SCHOLARSHIPS: International Students at the University of Leeds

The University of Leeds is offering at least twelve Fully-Funded International Research Scholarships (FIRS), which are available for high quality international students who will be commencing PhD research study from Session 2009/10. The Scholarships will provide full international fees together with a maintenance grant of £13,290 for Session 2009/10. Closing date for applications: 31 January 2009.

As ORSAS awards are no longer being offered from Session 2009/10, the University of Leeds is providing a number of Fully-funded University International Research Scholarships, which are available for high quality international students who will be commencing PhD research study from October 2009 for study in any Faculty at the University of Leeds.

Awards provide full international fees together with a maintenance grant of £13,290 and will be made for one year in the first instance, renewable for a further two years, subject to satisfactory academic progress.

Details about the eligibility criteria and regulations relating to these Scholarships are available from the Application Form. Completed application forms should be returned to the Postgraduate Scholarships Office

HI began its operations in 1992 as an emergency support programme in Garissa (North Eastern Province). Currently, HI is operating a medical referral project for refugees in this region in partnership with the UNHCR. HIV and AIDS activities are also being provided for the local community.

In 1994, HI launched another emergency support programme for internal displaced persons (IDPs) following inter-ethnic clashes, in Trans Nzoia District (Kitale town). Today, we are running in Kitale the most comprehensive HI Programme on HIV and AIDS in Kenya.

In 2002, in Nairobi we began disability activities with local partners (community-based organisations) focusing on support to networking, inclusive education and access to resources.

In April 2005, we have started a Mine Risk Education (MRE) project for the refugees living in the Kakuma Refugee Camp (near the Sudan border).

*_Rehabilitation project in Dadaab refugee camp:_*

Dadaab Refugee Camps, located in Garissa district, are the main settlement for Somali refugees, with a total population of 170,000 refugees, with a recent new influx^^[1] ^ due to the latest political events and severe drought in the southern parts of Somalia. To date some basic services have been developed to meet the refugees with disability needs. UNHCR, CARE International and other implementing partners working in Dadaab refugee camps raised a concern about the critical situation of the refugees with disability and scarce services provided to them. Therefore, UNHCR solicited Handicap International to support and contribute to develop initiatives towards disabled refugees in Dadaab camps.

An assessment carried out by HI from in February 2007 defined HI intervention with focus in two main areas:

(i) */To develop access to adequate rehabilitation services for persons with disability/*, with particular attention to be paid to technical aids and prosthetic production and rehabilitation and counselling services for children with intellectual disability and/or cerebral palsy; and

(ii) */To facilitate access to humanitarian aid and community development for persons with disability/*, through information sharing, counselling and sensitization of staff and agencies in charge of food distribution, sheltering, health, watsan and construction works, education, community development services and livelihood, etc.

The Community Based Rehabilitation (CBR) Project Team will consist of 1 x Project Manager, 1 x CBR Coordinator , 1 x Mainstreaming Officer, 3 x CBR Officers (with technical expertise in differing but complimentary areas), 6 x rehabilitation workers, 6 x technical aids workers (leather work/shoe making and carpentry), and 30 x CBR workers.

*THE POSITION*

Under the responsibility of CBR Coordinator, the CBR Officer (Prosthesis & Orthotic) will offer technical support to the CBR team in ensuring quality production and fitting of prosthetics, esthetics, & other orthopedic devices to persons with disability among refugees and host communities. She/he will also build capacity of the local technicians and rehabilitation staff and take lead in the referrals and follow ups of patients.

*S\he will be responsible for :-*

*1) Supervision and management of mobility aids workshops*

· Supervise operations in all mobility aids workshops present in all the three camps including Dadaab workshop.

· Closely monitor and arrange procurement of equipment and materials as required for workshop – production.

· Provide advice on installation of equipment in the workshops including workshop planning and utilization of workshop consumables

· Ensure P&O workshops’ set up are all up to standards and accepted specifications

· Ensure mobility aids workshops are barrier-free for the easy access to persons with disabilities.

· Ensure all safety measures are observed within the workshops to reduce hazards in the operation of various machinery and equipment.

· Develop proper workshop management systems to ensure effective and efficient P&O workshop management.

· Carry out regular monitoring of workshop activities, technicians’ performance and manufacture of devices.

*2) Capacity Building*

· Identify and provide on-the-job training to local technicians in Prosthetics and Orthotics.

· Develop training curriculum for on-the-job training of local technicians.

· Conduct regular evaluation of the on-job training.

· Provide basic orientation to community CBR workers on the maintenance and repair of devices in the field.

· Train P&O Assistants in Workshop Management and information systems.

*3) Supervision of P&O Assistants*

· Develop job descriptions for the P&O Assistants/Technicians.

· Together with the team, develop weekly work plan for the P&O Assistants/Technicians.

· Carry out induction and appraisal for the P&O Assistants/Technicians.

· Monitor P&O Assistants/Technicians performance and production.

*4) Referrals and Physical rehabilitation*

· Ensure persons with disabilities receive good quality and appropriate prosthetic and orthotic devices and services from the workshops as well as in the field and from Garissa/Kangemi.

· Develop a good and effective patient’s follow up mechanism for patients who are fitted with P&O devices from Garissa general hospital and Kangemi.

· Maintain individual file for each person with disability receiving P&O devices and carry out regular follow up as per the requirement of the particular person.

· Maintain all records pertaining to service delivery.

· Ensure required gait training is provided to the clients after prosthetic and orthotic fitments.

· Ensure that the clients receive rehabilitation therapy as required, e.g. release of contracture and healing of stump edema before fitting devices.

*5) Coordination and networking *

· Maintain necessary coordination with Rehabilitation Therapists.

· Work closely with the Physiotherapist and Occupational therapist for patient treatment, follow-up and evaluation.

· Liaise with Technical Advisors for various technical matters and training programs as necessary.

· Represent the organization at forums, workshops and conferences in the areas of Prosthetics and Orthotics as may be required.

*6) Reporting*

· Produce updated reports at regular intervals as required by the project in terms of donor and organizational requirements.

· Advice Management on various costs related to P&O materials, equipment, maintenance, training and service delivery.

· Capitalize on new areas of learning in P&O or any specific case histories for internal learning and for external dissemination when required.

*Qualifications and experience required:-*

· Diploma in Orthopaedics with 2 years of experience

· Knowledge of CBR implementation and management

· Ability to work in and lead a team

· Good report writing, presentation, communication and interpersonal skills

· Demonstrated ability to transfer knowledge through informal and formal trainings

· Computer literate with Knowledge of Word, Excel and Internet

· Experience with an International NGO is an added advantage

Living conditions in Dadaab camp may be challenging (remote area, climate very hot), although facilities are offering minimum of comfort.

R&R leave of 7 days will be provided every 8 weeks of continuous accommodation within Dadaab.

PAPER: Deaf People in African Histories c. 960s – 1960s

Individuals interested in investigating the history of Deaf, deaf, or hard of hearing people in any African nation may wish to read the paper entitled, “Deaf People Living and Communicating in African Histories, c. 960s – 1960s” by M. Miles (2005).

The abstract for this paper is as follows:

“Glimpses of the lives and communication of deaf and hearing impaired people are seen in one thousand years of history across Africa. Textual evidence of 100 historical deaf adults and children, of hundreds more in groups, and of gestural communication and formal Sign Language, appears from 42 African nations, sourced in travellers’ accounts, legal and genealogical records, government reports, institutional and missionary archives, academic theses, linguistic studies, folklore, ethnography, novels, religious narrative, mime and dance. The data may assist in construction of valued identities and evidence-based cultural histories. Uses and interpretations remain for deaf people to discuss and choose according to their own varied interests and objectives.”

The article has 190 references, and notes some Africa-wide activities of deaf people, including in relation to deaf studies and sign language studies.

The author, M. Miles, has suggested that organizations of deaf people in each African nation should build their own archives and records of deaf people in order to help create an understanding of what it means to be deaf in Africa in the late 20th and early 21st century.

SCHOLARSHIP: For Students Using Wheelchairs in US Colleges

AmeriGlide is holding a competition for a $500 scholarship for students who ride a manual or electric wheelchair. The deadline for entering this competition is January 2, 2009. Students must be enrolled in two-year or four-year accredited undergraduate university programs in the United States. Students may be from countries outside the US, but must hold a valid student visa. Applicants should also have a Grade Point Average (GPA) of 3.0 or better.

In order to compete for the scholarship, interested students must submit an essay with a minimum of 500 words that answers the following question: “The American with Disabilities Act was established in July of 1990. Does this law do enough to help prevent discrimination and improve the lives of those who are mobility challenged? How has the American with Disabilities Act affected you?”

Foreign students in the United States will note that the Americans with Disability Act does protect their rights while they are in the United States and interacting with US-based institutions. The ADA requires US universities to provide reasonable accommodations to all students with disabilities, regardless of their country of origin. For example, if a class is initially scheduled in a classroom that is not accessible to a wheelchair rider, then the university must arrange to move the class to a more accessible location as needed.

NEWS: Emergency Response for Bangladesh Disability Community Following Cyclone Sidr

SSDP’s Program Achievement Nov’07 – Oct’08
The Southern Socio-economic Development Program (SSDP) is a non profitable NGOs working for underprivileged rural community especially for people with disabilities (PWDs) in southern coastal area of Bangladesh. We are very proud of to extend our service to Cyclone SIDR affected people by the support of various donor.

A snapshot of our achievement of Emergency Response activities against SIDR 2007.

