilityrightsfund.org/grant. The letter of interest process helps determine fit with DRF criteria and priorities before applicants expend time and resources to put together a full proposal. If eligible, applicants will be requested to submit a full proposal.  

Any questions on the letter of interest process should be directed to info@disabilityrightsfund.org. The deadline for receipt of Letters of Interest is June 15, 2011.

In expanding the LoI process, Director Diana Samarasan said, “DRF aims to make our application process as accessible as possible, to ensure that a diversity of organizations of persons with disabilities can and do apply.” To date, the Fund has given out $5 million to organizations in 17 countries (Bangladesh, India, Indonesia, Ukraine, Ecuador, Mexico, Nicaragua, Peru, Ghana, Namibia, Uganda, Federated States of Micronesia, Fiji, Papua New Guinea, Solomon Islands, Tuvalu, and Vanuatu). Grants have ranged from USD 5,000 to 100,000 and support CRPD skills-building, local rights advocacy, and national-level CRPD promotion, implementation and monitoring by DPO-led coalitions.

DRF’s donors include the American Jewish World Service, the Australian Agency for International Development (AusAID), the Leir Foundation, the Open Society Institute, The Sigrid Rausing Trust, and the United Kingdom’s Department for International Development (DFID).

 Fondo por los Derechos de las Personas con Discapacidad anuncia proceso de formulario pre-solicitud para Bangladés, Perú y Uganda

BOSTON, MA – El Fondo por los Derechos de las Personas con Discapacidad (DRF) anuncia un nuevo proceso de formulario pre-solicitud para organizaciones de personas con discapacidad (OPD) en Bangladés, Perú y Uganda.

El DRF es una iniciativa de colaboración financiera entre donantes y la comunidad mundial de personas con discapacidad que apoya los derechos humanos de estas personas. Iniciado oficialmente en marzo de 2008, el DRF fortalece a las OPD del mundo en desarrollo y de Europa Oriental / antigua Unión Soviética a fin de que participen en la ratificación, aplicación y seguimiento de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad (CDPD). OPD en Bangladés, Perú y Uganda han recibido apoyo del DRF desde 2008.

Ahora, en lugar de preparar solicitudes completas al principio, OPD de Bangladés, Perú y Uganda pueden enviar un formulario pre-solicitud como primer paso para determinar si su proyecto es compatible con los criterios de elegibilidad del DRF. Las OPD pueden presentar una solicitud como organizaciones que trabajan independientemente o en alianza con otras para desarrollar habilidades, promoción, defensa y seguimiento en torno a la CDPD basándose en los derechos de las personas con discapacidad. Washington, DC – The Global Disability Rights Library project announces a call for organizations to apply to receive a free digital Global Disability Rights Library (GDRL).  Applications are open to disabled people’s organizations, universities, government agencies, and other organizations in developing countries.   Sixty organizations will receive the digital library to empower them to disseminate valuable disability rights knowledge and toolkits to their communities.

The goal of the GDRL project is to improve the lives of persons with disabilities in developing countries.  The project uses an innovative off-line digital storage technology to deliver digital resources to people beyond the reach of the internet.  The electronic library will be stored in a hard drive, called an “eGranary unit” that also contains an interface emulating the look and functioning of the web but without requiring actual internet connectivity.  Users will include disabled people’s organizations (DPOs), decision makers, government agencies, individual advocates, and others who cannot easily download information from the web.  Read more about the GDRL project at:

The GDRL is a collaborative effort between the U.S. International Council on Disabilities and the University of Iowa’s WiderNet Project with support from USAID to bring the best materials on disability rights and the Convention on the Rights of Persons with Disabilities to developing countries.

Ideal deployment site candidates will have a demonstrated commitment to promoting and facilitating disability rights.  Successful applicants will have the organizational capacity to become a hub for disseminating disability rights information and will be inclusive of a diverse disability community. JOB POST: Facilitator for Governance Training for Board of Handicap International in Kenya

TERMS OF REFERENCE
FACILITATION FOR GOVERNANCE AND LEADERSHIP TRAINING FOR DISABLED GROUP OF TRANS NZOIA
Date 11th May 2009

Introduction
HANDICAP INTERNATIONAL is an international NGO specializing in the field of disability and development. A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.
Currently, Handicap International is working with 7 partner organizations in the USAID/AED funded projects in the field of Disability and HIV & AIDS. The group represents a cross section of disabilities including the deaf, blind and low vision, physically and intellectually disabled.

The main thematic areas of the project activities include;
• Policy and advocacy
• Behavior change communication
• Appropriate IEC materials for the PWD
• Stigma reduction

One of the main focus of the project is the provision of technical support and institutional strengthening by Handicap International to the partner organization to enable efficient and effective implementation of the HIV& AIDS activities.
Background to Sub Grantee organization

Even though HI is working with 7 organizations, this facilitator will only work with DIGROT (based in Kitale) to conduct governance training for the newly elected board. Profiles of the organization and justification for having the training is described below:

1. DIGROT
Background

DIGROT was started in 1990 as a self help group with 50 members with a merry go round to which they contributed 50 – 100 shillings. In 1998, the group opened an account with KCB bank and started a micro finance lending system. Members were given loans of ksh.500 to Ksh 2,000 at an interest rate of 10% p.a.

In 2000, they received a grant from DSDO (Poverty Eradication Programme) which they used to provide loans to their members. 14 members were successfully supported through this programme and 7 defaulted on repayment. DIGROT was trained by HI in 2004 on micro-credit management to address this challenge.

In the years 2001-2003 DIGROT approached HI with a goal of beginning HIV/AIDS awareness activities and in 2004 they wrote a proposal to HI on HIV and AIDS and Disability which was subsequently funded in May 2006 by USAID through AED.
Today DIGROT has representatives from different locations in Trans Nzoia district and was registered as a CBO in 2007. It currently has 224 registered members and each member pays 524 shillings registration fee with a renewal fee of 200 shillings annually. Not all members are fully registered and the money is kept in a savings account.