1 st phase:
1. Distributed survival package among 3750 household those who are with SIDR affected vulnerable people including PWDs in the area of Barguna District
2. Distributed 400 tents among the household those who were living under the open sky.
3. Distributed Food and hygiene kinds among 500 women.
4. Distributed milk (DANO) among 200 babies & Mother

Phase -2
1. Supported 2000 household through providing 20 kg rice by food for work
2. Supported 2000 household through providing 10kg paddy seeds.& 25gm vegetables seeds
3. Supported 4000 household through providing seeds for agricultural production.
4. Distributed 55000 plants among 5500 household
5. Providing boat, net and others materials to 300 nos fisherman for restoring live and livelihood
6. Installation of 45 nos Deep Tube well for 910 household.
7. Installation of 2184 nos sanitary latrine for the 2184 household.
8. Reconstruction of 75 nos DHTW platforms
9. Construction of 24 nos School sanitary latrine.
10. Distributed hygienic kits among 6000 household

Also:
• Disbursed a total amount of Tk.14,50,000/= among 250 PWDs HH for goat purchase
• Disbursed a total of Tk.11,50,000/= among 1000 PWDs HH in cash
• Distributed survival package among 1000 PWDs HH 3 rd phase:
• Provided 10 accessible house to PWDs and income generation support.
• Installation of 280 tin shed pacca sanitary latrine to 280 HHs
• Education support for 176 CWDs (children with disabilities)
• Facilitating IGA (Income Generating Activities) supports to 230 PWD HHs

Core programmatic achievement of SSDP
With a view to sustainable development of underprivileged community especially people with disabilities (PWDs) SSDP is working since 1990 and supported the PWDs through inclusive education, IGAs for self-employment, assistive devise, medical support, PTR Self-help group (SHGs) formation, skill training, social mobilization advocacy and lobbing etc. With a view of capacity building also provide/ facilitate awareness raising program, different training like leadership, decision making, involvement in various social activities and curricular activities.

Some case of remarkable successful as well as achievement of SSDP can be present in following manner.
Case -1. Sarmin, a physically WWD girl passed her 16 years of life within a room with attached bath room. She never comes outside her room. SSDP discover her and provide an assistive device. It was a joyful day in her life when she sees the open sky and the socio-culture environment first during her 16 years life. She moved whole the Barguna District town by her wheel chair. She looked every thing with her surprising eyes every moment. Every body also enjoys this scenario.

Case -2. Jamal, a physically disabled person beneficiary is running a grocery shop taken support from SSDP through its IGA support program. He started the business with the capital of Tk.4000.00 and at present he is running with the capital of Tk20000.00. Now he is happy with his family with a monthly income of Tk.4000.00 – 5000.00 per month..

Present scope of work at the SSDP working area rehabilitation and sustainable development.
a. Accessible housing support for changing life’s of the PWDs families with sanitation facilities.
b. Livelihood support for Income generating.
c. School based forestation
d. Inclusive Educational for CWDs.

RESOURCE: MindFreedom Kenya Promotes Mental Health Rights

MindFreedom Kenya is an affiliate of MindFreedom International, formed in response to identified gaps in mental health rights, lack of adequate information about substance abuse and impact to society and those directly affected. Since its inception, MindFreedom Kenya has endeavored to develop efforts to transform and diversify the marginalized and the most vulnerable-persons with psychosocial disabilities.

It helps users and survivors to be involved in care planning and making informed decisions about their care and upholding of human rights, advocating inhumane treatment and creating awareness about substance abuse and psychosocial disabilities.

For users and survivors of psychiatry, one of the most important things about the UN Convention on the Rights of Persons with Disabilities (CRPD) is that it says we have an equal right to legal capacity, which is the right to make our own decisions; and the right to free and informed consent in health care; and that we should not be deprived of liberty based on disability – which means that governments are violating this treaty if they lock us up in psychiatric institutions and do forced treatment. They also have positive obligations, to provide support and services needed to live in the community, and to provide access to support in exercising legal capacity if the person wants this support. Support in exercising legal capacity is the opposite of guardianship, because it means the person is in control of her/his own decisions and chooses the kind of help that she/he wants.

MindFreedom Kenya aim is to influence policy and planning, and to encourage improvements in the management and delivery of mental health services.

Ø Policy makers acknowledging the need and strongly pursuing mental health policies that positively impact their constituents and calling for revision of existing mental policies to match today’s complex and changing mental health care.
Ø Leaders in health profession, professional associations, mental health boards and health care companies to take a leading role in initiatives that increase access, quality and equity. On the same note, they must be able to establish a mental health advisory council independent from government that works collaboratively with policy makers. This mental health advisory council will create a mental health reform blueprints with support and input from both public and private health care sectors. The mental health advisory council along and/with sponsoring policy makers will ensure that such mental health policies are passed, implemented and delivered.
Ø Human Right organizations must recognize equity, access and quality of mental health care is a basic human right and they must take initiatives that will harness just distribution, fair and favorable policies and practically implementable mental health rights processes.
Ø Humanitarian Organizations involved in health care, WHO (World Health Org.) and UN (United Nations) to continue supporting mental health locally made policies and initiatives that are practical to the social realities of the people who need equal representation against abuses within the mental health system.

Topic: Women with Disabilities: Identification and Participation in the Women’s and Disability Movement
Since the early 1990s, women with disabilities have increasingly been calling for the recognition and inclusion of the gender dimension to disability, both in disability politics and in the women’s movement.

The women’s movement as such has been emphasising on the multiple dimensions that make up the diverse situations of women around the world. While it therefore could have been key to addressing the specific concerns of women with disabilities, it has fallen short of acknowledging disability as an added liability in the past. As such, disability has long been ignored by the mainstream women’s movement both in theory and practice.

At the same time, the disability movement has, in its beginnings, conveyed disability as a homogeneous aspect: In its efforts to bring disability to the public’s attention, individual diversities in impairments and other dimensions to disability such as the gender dimension, were largely neglected which finally led to limited agendas, excluding women with disabilities over long periods.

Where do we stand now and how has the situation for women with disabilities changed?

Since recent years the international legal framework for women with disabilities has changed positively. Global and regional networks of disabled women have been formed and are now actively promoting their agenda in both the women’s as well as the disability movement. Stakeholders of both movements are increasingly engaging in dialogue or are openly recognising and even including the perspective of women with disabilities.

This issue 01-2009 of the Journal of Disability and International Development intends to look at how these changes have been translated into practice and how these developments have impacted on the identification and participation of women with disabilities in both movements.

Suggestions for contributions:

We welcome contributions especially with a regional or country-specific perspective on:

 What are lessons learned/success stories in bringing/including women with disabilities onto the agenda of both movements?
 How does culture influence the promotion and perception of the rights of women with disabilities in these movements?
 What are barriers for women with disabilities in becoming active participants/actors in the disability and/or women’s movement? Which developments have the disability and/or women’s rights movement undergone with regards to women with disabilities?
 What are ways and means for ensuring the integration of the rights of disabled women and participation of disabled women in these movements?
 What is the impact of these developments on identity and self-perception of women with disabilities as individuals as well as in organisations?
 What are the developments with regard to women with disabilities in these movements in the academic field/research and teaching?
 What has been the influence of including a gender dimension in disability and development on the policy and programming work of international development organisations, especially those working in the field of disability in development of women in development?

IntraHealth Seeks Information on Access to Sexual Reproductive Health in Developing Countries

IntraHealth International is seeking both facts and personal stories on access to Sexual Reproductive Health in developing countries.

IntraHealth International, a global health organization, wants to increase awareness about the importance of inclusion of people with disabilities in sexual and reproductive health programs in developing countries. They need:

— Facts on what is being done currently to increase access to health care services,
— Information on local disability organizations in developing countries
— What are the specific barriers and problems that limit access to health care services in general and to SRH in particular
— Any relevant data

NEWS: Bangladesh Women with Disabilities Hold National Dialogue

Press Release on “National Dialogue on the Rights of Women with Disabilities”
A “National Dialogue on the Rights of Women with Disabilities” was held at the Dhaka Press Club VIP Lounge in Dhaka, Bangladesh on 27 November 2008 between 10.00 am to 01.00 pm. The conference was well attended, with over 120 participants, from a wide range of backgrounds— individuals living with disabilities and their families, political leaders, foreign mission/high commission representatives, National/International NGO representatives, providers of disability and social support services. A Number of important government officials and media personnel were also present. The conference opened with a welcoming address from Mr. Abdus Sattar Dulal, the founder and Executive Director of BPKS, the sponsoring agency for the event. Ashrafun Nahar, Coordinator of the Women with Disabilities Network at BPKS presented the key note paper for the program. Also addressing the participants were Mr. Bill Winkley, Executive Director, One Family International and Charles Whitley, First Secretary of the European Commission to Bangladesh, Kamar Munir, Joint Secretary and Alimusshan, Additional Secretary, NGO affairs Buroue. The program was organized by BPKS, with support from the European Union. Mr Rezul Karim, Secretary for Forest and Environment Ministry of Bangladesh spoke as chief guest that we should do our duty properly concerning WWDs right and they should included in mainstream development process strongly. They are the part of our society and nation also.

Information was also provided about the situation for Women with Disabilities, their needs and their rights. The objective of the dialogue was to provide an opportunity for participants to learn about the complex issues facing WWDs at the individual, social and national levels.

The Dialogue resulted in the generation of a number of key recommendations in relation to Women with disabilities and;
• Women’s Development policy
• Women Rights
• Accessible environment
• Education
• Employment and Economic independence
• Political empowerment
• Economical participation
• Justice in relation to violence against women

Established in 1985, BPKS works all over the country. Nationally and internationally, BPKS provides information, guidance and support in forming representative disabled people’s organizations and promoting the self confidence and capacity building of individuals and groups at the grassroots level. It is replicating its own approach, called PSID (Persons with Disability Self Initiative to Development) to build the self-reliance and strength of persons with disabilities. BPKS networks with a variety of other agencies to motivate persons with disabilities so that maximum development impact can be achieved. With the support of its donors, BPKS works improve the quality of life of persons with disabilities throughout the country. Recommendations on the Rights of Girls and Women with Disabilities

For girls and women with disabilities in Bangladesh to live life with dignity, the following recommendations for action are made;
1. Barriers should be removed so that women with disabilities can access the justice system when crimes or incidents of discrimination are committed against them.
2. Perpetrators of crimes against women should be appropriately trialed and punished and where a crime results in disability, the victim should have access to rehabilitation services and due compensation.
3. Women with disabilities should have access to vocational training programs that take into account their skills and abilities as well as their support needs.
4. Girls and women with disabilities should have access to affordable education. They should also be provided with assistive devices to assist in their social integration and their learning. More scholarships should also be available to support girls with disabilities from poor family backgrounds.
5. Girls and women with disabilities should be actively encouraged to participate in cultural, artistic and sporting activities.
6. Vocational skills training should be provided to women with disabilities so that they may participate more competitively in the labor market.
7. Women with disabilities should have access to appropriate employment that matches their skill and education level. Further job opportunities should be created and current employment quotas should be preserved and adhered to.
8. Based on assessment of need, girls and women with disabilities should be provided with assistive devices to assist them in activities of daily living.
9. Women holding positions of leadership in political parties or other organizations should be supported to maintain their roles in the event that they should become disabled.
10. Quota systems prioritizing employment of women with disabilities should be more widely applied to the labor market.
11. All girls and women with disabilities should have access to affordable and appropriate health care services.
12. All new built environments, including cyclone shelters should be accessible to women with disabilities and those that are not should be modified to accommodate them.
13. Women’s participation in agriculture, fisheries, livestock and forestation sectors should be actively encouraged and likewise, those sectors should also be encouraged to involve women.
14. Publicity in the media that portrays women in an undignified or disempowering manner should be stopped. The media should be encouraged to portray women in ways that demonstrate their contribution to society, their abilities, their power and their agency.
15. Women with disabilities should have equal access to skills training in the mass communication sector so that they can participate more widely in television, radio and print media.
16. Women with disabilities should be actively encouraged and supported to participate in the Women’s Development Implementation and Evaluation Committee.
17. Women with disabilities should be actively encouraged and supported to participate in district and Upazila level committees.
18. Women with disabilities should be actively encouraged and supported to participate in grassroots organizations.
19. The needs and rights of women with disabilities should be incorporated into the work plans and schedules of Government Ministries, National planning bodies, as well as International and National NGOs.