Justification
DIGROT as an organization for PWD has faced various problems and wrangles have interfered with their operations as an organization. To rectify this, the organization has recently undergone changes to make operations of the organization effective. Some of the changes in the recent past months includes; new staff on board, amendment of its constitution and election of new members to the board.

In line with this changes and growth for the organization, and the planned support for development of a strategic plan, HI intends to support DIGROT in training its new board on governance and good leadership with an aim of strengthening the new team, take stock of lessons learnt from past experiences and enhance prudent management of resources. This is also seen as an opportunity to augment a strong basis for conflict resolutions and create an environment for DIGROT members reconnect with the organizations mission and vision, strengthen its membership and development partners
Further to all the above, the evaluation conducted on the Disability, HIV and AIDS in 07/08 project reiterated Special focus on Disabled Group of Trans Nzoia (DIGROT) on capacity building and governance.

Objectives of the consultancy
The general objective of the training shall be to equip the participants with knowledge and skills on leadership and good governance to provide direction, control and management to the organization

Specific objectives
1. To help participants understand and appreciate the importance of good governance by
o Understanding the term governance and its pillars
o Appreciating the importance of leadership and governance to an organization in promoting institutional growth
o Understanding the role of the board in providing direction and prudent management in order to enhance long term membership values through enhancing corporate performance and accountability, whilst taking into account the interest of other stakeholders.

2. To facilitate a participatory formulation of a code of best practice in relation to governance that meets the priorities of the organizations and its stakeholders, based on their missions and objectives, and also considering national and international processes and trends in disability and development.

Expected results
1. DIGROT board is reoriented and is able to provide a healthy and sustainable advisory role.
2. DIGROT as an organization focuses on its vision and mission and establish a strong basis for conflict resolution

Proposed Methodology
HI proposes a pre-training assessment using questionnaires and a two days participatory training (Focus group discussion, Group work, role plays) session where the board members of DIGROT shall be brought together with an intent to learn and discuss leadership and good governance and development of code of best practice for the organization;

Expected Outputs
1. A Report of the pre-training assessment and governance training.
2. Code of best practice.
3. An action plan of the board that intends to put in place measures to enhance governance within their organization

Time frame
The assessment should be done 3 days before the actual training. The code of best practice will be developed by the board with support from the consultant during the training. The training is planned for 25th and 26th June 2009 and the report to be submitted by 3rd July 2009.

Location
DIGROT is located in Trans Nzoia district, Kitale town.

Budget
The total cost of the consultancy is Kshs. 30,000/=.

Qualification and Competencies:
The consultant should have:
• A masters degree, in the field of administration and/or management or in a relevant field
• Knowledge and experience in leadership and governance training and tool development for Community Based Organizations.
• Knowledge on disability issues is desirable
• Knowledge and experience of participatory approaches and facilitation.
• Ability to operate systematically and commitment to meeting deadlines

Capacity Builder in Intellectual Disabilities-Ricerca y Cooperazione, El Alto, Bolivia.

Ricerca y Cooperazione (RC) is an Italian based NGO, with an established development programme in Bolivia, mainly in the area of education for children and youth. Recognising the need for greater inclusion of disabled children in mainstream education, it is implementing an EU funded project entitled ‘Social Inclusion and Mutual Respect’, in coordination with the Municipality of El Alto, in order to educate children, teachers, families and authorities on how to incorporate disabled children into the classroom; a concept which is largely overlooked in Boliva.

Your role will be to compliment the small multidisciplinary technical team of the project, (1 specialist in physical disabilities, 1 in sensory, and you in intellectual) in order that all disabilities are represented. The work will include a diagnostic of children with disabilities in El Alto, designing and implementing training workshops to various beneficiaries, production of educational material, and assist in creating an integral centre – which will serve as a resource for families of disabled children, and also an area for activities with disabled and non-disabled youth.

Ideally educated to Masters level, in a discipline related to intellectual disabilities, you should be experienced in designing and facilitating workshops with participatory methods. Preferably with knowledge and experience in Latin America; of the idiosyncrasies of the disability field in a developing country. Good Spanish and a highly flexible working approach.

Ricerca y Cooperazione (RC) es una ONG italiana, que cuenta con un programa de desarrollo establecido en Bolivia, principalmente en el área de la educación para jóvenes y niños. Reconociendo la necesidad de una mayor inclusión de los niños con discapacidad en la educación transversal, actualmente se encuentra implementando un proyecto financiado por la UE llamado “Inclusión social y respeto mutuo” en coordinación con el municipio de El Alto, a fin de educar a los niños, maestros, familias y autoridades en cómo incorporar a los niños con discapacidad en las aulas; concepto que es pasado por alto en Bolivia.

Su rol será complementar el equipo técnico multidisciplinario del proyecto. (1 especialista en discapacidad física, 1 en discapacidad sensorial y usted en discapacidad intelectual) para que estén representadas todos los tipos de discapacidad. El trabajo incluirá un diagnóstico de los niños con discapacidad en El Alto, diseñando e implementando talleres de capacitación para varios beneficiarios, producción de materiales educativos y asistir en la creación de un centro integral, el cual servirá como recurso para las familias de los niños con discapacidad como también será un área para las actividades de los jóvenes con o sin discapacidad.

Se requiere una formación universitaria a nivel de Maestría en disciplinas relacionadas con la discapacidad intelectual, con experiencia en diseño y facilitación de talleres con métodos participativos. Preferentemente con conocimientos y experiencia en Latinoamérica en relación a las idiosincrasias en el campo de la discapacidad en un país en desarrollo. “It’s in the telling of our stories that we discover how much of our experiences and learning we have in common with others. Stories make our connection with others and with the world real. They weave together our individual experiences to reveal a picture of a community, a group and a country.”

Introduction

The Secretariat of the African Decade for Persons with Disabilities (SADPD) in partnership with APC-Africa-Women and Women’sNet, invite you to submit an application to participate in a digital storytelling workshop. We are inviting people living and working in Africa who would like to empower others and affect change by documenting their journey and telling their story. Applicants must be:

(1) parents/carers of children with disabilities and youth
(2) young people with disabilities
(3) people working in organizations to promote the rights of children and youth with disabilities e.g. Advocates, students, CBR workers, teachers, journalists, information activists, content developers, programme officer/managers,

Participants will develop short videos reflecting the experiences of parents and youth with disabilities in particular with regards to challenges and successes in accessing inclusive education, health, employment and acceptance in their communities and country. Participants will also examine the power dimensions of story-telling and how we retain the authenticity of our own voice, as well as the voices of the people whose stories we document, preserve or disseminate.

Parents, youth and individuals working in the field have many stories to tell, but never have the time, knowledge, equipment and space to reflect, understand and tell their own stories, share their responses, understandings and experiences.

There is a large amount of information on the internet but very little that reflects the lived realities of those affected and people working in the field of disability in Africa.

The workshop aims to:
• document real-life stories of a cross-section of parents and youth with disabilities as well as those working in the field
• empower people to tell their own stories, while at the same time create a powerful advocacy tool that can be used in their country and beyond.
• develop Information and Communication Technology (ICT) skills,
• enable parents and youth with disabilities to share and network amongst each other.

In the workshop we will explore people’s own stories and learn how to develop a story line, use photo’s, video clips, and drawings to tell your story in an effective way.

There is space for twelve applicants who will participate in a five day digital storytelling workshop, 8 -12 June 2009.

In the month before the workshop delegates will need to join an online study group, collect content for their story (pictures etc) and begin to learn some of the software.

At the workshop participants will learn to use computer software and other equipment necessary for making a short (3-5 minutes) multimedia digital story.

The digital storytelling workshop is hands-on and computer intensive, requiring commitment and willingness to develop a short, personal story; learn new software and edit a short digital video of five minutes in length.

Digital storytelling is not like writing a formal document; it’s more like creative, autobiographical writing. To see an example, check out the website

In order to be eligible to participate, you must be able to attend all five days of the workshop, and be able to travel to South Africa to arrive by 7 June, departing 13 June 2009. Travel and accommodation will be sponsored by the SADPD. You must be willing to allow your story, or part of it, to be used in advocacy by SADPD and APC WNSP’s Take Back the Tech campaign. The workshop will be conducted in ENGLISH so other language speakers must have a good proficiency in English. Sign language and French / Portugese interpretation will be provided if necessary (Please motivate for this in application form).

This workshop is a chance to learn new skills and tell your story in a creative and visual format. It’s a lot of work . . . AND a lot of fun.

We are open to discussing a formula that respects your privacy and confidentiality should you be uncomfortable with the widespread sharing and dissemination of some parts of your story. Who Should Apply?
• We are looking for stories told by parent, youth and individuals working in the field of Disability.
• Applicants must be living and working in Africa (preference will be given to women)
• Applicants must preferably be based in an organisation, institution or network, but individuals will also be considered.
• Youth should between the ages of 18 – 35
• The training is in English. Participants must speak and understand English but are welcome to produce their story in any language they choose. If however you require translation into French and Portuguese please motivate in your application.
• The story you tell has to be about you and your experiences. It can be about situations or events but it must be a personal story told in the first person
• The workshop requires a basic level of computer literacy.
• Applicants must be willing to avail themselves for future advocacy work or training in digital stories in their country.

About the Secretariat of the African Decade for Persons with Disabilities
The African Decade of Persons with Disabilities was proclaimed by the African Union for the period 1999 – 2009. The main goals of the African Decade are to raise awareness about the situation of the estimated 60-80 million persons with disabilities in the region and to identify solutions tailored to the African Experience that enhance participation, equality and empowerment of Africans with Disabilities. The overall aims and priorities of the Decade are stipulated in an AU- Continental Plan of Action. A Secretariat was established to facilitate the realization of these objectives.
The Secretariat is an international Non Governmental Organisation, established in 2004 by all the major Regional Disabled People’s Organisations to give a new dynamism to the implementation of the Continental Plan of Action. It is hosted, at the request of African Union by South Africa in Cape-Town where its headquarters are located. The mission of the Secretariat of the African Decade is to empower Governments, DPO´s, Decade steering committee’s (DSC) and development organizations to work in partnership to include disability and persons with disabilities into policies and programs in all sectors of society. The strategy of action of the Secretariat is to
• Build the capacities of DPOs, persons with disabilities who are most vulnerable and the Decade Steering Committees to enable them to advocate and lobby their respective government so that they integrate disability into all their development processes.

International Leadership Forum Announcement – Call for Applications

The UNESCO Chair & Institute of Comparative Human Rights at the University of Connecticut invites applications for the fifth annual International Leadership Programme: A Global Intergenerational Forum, to be held August 1 – 9, 2009 in Storrs, Connecticut, USA. Applications must be received by February 27, 2009.

The Forum seeks to empower young leaders by involving them in finding solutions to emerging human rights problems, and nurturing individuals to be effective leaders in the field of human rights.

To this end, the Forum will:

• Introduce participants to the United Nations Millennium Development Goals and the Universal Declaration of Human Rights
• Build a network of solidarity among human rights leaders
• Expand the knowledge relevant to human rights practice
• Provide tools and a platform for open debates
• Provide programmes, activities and processes necessary for human rights leadership
• Promote the sharing of experiences and understanding
• Showcase speakers on such topics as: health and human rights, education, the environment, the plight of child soldiers, the use of media, fundraising, conflict resolution and transformation; litigation and advocacy

The UNESCO Chair will provide all conference participants with dormitory housing, meals, ground transportation in Connecticut, resource materials and a certificate of participation.

Young people between the ages of 18-30, with community service experience, and with demonstrated ability to work on solutions to human rights problems, should apply. Relevant issues include, but are not limited to, human trafficking, the plight of children, refugees, hunger, HIV/AIDs, gender discrimination, racism, classism, the environment and peace education.

Conference will be held in English only. Fluency in English is required. Applicants will be selected based on the strength of their application essay, demonstrated commitment to human rights (practical/hands-on experience), potential impact on the individual and their potential contribution to the Forum, regional and gender representation.