TODAYS RECOMMENDATION

20. All women throughout the country should have access to quality pre and post natal maternal care and additional support should be available for families where there is a child with a disability. Maternity leave should also be more widely available and extended to six months.
21. WWDs should have greater access to public transport. This should be guaranteed in law, but also addressed through a public awareness raising campaign for the general public.
22. Awareness raising campaigns are also needed to help address the widespread discrimination faced by WWDs. This should also focus on changing attitudes amongst men.
23. Awareness raising campaigns are also needed to encourage families to support their girls with disabilities to attend school.
24. A national survey is needed on the situation of people with disabilities throughout the country. This is essential to assist in district and National level planning processes.
25. A new act is needed for WWD’s and PWDs.
26. Fruitful counseling needed for PWDs and WWDs.
27. Role of media in raising awareness and educating the community should be strengthened.
28. Independent hospital for acid burned women is needed.
29. Day long consultation meeting for Govt. And NGO institute about PWDS rights and needs.

The Australian Government has for the first time made people with disability a priority for Australia’s international development
program.

Parliamentary Secretary for International Development Assistance, Bob McMullan, will today launch Australia’s first strategy to guide
Australia’s aid program in supporting people with a disability in the developing world.

An estimated 10 per cent of the world’s population, or around 650
million people, live with a disability. Of these, about 80 per cent
live in developing countries.

“Australia is committed to including people with disability in the
fight against global poverty and supporting them to improve the
quality of their lives,” Mr McMullan said.

“People with a disability are among the poorest and most vulnerable in developing countries,” he said.

The new strategy, ‘Development for All’, aims to improve quality of life for people with disabilities, strengthen prevention efforts and promote international leadership on disability and development.

It also seeks to improve understanding of disability and development across the Asia Pacific region.

“With good leadership, attitudes towards people with disability can change, services can be improved and people’s lives can be transformed -– not only the lives of the person with a disability, but their families and those around them,” Mr McMullan said.

People with a disability face many barriers preventing them from
participating in society, and are more likely to be socially excluded. Women and children with disability often face the greatest challenges.

The Australian Government recognises that poverty and disability are linked and is committed to ensuring that the benefits of development reach those who are most excluded.

Australia has recently ratified the UN Convention on the Rights of
Persons with Disabilities, and, in addition to launching the strategy is also preparing a national disability policy to be released in 2009.

Call for Papers and Nominations
The major change in strategy in rehabilitation and empowerment for the persons with disabilities over the past 25 years has been the expansion of services into the community. This has slowly gathered momentum and has developed into a differentiated programme called Community Based Rehabilitation (CBR). To improve the quality of community services and to upgrade professional skills, there is a need of sharing knowledge at the level of professionals, grass root level workers and various NGOs and implementing agencies of CBR. There is also a need to disseminate best practices for public policy modulation, Therefore, an International on CBR has been planned which will be organized jointly by Byrraju Foundation and National Institute for the Orthopaedically Handicapped at Hyderabad on 27th and 28th April, 2009.

Objectives:

  • To create a platform for confluence of best practices and share the knowledge.
  • To provide a forum to discover new issues involved in CBR.
  • To discover new strategies in CBR.
  • To give direction to capacity building in CBR.
  • To come out with recommendations for adaptation in public policy.

The seminar committee invites you to contribute to the 2009 seminar to be held at Byrraju Foundation, Hyderabad. You are invited to submit abstracts outlining oral and/or poster presentations for peer review by the scientific committee.

Themes:
The theme of the seminar will be on comprehensive access, rehabilitation and empowerment of persons with disabilities through CBR approach. Policies and best practices are vital for promotion of CBR. Similarly access to environment (A2E), empowerment in practice is critical to the inclusion and independent living of the PWDs. These are prerequisites to effectiveness of services based on full life-cycle needs (FLCN) and holistic development (HD) that are centered around individuals. Papers and proceedings are, therefore, designed to cover topics, issues and concerns under the broad categories of public policy (PP), access to environment (A2E), full life-cycle needs (FLCN) and holistic development (HD).

There will be one plenary session in each broad theme. There will also be concurrent sessions (two or more) depending upon the number of papers considered for presentation.

Poster Session:
Poster Session is an alternative approach for the presentation of projects/new work which will be available for seminar participants. Posters are strongly invited as they allow extended informal discussions, active participation of co-authors, and are displayed throughout the seminar. All the works submitted to the poster session should be based on the seminar themes.

Abstract specifications:

  • The abstract should be written in English, typed in Arial font and single spaced.
  • The title of paper should be concise in bold capital letters, size 12 and centered.
  • The author(s) name should begin with full first name and family name (the name of the presenting author should be bolded), size 12, normal and centered. Ensure that the author(s) have an affiliated organization listed (aligned left)
  • Presenters contact information – name, address, phone number, email.
  • Text of the abstract should be in font size 12, normal and justified.
  • The body of the text should cover the purpose of introduction, method, results and conclusions (200-250 words).
  • An indication if the abstract is submitted for poster or podium presentation
  • Please indicate the theme you would like to have the abstract included in Key Words – Capitalize the KEY WORDS and include no more than five.
  • Presentations should be 20 minutes long, with 5 minutes allotted for questions afterward.
  • PowerPoint visual support is preferred

All rehabilitation professionals, member of DPOs, CBR workers, CBR managers and administrators, persons with disability, parents, leaders/ social workers working for the empowerment of the PWDs are most welcome to participate in the seminar.

This short-term consultancy position requires someone to provide a five-day training workshop in the use of QuickBooks from December 15 to 19, 2008. Profiles and proposals must be submitted by December 10, 2008.

TERMS OF REFERENCE: QUICKBOOKS TRAINING FOR THE SUB GRANTEES

BACKGROUND

HANDICAP INTERNATIONAL (HI) is an international NGO engaged in the field of disability and development. A strong emphasis, however, is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.

Currently, HI is working with 6 partner organizations in the USAID/AED funded projects in the field of Disability and HIV & AIDS. The group represents a cross section of disabilities including the deaf, blind and low vision, physically and intellectually disabled.

The main thematic areas of the project activities include;
• Policy and advocacy
• Behavior change communication
• Appropriate IEC materials for the PWD
• Stigma reduction

One focus of the project is to provide technical support, build the capacities of the partner organization and provide funding to enable them implement HIV& AIDS activities.

JUSTIFICATION

Good financial management practice helps an organization to attain effective and efficient use of resources and be more accountable to donors and other stakeholders. Hence, HI would wish to commission training in QuickBooks for her partners as a requisite to ensuring quality and accurate financial record keeping and reporting on usage of donor funding. HI further wishes to install QuickBooks accounting packages for all the partner organizations that are not yet compliant to the package and final set up a cut-off period for compliance by all the organization.

BACKGROUND OF PARTNER ORGANIZATIONS

We have detailed as underneath a brief profile of each of the organizations that we are currently collaborating with as a basis of your understanding the scope of each partner. However, it may be worth noting that the proposed training may also include other partners we are yet to bring on board.

DDSHG (DANDORA DEAF SELF HELP GROUP)

Dandora is an organisation of deaf people that was formed over 10 years ago; Structural formation was very minimal in the initial years. Thus, Handicap international organized governance training which has since increased cohesiveness among the group membership. This is expressed through an increase of paid membership, while several board members who were also employees of the organization resigned as employees to pave for a clear segregation of interests. The organization is situated in Dandora area of Nairobi province.

On overall, the organization has sound and consistent financial management and reporting systems. In the period under review the organization was funded to a tune of Ksh. 1,996,453.00 (one million nine hundred ninety six thousand four hundred fifty three only)

BLINK (Blind and Low Vision Network)

Blink’s beneficiaries are primarily blind and/or persons with very low vision. A key issue for this organisation is that their beneficiaries are in different geographical locations. However, they have focal persons in each district that they meet weekly to discuss the needs of the communities. The board members are also representatives of different Community Based Organizations. They function as resource persons and may have their expenses reimbursed and allowances for services provided.

The organisation refers to itself as a Community Based Organization network that helps the individual Community Based Organisations provide support and care to their communities through awareness creation activities on HIV/AIDS. The discussions in the communities are generally broader than the HIV/AIDS, so the meetings are used as an opportunity to discuss other issues.

Blink has received training in project design and management including M&E frameworks, resource mobilisation, programme reporting, financial management, and managing special needs projects (e.g. reproductive health, HIV/AIDS counselling for disabled people, VCT testing). The counsellors are now better equipped to inform visually impaired people about their test results. Their reporting has also improved.

As regards the governance function, both board members and staff members now understand their roles and what is expected of them thanks to the capacity building initiatives by HI. The board members are also informed about the organisation’s activities by the Director on a regular basis.