Disability Rights Fund Releases 2009 Request for Proposals: 3 New Countries Targeted in First Round

BOSTON, MA – The Disability Rights Fund (DRF)—a groundbreaking grantmaking collaborative supporting the human rights of people with disabilities—today announced its first 2009 grants round, “Raising Our Voice,” targeted at disabled persons’ organizations (DPOs) in three countries: India, Mexico and Ukraine.

The broad objective of the Fund[1]—which was officially launched in March 2008—is to empower DPOs in the developing world and Eastern Europe/former Soviet Union to participate in ratification, implementation and monitoring of the United Nations Convention on the Rights of Persons with Disabilities (CPRD).

In 2008, the Fund made one-year grants to 33 organizations in 7 countries (Ecuador, Nicaragua, Peru; Ghana, Namibia, Uganda; Bangladesh), totaling USD 800,000. Grants ranged from USD 5000 – 50,000 and supported CRPD awareness-raising, strengthening coalitions and networks, and rights advocacy.

In the first round of 2009 grantmaking, applicant organizations may apply within one of two categories: a) single organizations or partnerships and b) national DPO coalitions. Grants to single organizations will range from USD 5,000 to 30,000 and support efforts to build voice and visibility and to develop rights-based advocacy and monitoring on the CRPD. Grants to national DPO coalitions will range from USD 30,000 to 70,000 and will support advocacy toward ratification of the CRPD, passage of specific legislation to accord with the CRPD, or the production of shadow reports.

Interested organizations are urged to review the full eligibility criteria and application details posted at the Fund’s website, http://www.disabilityrightsfund.org/grant.html. Any questions on the proposal process should be directed to info@disabilityrightsfund.org by March 16. The deadline for applications is April 16, 2009.

As a donor representative on the DRF Steering Committee stated, “The launch of DRF’s 2009 grantmaking process marks an exciting expansion of our grantmaking to DPOs in three new countries and an effort to support both more marginalized sectors of the disability community and national coalitions advancing the rights of persons with disabilities.”

DRF’s donors include the American Jewish World Service, an anonymous founding donor, the Open Society Institute, The Sigrid Rausing Trust, and the United Kingdom Department for International Development.

BOSTON, MA – El Fondo por los Derechos de las Personas con Discapacidad (DRF)—una innovadora iniciativa de colaboración que apoya los derechos humanos de estas personas—anunció hoy su primera ronda de financiamiento de 2009, “Alzando nuestra voz”, dirigida a organizaciones de personas con discapacidad (OPD) en tres países: India, México y Ucrania.

El Fondo[2]—iniciado oficialmente en marzo de 2008—tiene el objetivo amplio de empoderar a las OPD del mundo en desarrollo y Europa Oriental/antigua Unión Soviética con el fin de que participen en la ratificación, aplicación y seguimiento de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad (CDPD).

En 2008, el Fondo brindó apoyo financiero durante un año a 33 organizaciones en siete países (Ecuador, Nicaragua, Perú, Ghana, Namibia, Uganda y Bangladés), por un total de USD 800,000. Los subsidios, de USD 5,000 a 50,000, apoyaron la toma de conciencia respecto a la CDPD, el fortalecimiento de coaliciones y redes, así como la promoción y defensa de los derechos de las personas con discapacidad.

Фонд прав інвалідів публікує запит на грантові заявки 2009 року: для першого етапу обрано три нові країни
16 лютого 2009 р.

БОСТОН (США) – Фонд прав інвалідів (ФПI) – новаторський спільний проект з надання грантів на підтримку прав людей з інвалідністю – оголосив сьогодні про початок першого етапу виділення грантів на 2009 рік, «Піднесімо свій голос», на допомогу організаціям інвалідів (ОІ) у трьох країнах: Індії, Мексиці й Україні.

Загальним завданням Фонду[3], офіційно відкритого в березні 2008 року, є надання ОІ у країнах, що розвиваються, та Східній Європі/колишньому Радянському Союзі можливостей для участі в ратифікації, реалізації та моніторингу дотримання Конвенції ООН про права інвалідів (КПІ).

У 2008 р. Фонд надав річні гранти 33 організаціям семи країн (Еквадор, Нікараґуа, Перу; Ґана, Намібія, Уганда; Банґладеш) на загальну суму $800 000. Гранти, розміром від $5000 до $50 000, були використані на підвищення обізнаності громадськості про КПІ, зміцнення коаліцій та інших об’єднань організацій інвалідів, захисту їх прав.

Протягом першого етапу надання грантів 2009 р. організації-кандидати можуть подати заявки в одній з двох категорій: a) окремі організації чи партнерства та б) національні коаліції ОІ. Гранти окремим організаціям, розміром від $5000 до $30 000, будуть спрямовані на посилення ролі й авторитету ОІ у суспільстві та розробку системи захисту прав інвалідів і моніторингу дотримання КПІ. Гранти національним коаліціям, розміром від $30 000 до $70 000, уможливлять роботу з прискорення ратифікації КПІ, прийняття конкретного законодавства згідно з КПІ або складання «тіньових» звітів.

Зацікавлені організації можуть вивчити критерії відповідності й відбору і всі подробиці процедури подання заявок на вебсайті Фонду, http://www.disabilityrightsfund.org/grant.html. Як сказав один з представників організацій-донорів у Керівному комітеті ФПІ: «Початок процесу надання грантів 2009 року позначить поширення нашої діяльності на три нових країни і наших зусиль з підтримки як найбільш ізольованих груп інвалідів, так і національних коаліцій в галузі захисту прав усіх людей з інвалідністю».

БОСТОН (США) – Фонд прав инвалидов (ФПИ) – новаторский совместный проект по предоставлению грантов в поддержку прав людей с инвалидностью – объявил сегодня о начале первого этапа выделения грантов на 2009 год, «Возвысим свой голос», направленного на помощь организациям инвалидов (ОИ) в трех странах: Индии, Мексике и Украине.

Общей задачей Фонда[4], официально открытого в марте 2008 года, является предоставление ОИ в развивающихся странах и Восточной Европе / бывшем Советском Союзе возможностей для участия в ратификации, реализации и мониторинге выполнения Конвенции ООН о правах инвалидов (КПИ).

В 2008 г. Фонд предоставил годичные гранты 33 организациям семи стран (Эквадор, Никарагуа, Перу; Гана, Намибия, Уганда; Бангладеш) на общую сумму $800 000. Гранты, в размере от $5000 до $50 000, были использованы для повышения осведомленности общественности о КПИ, укрепления коалиций и объединений организаций инвалидов, защиты их прав.
В ходе первого этапа предоставления грантов в 2009 г. организации-соискатели могут подать заявки в одной из двух категорий: a) отдельные организации или партнерства и б) национальные коалиции ОИ. Гранты отдельным организациям, в размере от $5000 до $30 000, будут нацелены на усиление роли и авторитета ОИ в обществе, выработку системы защиты прав инвалидов и мониторинга выполнения КПИ. Гранты национальным коалициям, в размере $30 000–$70 000, будут использованы на работу по ускорению ратификации КПИ, принятию конкретного законодательства в соответствии с КПИ или созданию «теневых» отчетов.

Job Summary
The United States International Council on Disabilities (USICD) is looking for a part-time Education and Outreach Program Manager in Washington DC. USICD’s mission is to catalyze and help focus the energy, expertise and resources of the US disability community and the US government to optimize their impact on improving the lives of and circumstances of people with disabilities worldwide and to be an active member of the global disability rights movement. This position offers a unique opportunity to join a groundbreaking organization supporting the rights of people with disabilities in the US and abroad.

As a member of a small team and working with the Executive Director, board members, and other volunteers, the Education and Outreach Program Manager will guide the development and implementation of a national awareness campaign that will include print and electronic outreach materials, constituent volunteer training, and general campaign coordination tasks.

Responsibilities include: communication about the rights and experiences of people with disabilities, training program organization, volunteer coordination, program evaluation, and deadline adherence.

Qualifications Summary
USICD seeks a dynamic, energetic leader with global perspective and experience in developing outreach and education programs. Excellence in writing, delivering presentations, and multiple media formats, including web publishing. Experience in training and managing volunteers, including volunteers with diverse abilities and talents. Ability to work collaboratively and to take direction. Commitment to the advancement of people with disabilities and knowledge of disability cultures in both the United States and internationally.

Bachelor’s degree required, graduate degree in related field a plus. First-hand experience with disability preferred.

QUIÉN PUEDE PRESENTAR SU SOLICITUD:
Mujeres y hombres con y sin discapacidad provenientes de Argentina, Brasil, Costa Rica, El Salvador, Guatemala y México.

MIUSA seleccionará individuos que demuestren capacidad y compromiso en la realización de cambios que expandan las oportunidades de empleo para las personas con discapacidad a nivel local o regional o a nivel nacional. Por ejemplo:

• Líderes de coaliciones de Organizaciones de Personas con Discapacidad (OPDs), a nivel municipal o nacional, u OPDs que incluyan diversas discapacidades que sean influyentes.

• Líderes del gobierno, incluyendo alcaldes o ministros u otros funcionarios clave en agencias de Servicios Sociales, Ministerios de Educación o Transporte, u otros.

• Educadores influyentes, tales como directores de escuelas, programas vocacionales, o universidades.

• Empresarios líderes que empleen o faciliten capacitación a personas con discapacidad, o que estén interesados en expandir su inclusión de personas con discapacidad como parte de su fuerza laboral.

• Profesionales y líderes de organizaciones comunitarias que promuevan la microempresa y el empleo, incluyendo adiestradores empresariales, formadores vocacionales, micro-prestamistas.

LENGUAJE:
Los lenguajes oficiales de I-LEAD Profesional son el español, el inglés y el lenguaje de señas estadounidense.

• Estrategias de liderazgo para empleo, incluyendo formulación de proyectos, uso de medios de comunicación, generación de coaliciones.
• Experiencias multiculturales y de formación de grupos de trabajo.
• Metas y planes de acción para el empleo de las mujeres y los hombres con discapacidad.
ALOJAMIENTO Y TRANSPORTE:
• Se proveerá alojamiento simple pero cómodo con habitaciones y baños compartidos.
• Se ofrecerán el desayuno, el almuerzo y una cena ligera al día. Todas las comidas adicionales, aperitivos, o gastos varios (incluyendo lavandería) serán responsabilidad de cada delegado.

Institutional Capacity Builder with Speciality in Visual Impairment
Instituto Boliviano de la Ceguera, Chuquisaca (IBC Ch), Sucre, Bolivia

Instituto Boliviano de la Ceguera, Chuquisaca (IBC Ch), is one of four organisations supported by Irish Aid through a project promoting the social inclusion of disabled people into local and national development processes in Bolivia. Your role at IBC Ch will be to provide guidance in aspects of institutional strengthening, including developing more effective tools for planning, implementing and evaluating activities; awareness raising; training workshops on specific themes (eg Braille, computers, leadership, basic accounting); developing a virtual library; strengthening coordination and networking with other institutions; and liaising with the other three partners of the Irish Aid project. You should be educated to postgraduate level with qualifications related to disability and devleopment, with a minimum of three years’ work experience incorporating work with blind/visually impaired individuals, project management (design, implementation, M & E), facilitation and training, and, ideally, conflict resolution. You should have solid spoken/written Spanish skills and a willingness to learn Quechua, together with proven adaptability/flexibility, and a demonstrable understanding of/commitment to the situation of disabled people in Bolivia. Asia Pacific Leadership Program (APLP)

We Can Do readers will note that this program is not specifically targeted to people with disabilities. I encourage people who would need disability-related accommodations, such as interpreters, Braille, etc., to contact the APLP coordinators directly to inquire. The application deadline is December 1, 2008, and the fellowships will begin in August 2009.