The backbone of the spending in the organization is mainly logistical, thus the need for well tailored internal checks and balances mechanism that ensures prudence in the commitment of expenditure. In the current grant period the organisation was obligated to spend Ksh.2,728,962.00(two million seven hundred twenty eight thousand nine hundred sixty two only).

KEDAN (Kenya Disabled Action Network)

KEDAN is a youth organisation which is only 4 years old and covers several types of disability, contrary to most of the other disabled people’s organisations that target a particular category of disability (blind, deaf, physically impaired, and albinos – for capacity reasons they are currently unable to include mentally handicapped. The organisation started out with mobilisation, awareness creation and experience sharing and has only actively implemented programme activities since 2005. . They have developed an action plan for the next couple of years which they intend to implement, despite their limited resources, with the help of their motivated supporters.

As regards the needs of the organisation, KEDAN’s staff feels that they need to strengthen their competencies in the area of resource mobilisation, in particular proposal writing. They also need help to manage their existing resources better. Finally, they wish to develop their staff competencies in areas such as leadership and management, IT, and income generating activities.

In the current grant period the group is obligated to spend Ksh. 2,388,811.00 (two million three hundred eighty eight thousand eight hundred and eleven only).

NFSS (Nairobi Family Support Services)

NFSS was started in 1982 by Actionaid and registered as a local NGO in 1996. The Programme Coordinator has been the leader ever since. The organisation receives funding from HI France and from the AED-programme and is also supported by Sense International and the Liliane Foundation.

The mission of the organisation is to raise awareness on HIV-AIDS and disability through their work with community groups and attempt to change the stigma of disabled people in the community and their low-self esteem. The peer educators meet twice a month to exchange experiences.

NFSS has strong networking capacity. The organisation partners with different institutions, especially through referrals: the Liliane foundation (support for disabled people’s surgery), specialised schools (educational assessment), the Ministry of Health, government hospitals, networks of therapists. This gives the organisation high credibility in the communities.

NFSS would like to support “merry-go-rounds” (revolving credit systems), but as most of their beneficiaries are not working, it is difficult to collect the funds.

Until 2005, Action Aid funded a microfinance programme for the parents of disabled children. These loans were considered by some as grants. After having received several loans, and hence being allowed to loan greater sums, gradually, some of the beneficiaries disappeared with their funds. Only about 50% of these parents are able to continue repaying their microloans.

NFSS has an internal control manual but it has not enhanced its usage. There is therefore need to educate the staff on the importance of these procedures and its implementation. In the current grant period the organization is obligated to spend Ksh. 2,211,847.00 (two million two and eleven thousand eight hundred forty seven only).

DIGROT (Disabled Group of Trans Nzoia)

DIGROT was started in 1990 as a self help group of 50 members on the concept of a merry go round. Since 1998, the group has operated a bank account with Kenya Commercial Bank, Kitale Branch. The group started a micro finance lending system; Members were given loans of ksh.500 to Ksh 2,000 at an interest rate of 10% p.a.

In 2000, they received a grant from District Social Development Officer (Poverty Eradication Programme) which they used to loan their members. 14 members were successfully loaned through this programme and 7 defaulted to repay back. DIGROT was trained by HI in 2004 on micro-credit management.

In the year 2001-2003 they approached HI on HIV/AIDS awareness and in 2004 they wrote a proposal to HI on HIV and AIDS and Disability which was funded in May 2006.

DIGROT has representatives from different locations in Trans Nzoia district and was registered as a Community based Organization (CBO) in 2007. DIGROT is a network of DPOs (Disabled Persons Organizations) in Trans Nzoia district and usually conducts quarterly meetings with representatives from these DPOs.

It currently has 224 registered members and each member pays 524 shillings registration fee with a renewal fee of 200 shillings annually. Not all members are fully registered and the money is kept in a savings account.

The organization lacked well defined operational systems and procedures but has been subjected to vigorous capacity building initiatives, the organizations has also just finalized a recruitment exercise where competent and qualified staff have been brought on board.

In the current partnership agreement the organization is obligated to spend Ksh. 1,131,139.00 (one million one thirty one thousand one hundred thirty nine only)

UDPK (United Disabled Persons of Kenya)

United Disabled Persons of Kenya (UDPK) is an umbrella network of persons with disability in Kenya and was established in 1989 with a membership of the following organizations – Kenya Union of the Blind (KUB), Kenya National Association of the Deaf (KNAD) and Kenya Society of the Physically Handicapped (KSPH), Kenya Society for the Mentally Handicapped (KSMH). Kenya Autism Society joined later to champion issues of parents of mentally challenged Albinos and autism.

Currently UDPK has about 200 member organizations. UDPK was formed so that disabled persons could be united and speak with one voice, advocacy and lobbying remains the core objective.

Membership is both by organizations of and for disabled person. UDPK has five full time staff and 13 Field Officers working in different regions and is headquartered in Westlands, along Waiyaki Way. The mission of UDPK is to unite all persons, groups of Persons with Disabilities (PWDs) to advocate for disability issues on a united front. The vision for the organization is a barrier free society where Persons with Disabilities (PWDS) enjoy access to services in all spheres of life.

In the current grant agreement the organization is mandated to spend Ksh.2, 542,345.00 (two million five forty two thousand three hundred forty five only).

GENERAL OBJECTIVE

The general objective of this consultancy is to conduct an application based QuickBooks Training for management and finance staff of Handicap International partners so as to reflect through proper recording keeping and accurate financial reporting an accountable and effective use of donor funds as outlined in the individual budgets of the funded organizations and based on properly defined internal control systems, proper administrative and logistical management.

SPECIFIC OBJECTIVE
• To design and develop a training programme that will equip the trainees with relevant skills and knowledge in Quickbooks

PROPOSED METHODOLOGY

HI proposes to hold a five day residential application based training for management and financial staff from each of the partnering organizations.

HI also proposes that the consulting firm shall at all times seek clarifications and/or guidelines from HI on all issues that are not clear and/or appear ambiguous in their opinion. For the purposes of this Training, the contact person for HI is Mr. Erick Karani, the Project Finance Officer.

TASKS OF THE CONSULTANT

1. Development of a training curriculum that shall conform to the afore-mentioned specific and general objectives and/or all other related aspects of QuickBooks financial package.

2. Carry out an evaluation of the training and produce a training report.

EXPECTED RESULTS

At the end of the training, the trainees will be able to:-
• Explain the essence and challenges of QuickBooks.
• Understand the usage and benefits of QuickBooks in financial management.
• Establish the relationship between QuickBooks reports and external reporting.
• Outline the QuickBooks main menu.
• Set up Accounts in the Quickbooks software
• Key in data and prepare accounting documents.
• Record General Journals.
• Prepare Bank Reconciliations.
• Develop Internal and Donor Reporting formats.
• Prepare monthly/annually reports.
• Correct Errors.

TIME FRAME

The training is expected to commence on 15th and end on 19th December, 2008 close of business.

QUALIFICATIONS

The consultant should have :-
• Relevant educational back ground and experience in teaching QuickBooks in a reputable institution.
• Relevant experience in working as a consultant/ lecturer is added advantage.
• Excellent analytical, writing and communication/facilitation skills.

Greetings from National Alliance of Disabled Peoples Organization (NADPO)!

NADPO is a leading and representing national network of Disabled Peoples Organizations (DPOs) in Bangladesh which are proactively involve for the development of ten percent (10%) different types of Persons With Disabilities (PWDs) in this country. The Disabled Peoples Organizations (DPOs) country wide, are the member organizations of NADPO; in which the PWDs of Bangladesh are closely connected. NADPO has firmly committed to ensure the inalienable rights and equal dignity of PWDs

Today on the occasion of 17th International Disability Day NADPO formed Human chain by PWDs in from of the National Museum in Dhaka.

Abdus Sattar Dulal, President of NADPO, Jahangir Alam, Secretary General of NADPO, Showkat Hossain Bhuiyan, Senior Vice President of NADPO, Iftekhar Hossain Sohel, Shah Alam, Shameemkausar, Anwar Hossain Hazari who are Executive Members of NADPO were present with their PWDs leaders in this human chain. Beside this, different cultural activist, civil society representatives, media representatives, government officers join the human chain and express their willingness to support disability movement unconditionally.

The demands of this Human chain are as follows:

“We would like to know from the Government of Peoples Republic Of Bangladesh”
1 Where we (PWDs) are in decision making process?
2 Do we get opportunity of education?
3 What is the barrier of our employment in Bangladesh Cadre Service (BCS)?
4 Why we are absent in political discussion?
5 Why the roads and public transports are not appropriate for all of us?
6 Will the professionals be responsible for us?

So, the demand of PWDs is: “Appropriate and anti-discriminatory state for all of us”.

Instituto Boliviano de la Ceguera, Chuquisaca (IBC Ch), is one of four organisations supported by Irish Aid through a project promoting the social inclusion of disabled people into local and national development processes in Bolivia. Your role at IBC Ch will be to provide guidance in aspects of institutional strengthening, including developing more effective tools for planning, implementing and evaluating activities; awareness raising; training workshops on specific themes (eg Braille, computers, leadership, basic accounting); developing a virtual library; strengthening coordination and networking with other institutions; and liaising with the other three partners of the Irish Aid project. You should be educated to postgraduate level with qualifications related to disability and devleopment, with a minimum of three years’ work experience incorporating work with blind/visually impaired individuals, project management (design, implementation, M & E), facilitation and training, and, ideally, conflict resolution. You should have solid spoken/written Spanish skills and a willingness to learn Quechua, together with proven adaptability/flexibility, and a demonstrable understanding of/commitment to the situation of disabled people in Bolivia. NEWS: Disability Rights Fund Receives $1.3 Million from DFID

PRESS RELEASE: Disability Rights Fund Receives $1.3 Million from DFID

FOR IMMEDIATE RELEASE

BOSTON, MA – On the International Day of Persons with Disabilities, the Disability Rights Fund (DRF) is happy to announce receipt of a grant of £868,000 ($1.3 million) from the United Kingdom’s Department for International Development (DFID). This grant will support expanded grantmaking in 2009 to disabled persons’ organizations (DPOs) in the Global South.

“With the present economic downturn, this donation is an incredible message of support,” stated DRF’s Director Diana Samarasan. “It underscores the commitment of the British government to a rights-based approach to disability.”

Utilizing the framework of the United Nations Convention on the Rights of Persons with Disabilities (CPRD), DRF supports the human rights advocacy of DPOs in the Global South and Eastern Europe/former Soviet Union. Through its unique governance structure, the Fund is a partnership between donors and the worldwide disability community. A global advisory panel provides recommendations on grantmaking strategies; and panel representatives also serve on the Fund’s grantmaking decision body together with donors. Panel members come from five continents and reflect a broad cross-section of the disability community,

DFID representatives stated, “it is essential that efforts like the Disability Rights Fund continue their support of communities often unreached by more conventional development efforts. DRF represents a unique model of supporting community-led efforts to institute rights.”

DRF’s first grants decisions, announced in November 2008, resulted in a total of $800,000 in grants to 33 organizations in seven countries. Grantees include a Ugandan organization of lawyers with disabilities, an emergent Peruvian group of people with psycho-social disabilities, and a grassroots network in Bangladesh of women-led disabled persons’ organizations. Other donors to DRF include: an anonymous founding donor, The Sigrid Rausing Trust, the Open Society Institute, and the American Jewish World Service.

Subject: [Bulgarian Roma] Job: Consultant, Vocational Education and Training for Vulnerable Groups in Eastern Europe

A Washington D.C based government contractor is looking for a consultant to compose a report for USAID regarding vocational education and training in Eastern Europe for vulnerable groups, specifically people with disabilities.

The report, work on which would start in immediately, will include two major sections, one addressing training for people with disabilities and the second, training for institutionalized adolescents who will graduate from institutions. Both of these sections of the report should contain a review of best practices and lessons learned from vocational and job skills training programs for persons in the group. As much as possible, this review should rely on information from programs that have been evaluated and on information from programs that have been implemented in the E&E region (although these do not need to have been implemented by USAID). The report should also include a very concrete guide and set of recommendations for Missions who wish to program in this area. These recommendations should include practical, “how-to” advice including a discussion of the conditions that are necessary for these types of programs to be successful, descriptions of types of programs that seem to work best, links and other references to strong model programs so that readers can easily access more information, etc.

Previous experience with writing reports for USAID while certainly and advantage, is not necessarily a must, as long as the candidate has a proven record of producing reports for other governmental agencies, international organizations, and NGOs. The key qualities would be expertise in vocational education and training for people with disabilities in Eastern Europe, the ability to gather and analyze cross-county data from the region, and good writing skills.

Dr. Michael Kemp: Obituary from His Family

The Gallaudet University Provost’s Office has released the following obituary for Dr. Mike Kemp. People who wish to send condolences to his family will want to take note of the contact information provided at the end; condolences should please be sent directly to the family, NOT via We Can Do. I had reported on the news of Kemp’s loss over the weekend. I know that he will be missed not only by the Gallaudet University community but also by the Deaf communities of Vietnam and Thailand.

The family of Dr. Michael Kemp, who passed away last week, has written the following obituary in celebration of Dr. Kemp’s life and accomplishments:

Dr. W. Michael Kemp, 60, a professor in the Department of American Sign Language and Deaf Studies, died on November 24, 2008 in Alexandria, Virginia.

William Michael Kemp was born in Lancaster, Pennsylvania to William and Marie Kemp. Deaf from birth, he graduated from Lancaster Catholic High School. Mike, as he was known, received his bachelor’s degree in sociology in 1971 from Gallaudet University, and his master’s degree in deaf education in 1975 from William McDaniel College (formerly Western Maryland College). He earned the degree of Doctor of Education in higher education administration in 1986 from Virginia Polytechnic Institute and State University. His dissertation was titled “A Comparison of the Simultaneous Method Evaluation and the Sign Communication Proficiency Interview (SCPI).”

Dr. Kemp taught American Sign Language for 35 years, the last 31 at Gallaudet University. He served for 12 years as chair of three different academic departments before stepping down to focus on teaching and consulting. His main area of interest and expertise was training people to communicate gesturally to prepare for travel abroad.

Since 1980, he had trained sign language instructors throughout the United States and the world, in the Far East, Central and South America, the Caribbean islands, the Middle East, and Europe. He taught at the University of Puerto Rico, the University of British Columbia, Douglas College (in British Columbia), Thailand’s Ratchasuda College, and Vietnam’s Teacher Training Center.

For the last 10 years, Dr. Kemp worked extensively in Thailand and Vietnam with groups of deaf students in the Sign Language Teacher Training Program. He made frequent trips to serve as a visiting professor at the Cao Dang Su Pham (Teaching Training Center) in Dong Nai Province, near Ho Chi Minh City. Last month, Dr. Kemp was invited as a technical expert on information and communication access at the “Gathering Inputs and Recommendations for the Development of the National Law on Disability” conference in Hanoi, Vietnam.

Dr. Kemp received a research stipend award from the National Institute of Disability and Rehabilitation Research to attend the 18th International Congress on Education of the Deaf in 1995 in Tel Aviv, Israel. He also received the T. J. O’Rourke Memorial Award from the American Sign Language Teachers Association in 2002 in recognition of his international work, and the Teacher of the Year Award in 2008 from the Alpha Sigma Pi Fraternity.

Dr. Kemp was a member of the advisory board for the interpreter training program at Northern Virginia Community College, Annandale campus. He was a member of the National and Virginia Associations of the Deaf. He enjoyed photography, reading, traveling, and spending time with his family, especially his grandchildren.

Dr. Kemp is survived by a son, William M. Kemp, Jr., of Fairfax, Virginia; William Jr.’s mother, Dr. Vicki J. Shank, a professor in the Department of Mathematics and Computer Science; his wife of 13 years, Joan Kemp; and two step-daughters, Jennifer Yost Ortiz and her husband, Anthony, and Jamie Yost, a staff interpreter with Gallaudet Interpreting Service, and her husband, Raymond Merritt, a professor in the Department of Biology; and two grandchildren, Zion and Zeke Ortiz. He is also survived by a brother, Thomas Kemp, his wife, Linda, and two nephews, Dan and Jack.

There will be two memorial services. The first will be private, for family and close friends. The second will take place in early 2009 on the Gallaudet University campus, and will be open to the community. The date for this service will be announced at a later time, as will information about memorial contributions.

Condolences may be sent to Dr. Kemp’s son, Bill Kemp, at 13112 Watchwood Lane, Fairfax, VA 22315, and to his wife, Joan Kemp, P.O. Box 4228, Alexandria, VA 22303.

UN Secretary General Acknowledges Disability Rights Treaty, Disability Day

SECRETARY-GENERAL, IN MESSAGE FOR INTERNATIONAL DAY OF PERSONS WITH DISABILITIES, SAYS MUCH TO CELEBRATE WITH ENTRY INTO FORCE OF RIGHTS CONVENTION

Following is United Nations (UN) Secretary-General Ban Ki-moon’s message on the International Day of Persons with Disabilities, observed 3 December:

This year’s International Day of Persons with Disabilities falls just a week before the sixtieth anniversary of the Universal Declaration of Human Rights. The United Nations is commemorating both under the theme, “Dignity and justice for all of us”.

We have much to celebrate this year. The entry into force of the Convention on the Rights of Persons with Disabilities in May was a turning point. When the first Conference of the Parties convened in October, participants immediately began considering how the Convention can serve as a tool to achieve the Millennium Development Goals. This progress has been made possible thanks to the active participation and leadership of persons with disabilities, by ensuring that they have access to — and are included in — all aspects of our work.

The United Nations remains committed to this approach. The renovation of our Headquarters complex through the Capital Master Plan will bring our facilities up to the latest standards of accessibility. These advances are long overdue.

The General Assembly has stressed that, to achieve the Millennium Development Goals, we must include persons with disabilities in all processes. With 80 per cent of persons with disabilities — more than 400 million people — living in poor countries, we need to do much more to break the cycle of poverty and disability.

The slogan of the International Disability Alliance is: “Nothing about us without us.” A disabled person from Swaziland, who has been fighting for the implementation of a disability policy there, has said: “We need total integration to do away with the evil of stigmatization.”

In that same spirit, I urge Governments and all stakeholders to ensure that persons with disabilities and their organizations are an integral part of all development processes. In this way, we can promote integration and pave the way for a better future for all people in society.

However, talking about it and implementing it are two completely different things. NO steps have been taken by the Government of India to implement them. Even the basic rights of education, employment and access are not available to people with disability.

BREAKING NEWS: Dr. Mike Kemp Reported to Have Passed Away

At about 1 am GMT, I received word that Dr. Mike Kemp has passed away. A member of Gallaudet University’s faculty, Kemp was an international consultant who conducted training workshops in the Far East, Central and South America, the Caribbean islands, Middle East, and Europe. For the past 10 years, he worked in Thailand and Vietnam in sign language teacher training programs. More background on Dr. Kemp is at

His web page includes a video of Kemp describing his recent work in American Sign Language.

As of this writing (3 am GMT, Nov 30 ’08) official confirmation has not yet been posted on Gallaudet’s web site but is said to be anticipated soon. [UPDATE Dec 1 ’08, 4 p.m. GMT/UTC: I still have not seen an announcement on Gallaudet’s web site, but the Provost’s office has now circulated an obituary from Kemp’s family. Eduardo Alvarez Recognized for Leadership in Accessibility for People with Disabilities

It is with praise and thanks that the Global Alliance on Accessible Technologies and Environments (GAATES) presents Eduardo Alvarez with a special Award of Recognition in honour of his outstanding leadership in the creation of the first International Standard for Accessibility and Usability of the Built Environment (ISO TC59/SC16). EDF Statement on the Economic Crisis: Disabled People Must Not Pay for the Crisis

Paris, 16 Novembre 2008 – The European Disability Forum, which is the voice of more than 50 million European people with disabilities, calls on the European Council, Commission and Parliament and other European institutions and all the governments of Europe to ensure disabled people and their families do not pay for the worldwide economic crisis by the reduction in their income, benefits, employment opportunities or in cuts in support to our representative organisations.