The East-West Center is pleased to announce new fellowships for the Asia Pacific Leadership Program for 2009-10. Entering its eight year, the Asia Pacific Leadership Program (APLP) is the center of excellence for leadership education in the Asia Pacific region. The APLP is a graduate certificate program combining the development of regional expertise with the enhancement of individual leadership capacity. Based at the East-West Center in Honolulu , Hawaii , the program has created a network of dynamic leaders in 48 countries who are helping to build a peaceful, prosperous and just Asia Pacific community. All participants receive an APLP Entrance Fellowship valued at approximately $15,000.

Participants
The Asia Pacific Leadership Program seeks outstanding individuals with proven leadership experience or high leadership potential from across the Asia Pacific region, North America and beyond. All participants have at least a Bachelors degree with the majority having graduate degrees as well. At least 20 countries are represented in each cohort. APLP Fellows come together from all walks of life, including areas as diverse as government, business, NGOs, health sciences, media, monastic orders, and education.

APLP participants will gain broad regional perspectives, become knowledgeable about the critical challenges facing the Asia Pacific region, and be trained to exercise leadership and promote cooperation. The APLP empowers leaders with the knowledge, skills, experiences, and supportive community needed to successfully navigate personal and regional change in the 21st century.

RESOURCE: Global Partnership for Disability and Development Launches New Website

Regular readers who look closely may have noticed that one source I often credit for the information I share is the email distribution list for the Global Partnership for Disability and Development (GPDD).

If you didn’t know, the GPDD works to promote the inclusion of people with disabilities and their families in development policies and practices. They do this by facilitating collaboration among development agencies and organizations to reduce poverty among children, women, and men with disabilities living in poor countries.

One of its sponsors is the World Bank, which is why the GPDD used to have its electronic home at http://www.worldbank.org/disability/gpdd. But the GPDD now has a new website all to itself.

You can find updated information on GPDD’s work, background, and membership, as well as relevant news and events at:
http://www.GPDD-online.org.

And what about their mailing list? I’ll let GPDD describe its purpose: “The Global Partnership for Disability and Development (GPDD) mailing list facilitates interaction between stakeholders to advance the social, economic, and civic empowerment of people with disabilities, and the mainstreaming of disability issues in development.” If you have made a habit of examining my source credits at the bottom of each post, then you will have noticed that GPDD is a common avenue for distributing conference and job post announcements related to disability and international development, as well as announcements about new resources and publications.

But the people who participate on the list do sometimes exchange information that doesn’t necessarily make it to this blog site. (The same goes for any of the other sources I cite.) People also use the GPDD list for networking among people who share similar goals in reducing poverty among people with disabilities and sometimes turn to each other for advice and guidance on finding the information they need. If you think you’d like to subscribe to the GPDD mailing list directly, you can do that for free. You don’t have to become an official member of GPDD to join. Report on Seminar on Challenges and Hopes of Deaf and Hard of Hearing People

In late August, a seminar was held in Pakistan entitled “Challenges and Hopes: Deaf and Hard of Hearing People in the 21st century,” sponsored by Danishkadah, an organization for the empowerment of leaders with disabilities.

Lectures were delivered on topics such as cochlear implants; sign language; removing barriers from the environment; assistive technology in education; information technology in developing countries; and others.

Disabled people in the towns and villages of Mali are amongst the poorest of the poor, the majority surviving by begging, or complete dependency on their family. Despite a theoretical commitment to advancing the rights of disabled people, so far there are few initiatives or activities promoted by the Malian government, and very limited opportunity for disabled people themselves to participate in lobbying and advocacy. Based at Trickle Up’s Mali’s office in Sevare, you will work with disabled peoples’ associations to build their capacities in communication so that they may have a stronger voice in family and community life, as well as supporting communications within Trickle Up and with its other partner organisations in the Mopti region. You will develop strategy, provide training, accompany the disabled peoples’ associations in their activities, and support their lobbying and campaigning. Your should have qualifications and experience related to communications, including events and media experience (radio/TV). ideally in an African context, a highly flexible, adaptable and culturally sensitive approach, a demonstrable commitment to working with disabled people, and good French. 11th Duskin Leadership Training in Japan

The Duskin Leadership Training in Japan program is intended for persons with disabilities in Asian and Pacific regions who have potential to be community leaders. To help achieve their goals, this program provides an opportunity for them to learn about welfare measures, policies and services for persons with disabilities in Japan and thus improve their knowledge and skills. It is sponsored by the Duskin AINOWA Foundation as one of the projects commemorating the Asian and Pacific Decade of Disabled Persons (1993-2002)

A maximum of 10 (in principle, one trainee from one country/region) will be selected. Training period duration will be 10 months.

Here are applicant Qualifications:

(1) The applicant should be a person with disability who wishes to contribute to the community as a future leader.

(2) In principle, the applicant should be between 18 and 25 years of age.

(3) Specific educational background or work experiences are not required.

(4) The applicant should undergo ten-month continuous training in Japan and should be able to adapt himself/herself to the Japanese way of life.

(5) The applicant should have sufficient communication skills to participate in the Japanese language course given in Japanese or Japanese sign language or English or American sign language.

(6) The applicant should be able to carry on the activities of daily life without assistance.

(7) The applicant should have his/her own training plan.

(8) The applicant should have a surety, who is a parent, brother or sister who is of age, or someone who is equivalent to the kin.

(9) The applicant should be ready to accept all risks in case of unforeseen incidents including accidents.

The following press release about a helpful resource for people who fight poverty among people with disabilities in developing countries is being circulated by Handicap International, Christian Blind Mission, and GTZ.

In 1999, the World Bank and the International Monetary Fund (IMF) introduced the concept of Poverty Reduction Strategy Papers (PRSP). One of its basic ideas is that highly indebted poor countries develop comprehensive strategies how to reduce poverty within the country. Civil society should participate in the formulation, implementation, monitoring, and evaluation of the poverty reduction strategy (PRS).

Poverty is a cause and a consequence of disability. Although this is evident, people with disabilities had to realise that PRSPs and the proposed measures did not regard their needs and interests so far. In addition, people with disabilities and their organisations rarely have the possibility to participate in the formulation and implementation of PRSPs.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), Handicap International, the Christoffel-Blindenmission (CBM) and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH (German Technical Cooperation) implement pilot projects in Cambodia, Tanzania and Vietnam to address the shortcomings of the PRS processes. These projects are based on the handbook “Making PRSP Inclusive”, published by Handicap International and CBM in 2006, initiated by the World Bank and financed by a German Trust Fund (with financial support of the German government). New experiences made in the projects in 2007 contributed to the revision and update of the handbook.