The crisis was caused by the irresponsible lending and unacceptable negligence by those in charge of the financial institutions and regulatory bodies of the world. Governments’ response to the ‘credit crunch’ has been to create financial resources to bail out the banks. Now as this lack of confidence feeds its way into the general economic system it is vital that poor, elderly and disabled people and their families of Europe do not pay for this crisis. We already in a precarious position prior to the crisis, therefore call for a reflationary approach to spend more on investment in accessible infra structure, on benefits and the provision of tax relief, so that these groups can buy goods and services so improving the economic situation.

The world through the United Nations Convention on the Rights of People with Disabilities has only just recognised the urgent need to extend the international human rights law framework to disabled people. Society cannot afford to dilute its commitment to human rights including the right to employment and family life. Traditionally disabled people have been the ‘reserve army of labour’, ’the last to be hired the first to be fired’, seen as expendable at times of economic crisis. Disabled People, their families, the unemployed and the poor cannot become the scapegoat for a crisis not of their making. Already the worsening economic position has led to attempts to cut benefits in many countries such as Ireland, Hungary, Sweden and Italy.

The lesson of this crisis – the value of investing in people – is far more important than speculative investment and it benefits the whole of society and strengthens its resistance to such crisis driven changes. If the gap between the disadvantaged and the wealthy widens, it will cost society more in the long run. The EDF will ensure the equality and rights of disabled people come to the top of the political agenda in the forthcoming European Elections.

Cutbacks and mass unemployment will develop a fertile ground for violence, hate crime, undermine solidarity and produce dangerous attitudes for democracy. We call on all those with political and economic decision making responsibility to do all they can to ensure that disabled and poor people are treated with equality and their economic well being is assured by the measures they take at this time. Now is the time for strong action so that in 2010-European Anti Poverty Year- disabled people and other disadvantaged groups do not again come to the top of the agenda.

The European Disability Forum (EDF) is the European umbrella organisation representing the interests of 50 million disabled citizens in Europe. EDF membership includes national umbrella organisations of disabled people from all EU/EEA countries, as well as European NGOs representing the different types of disabilities, organisations and individuals committed to disability issues. The mission of the European Disability Forum is to ensure disabled people full access to fundamental and human rights through their active involvement in policy development and implementation in Europe.

Paris, le 16 novembre 2008 – Représentant 50 millions d’européens en situation de handicap, le Forum Européen des Personnes Handicapées appelle le Conseil Europeén la Commission Européenne et le Parlement Européen, les Institutions Européennes et tous les Gouvernements des pays européens à s’assurer que les personnes handicapées et leurs familles n’aient pas à payer les conséquences de la crise financière internationale par une réduction de leurs revenus, de leurs accès à l’emploi, de leurs moyens de compensation ou par une réduction des moyens attribués à leurs organisations représentatives.

La crise financière a été causée par des accords de prêts irresponsables et des négligences inacceptables de la part des responsables d’Institutions financières et de régulation financières. La réponse des Gouvernements à cette déroute bancaire a été la création de ressources financières pour sauver les banques. Maintenant que la perte de confiance gagne l’économie réelle, il est essentiel que les européens exposés à la pauvreté, à la maladie et aux situations handicap n’aient pas à faire les frais de cette crise. Déjà affectée par la précarité avant cette crise, nous pensons au contraire qu’une politique de relance devrait augmenter les allocations, investir dans l’accessibilité et accorder des avantages fiscaux pour que ces groupes puissent consommer des biens et des services et ainsi soutenir le développement économique.

Avec l’adoption par les Nations Unies de la Convention Internationale pour le droit des personnes handicapées le monde vient juste de reconnaître le besoin urgent d’un élargissement du cadre des Droits de l’Homme aux personnes handicapées. La société ne peut pas se permettre maintenant de d’affaiblir son engagement pour les Droits de la Personne et notamment le droit à l’emploi et le droit à fonder une famille.

Il est depuis longtemps d’usage que la réponse aux besoins des personnes handicapées représente une « réserve d’emploi », ce sont les dernières à être engagées et les premières à être licenciées, perçues comme quantité négligeable. La dégradation de la situation économique a déjà conduit plusieurs pays à vouloir supprimer des avantages acquis, comme en Irlande, en Hongrie, en Suède et en Italie.

La leçon de cette crise est que l’investissement sur le développement des personnes est beaucoup plus essentiel que les investissements spéculatifs, qu’il bénéficie à l’ensemble de la collectivité et qu’il renforce les capacités de réponse collective à ce type de crise. Si le fossé entre les riches et les pauvres s’élargit encore la crise coûtera plus cher et durera plus longtemps. Le Forum Européen des Personnes Handicapées veillera à ce que l’égalité et les droits des personnes handicapes devienne une priorité de l’agenda politique européen lors des prochaines élection européennes.

Les restrictions et l’augmentation du chômage vont créer un terrain propice au développement de la violence, d’attitudes dangereuses pour la démocratie et constituent une menace pour la solidarité. Nous appelons les responsables politiques et économiques à faire face à leur responsabilité et à prendre immédiatement les décisions nécessaires pour que les personnes handicapées, leurs familles et les personnes pauvres soient traitées avec équité et leur avenir économique assuré.

Le Forum européen des personnes handicapées (FEPH) est la plateforme européenne qui représente les intérêts de 50 millions de citoyens handicapés au sein de l’Union européenne. IDA CRPD Forum Recruits Organizations as Participants

The Interational Disability Alliance (IDA) is an international network of disability organizations. According to their web site, “The IDA CRPD Forum upholds the Convention on the Rights of Persons with Disabilities (CRPD) as the universal standard for the human rights of all persons with disabilities that takes precedence over previous instruments.”

Dear All,

The steering committee of the IDA CRPD Forum decided at its meetings held on October 30th and November 4th 2008 on the process to be followed for organizations wishing to join the IDA CRPD Forum as participants.

We therefore invite any organization desiring to participate in the IDA CRPD Forum to send by email a letter of interest to the IDA (and its CRPD Forum) Secretariat at idacrpdforum@yahoo.com. The letter should include the following information and the attached declaration signed by the main representative of the organization:

– Name of Organization
– Address and Contact Information
– Name of Official Representative
– Website (if available)
– Geographic Coverage
– Main area(s) of work and constituency (if relevant)
– Composition of:
o Membership
o Governing Body
– Indication whether the organization considers itself to be a DPO or not, understanding that a DPO is an organization which is managed and controlled mainly by persons with disabilities as well as accountable to persons with disabilities.

Upon receipt and review of the documentation by the Secretariat, the IDA CRPD Steering Committee will be informed. If no objection is raised within two weeks, the organization will be added to the IDA CRPD Forum participant list and to the IDA CRPD Forum list serve. Participation in the IDA CRPD Forum will ensure access to information on all IDA CRPD Forum activities and will allow participation in any consultation process to be launched by the IDA CRPD Forum, as well as the possibility of participation in the different electronic working groups.

The IDA CRPD Forum looks forward to the valuable contributions of new perspective and expertise your participation will offer as we work together to further our efforts for the rights of persons with disabilities.

Give One, Get One XO Laptop Per Child

They’re simple, rugged, and low-cost. And their more ardent fans think they can transform the world–one educated child at a time. Since the first XO laptops rolled off the assembly line in November 2006, hundreds of thousands of children in low-income countries have been using them in the classroom and at home. If you haven’t heard the hype yet, you can explore the website for the new, but increasingly famous One Laptop Per Child project at http://www.laptop.org/.

The latest news is:, people in the US, Canada, and Europe are now able to purchase an XO laptop for a child at home–if they will agree to also buy a laptop for a child they have never met somewhere abroad. From now until December 26, 2008, people in the US, Canada, and Europe may go to amazon.com/XO. A total of $399 in US dollars (or £275 in UK pounds) buys one XO laptop that can be shipped to your child and a second laptop to be shipped to a child in a developing country.

Because they are cheaper than most computers, XO laptops fit a little more easily into the education budgets of developing countries, especially if donors step in to help. Do they really enhance children’s learning experience as dramatically as the XO’s most earnest supporters believe? Some critics are not so sure. But others remain enthusiastic. I’ll let We Can Do readers google for more competing opinions at news.google.com and blogsearch.google.com on their own. But as a small sampling: various articles report that Microsoft and Intel don’t like the competition, and even some former employees of the One Laptop Per Child project are critics of the way the head of the company, Nicolas Negroponte, runs the business. But they seem to like the XO in Peru. And one US blogger with an XO shares his own thoughts on the subject.

What of children with disabilities? The XO is a bit of a mixed bag. Some features are good for some children with some disabilities (eg, built-in camera, good for signing deaf kids). But others are not so great for other children (eg, the interface is very visual–not so great for blind kids). I remain disappointed now, as I was then, that the people who developed the XO don’t seem to be as proactively inclusive of the needs of people with disabilities as I think they could be and should be. But some independent XO fans and programmers are working on solutions. If you want to join their on-line discussions on the topic, you can sign up for their free email-based discussion group at http://lists.laptop.org/listinfo/accessibility. Or, if you want to learn more about the accessibility issues for XO laptops, you can explore the online “Wiki” community on the topic at http://wiki.laptop.org/go/Accessibility.

What of adults who simply want a cheap, portable laptop for their own use? If you’re in the US, Canada, or Europe, then nothing would stop you from buying one for yourself. But be aware that the keyboard is designed for the small hands of primary school-aged children. If your hands are the same size as most adults, you will find it hard to touch type on the cramped keyboard. You might have to resort to two-fingered (or possibly four-fingered) typing. Also, the interface is geared toward young, creative children who might never have seen a computer before. An adult who has spent too many years using more boring, typical computers for “grown-ups” in developed countries might initially be confused about how to access its most basic programs.

Or if all else fails, give your new XO to a young child you know and ask them to teach you how to use it. That is, if you decide to buy one.

Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, we work alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. We implement programmes of assistance to individual people and to local organisations, as well as inclusion programmes and programmes focusing on the fight against the main causes of disability. We run projects in almost 60 countries, with the support of a network of 8 national associations ( Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland) Handicap International employs almost 3300 people worldwide, with 330 staff in France and our European and North American sections. WORK CONTEXT
The project’s activities will be concentrated in the rural communities where Handicap International has long-standing relations with the health authorities and other local partners. The project will work alongside the international community and the International Diabetes Federation, as well as with existing regional groups and organisations with expertise in the field of diabetes. The project’s initial objective is to strengthen the health system in order to make primary and secondary health care accessible to the rural population, and to diabetics in particular, and find ways of overcoming the main obstacles to access to health services. Local, national and international awareness-raising campaigns will be used to inform the population about the disease, the risks and means of prevention. The project will aim to demonstrate that the integrated management of diabetes (prevention, care and rehabilitation) should be a priority at both local and regional level. A network will be developed to help ensure the effective coordination of actions implemented locally.

JOB DESCRIPTION
Challenges and objectives :
The project coordinator will work with a regional team in Burundi, Kenya and Tanzania. He/she will be line-managed by the East Africa Desk Officer. In Burundi and Kenya, the project teams, managed by a national project manager, will work with previously identified local partners. In Tanzania, the project will be directly implemented by our local partner, the Tanzania Diabetes Association. The regional coordinator will therefore closely monitor this partner’s activities and financial reporting.

The geographical scope and wide diversity of human resources involved in the implementation of activities is a new and fundamental aspect of this project and confers a high level of responsibility on the regional coordinator.

Missions and responsibilities :
With regard to the regional dimension of the project, the coordinator is responsible for implementing various activities that will have a regional impact, whilst ensuring the project’s overall coherency.

In each target country, he/she will work closely with the field programme director and national project teams, and with our partner in Tanzania, to establish the planning and monitoring of activities at national level. He/she is also responsible for the operational and financial decisions essential for moving activities forward in a coherent manner and in line with the project’s overall objectives.

He/she is specifically responsible for :
y Implementing policy on information, communication, knowledge-management and lesson-learning in the areas developed by the project. This is a fundamental aspect of the project. He/she will therefore be expected to ensure that work carried out in the different target countries becomes part of a global reflection and that information and knowledge is exchanged between the three countries concerned (e.g. via networking, mobilisation of expertise).
y Relations with partner institutions and stakeholders at regional level y Seeking co-financing in liaison with Desk Officers and Field Programme Directors (relations with regional funding agencies). y Ensuring the implementation of specific training for the national teams as outlined in the project document. y Follow up of capacity-building activities carried out with the diabetes-control associations and of the staff involved in the project. y Support and advice to national teams on diabetes and the methodology specific to the project’s implementation, in consultation with the technical advisers concerned.
y Writing narrative and financial reports and introducing financial and control mechanisms + relations with the EU (in particular the delegation in Nairobi), in liaison with the Desk Officer and Field Programme Director for Kenya.

PROFILE SOUGHT : Essential :
A minimum of four years’ experience of management-coordination and/or support to health projects in a developing country, preferably in Africa.
At least three years’ positive experience of managing senior-level teams and of working in partnership with local associations.
General knowledge of the prevention and global care-management of disabling diseases
Competence in the field of managing and planning multi-country projects
Pedagogical skills ( training experience would be an advantage).
Writing skills (reports, capitalisation documents, research)
Communication skills (ability to listen and express oneself clearly and concisely)
Adaptability and diplomacy
Computer literacy

Additional :
General knowledge of disability issues (Handicap Creation Process, UN convention …)
Qualifications :
Diploma in health or social sciences, with additional training in public health.

WORKING LANGUAGES : French / English compulsory
SPECIFICITIES OF THE POST : The need for regular monitoring missions in the three target countries mean frequent travelling. Education, health and leisure facilities are all available in Nairobi, but the city’s crime rate is high.

Invitation to Join GPDD Electronic Discussion On DISABILITY & CLIMATE CHANGE
8 – 12 December 2008

The Global Partnership for Disability & Development (GPDD) is pleased to invite you to an e- discussion on Disability & Climate Change.

Climate change causes grave consequences for human well-being, development, and security, by increasing severe weather conditions that raise the risks of disease, food scarcity, loss of livelihoods, migration, violence, and conflict. Climate change threatens the effectiveness of development efforts by disproportionately affecting people with disabilities and other vulnerable groups in low- and middle-income countries. In the face of these imminent challenges, people with disabilities and their families require adaptation and robust systems that promote sustainable access to basic necessities, secure livelihoods, health care, and social and civic participation.

This e-discussion will be a week-long electronic exchange among all interested stakeholders to create a shared understanding of how climate change may impact the lives of people with disabilities in low- and middle-income countries, and summarize the major themes that must be addressed in future research activities.

The e-discussion will take place from 8 – 12 December, and be facilitated by Dr. Maria Kett, Assistant Director of the LCI Disability and Inclusive Development Centre of Leonard Cheshire Disability, and Valerie Sherrer, Emergency Coordinator of Christian Blind Mission. Discussion topics will center on two primary themes:
1. Disasters, Emergencies, Conflicts and Disability, and
2. Basic Necessities, Health, & Poverty Reduction.

The main objective of the e-discussion is to build on existing knowledge and exchange ideas on developing practical strategies to cope with the diverse effects of climate change, which will directly or indirectly impact the lives of people with disabilities and their families. The information and insight gathered in the discussion will be converted into a report for wide dissemination in multiple formats.

The discussion is open to all interested parties and participation is free. Please be sure to register before 28 November, 2008 to ensure inclusion in the entirety of the discussions.

NEWS: First Committee of Disability Rights Convention Experts Elected

First Committee of Experts on Disability Rights Convention Elected

(New York, United Nations, November 3, 2008): Today, the first Conference of States Parties on the Convention on the Rights of Persons with Disabilities (CRPD) elected the new Committee on the Rights of Persons with Disabilities which will be in charge of monitoring the implementation of the CRPD. The Committee comprises seven men and five women, of which nine are persons with disabilities. The twelve Committee members elected are:

Monsur Ahmed Choudhuri (Bangladesh) (4-year term)
Amna Ali Al Suweidi (Qatar) (4-year term)
György Könczei (Hungary) (2-year term)
Ana Peláez Narváez (Spain) (4-year term)
Cveto Uršič (Slovenia) (2-year term)
Jia Yang (China) (4-year term)
Mohamed Al-Tarawneh (Jordan) (4-year term)
Ron McCallum (Australia) (2-year term)
Maria Soledad Cisternas Reyes (Chile) (4-year term)
Germán Xavier Torres Correa (Ecuador) (2-year term)
Lotfi Ben Lallohom (Tunisia) (2-year term)
Edah Wangechi Maina (Kenya) (2-year term)

By drawing lots, six Committee members listed above will serve for a two-year mandate, while the other six members have a four-year mandate.

We encourage all Committee members to support Rules of Procedure for the new Committee that will ensure meaningful participation from representative organisations of persons with disabilities (DPOs) in all stages of their work. The Committee should consider the IDA CRPD Forum not only as the network that represents the key stakeholders of the CRPD, but also as a source of expertise.”

The Committee will hold its first one-week meeting in Geneva in February 2009. The Conference of States Parties decided to hold its next meet in 2009, which confirms the substantive nature of the Conference.

The Secretariat is currently collecting and updating information on the situation faced by persons with disabilities in the 54 African countries. It will enter this information into the country folders on its website. The information collected relates to policies, programmes, contact details for organisations engaged in disability work, best practice in the inclusion of disability in mainstream programmes, etc. If you have such information to share, please write to info@africandecade.co.za.

We Can Do readers will want to explore the excellent web site for the Secretariat of the African Decade of Persons with Disabilities. As implied in the above paragraph, their web site has a section with information on the 54 individual countries of Africa. Your assistance can help them expand the information provided in these folders. Providing information to the Secretariat of the African Decade of Persons with Disabilities can also be an opportunity for you to help bring attention to policies, programs, organizations, and practices that have benefited people with disabilities in your country. NEWS: Disabled People Lack Assistance After Myanmar Disaster

In humanitarian disasters, people with disabilities are often more at risk and disproportionately affected by crisis situations. Yet they are persistently forgotten and left behind by most of the mainstream agencies that are supposed to help. Unfortunately, this has happened once again during and after the recent cyclones in Myanmar. (Given how often this situation occurs, it would perhaps be more accurate to term this article “Non-News” rather than “News.”)

It is reported that very little of the relief dollars sent to Myanmar has filtered down to people with disabilities in the country. Yet, despite the fact that people with disabilities are both more likely to need assistance and less likely to actually receive it, they are often not even included in most mainstream reports meant to assess the situation in Myanmar.

NOMINATIONS wanted for CavinKare Ability Awards for Indians with Disabilities

The seventh CavinKare Ability Awards will be conducted in Chennai in the month of February next year. An all India event that is conducted every year by CavinKare in collaboration with Ability Foundation an NGO, to salute and honor the brave and courageous with physical limitations. This recognition is an accolade to the pedigree of exceptional people with talent, who have exhibited excellence in accomplishing challenges in the face of adversity.

The awards salute personal triumphs, the extraordinary spirit of achievement, a looking beyond one’s own self and physical limitations and the universality of human rights.

Jointly instituted by CavinKare(P) Ltd and Ability Foundation, the awards come in two categories

CavinKare ABILITY Award for Eminence: This is a single award given to just one individual, that salutes the exemplary achievement of an individual with disability who has not only overcome great odds towards achievement but has also contributed significantly to society by initiating an organisation of his/her own. The award carries a citation, a trophy and a cash prize of Rs. 2 lakh.

ELIGIBILITY CRITERIA:

v Nominees should be persons with disability and be Indian citizens.
v A minimum of two references must be cited in the nomination form.
v For the award for Eminence, the nominee should have worked in India in his/her field of service for a minimum of three years. The result of the nominee’s social entrepreneurship should be evident and continuing at the time of nomination.

· CavinKare ABILITY Mastery Awards: These are two awards given to two individuals with disability in recognition of their extraordinary achievement in field of their choice – be it arts, film, medicine, science, industry, technology, education, community development, human rights, sports or more. The awards carry a citation, a trophy, and a cash prize of Rs.1 lakh, each.

ELIGIBILITY CRITERIA:

v Nominees should be persons with disability and be Indian citizens.
v A minimum of two references must be cited in the nomination form.

SELECTION PROCESS:
The screening process includes scrutiny and short listing, based on the details given in the nomination form. Site visits and reference checks by regional representatives will then further shortlist nominees, following which, an eminent jury will select the final awardees.

SENDING NOMINATIONS:
The completed nomination forms must be sent ONLY by post and must reach Ability Foundation on or before November 30, 2008 Nomination forms that are sent by Email/fax or incomplete/late submission WILL NOT be accepted.