The key experiences from the projects show that capacity development and networking of local organisations of and for persons with disabilities are crucial for the inclusion of disability in PRS processes. For this reason “Making PRSP Inclusive” introduces subjects around disability and PRSP and at the same time includes basic techniques like project management and lobbying. The handbook also offers a toolbox with participatory methods for the implementation of workshops and projects. In addition it presents case studies from Honduras, Bangladesh, Sierra Leone, Tanzania, Vietnam and Cambodia.

The updated version is available as online-handbook at www.making-prsp-inclusive.org. The medium internet offers the opportunity for continuous updating. The website has an accessible design for persons with visual impairments. The handbook is currently available in English; the French translation will be published in a few months.

Christoffel-Blindenmission (CBM) is an independent, interdenominational Christian relief organization committed to help people with disabilities to live as independently as possible – in more than 1,000 projects in developing countries. Medical help, rehabilitation and integration into society are the main goals, for instance through the support of eye hospitals or hospitals with eye departments, schools for blind persons and special programmes for hearing impaired and physically disabled people.

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH supports the German Government in achieving its development-policy objectives. It provides viable, forward-looking solutions for political, economic, ecological and social development in a globalised world. Often working under difficult conditions, GTZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis.

The three organisations are members of the World Bank imitative “Global Partnership for Disability and Development” (GPDD).

TRAINING: International Diploma in Mental Health Law, Human Rights

The World Health Organization (WHO) recently announced the first ever one-year International Diploma in Mental Health Law and Human Rights. The new academic program will launch in October 2008 in Pune, India, and is the result of a collaborative effort between the Indian Law Society Law College and WHO Mental Health Improvements for Nations Development (MIND). Based on WHO materials and tools, the program is meant to enhance student understanding of international human rights standards and mechanisms to protect the rights of people with mental disabilities and provide them with the skills to apply this knowledge in their own national contexts.

This program is particularly relevant in light of the new international disability rights treaty–the Convention on the Rights of Persons with Disabilities (CRPD)–that will be entering into force on May 3, 2008.

To be eligible for the new International Diploma in Mental Health Law and Human Rights, students should have a degree from any recognized university in any of the following subjects: law, medicine, psychiatry, nursing, psychology, social work, other social sciences, or other natural sciences.

Alternately, people who use mental health services, and caretakers, are also encouraged to pursue the diploma program so they can become effective advocates for change. These candidates can be eligible with graduate qualification in any discipline from a recognized university.

The application deadline is June 15, 2008 in order to be considered for entering with the first class of students in October 2008.

UPDATE, July 2, 2008: it has been confirmed that another course will be offered in the year 2009. People who have missed the deadline to apply for the 2008 course should monitor the website for the International Diploma in Mental Health Law and Human Rights directly for updates, deadlines, and other details relating to subsequent courses.

Students may apply on line. Tuition for international students will be $7000 in US dollars. Prospective students should follow the link to the website for the diploma program for information on the availability of scholarship options. As of July 2008, their website indicates that limited scholarships are available primarily for people in India.

TRAINING: International Deaf Youth Leadership Camp

Asia-Pacific Deaf Youth Leadership Camp will be held in Jakarta, Indonesia from 22nd – 27th June 2008 and run by the Indonesian Association for the welfare of the Deaf Youth.

[Edited March 6 ’08: This announcement originally indicated that this was called the World Federation of the Deaf Youth Leadership Camp. However, it has been brought to my attention that this is not officially designated as a WFD camp, though WFD is aware of it. Rather, it seems to be primarily for the Asian-Pacific region. Interested individuals should contact Donny to inquire for further detail and clarification. Further corrections or clarifications will be made to this post if and when I receive them. Apologies for any inconvenience.]

The theme of the camp is “WE ARE ONE”.

The youth camp is aimed at identifying ways to advocate for Deaf people’s human rights and will involve training in leadership and organizational activities; stimulate networking so that Deaf people interchange rewarding experiences, access to communication and information. The camp will also provide an opportunity to Deaf youths around the world to participate in a gathering at international level and to gain experiences and exposure. Because the host country is still developing, it is very hard to offer financial support.

Registration ends on 15th April 2008.

Delegates from the Asia Pacific region pay a registration fee of 250 US Dollars while those from other countries pay a total of 300 US dolars. The registration fee includes meals and accomodation. The delegates are expected to meet their flight costs (air tickets) to and from Indonesia. The age limit is 17 – 35 years. Email Donny for further information.

TRAINING: Youth Leadership, Summer Trip from US to Costa Rica

Young leaders with disabilities who are US citizens are being recruited for a 16-day leadership exchange program to Costa Rica this summer. The focus of the program, from June 27 to July 12, 2008, will be on youth leadership and cross-cultural perspectives on disability rights. Participants aged 18 to 24 will develop leadership skills, build self-confidence, make friends, learn Spanish, and experience Costa Rican culture by living with a local host family.

This opportunity is offered by Mobility International USA (MIUSA). The application deadline is March 28, 2008.

MIUSA strives to organize programs that include people with and without disabilities and people from diverse cultural backgrounds. First time travelers with disabilities who are from a cultural minority and of low socioeconomic status are included every year. MIUSA exchange programs are inclusive of people who are Deaf and hard of hearing, or have cognitive,visual, physical, psychiatric, systemic, non-apparent, or other types of disabilities.

  • ASL staff interpreters will be provided by MIUSA for the duration of the program.
  • Materials in alternative formats will be provided for all scheduled program activities.
  • Funding for Personal Assistants may be available for participants who need personal assistance during the program.