The decision of the jury is final and binding. No correspondence whatsoever in this regard will be entertained.

His Winning Entry : HIV/AIDS, a Serious Health Threat in Any Language was published in the very first issue of Challenges Magazine, that is Volume 1/issue 1 April 2008.

Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations ( Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland)

The organisation employs almost 3300 people worldwide, 330 of whom work in France and in its European and North American sections.

JOB CONTEXT :

Unified from 1975 after 40 years of conflict, Vietnam entered into the Doi Moi process on economy and politics in the mid 80’s to open the country to liberalism. With economic growth rate of more than 8% in 2007, the country is now becoming one of the new Asian Dragons. This development creates a gap between rich areas mainly located in the lowlands and urban areas and remote mountainous regions where people remain poor, despite a 50% fall in poverty over the last 10 years.

The country is very stable with a government ruled by one legal political party. All institutional levels have People Committee representatives from the State to the villages. With around 85 millions inhabitants, Vietnam is highly populated for a territory of 331,000 km2. 54 ethnic groups co-exist in this area; the Kinh (Vietnamese themselves) constitute a majority of 85% and are dispersed nationwide. All other population groups are ethnic minorities mainly located in mountainous provinces.

JOB DESCRIPTION :

The objective aims to implement the Inclusive Education National Plan in Bac Kan province. The project has been designed and submitted as a consortium between Handicap international France and Save the Children Sweden. The project will be implementing with others external partners specialized or working in education domain.

Challenges and goals:

The Project Manager will ensure the effective implementation of the project “Rights-Based Inclusive Education Access for Children with Disability in Bac Kan province, Vietnam” in line with programme and project requirements. The post holder must support and promote the core values and interests of HI. The Project Manager will work under the supervision of the Programme Director based in Hanoi and will manage one to two project assistants, and up to two field staff (to be recruited).

_Activities_ :

/_Manage the project_/:

– To manage the following project areas: implementation of activities, human resources (field staff), finance and communications. To coordinate with partners strategies on Inclusive Education;

– Determine the methodology to be used in the project appropriate to the Vietnamese understanding of inclusion of disabled children in education

– Support the implementation of activities by partners and consultants, to implement an education policy which takes into account disabled children,

– Write the project narrative reports and participate in financial reports,

– Co-ordinate between all the project’s internal and external stakeholders;

– Prepare and participate in the evaluation phases and implement any pertinent recommendations;

– Provide initiatives to develop the project in the relation to the HI Vietnam’s pluri-annual strategy and participate technically in fundraising.

/_Manage the project and site team:_/

– Draw-up job profiles, validate recruitments an individual action plans for each team member

– Train the team in methods, approaches (participative methods, partnership…) or technical aspects (Inclusive Education, Specialized Education, identification and assessment of disabled children); Ensure effective communication within the HI team in Hanoi and other sites.

/_ Assure the project’s technical framework and its representation_/:

– Ensure that the project is implemented in line with Handicap International’s Inclusive Education policy and the Vietnamese education sector plan. /__/

/_Contribute towards the capitalization of experience:_/

– Identify with the Technical Adviser, which issues or subject areas should be capitalized,

– Define a method for collecting good practice with the Technical Adviser

CANDIDATE PROFILE:

_Mandatory:_

– Degree in a relevant discipline ; Education, development or disability (equal to BAC + 4 in France)

– Strong management skills. At least 5 years experiences in his/her field or in project management.

– Sound knowledge of Monitoring and Evaluation techniques and methodology

– Ability to work in partnership with national and local actors

– Experience of working within a multi-cultural environment

– English is essential as all project documentation and reporting systems are in English

_Qualities required_: Group leadership, initiative, creativity, diplomacy, interpersonal skills. Written and oral expression, decision making, good team work skills, strong autonomy.

_Complementary_:

– _Field of studies:_ special Education (Inclusive education, social work…)

– Experience of working in remote area, experience in INGO, experience in Asian context.

REQUIRED LANGUAGE SKILLS: English mandatory both written and oral, French would be an asset.

JOB ENVIRONMENT : The Project Manager will travel to Hanoi once a month to attend a monthly internal HI meeting in order to monitor and share his project with the Hanoi office and the Quang Tri site (HIV/AIDS project).//

Why Obama Matters Globally

The new US President-elect Barack Obama has said that the United States should “lead the world” in helping people with disabilities “take full advantage of their talents and become independent, integrated members of society.” He also has pledged to sign the Convention on the Rights of Persons with Disabilities (CRPD) and to urge the US Senate to ratify it. If the United States does indeed ratify the CRPD, disability advocates in other countries would then be able to point to this fact when pressuring their own governments to do the same.

Obama’s election could have important implications for people with disabilities not only across the United States but possibly also in other countries. But we will only reap the full benefits of his presidency if he follows through on all his promises to people with disabilities. Most politicians, at least in democratic countries, are more quick to follow through on their promises when they know that both people in their own country and also people around the world are watching them.

Accordingly, people with disabilities and our loved ones, colleagues, and allies from both across the United States and all countries around the world are being encouraged to send emails to Barack Obama’s team. You can send an email to Kareem Dale, Obama’s National Disability Vote Director (at kdale@barackobama.com), WITH COPIES TO Anne Hayes, a volunteer on the Obama Disability Policy Committee (at ahayesku@hotmail.com). If you wish, you may read other people’s emails to Obama for inspiration.

In your letters to Obama, you may wish to urge him to move quickly to sign the CRPD. Or, you may wish to urge him to remember to ensure that all US foreign assistance and poverty reduction programs are actively inclusive of people with disabilities in their design and implementation. What would it mean to the disability community in YOUR country if the US were to sign and ratify the CRPD? Share your ideas. Have you observed US-funded foreign assistance programs in your country that were not fully inclusive of people with disabilities? Share your stories with Obama’s team.

Call for Papers, World Bank Conference on Employment and Development, Bonn, Germany, May 4-5, 2009

This conference is not specifically focused on disability issues, but it could be an opportunity for presenters to submit proposals that introduce a disability dimension to the issue of Employment and Development. People interested in attending may wish to monitor the conference website to see how many sessions focus on disability issues. Call for Papers – Fourth IZA/World Bank Conference on ‘Employment and Development’
Bonn, Germany
— May 4-5, 2009

Dear Colleagues,

In many developing countries, the number of workers facing unemployment, low pay and poor working conditions is high and often growing. Policy makers everywhere are searching for answers, yet significant knowledge gaps persist in our understanding of the functioning of labor markets in low and middle income countries.

The World Bank has put forward a strategy that aims at assisting the international research community to address priority areas in the field of labor markets and development. In 2006, the World Bank and the Institute for the Study of Labor (IZA) have launched a new IZA research area on “Employment and Development.” At the core of this partnership are the series of international annual conferences to provide a platform to bring together researchers and policy makers from around the world to discuss and present their work in these priority areas.

IZA and the World Bank will organize a two-day conference in Bonn, Germany on 4-5 May 2009. Parallel sessions will be organized. Conference organizers invite you to submit your contribution by December 15, 2008. Decisions will be made by the end of January 2009.

We invite submission of papers on labor markets, job creation and labor market policies in developing countries. We will consider detailed abstracts, but will favor full papers – particularly empirical ones – that focus on one of the 7 topics of research listed at: http://www.iza.org/en/webcontent/research/ra7/index#topics
Papers dealing with developed countries and transitions economies are welcome if they prove to be relevant for the purpose of the conference and our understanding of labor market mechanism for the developing world.

The keynote speakers and panel sessions will focus on the topic of “Causes and Consequences of Formality and Informality”.

Human Rights Advocates Program, Columbia University: Training for human rights advocates

The following program is not specific to human rights in the disability community. However, it does emphasize marginalized communities in general. Disability rights advocates ready for a one-semester graduate-level training program may wish to apply on that basis. If you have missed the December 19, 2008 deadline for the 2009 session, then you may still wish to consult the Columbia University web site for information on future sessions.

Dear friends and colleagues:

The application for the 2009 session of the annual Human Rights Advocates Program (HRAP) at Columbia University is now available (deadline December 19, 2008). Columbia University asks that people disseminate this information to human rights activists based in the Global South as well as grassroots activists in the United States.

HRAP is designed to prepare proven human rights leaders from the Global South and marginalized communities in the U.S. to participate in national and international policy debates on globalization by building their skills, knowledge, and contacts. The Program features a four-month residency at Columbia University in New York City with a structured curriculum of advocacy, networking, skills-building, and academic coursework.

Since 2004, HRAP has concentrated its support on individuals and organizations that address issues broadly related to globalization.

The four-month intensive capacity building program based at Columbia University in New York focuses on the following key issue areas:

* Environmental injustice
* Labor rights violations
* Ramifications of resource extraction
* Public health crises
* Unsustainable development
* Intolerance, xenophobia, and social exclusion related to globalization

Special attention is given to the above issues and their intersection with gender, race, ethnicity, sexual identity, and/or other sources of marginalization.

Participants are selected on the basis of their previous work experience on human rights and globalization, commitment to the human rights field, and demonstrated ability to complete graduate-level studies. Advocates must originate from and reside in either the Global South or the United States. Fluency in English is required. Advocate s must secure institutional endorsement from their organizations for their participation in the Program and must commit to returning to that organization upon completion of the Program. If accepted, they must also commit to participating in the program fully.

This extremely competitive Program will admit approximately six participants. We make every effort to provide full fellowships to cover program costs as well as travel and living expenses for selected Advocates each year.

Attached please find the 2009 application form. Completed applications are due by December 19, 2008. Incomplete applications will not be considered. The 2009 HRAP will take place from the middle of August to the middle of December 2009.

    The Tusaidiane Disabilities Resources and Charity Organization of Tanzania (TDRCT) would like to improve computer literacy and self-employment opportunities for people with disabilities in Mwanza, Tanzania, and promote their empowerment.

    This organization is run by people who themselves have disabilities. I have known the man who founded this organization for some years. If his organization can quickly raise $5000 from 40 donors within a few days, then GlobalGiving will feature their organization on its website. This will enable them to attract more prospective funders. I have made a donation to them, I hope others will consider doing the same.