ANAD GOALS
The goals of the Albanian National Association of the Deaf (ANAD) are as follows:

  1. To achieve equal opportunities and full participation in Society for people who are Deaf in accordance with the principles and objectives of the United Nations Charter, the Universal Declaration of Human Rights and other general acts and recommendations of the United Nations Organisation and its specialised agencies.
  2. To become and remain an ordinary member of the World Federation of the Deaf (WFD) and to operate in accordance with its principles and objectives.
  3. To ensure that Albanian Government observes all international and national declarations, recommendations on human rights and rights of Deaf people and people with other disabilities.
  4. To promote the creation and development of Provincial Clubs of Deaf people and organisations providing services to Deaf people where such organisations do not already exist in the Republic of Albania.
  5. To promote the unification of Provincial Clubs for Deaf people in the Republic of Albania.
  6. To organise and stimulate the exchange of information and experiences among organisations of and for Deaf people and among professionals specialising in the study of deafness in the Republic of Albania.
  7. To provide advice, assistance and support either directly or indirectly to organisations of and for Deaf people, upon their request whenever appropriate, in the Republic of Albania.
  8. To distribute relevant information about deafness and the current needs of Deaf people through a variety of media and to the government of the Republic of Albania.
  9. To promote the conduct of research and studies in all fields of deafness, including the Albanian Deaf Community, its language and culture
  10. .

  11. To promote the establishment, development and maintenance of education programmes and support services which recognise the specific requirements of Deaf children and adults.
  12. To ensure adequate funding of services for Deaf people by governments and/or other relevant institutions and agencies.
  13. To promote the recognition and acceptance of methods of communication preferred by Deaf people in the Republic of Albania.
  14. To encourage the development and availability of appropriate technology for Deaf people in the Republic of Albania.
  15. To provide a forum where Deaf people can come together as equals to learn about and discuss relevant issues and express their ideas and aspirations in the Republic of Albania.
  16. To foster pride in the Deaf Community, its language and culture.

DESCRIPTION OF THE VOLUNTEERS DEVELOPMENT PROGRAMME

Brief Summary

The Albanian National Association of the Deaf has initiated seven years ago the Organisational Development Project and afterward the association has implemented other projects such as Albanian Sign Language Research; Advocacy Project, Deaf women development; Interpreters Training Project and Albanian Sign Language News Training program. During all this time and through the above mentioned projects the organisation has developed local Deaf staff and members’ skills in organisational management, advocacy, and sign language research by conducting continuous training to them.

The entire mentioned program has been funded by the Ministry for Foreign Affairs of Finland and has been implemented in close partnership with the Finnish Association of the Deaf.

In this moment the Albanian National Association of the Deaf needs to transfer the knowledge’s and skills of its staff to other Deaf community members for being able to secure and build up local capacities for a long term management of the association.

For this reason supported by the Ministry for Foreign Affairs of Finland ANAD would like to conduct four week training with ANAD Manager and Sign Language and Advocacy Assistants on how to create a group of volunteers and how to work with them on transferring the knowledge of ANAD staff and raising the capacities and skills of the volunteers.

ANAD is seeking for a Deaf adviser from Europe that has a good knowledge and experience in the environment of organisational management and volunteers training and work. The aim of the training is to work with ANAD staff on designing a training program, selecting volunteers for the programme, and supervise the online training sessions.

Duration of Assignment:

A total time of four weeks in March –April 2008

Monday, 31st March 2008 – Friday, 25th April 2008 (negotiable)

The Terms of reference

The ANAD Deaf Adviser for Volunteers Development program will be responsible:

a) To create together with ANAD the selection criteria for the volunteers and guide the actual selection process

b) To create together with ANAD the training programme i.e. guidelines of how to train the volunteers including the training contents i.e what skills, topics need be transferred

c) To guide and supervise each staff member’s training sessions with volunteers in the start in order to ensure that the transfer of capacities do take place

Qualifications:

Essential requirements:
Proven experience and skills in Deaf organisational development training, community training, volunteer training;
Proven good skills in intercultural relations;
Group dynamics;

Desirable requirements:

Experience of working abroad in foreign settings/environments

Assignment Contract

ANAD will prepare a contract for the adviser including compensation of:

Travel Expenses:
ANAD will pay for an economy class travel between the adviser’s home city and the city of Tirana by using the most economic carrier; visa and passport charges; and airport tax will be covered by the project.

Accommodation:
ANAD will provide with accommodation during the assignment period. The adviser will share an apartment with electricity, heating and warm water

Financial Benefits:
The Adviser is responsible for the payments of taxes and social security including Adviser’s pension and travel insurance for the trip.

Assignment Fee:
The applicants are asked to send ANAD their propositions for fee calculated for the entire period of three weeks. The fee request need be announced as a total payment as the candidates are responsible for the payments of any taxes, social security or pension payments of their home country. Please, do note that ANAD is an organization with very limited funding and relies on voluntary assistance. As a result ANAD is incapable of offering payments on the level of the European consultancy fees.

CASE STUDY: Strengthening Disabled Women Organizations in Nicaragua

A publication entitled “Learning from experience: strengthening organisations of women with disabilities” (PDF format, 1.3 Mb) shares lessons learned about organizing, personal empowerment, awareness raising, and incorporating a gender perspective. The publication focuses on work done by a Nicaraguan non-governmental organization (NGO), Solidez, that works to strengthen the capacity of local disabled women’s organizations and integrate women with disabilities into society. Solidez aims to help independent organizations improve their ability to manage their own decisions and self development.

In particular, this profile about Solidez is meant to analyze the lessons they have learned in organizational work and projects, empowerment and personal growth, awareness raising, and advocacy. It describes some of the barriers that Solidez has encountered in its work, for example in overcoming negative, religion-based attitudes toward gender or disabilities. Solidez also explains some of the strategies they used and their results: for example, they attribute part of their success to the use of home visits and meetings in women’s homes. The publication offers frank discussion of some of the challenges Solidez has confronted, such as finding ways to support groups in resolving sometimes very emotional inter-personal conflicts. It concludes with recommendations for how Solidez could further improve upon its efforts.

The publication is available from One World Action, an NGO based in the United Kingdom that works to create opportunities for the world’s poorest people.
